이 연구는 독서동아리에 대한 사회적 지원이 확대되고 있는 상황에서, 지자체의 지원을 받고 운영된 독서동아리를 사례로 실제 운영현황은 물론 정책적 지원이 독서동아리 활동에 얼마나 유용한지에 대한 검증작업을 수행해보고, 향후 독서동아리 활성화를 위해 해결해야 할 과제가 무엇인지 논의하는데 목적을 두고 있다. 이를 위해 이 연구에서는 (1) 독서동아리의 구성요건과 독서동아리 참여 현황을 전반적으로 살펴보고, (2) 독서동아리의 운영실태를 바탕으로 동아리 회원의 관점에서 살펴본 동아리 활동의 만족도를 분석해봄으로써 지금까지의 성과와 지원활동의 의미를 확인하면서 (3) 향후 독서동아리 활성화를 위해 검토하고 준비해야할 과제가 무엇인지에 대해 논의하였다. 논의에 필요한 데이터의 수집을 위해 A지자체의 지원을 받은 15개 독서동아리 회원을 대상으로 설문조사를 수행하였으며, 수집된 데이터는 빈도분석을 이용하여 분석하였다.

To vitalize the link program of Korean long-term care insurance system to community-based services for non-eligible people, we analysed the claim data from the Korean National Health Insurance Corporation (NHIC), and conducted a questionnaire survey to charging employees of elderly service department at local governments. The subjects were all 81,377 people, 57,454 of them were arranged to community-based services. The link program was more necessary among the missed subjects rather than the arranged people due to the need for physical or psychological assistance. By the result of the survey to the local government employees, 59.5% of subjects responded their proportion of link service was over 10% and under 20%, and 54.3% of them responded their job boundary are not clear. Major type of linking was notification the subject list to local government, 91.4%; proportion of periodical notification on the status of their service link were 57.1%, only 7.1% were followed to manage after the link. Difficult factors at the link process were pointed out the overload by other side work, deficiency of resources, rigidity of priority of link, and so on. Considering these results, to vitalize the community-based services to the non-eligible people, it may be essential the active participation of the subjects, construction of parts working in coordination among the institutions including NHIC, local governments, and service providers; development of various services for maintenance or promotion of the non-eligible peoples' health and functional status; and active participation of institutions from the third sector, and so on.

대학 교원 창업은 기술 이해도가 높은 고급인력의 기술창업으로 일반적인 기회 형 창업보다 성장성 및 파급효과가 높은 양질의 창업 유형이다. 이러한 장점에 주목하여 정부는 대학 교원 창업 활성화를 위한 노력을 지속해오고 있다. 그러나 현행 법규 및 관련 제도는 교원 창업에 대한 명확한 정의뿐만 아니라 교원 창업과 관련한 주체들(대학, 교수, 대학원생 등)간 이해가 충돌하는 상황을 고려하지 못한 상태에 머물러 있다. 이로 인하여 대학 교원창업과 관련한 여러 유형의 이해충돌 문제가 발생하고 있고, 이는 교원 창업을 더욱 어렵게 만들고 있다. 이에 본 연구에서는 학술적 관점에서 대학 교원 창업 관련 논의를 종합하고, 대학 교원 창업의 이해충돌 문제를 체계화 및 유형화하였고, 한국과 미국 주요 대학의 교원 창 관련 제도를 비교분석하였다. 이를 바탕으로 국내 대학 교원 창업의 문제점을 진단하고, 활성화 방안을 제안하였다.

Globalization of consumption, expansion of cross border e-trade, increase use of internet and mobile have led to rapid growth of world e-commerce particularly in Asia and emerging markets. Impacted by Korean wave, online export is continuously increasing, yet Korea is experiencing severe e-commerce trade imbalance. Export growth rate and ratio of Korean small companies are relatively low from OECD member countries. Therefore, Korean government is currently emphasizing on vitalization of online export to China to resolve trade imbalance and to increase export of small companies. To propose detail measures to vitalize online export to China, this study is focused on export customs clearance procedure of Korea and import customs clearance procedure of China in view of online export company. Also suggested countermeasure plan and analysis for the new tax revision plan related to e-commerce which implemented on April 8th 2016. This study have grouped countermeasure plan by short term plan of firms and long term plan of the government. As for the short-term countermeasure plan for firms, first, comparison analysis of tax rate on products is need to decide type of e-commerce strategy; second, if planning to start e-commerce business to China, sales possibility and certification check is necessary; third, through preparation of customs clearance document is needed; last in order to obtain price competitiveness, new logistics strategy and packing development is required. As for the long-term countermeasure plan for the government, I have suggested cooperated bonded logistics service for small businesses and operation plan of show room for promising Korean products.

In modern society, the range of time and space in life is continually expanding due to increase of income and diversification of life. In order to respond to these changes and to satisfy needs and to secure the mobility of citizens, the construction of transport infrastructure and public transport services should be provided continually. In particular, to ensure mobility during late-night hours, providing metropolitan public transport services is urgently needed. Due to expansion of life zone, tension of time and space of metropolitan transportation is essential to construct transport infrastructure in preparation for entry into 24-hour community. This study was based on analysis of travel resource and survey data conducted by passengers of express trains, conventional trains, and metropolitan bus. This study is to investigate use characteristics of passengers and characteristics and problems of Gyeongin-line. Moreover, this study's purpose is to suggest plans in order to improve express train operation and extend hours of the midnight express. It is also important to vitalize public transportation.

The purpose of this study is to diagnose the lifelong education promotion system in Busan and to establish a desirable promotion system. In the study, we search for the optimal alternative to manage lifelong education exclusive organization(Busan Institute for lifelong Education) and seek ways to vitalize the lifelong education promotion system in Busan. The focus is also placed on completing a network-type governance system by strengthening the connection and cooperation among the parties. In order to make the promotion system function efficiently, the vitalizing methods of lifelong education promotion system can be roughly categorized into some kind as follows : strengthening the network between the interested parties and establishing their roles, restructuring legal as well as administrative and financial support system; enhancing education and public relations; intensifying local infrastructure of lifelong education; and boosting accessibility and expanding exchange and cooperation.

Recently laws have been enacted to build and promote the use of smart grid. There are also increasing demands for the compliance with international trade agreements and the related international standards. Due to these rapid changes in electric power industry and the market expansion, importances of new technologies and processes have been being increased. To reflect these international trends, the government have carried out the designation of new technology for electric power industry to promote domestic industries and national competitiveness by inspiring technology developments in individual or private industry sectors. In this paper analysis of the current status of the designation of the new technology of electric power has been presented including its problem and effect on the related industries. The analysis is expected to be utilized to enhance sound development and to vitalize the electrical new technology regulation.

The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

This paper proposes how to develop the EC(Electronic Commerce) for industrial-related items, which has not been tried yet in EC areas. Usually industrial design derives an idea and concept for a new product from the needs of end-users and manufacturers. Then this product is developed through the design process such as idea-sketch, rendering, and design modeling mock-up. The purpose of this paper is to vitalize the trade for some items which are necessary for the design process and are intermediate products. That is, the idea and concept from the needs and seeds can be dealt with as one item. Furthermore, the idea-sketch and rendering materializing from the idea can be an item also. By doing so, excellent design items which could be thrown away in the middle of the process can be made into valuable commodities. Then we can specify the role of Designer, Manufacturer, and End-User as a buyer or a seller.

Purpose: This study analyzes the strategical priority to improve eco-labelling certification system, focused on biodegradable resin. Methods: This study will come up with measures to operate the eco-Label certification system related to biodegradable products more effectively and efficiently by discovering various problems related to the system, using causal loop diagram and AHP analysis. Results: This study shows that the government should play more important role while firms could also serve their roles in the initial and stabilizing stages of the eco-labelling certification system, in order to vitalize the eco-Label certification system more effective. Conclusion: This study addresses strategic eco-labelling policies on governmental and firm's operation and providers guidance to practitioners in addressing strategic decision relating to eco-labelling certification system.
