Currently, blind people are experiencing a lot of inconvenience in their daily lives. In order to provide helpful service for the visually impaired, this study was carried out to make a new smart glasses that transmit information monitoring walking environment in real-time object recognition. In terms of object recognition, YOLOv4 was used as the artificial intelligence model. The objects, that should be identified during walking of the visually impaired, were selected, and the learning data was populated from them and re-learning of YOLOv4 was performed. As a result, the accuracy was average of 68% for all objects, but for essential objects (Person, Bus, Car, Traffic_light, Bicycle, Motorcycle) was measured to be 84%. In the future, it is necessary to secure the learning data in more various ways and conduct CNN learning with various parameters using darkflow rather than YOLOv4 to perform comparisons in the various ways.

The National Institute of Special Education developed and distributed software textbooks for disabled students according to the necessity of practical course in elementary school and information in middle school in the 2015 revised curriculum. It is a textbook provided from the perspective of education opportunity equity but the content of programming education for visually impaired students was insufficient. Therefore this study was conducted for the purpose of confirming the effectiveness of programming education for visual impaired students and providing the direction of future programming education. In order to achieve the purpose, programming classes were conducted for blind students in the 6th grade of elementary school. As a result of a study using "Blocks4All", a block-based programming tool with robots, students participated in classes actively and efficacy, intrest, and usefulness of programming are high. This study is meaningful in that it confirmed the possibility of programming education for visually impaired students.

A white cane is used by many people who are blind or visually impaired. The studies and developments in the field of smart electronic white cane have been progressed to improve walking safety of the visually handicapped person. In this paper, we describe a situation-awareness white cane which support and guide walking of the visually handicapped person by giving information of surrounding situation through connection of a white cane and a mobile device. There are easily accessible buttons in the situation-awareness white cane. These buttons is connected with the mobile device by blue-tooth, so by pushing these buttons, the visually handicapped person can receive sound-guidance. As a result, the visually handicapped person can walk more safely by getting more information of situation.
The subjects of this study are three visually-impaired undergraduates currently considering if they should take a leave of absence after finishing the first year in S University located in Busan City. From March to July, 2018, this researcher explored the meaning of their university entrance and the essential meaning and structure of their school life experiences by using Giorgi's phenomenological methodology. According to the results, this author drew 32 meaningful statements and also 10 main themes, "the excitement of campus life and the name of being an undergraduate", "parents' suggestion", "something other than being a massager", "Is it a place that anyone can enter? Or, is it a special place?", "loneliness within the public", "Everything is an obstacle.", "It's not giving up, but still I am in a vague moment.", "the beginning of another conflict", and "studying in a university is not for the present but for the future". They were categorized into being a university student and the meaning of it (category1), adaptation to university life and reality (category 2), and one year after the entrance: the meaning of being a university student (category 3). Based on the above results, this author intends to provide foundational material about what universities can do for visually-impaired students to adapt to university life in the initial steps properly.

Visually impaired people use tactile maps to get spatial information about their surrounding environment, find their way, and improve their independent mobility. However, classical tactile maps that make use of braille to describe the location within the map have several limitations, such as the lack of information due to constraints on space and limited feedback possibilities. This study describes the development of a new multi-modal interactive tactile map interface that addresses the challenges of tactile maps to improve the usability and independence of visually impaired people when using tactile maps. This interface adds touch gesture recognition to the surface of tactile maps and enables the users to verbally interact with a voice agent to receive feedback and information about navigation routes and points of interest. A low-cost prototype was developed to conduct usability tests that evaluated the interface through a survey and interview given to blind participants after using the prototype. The test results show that this interactive tactile map prototype provides improved usability for people over traditional tactile maps that use braille only. Participants reported that it was easier to find the starting point and points of interest they wished to navigate to with the prototype. Also, it improved self-reported independence and confidence compared with traditional tactile maps. Future work includes further development of the mobility solution based on the feedback received and an extensive quantitative study.

For people with physical or sensory limitations, broadcasting is the main means of information acquisition and leisure. Recently, changes in the media environment, such as convergence of broadcasting and communication, digital mobile conversion of broadcasting, and active media usage behavior of users, make broadcasting accessibility of the disabled difficult, and as a result, the information gap between the disabled and the non-disabled is increasing. A notice on broadcasting rights for the disabled was enacted in consequence of the amendment of the Broadcasting Law in July 2011 and the web accessibility guideline became more effective with the amendment of the National Informatization Act in 2013 so that legal basis for the right of media access for the disabled was established. However, media services for them are still lacking quantitatively and qualitatively. In this study, we describe the present status of the audio description service for the visually impaired, and analyze the results of the questionnaire survey on the usage status, satisfaction and improvement requirements of the audio description service for 100 visually impaired people.

The white cane, walking assistive device of visually impaired person, has disadvantages for acquiring the information by contacting obstacles directly and detecting low obstacle on the ground. Recently, new devices have been developing to solve these problems, but these were not widely used due to high price and appearance. Therefore, in this study, we developed two types of walking assistive shoes which were manufactured with infrared sensors, pressure sensors and vibrating motors. Two types of shoes were classified with single sensor (SS) and double sensor (DS) type according to the number of infrared sensor. To evaluate the effectiveness, we compared required time and number of collisions during walking with walking assistive shoes and white cane on obstacle area. As the results, required time was increased than white cane while number of collisions was decreased when walking with developed walking assistive shoes. In addition, required time and number of collisions was more reduced when using walking assistive device than white cane. Therefore, we suggests that developed walking assistive shoes can a great help to provide safe walking condition and reducing time to adapt new types of walking assistive shoes.
In the digital era, broadcasting plays a very large role as a means of communication, as it no longer merely provides information or entertainment media. Particularly in the case of the visually and hearing-impaired, broadcasting is the primary means of acquiring information, so its role as a public service needs to be expanded. The development of digital technology enables the quantitative expansion of traditional methods of disability broadcasting, i.e., closed caption, sign language, and descriptive video service, with an acceptable level of quality. In this study, we review the current trends of, and concerns related to, broadcasting services for disabled people, as well as technological trends, and proposals for increasing visibility and accessibility to broadcasting for hearing-impaired people.
