Korea Marine Environment Management Corporation (KOEM) has waste oil facilities in 13 ports to collect and treat waste oil, bilge, etc. from ships based upon the Marine Environment Management Act of Korea and MARPOL 73/78 convention. Those facilities were designed and have been operated simply to discharge water under the level 15 ppm of oil contents. However, bad smells occurred from rotten organic matters in waste water and direct discharge of harmful substances to receiving water caused civil appeals. Therefore, KOEM tried to develop new process for treatment of oily waste water from ships, which could mitigate harmful substances, save cost, calm down civil appeals and contribute to marine environment preservation. This process consists of 3 steps to remove oil contents via gravity variation at first, $O_3$ input to contact water and organism deposition by inputting condensate deposits. Then finally upper water will be discharged, and the deposited substances in the bottom will be compressed through spinning machine to transfer to the designated contractors for treatment of wastes. This is very effective and innovative in that it could reduce 3 or 4 steps compared with existing process and mitigate not only waste oil concentration but also hard resolving materials such as colloid, ABS, phosphorus, nitrogen and bad smells. This method is expected to minimize bad smells and harmful gases, to save more than 10% of maintenance cost, and to arrange the good base for garbage treatment business dealing with waste water and bad smell.

Environmental pollution and alternative energy has attracted increasing interest. The use of diesel engines is expected to increase in the world owing to their fuel economy. The problem of air pollution emissions from marine engines is causing a major concern in many areas. An alternative fuel was introduced as an environmentally friendly fuel to reduce the toxic emissions from conventional fossil fuels. Biodiesel fuel, which is a renewable energy is highlighted as environmentally friendly energy. This energy can be operated in regular diesel engines when it is blended with invariable ratios without making changes. In this study, a bio-diesel fuel was produced from waste cooking oil and applied to a marine diesel engine to examine the effects on the characteristics of combustion. Waste cooking oil contains a high cetane number and viscosity component, a low carbon and oxygen content. As a result, the brake specific fuel consumption was increased, and the cylinder pressure, rate pressure rise and rate of heat release were decreased.

The development of diesel power generation is predominantly geared toward island areas or ships because diesel exhibits weak scale-merit characteristics and power quality problems, which are associated with environmental pollution. However, a new energy paradigm, distribution energy resource (DER), has been emerging as a renewable energy source due to the existing structural problems in waste disposal and complex factors such as the conversion technology of waste emulsified oil (WDF). By combining extended producer responsibility (EPR) support and renewable energy certificates (REC), including waste energy REC 0.25 for other bioenergy and REC 1.0 for power transactions, an adequate profit model can be built through self-energetic power generation, thereby drawing keen attention from related industries. Therefore, if WDF is used appropriately as a high-quality engine fuel, it can lead to the development of various fields such as novel renewable energy sectors, waste management, and EPR-related industries. This study is intended to produce WDF using plastic waste by using it as engine-generator fuel. Moreover, we investigate ways to improve the quality and suitability of WDF as an engine fuel.

Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.

Now our ocean environment pollution is very serious. Its harm hinders in marine breeding and the safe navigation of ships at the coast. We have used an assembly system for a measure taken against environment pollution like this. But, here are some problems awaiting solution. First, most of combustible materials among ocean waste are high polymer, so it is necessary some special equipment to incinerate them. In the process we can't overlook air pollution by exhaust gas. Also, when we reclaim these wastes, we remember that they can't be decomposed naturally and leaking water may pollute soil. Thus now a days new treatment method has been developed, it recycles and doesn't product secondary pollution materials by recovering oil from pyrolysis. For it, this study investigated chemicalㆍphysical properties of wastes. And it found condition of recovering the most oil. Also it probed that the variation of temperature raising speed affects the weight reduction characteristics of wastes. Also, while studying recovered oil by waste pyrolysis and the rate of non-condensing gas in accordance with the variation of temperature raising speed. Finally we had confidence the development of pyrolysis oil recovery would succeed because we carried out evaluation at an economic point of view about it.

The centrifugal separator which uses gravity separation method for oil-water separation, rotating at high-speed, is one of the most commonly used device for controlling the amount of the oil in waste water collected in bilge. The IMO (International Maritime Organization) has set regulations, also known as MARPOL 73/78, for the prevention of marine pollution. In addition, DET NORSKE VERITAS (DNV) has set standards regarding the assignment of Environmental Class Notation, CLEAN or CLEAN DESIGN, of ships. One of the requirements for classification is that in addition to conforming to MARPOL 73/78, more stringent measures must be taken as well. One of these measures is to limit the oil concentration in bilge water to less than 5ppm. So in this study, an Oil-Water Separator (OWS) is used together with multiple separating plates as a filtration system to be used as an oil-water separation device. The OWS operates using centrifugal separation in which the mixture is separated by centrifugal forces. The main purpose of this paper is to present the OWS separation efficiency according to the rotation speed, mass-flow rate, the angle and the number of stacked layers of the laminated plate using Computational Fluid Dynamics (CFD). Improvements to the device will be investigated from these results.
This study was conducted on a circulation system which can recycle waste water from EGCS(Exhaust Gas Cleaning System) using a wet scrubber that is used to treat air pollutants from ships. Though we developed a water treatment system that could remove effectively particulate matters and dispersed oil included in cleaning water for Ship Exhaust Gas Recycle System(DePM & DeSOx), we found that it is difficult to treat minutely dispersed oil only by means of centrifugal-typed purifier. Therefore, to this system, we applied a coalescer that coalesces emulsified minute oil particles in the 2nd phase of dispersion state after being filtered through the centrifugal-typed purifier. After we treated cleaning water drained out of Ship Exhaust Gas Recycle System(DePM & DeSOx) by using both purifier and coalescer, we found that particulate matters and dispersed oil were removed more than 55% and 99%, respectively, in comparison with those contained in cleaning water influent. Putting the results together, we conclude that the treated cleaning water can be recycled as normal cleaning water if this cleaning water treatment system is employed by the wet cleaning tower system for the reduction of air pollutants from ships.

Since January 1, 2020, the International Maritime Organization (IMO) has put in place strong regulations to reduce air pollution caused by ships by lowing the upper limit of ship fuel oil sulfur content from 3.5% to 0.5% for ships passing through all sea areas around the world. Although it is important to reduce air pollutants by using fuel oil with low sulfur content, reducing the amount of energy waste through the economic operation of a ship can also help reduce air pollutants. Ships can follow designated routes accurately even under the influence of noise using autopilot systems. However, regardless of their quality, the performance of these systems is af ected by noise; heading angles with added measurement noise from the gyroscope are input into the autopilot system and degrade its performance. A technique to solve these problems reduces noise effects through the application of a Kalman filter, which is widely used in condition estimation. This method, however, cannot completely eliminate the effects of noise. Therefore, to further improve noise removal performances, in this study we propose a better denoising method than the Kalman filter technique by applying a multi-layer perceptron (MLP) in forward direction motion and a Kalman Filter in rotation motion. Simulations show that the proposed method improves forward direction motion by preventing the malfunction of a rudder more so than merely using a Kalman Filter.

Domestic laws such as Korea Marine Pollution Prevention Law (KMPPL) which has been mae and amended according to the conclusions and amendments of various international conventions for the prevention a marine pollution such as MARPOL 73/78 were reviewed and compared with the major contents of the relevant international conventions. Alternative measures for legislating new laws or amending existing laws such as KMPPL for the acceptance of major contents of existing international conventions were proposed. Annex VI of MARPOL 73/78 into which the regulations for the prevention of air pollution from ship have been adopted has been recently accepted in KMPPL which should be applied to ships which are the moving sources of air pollution at sea rather tlnn in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations in land. The major contents of LC 72/95 have been accepted in KMPPL However, a few of substances requiring special care in Annex II of 72LC, a few of items in characteristics and composition for the matter in relation to criteria governing the issue of permits for the dumping of matter at sea in Annex III of 72LC, and a few of items in wastes or other matter that may be considered for dumping in Annex I of 96 Protocol have not been accepted in KMPPL yet. The major contents of OPRC 90 have been accepted in KMPPL. However, oil pollution emergency plans for sea ports and oil handling facilities, and national contingency plan for preparedness and response have not been accepted in KMPPL yet. The waste oil related articles if Basel Convention, which shall regulate and prohibit transboundary movement of hazardous waste, should be accepted in KMPPL in order to prevent the transfer if scrap-purpose tanker ships containing oil/water mixtures and chemicals remained on beard from advanced countries to developing and/or underdeveloped countries. International Convention for the Control if Harmful Anti-Fouling Systems on the Ships should be accepted in KMPPL rather tlnn in Korea Noxious Chemicals Management Law. International Convention for Ship's Ballast Water/Sediment Management should be accepted in KMPPL or by a new law in order to prevent domestic marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water.

From 1 January 2020, the limit for Sulphur in fuel oil used on board ships operating outside designated emission control areas will be reduced to 0.5 %. This regulation by international maritime organization (IMO) is able to significantly reduce the amount of Sulphur oxides (SOx) discharging from ships and should have environmental advantages and health for all over the world. To meet the regulation, in these days, wet scrubber system is being actively developed. However, this process leads to make washing wastewater. In this study, we evaluated ion exchange resin system in accordance with scrubber wastewater discharge regulation by IMO. Theoretical wastewater used as feed solution of lab scale water treatment systems. The results revealed that nitrate ion was removed selectively in spite of high TDS wash wastewater solution depending on ion exchange resin property. Moreover, it was possible to improve efficiency of the system by optimizing operating conditions.
