Objectives: By comparing and analyzing the legal system for risk assessment in South Korea with other advanced countries, the study is designed to identify the key elements of risk assessment and seek improvement measures while focusing on solutions to the execution of risk assessment violations. Methods: The study started with an awareness of the need to improve the legislation on the risk assessment of businesses in Korea. In order to reflect this problem consciousness in Korea's industrial safety and health legislation, risk assessment legislation in Japan, Britain, Germany, and Korea was analyzed in comparative terms through the literature. Results: Unlike the other advanced countries, the concept of risk assessment is defined in Korea in a broad sense that includes measures to reduce risk, and risk assessment in the manufacturing and design stages is not institutionalized. In the case of worker participation, there is a problem regarding effectiveness. It is problematic that compared to the other foreign countries there is a possibility that general risk assessment will be neutralized because it is recognized as a uniform general risk assessment for a particular risk assessment, as well as inadequate risk assessment. Conclusions: The areas diagnosed with problems compared to the legislation in other advanced countries should be improved by revising laws and administrative rules and supplementing the explanatory guidelines, etc. by referring to the legislation of these countries. In particular, the issue of enforcement for violations of risk assessment must be improved in order to ensure the effectiveness of risk assessment.
BACKGROUND: The residue dissipation pattern of pesticides for agricultural products during the pre-harvest period after the final application is important to prevent the maximum residue limit (MRL) violations in domestic and export markets. The MRL violations of carbendazim are observed more often in chamnamul by pesticide residue management surveys by the Ministry of Food and Drug Safety. The residue level at the pre-harvest interval (PHI) and the residue dissipation constant from the critical good agricultural practice (cGAP) trials could be estimated to meet the MRL and pose a health risk to consumers. METHODS AND RESULTS: Chamnamuls were harvested at 0, 1, 3, 5, 7, 10, and 14 days after application of carbendazim in accordance with critical GAP. The residue analysis in chamnanul was performed by HPLC-DAD with the C18 column. The limit of quantitation of carbendazim was 0.04 mg/kg, and the recoveries were 74.4 - 95.8% at the two spiked levels (LOQ and 10LOQ) of carbendazim. The dissipation rates in chamnamul were calculated from the residues at the sampling days by statistical method at a 95% confidence level. The biological half-lives of residual carbendazim in the field trials 1 and 2 were 4.9 and 4.4 days, respectively. CONCLUSION(S): In this dissipation study, the residue concentrations at the recommended PHI were higher than the established MRL in Korea. Therefore, the MRL is proposed based on the residue data sets from the trials conducted at the same cGAP and the dietary exposure assessment.
Conventionally, all the unsafe acts by human beings in relation to industrial accidents have been regarded as unintentional human errors. Exceptionally, however, in the cases with fatalities, seriously injured workers, and/or losses that evoked social issues, attention was paid to violating related laws and regulations for finding out some people to be prosecuted and given judicial punishments. As Heinrich stated, injury or loss in an accident is quite a random variable, so it can be unfair to utilize it as a criterion for prosecution or punishment. The present study was conducted to comprehend how categorizing intentional violations in unsafe acts might disrupt conventional conclusions about the industrial accident process. It was also intended to seek out the right direction for countermeasures by examining unsafe acts comprehensively rather than limiting the analysis to human errors only. In an analysis of 150 industrial accident cases that caused fatalities and featured relatively clear accident scenarios, the results showed that only 36.0% (54 cases) of the workers recognized the situation they confronted as risky, out of which 29.6% (16 cases) thought of the risk as trivial. In addition, even when the risks were recognized, most workers attempted to solve the hazardous situations in ways that violated rules or regulations. If analyzed with a focus on human errors, accidents can be attributed to personal deviations. However, if considered with an emphasis on safety rules or regulations, the focus will naturally move to the question of whether the workers intentionally violated them or not. As a consequence, failure of managerial efforts may be highlighted. Therefore, it was concluded that management should consider unsafe acts comprehensively, with violations included in principle, during accident investigations and the development of countermeasures to prevent future accidents.
Purpose: Seclusion room in a psychiatric facility limit the body and space for treatment or protection, so controversy over human rights violations arises despite their necessity. The seclusion room should be created as an environment that can promote the recovery and healing of patients, not the purpose of managing patients. while ensuring the safety of medical staff. Therefore, the purpose of this study is to compare and analyze the standards of overseas guidelines for the seclusion room in psychiatric facility, and through this, it is intended to contribute to the improvement of facility standards for seclusion rooms in Korea, which are at a very insufficient level. Method: This study takes the method of comparative analysis through literature review. We analyze the facility standards of seclusion room in Korea, and compare and analyze guidelines for seclusion rooms in Australia, US, UK, and Canada. Result: As a result, the elements of the guideline for seclusion room were classified into size, space, opening, furniture and equipment, and etc. The results of comparative analysis of details are presented. Implications: Korea should also prepare guidelines for psychiatric institutions, and among them, the standards for seclusion room, which are at the center of controversy over human rights violations, should be reviewed in depth.
코로나-19 예방 수칙 위반으로 인해 발생하는 피해가 늘어감에도 불구하고 아직까지 예방 수칙 위반에 대한 연구는 크게 조명 받고 있지 않다. 본 연구는 블랙 스완 이론에 기반하여 코로나-19 예방 수칙 위반 의도에 이론적으로 영향을 미칠 수 있는 선행 요인들을 식별하였으며, 2021년 2월 11일부터 2021년 3월 10일까지 온라인 설문 조사를 실시하여 215명의 응답을 수집하였다. 회귀 분석 결과, 예방 수칙에 대한 인식 불일치, 대표성 편향, 가용성 편향이 코로나-19 예방 수칙 위반 의도를 증가시키는 것으로 나타났다. 하지만, 낙관적 편향은 예방 수칙 위반 의도에 유의한 영향을 미치지 않았다. 본 연구는 새로운 선행 요인을 제공할 뿐만 아니라 예방 수칙 위반 의도를 감소시키기 위한 이론적 근거를 제공한다. 또한, 지역, 국가, 이론에 따른 위반 의도의 차이를 규명할 필요성을 제안한다.
인터넷이 발전함에 따라 많은 사람들이 이메일로 문서를 주고 받거나 온라인 서비스에 가입하는 등 전자우편 사용이 증가하고 있다. 상용 이메일 서비스를 통해 제공되는 도메인을 사용하지 않고, 개인이나 교육기관의 자체 도메인을 사용하는 사례도 함께 증가하고 있다. 하지만 사용하던 전자우편의 도메인이 만료될 경우 다른 개인이나 기관이 해당 도메인을 사용 할 수 있고, 새로운 도메인 소유자는 도메인으로 전송되는 모든 전자우편을 수발신 할 수 있어 개인정보 유출 우려가 크다. 기존 이메일 주소로 전송되는 모든 전자우편을 확인할 수 있기에 비밀번호 재설정 안내, 신용카드 명세서, 전자상거래 주문 내역 등 민감한 개인정보를 포함한 전자우편 역시 열람할 수 있는 것이다. 본 논문에서는 외부 사이트 등 의존성이 유지된 채 전자우편로 사용되던 도메인이 만료될 때 야기되는 개인정보 피해를 기술하고 해결책을 제안하고자 한다.
현재 대한민국에서는 교통 혼잡을 해결하기 위해 다인승 전용차로 (HOV, High Occupancy Vehicle Lanes)와 지정차로제를 시행하고 있다. 현행의 교통단속 시스템은 단속 지역 구역에 인원이 필수로 배정되며 무인 단속에 어려움이 있다. 또한, 고정식 교통단속시스템은 속도 위반 단속은 가능하나 운전자가 네이게이션을 통해 단속을 회피할 수 있다. 이러한 문제점을 해결하기 위해 딥러닝 객체 인식 모델인 YOLO를 통한 교통 통합 단속 시스템이 필요하다. 본 연구에서는 멀티스레딩 기술 기반의 병렬처리 차량번호 인식 기술을 적용하여 불시 단속이 가능한 이동식 교통 통합 관리시스템을 제안한다. Yolo5를 이용한 차선 인식, 차량탑승인원 판별, 차량 번호 인식 등의 알고리즘을 통합 모델을 설계하고 이를 적용한 통합시스템을 제시하였다.
The capabilities ofBusiness Process Management Systems (BPMS's) are continuously extended to increase theeffectiveness of the management and enactment of business processes. This paper identifies the challenge ofcase prediction, which for a specific case under the control of a BPMS deals with the estimation of the remaining time until it is completed. An accurate case prediction facility is a valuable tool for the operationalcontrol of business processes, as it enables the pre-active monitoring of time violations. Little research has beencarried out in this area and few commercial tools support case prediction. This paper lists the requirements onsuch a facility and sketches sonae directions to reach a solution. To illustrate the depth of the problem, a smallaspect of the problem is treated in more detail. It involves the complex relations between tasks and resources inbusiness processes, which makes an exact analytical approach mfeasible.
This study examined whether preschool children's meta-socialization (conceptions of social situations) and their responses differed by children's social competence. Participants were 74 kindergarten children living in Seoul, Korea. Results showed differences in children's conceptions of social-conventional and personal situations by social competence and differences in children's responses to moral situations by social competence. Children with higher social competence had a tendency to negative social-conventional violations and they showed a general acceptance in personal choices, whereas children with lower social competence made frequent responses of 'retaliatory' and 'involve adults' in moral situations.

Risk analysis is a systematic study of uncertainties and risks we encounter in business, engineering, public policy, and many other areas. Value at Risk (VaR) is one of the most widely used risk measurements in risk management. In this paper, the Korean Composite Stock Price Index data has been utilized to model the VaR employing the classical ARMA (1,1)-GARCH (1,1) models with normal, t, generalized hyperbolic, and generalized pareto distributed errors. The aim of this paper is to compare the performance of each model in estimating the VaR. The performance of models were compared in terms of the number of VaR violations and Kupiec exceedance test. The GARCH-GPD likelihood ratio unconditional test statistic has been found to have the smallest value among the models.
