Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.
There are various issues in rural areas. There are population decline, aging, and the absence of jobs and amenities. The government continues to expand various projects for rural areas. Recently, the government is promoting smart village projects in farming and fishing villages. The purpose of smart village is safety, convenience, smartization, and productivity improvement. The purpose of this study is to investigate the project and implementation process of smart villages, and domestic and foreign cases. And it classifies smart villages and suggests implementation strategies. The conclusion is as follows. ①The smart village business focuses on safety, living convenience, facility smartization, and agriculture and fisheries. ②In overseas cases, the smart village project focuses on improving the residential environment of farming and fishing villages in the EU, the UK, and Germany. Japan focuses on improving energy and agricultural and fisheries productivity. ③It is recommended that the smart village business be subdivided and promoted as much as possible. And the project enhances synergy in cooperation with other government ministries. ④Smart services increase credibility through FGI for public officials and residents. ⑤The project is carried out in consideration of agricultural products, tourism festivals, natural environment, history and tradition.
Among Korea's national folk cultural heritage, eight villages have been designated, and 37 years have passed since Hahoe Village was first designated in 1984. All eight villages have been constantly inhabited by residents from the past to the present, so the cultural value of inferring the lives of our ancestors in the past is very high. However, due to the inconvenience of the settlement environment in existing houses due to changes in the living environment, buildings such as various residential facilities and warehouses have been installed and expanded without permission, losing the original cultural property landscape and building. In addition, complaints and conflicts from residents are accumulating due to the poor living environment in the village. Therefore, this study intends to present guidelines for conservation and maintenance that can embrace changes in resident's housing and living environment, based on the 'maintenance of original form', the grand principle of the Cultural Properties Protection Law about the Jeju Seongeup Village. In particular, the maintenance plan is largely subdivided into legalization, demolition, expansion and reconstruction, and detailed standards for each item and examples applied are proposed. Through this, it aims to become basic data on the starting point of realistic improvement measures for cultural properties and residents to coexist.
After the 2000's, the rural village development projects are designated as participatory rural village development programs and projects. The purpose of this study is to draw a scheme to facilitate resident's participation in rural village development project by exploring the factors influencing resident's participation. For this, in Namsa rural theme village in Dansung-myon, Sanchung-gun, Kyongnam Province, the data were collected through field surveys and interviews residents residing in this village. In addition, observations studies and an opinion survey of the persons concerned in the presentation meetings were also conducted. I investigated and analysed the activation factors and the characteristics of residents' participation, and amenity resources which were essential for community planning including the planning-establishment, theme-searching and development of experience program. Through this study, I drew findings as follows; 1) The leader's leadership and residents' positive participation are very important activation factors in the first stage of rural viability. 2) And then, the external support and concern, the establishment of short-and long-term community planning, and the rural-income increase through the development of amenity resources play important roles as activation factors in the successive stage of rural viability. Based on the results of this study, the following recommendations were made. In order to improve the level of resident's participation in rural village development programs and projects, it is necessary to evaluate their successes, failure, barriers and the positive correlation between their success more delicately. In addition to this, it must be suggested the better model for participatory rural village development programs for the further enhancement and improvement of rural village development projects.
This study aimed to identify orientations for the development of the community by establishing desirable aesthetical environments and reorganizing the residents' communal way of life through the implementation of village art projects. To investigate how the implementation of village art projects influence community and communication, the author analyzed changes in walls made by the implementation of actual projects in Anhyeon Village in Gochang, Dongpirang in Tongyeong, and Byeolbyeol Village in Yeongcheon. The community was analyzed from the view points of locality, communal ties, and communication. The results showed that Anhyeon Village in Gochang expressed its locality with chrysanthemum, poems and local figures. Similar walls were built across the village to strengthen ties among the residents, and portraits used as doorplates represented communication among them. Various paintings of seas, flowers, and poems were seen in Dongpirang in Tongyeong, which were thought to be representations of its locality and the friendliness of hometown in the less favoured area. Wall paintings played pivotal roles in this village to impart to the residents essentials that should be kept to eliminate inner walls in their minds and ensure open communications. In Byeolbyeol Village in Yeongcheon, locality was presented with common farm village landscapes in various materials, patterns and formativeness. Village-wide reinforcement contributed to strengthening ties in the community rather than forming boundaries against outside worlds. Cultural and artistic elements structured mental walls that made people not aware of the presence of physical walls.
This study aimed to categorize mountain villages according to business expense investments and investigate residents' supplementation demands and differences between expected effects by the categories. For the study, 35 villages where are completely developed on and after 2007 were selected to consider fairness among local governments. Each village leader(the head of the village or the chairperson of the management committee) was conducted a survey from 2012 May to August and one copy of survey was eliminated from the study. The study is summarized into four results. First, the types of mountain villages were categorized as a type of mountain village practice(18), a type of life environment improvement(8) and a type of forestry income(8) according by the itemized reports of the business expense investments. Second, the result of F-test(One Way ANOVA) for the average analysis by types showed that 3 out of 6 demands for the operation were significant differences and a supplementation necessity of the program was identified significant differences in p<0.01 level. The necessity of forestry resources use and sprawling development prevention are also showed significant differences among types in p<0.05 level. Third, F-test results from 7 questions of desired effects through mountain village creation project revealed that promotion and market security of forestry products and local patriotism instillation through a personal exchange are significant differences between types in p<0.05 level. Forth, the results of duplication benefits(the mountain village development projects and the village support programs with other departments) on the residents' development expectation found that when a village received a large number of projects, residents' expected effects were higher than other village residents where received relatively a small number of projects. However, the expected effects from the increasing quantities of projects were decreased.
In this study, a new model for improving the settlement environment and revitalizing hilly and mountainous areas was presented. A case study was conducted in two rural villages of Nakatsu-Mura in Wakayama-Prefecture, Japan. The settlement environment was evaluated from the point of view of the local residents, and the expectation of the local residents about the regional revitalization of their village in the future was assessed. From the analysis, each factor used far the assessment displayed characteristics of the two rural villages well. The type of improvement in rural villages was classified by a combination of the degree of satisfaction over the current settlement environment and expectation about the regional revitalization of the villages in the future. A method for improving and revitalizing settlement environments was clarified.

This study discusses developing historical trails and ecological trails in rural area. Since the leisure time and interests in environment and health have been increasing, the number of hikers who enjoy the beautiful landscape and regional culture through the exploration of natural regions has been growing. However, these various road haven't been related to the rural village in many cases, so it is necessary to make some alternatives for revitalizing the region and improving incomes of non farm. Therefore this study suggested the applications of rural trail plan that fits for a scale of the rural village and local characteristics. This research divided forms of the rural village road into type of the natural landscape resource (Gangreung Anbandegi Village) and that of the historical culture resource (Yongin Hakil Village) according to amenity resources of objective village. The plan for village road basically made by the best of valuable resources of village unit, connected existing 'Trail' of other departments to the village and suggested a case of plan applied to the field so as to emphasize characteristics of rural area.
