A Study on the Determination Method of TOC Effluent Limitation for Public Sewage Treatment Plants (하수처리시설의 방류수 수질기준 설정방법 고찰 - TOC를 중심으로 -)

  • As the Enforcement Ordinance of Environmental Policy Act was revised in 2013, total organic carbon(TOC) was added as an indicative parameter for organic matter in Water and Aquatic Ecosystem Environmental Criteria. Under these imminent circumstances, a regulatory standard is needed to achieve the proposed TOC limitation control water quality from the public sewage treatment plants(PSTWs). This study purposes to present the determination method for TOC effluent limitation at the PSTWs. Therefore we investigate the TOC effluent limitation of foreign countries such as EU, Germany and USA, and analyse the effluent water qualities of PSTWs. In using these TOC data, we review apprehensively the statistics-based, the technology-based, and the region(water quality)-based determination method of TOC effluent limitation for PSTWs.

Application of Self-Organizing Map for the Characteristics Analysis of Rainfall-Storage and TOC Variation in a Lake (호소수의 강우-저류량 및 TOC변동 특성분석을 위한 자기조직화 방법의 적용)

  • It is necessary to analysis the data characteristics of discharge and water quality for efficient water resources management, aggressive alternatives to inundation by flood and various water pollution accidents, the basic information to manage water quality in lakes and to make environmental policy. Therefore, the present study applied Self-Organizing Map (SOM) showing excellent performance in classifying patterns with weights estimated by self-organization. The result revealed five patterns and TOC versus rainfall-storage data according to the respective patterns were depicted in two-dimensional plots. The visualization presented better understanding of data distribution pattern. The result in the present study might be expected to contribute to the modeling procedure for data prediction in the future.

Comparative Analysis on the Application of Biotic Indices for Environmental Assessment of a Polluted Stream (Jinwi Stream) (오염하천(진위천)의 환경평가를 위한 생물지수간 적용성 비교분석)

  • Jinwi Stream is considerably polluted. The urban development in a Jinwi Stream basin can make state of aquatic ecosystem worse. However, researches for aquatic ecosystems in Jinwi Stream are insufficient. In this study, biotic indices of periphytic diatoms (DAIpo and TDI), benthic macroinvertebrates (EPT, KSI and ESB) and fish (IBI) were compared with the annual water quality data. Benthic macroinvertebrates indices showed highly significant correlations with concentrations of organic materials and nutrients, while DAIpo, TDI and IBI showed low correlations with them. In particular, ESB can be considered as an useful indicator that reflects the degree of diversity and abundance of biotic community as well as water quality. In polluted and disturbed streams as Jinwi Stream, DAIpo, TDI and IBI appeared to be not available for evaluating and discriminating the water quality, although they have been known as good indices in general streams.

Review of Features and Applications of Watershed-scale Modeling, and Improvement Strategies of it in South-Korea (유역 모델 특성 및 국내 적용 현황과 발전 방향에 대한 검토)

  • In South Korea, the concept of water environment was expanded to include aquatic ecosystems with the Integrated Water Management implementation. Watershed-scale modeling is typically performed for hydrologic component analysis, however, there is a need to expand to include ecosystem variability such that the modeling corresponds to the social and political issues around the water environment. For this to be viable, the modeling must account for several distinct features in South Korean watersheds. The modeling must provide reasonable estimations for peak flow rate and apply to paddy areas as they represent 11% of land use area and greatly influence groundwater levels during irrigation. These facts indicate that the modeling time intervals should be sub-daily and the hydrologic model must have sufficient power to process surface flow, subsurface flow, and baseflow. Thus, the features required for watershed-scale modeling are suggested in this study by way of review of frequently used hydrologic models including: Agricultural Policy/Environmental eXtender(APEX), Catchment hydrologic cycle analysis tool(CAT), Hydrological Simulation Program-FORTRAN(HSPF), Spatio-Temporal River-basin Ecohydrology Analysis Model(STREAM), and Soil and Water Assessment Tool(SWAT).

The Strategy for the Advancement of Groundwater Management in Korea (국내 지하수 통합관리 선진화 전략)

  • To respond to rapidly changing water circumstances such as climate change, drought, etc., the korean government (MOE) established four advanced strategies for integrated groundwater management. The first strategy is watershed-based management of groundwater. The second strategy is total quantity management of groundwater including improvement of groundwater preservation area policy and procedure of investigation for groundwater influence area, additional construction of groundwater dam, installation of large-scale public wells, extention of spilled groundwater use. The third strategy is prevention of groundwater contamination including expansion of monitoring wells, introducing declaration of groundwater contamination. The last strategy is advancement of groundwater information management including integrated management of data, setting up a big-data based open platform. The above-mentioned four strategies will be reflected in the 4th National Groundwater Management Plan to secure implementation power, and it is expected to laid the foundation for advanced and rational groundwater management system.

Estimating River Spatial Restoration Values Using the Meta-regression Benefit Transfer Method (메타회귀분석 편익이전 기법을 이용한 하천 복원 가치 추정)

  • 본 연구의 목적은 독립적으로 수행되어진 하천 복원 가치추정 선행연구들을 대상으로 메타회귀분석을 활용한 편익이전을 제시함으로써, 편익이전의 타당성 및 적용 가능성을 검토하는 데 있다. 문헌검색을 통해 '하천 가치평가', '하천 가치', '물 환경 가치추정', '하천 편익' 등에 관한 자료를 수집하였으며, 총 60편의 연구를 수집했다. 그 중 중복된 연구를 제외하고 가치추정 단위를 '원/년/가구'로 통일함으로써 51편의 연구를 분석에 사용했으며, 90개의 가치 추정치가 실증분석에 사용되었다. 본 연구는 국내에서 수행된 하천 복원 가치 추정연구를 집대성하여 DB를 구축하고 요약통계량을 중심으로 선행연구 결과를 기술하였으며, 메타회귀분석을 실시한 후, policy site의 특성과 조건에 맞게 함수를 조정하고, 조정된 함수를 사용하여 policy site의 가치를 예측하였다. 종속변수로는 총 가치(원/년/가구, 2015년 불변가격)가, 독립변수로는 하천유형, 위치, 규모, 환경 서비스특성, 그리고 방법론 특성, 지불형태, 대상지 사회경제적 특성 변수들이 포함되었다. 모형의 추정결과 조정된 값은.420으로써 종속변수 총변이의 42.0%를 모형이 설명하는 것으로 나타났다. 메타회귀분석을 통해 본류에서 멀어지는 소규모하천일수록 하천의 경제적 가치를 더 크게 느끼는 것으로 나타났으며, 전체적인 영향력 크기를 고려해 본다면 하천을 복원할 때 수질정화기능, 서식지기능, 이수기능, 치수기능, 여가 및 수변공간으로의 기능 순으로 고려하는 것이 하천의 가치를 보다 높일 수 있을 것으로 보였다. 또한 지불방법은 매월, 인당 지불하는 것으로 제시할 때 경제적 가치 추정치를 높일 수 있는 것으로 해석되었다. 모델추정 결과를 활용한 함수이전에서는 만경강의 특성을 반영하고 조정함으로써 만경강의 가치를 추정하였으며, 모형으로부터 얻은 만경강 가치 예측치는 가구당 매년 41,214원으로 추정되었다. 본 연구의 메타회귀분석은 선행연구를 객관적으로 종합할 수 있는 분석의 틀로서 충분한 활용 타당성이 인정되는 것으로 보이며, 편익이전 시에 policy site의 자원특성과 조건에 맞춰 함수를 조정하여 예측치를 제시함으로써 메타회귀분석 함수이전의 융통성을 보여주었다. 이에 메타회귀분석을 통한 편익이전은 타당성 및 적용 가능성 측면에서 긍정적으로 판단된다.

A Study on Factors Influencing Consumer Purchase Intentions and Purposes in Direct-To-Consumer Genetic Test (소비자의뢰 유전자검사 구매 의도 및 목적에 영향을 미치는 요인 연구)

  • Innovation of genomics technology has recently been extended to Direct To Consumer Genetic Test (DTC-GT) which consumers purchase without requesting the service on medical institutes. In 2016, Korea has introduced the DTC-GT but the market size is small comparing to global market. This study analyzes consumers' purchase intentions and purposes and their influential factors based on 2018 consumer survey. According to the results of binominal and multinominal logistic regression, knowledge after purchase, attitude on medical care benefit, health status are statistically significant on purchase intentions. Purchase purposes are different on age group and related on medical care rather than health care. These results imply that DTC-GT is needed to improve consumer satisfaction, re-purchase and effective care service. This paper is expected to contribute on strategic directions for the new DTC-GT product development.

Current Status and Ecological, Policy Proposals on Barren Ground Management in Korea (우리나라 갯녹음 관리 현황과 생태적·정책적 제언)

  • The barren ground phenomenon in Korea began to occur and spread in the southern coast region and in Jeju Island in the 1980s, and since the 1990s, the damage has become serious in the east coast region as well. Korea has enacted the fisheries resource management act to manage such barren ground through the installation of sea forests among projects for the creation of fishery resources. Until now, projects related to the identification of the cause of barren ground have focused on the density of crustose coralline algae, sea urchins and seaweed, so the original cause of barren ground has not yet been identified. In order to manage barren ground, it is necessary to identify the cause of barren ground. To identify these causes, it is necessary to comprehensively consider i) studies on spatial characteristics such as rock mass distribution, slope and water depth, ii) studies on ecological and oceanographic characteristics such as water temperature, salinity, El Niño, and typhoons etc, iii) studies on organisms such as crustose coralline algae, macroalgae, and sea urchins, and iv) studies on coastal use such as living and industrial sewage inflow. Next, as with regard to legislative policy proposals , it is necessary to prepare self-management measures by the government, local governments, and fishermen as well as address management problems related to the use of sea forests by fishermen after their creation . In addition, when creating a sea forest, a management model for each resource management plan is required, and evaluation indicators and indexes that can diagnose the cause of barren ground and guidelines for barren ground measures should be developed.

A Review of a Bill on the Ocean-Based Climate Solution Act (OBCSA) in the U.S and Implications for the Ocean Climate Change-Related Legal System in Korea (미국 해양기반기후해법 법안(Ocean Based Climate Solution Act, OBCSA)의 검토와 국내 해양기후변화 법제에 대한 시사점)

  • Climate change causes ocean warming, ocean acidification, sea-level rise, dynamic coastal risk, change of ecosystem structure and function, and degradation of ecosystem services. Not only that, but it has negatively impacted the well-being of people, society, and culture, including food security, water resources, water quality, livelihood, health, welfare, infrastructure, transport, tourism, recreation, and so on, especially by particularly degrading indigenous communities and generating an inequitable distribution of benefits and costs. As pointed out here, these adverse impacts of climate change on the ocean have been emphasized at the international and national levels. In contrast, the ocean field has been neglected in the climate change conversation for too long. However, since the UNFCCC COP 25, the ocean has been drawn into the discussion as a solution to address climate change. Moreover, the U.S. Congress recently unveiled a bill called the 'Ocean-Based Climate Solution Act, OBCSA' that reflects the new paradigm of the international regime. The comprehensive legislative bill includes elements related to climate inequity, a blue economy, and a community-led bottom-up policy mechanism, which will have a significant bearing on the ocean-climate legal system. Therefore, this study reviews the OBCSA and deduces implications with regard to the ocean-climate legal system in Korea.

Study on Improvement of tap water drinking rate of Seoul city Tap water 'Arisu' through usage and recognition analysis (서울시 수돗물 '아리수' 사용현황과 인식 분석을 통한 수돗물 직접 음용률 제고 방안 연구)

  • The purpose of this study is to raise the drinking rate of Arisu, the tap water in Seoul, and to propose new solution for continuous water quality management and raising awareness. The research scope was limited to point-of-use water treatment system, and based on the this contents I proceed this study how this will help to increase direct drinking rate of Arisu. Through research, Korea has provided users with the ability to filter contaminated tap water simply as water to be rinsed through water purification. Therefore, it was predicted that it would be difficult to improve tap water as drinking water. With this study, I expect that the strength of point-of-use system and the reliability of tap water quality will be raised and hope various product will be developed to improve the perception as drinking water and I also expect that this can be applied to whole country even further in the scope of Seoul city.
