  • China is a country with large agricultural areas and subject to frequent calamities. Drought is the top of them. It has been a key problem for development of agriculture in the country. In the long struggle against drought, Chinese have accumulated many rational and irrational experiences. The Dragon Kings Belief, which is popular in North China and discussed in a thesis, is one of their irrational experiences. The belief was passed together with Buddhism from India to China in the Tang Dynasty. After it settled down, it was incorporated with the local five dragons belief and a set of beliefs in dragon kings came into existence. The emergence of the dragon kings belief ended the history that the title of rain got was not clear in China and Dragon kings finally got the status. Irrigation is the lifeblood of agriculture in China. In a Chinese mind, Dragon kings are the most important gods who take charge of rain and thus offer the lifeblood. In understanding the nature and characteristics of Chinese traditional culture, it is important for us to make clear the origin and evolution of the belief, find out its nature, function and operation. In the every year beginning of February of the Fanzhuang calendar in the people of Hebeisheng Zhaoxian, would all hold a festival to offer sacrifices to the $^{{\circ}TM}^{\prime}longpai$. Longpai was regarded as the core of the temple fair, thus the native sons came to call this festival; "longpaihui". In this region the'Fanzhuang longpaihui'developed into a well knownand grand temple fair. It was able to attract numerous pilgrims with its special magic power, occupying a place in $China^{{\circ}TM}$ 'eryueer'festival with festive dragon activities. The dragon is a common totem among Chinese nationals. The belief worship of the dragon dates from the start time of primitive societies. Dragon oneself the ancients worship's thunder lightning. In the worship of the great universe, at first afterwards this belief with the tribe's totem worships to combine to become the animal spirit. In ancient myths legends, along with folk religion and beliefs all hold a very important position. The longpaihui is a temple fair without a temple; this characteristic is a distinction between longpaihui and other temple fairs. As for longpaihui must of the early historical records are unclear. The originator of a huitou system has a kind of organized form of the special features rather, originator of a huitou not fix constant, everything follows voluntarily principle, can become member with the freedom, also can back at any time the meeting. There is a longpaihui for 'dangjiaren', is total representative director in the originator of a huitou will. 청도새마을운동 기념공원 기본계획 (A Study on the Landscape plan to the Cheongdo Saemaeul Movement Memorial Park)

  • The Saemaeul Movement, which is the representative national campaign of Korea aimed at the development of local communities, has drawn a great deal of attention from home and abroad and formed an element of Korea's national brand since 2000. Accordingly, this research was conducted for the purpose of constructing a memorial park in Shindo Village, Cheongdo County, North Kyoungsang Province, which is a home to the Saemaeul Movement. As the Saemaeul Movement is benchmarked by many countries around the world today, this research aims to communicate the spirit and social value of the movement and disseminate its effects of local community development in rural areas through the construction of a memorial park. In this study, the design motive of the memorial park was conceived through the historical review and case studies of the Saemaeul Movement. In parallel, theoretical study was also conducted on design techniques as the basis of this research. In consideration of the characteristics of a technical article, this research was conducted in several phases. In the first phase, the conditions of the site where the park construction was planned were analyzed and the direction of its development was set. In the second phase, the main theme and the basic principles of planning were established, and the contents of the park construction project were devised in detail. In the last phase, a comprehensive plan was established, including a space layout to accommodate activities, facilities and programs to be introduced to the park. The park construction site ($106,000m^2$) was divided into four zones (memorial zone, historical theme park, education zone and experience zone) based on circulation planning aimed at creating memorial space, and was linked to eco-friendly ecological space in consideration of environmental features. At a time when the Saemaeul Movement is being propagated across the world, the result of this study will help create a place for its memorial and play a pivotal role to boost international movements aimed at promoting co-prosperity across the global village. It will also bear significance as an example of theme-based park construction in a rural area and the invigoration of a local community.

도시 소공원의 창조적 재생과 일상 - 부산 전포돌산공원을 중심으로 - (The Creative Regeneration and Daily Life on Urban Park - The Case of JeonpoDolsan Park in Busan -)

  • 본 연구에서는 전포돌산공원을 대상으로, 공동체를 위한 공공공간이 절대적으로 부족한 도시 저소득층 거주지역의 공원 재생과정에서 나타나는 주민들의 갈등과 참여 그리고 공원에서 행해지는 주민들의 다양한 활동을 살펴보았다. 그리고 이를 통하여 새롭게 재생된 도시 소공원이 주민들의 일상에 미치는 영향 그리고 이들에게 공원의 역할과 의미는 무엇인지를 파악하고자 하였다. 돌산공원은 일반적인 도시 소공원의 기능을 제공할 뿐만 아니라 불량경관의 개선, 토론 집회를 위한 장소 제공, 문화 및 참여공간으로서의 역할을 수행하며 개방적인 마을분위기 형성, 공동체를 위한 공공공간 조성, 단절된 이웃마을과의 소통과 통합 등 저소득층 거주지역 주민들의 삶의 질을 향상시키는데 기여하고 있음을 확인할 수 있었다. 공원의 창조적 재생은 저소득층 거주지역에 대한 관의 일방적 재개발정책이 아니라 마을 주민들의 참여를 유도함으로써 소속감과 장소 애착에 대한 동기를 유발하고 공공(도덕)의식을 확산하며 희망공간으로의 인식 전환을 이루는 계기를 마련하였다.

  • 본 연구에서는 도심지에 위치하고 있는 집합적 건축유산 중 현재 지역사회의 관심과 활용도가 높아지고 있는 근대건축을 중심으로 재난대응 현황에 대하여 조사하였다. 대전 소제동 철도관사는 집합적 건축군으로 조성되어 있으며, 역사와 문화적, 건축적 가치에 대한 평가와 보존 노력이 지속적으로 진행되어 왔지만, 현재 제도적 보호조치를 받지 못하는 비지정 문화유산이다. 관사는 집합적 건축군으로서 보존에 의미가 있지만 주요구조부가 목구조로 형성되어 있어 화재나 재난에 소실 우려가 크고, 방재 대책도 부족한 실정이다. 따라서 철도관사의 배치 및 건축적 특징 등 구조적·비구조적 상태를 조사하고, 주요 구조부가 목구조로 형성된 관사건축군의 방재시스템구축 및 주민참여 방안을 고찰하였다. 집합적 건축유산으로 조성된 도심지 역사환경을 보존하기 위해서는 관사촌의 특성을 고려한 효과적인 방재시스템구축 및 주민참여 방재역량 강화, 지역사회의 공식적·비공식적 거버넌 구축 등 마을 자체의 방재역량을 강화해야 한다.

도시재생사업의 평가요인 선정 및 적용 (Selection and Application of Evaluation Factors for Urban Regeneration Project)

  • 본 연구는 도시재생사업을 평가하기 위한 지표 선정 및 개선방안을 제시하기 위해 연구를 진행하였다. 먼저 도시재생 관련 전문가를 대상으로 설문조사 및 분석을 수행하여 평가지표를 선정하였으며, 선정된 지표를 활용하여 도시재생사업이 시행 중인 원고개 마을의 주민의견을 수렴·분석하였다. 이를 바탕으로 해당지역의 개선방안을 제시하였다. 연구결과를 살펴보면, 도시재생 평가지표를 그 특성에 따라 '물리적 환경', '사회적 환경', '경제적 환경' 부문으로 구분하고, 1차 전문가 설문 및 MCB 분석을 통해 도시재생 평가요인을 선정하였다. 그 결과, '물리적 환경' 부문은 '교통 및 보행환경', '주거(주택) 환경', '안전 및 보안환경', '녹지 공간', '경관 개선', '공공 공간' 등 6개 요인이 선정되었으며, '사회적 환경' 부문은 '주민 참여', '공동체 활성화', '지자체 및 지원센터 역할', '주민 교육' 등 4개의 요인, '경제적 환경'부문은 '지역경제 활성화', '경제기반 환경조성', '일자리 창출' 등 3개의 평가요인이 선정되었다. 다음으로 선정된 평가요인을 2차 전문가 설문 및 AHP 분석을 수행하여 종합가중치를 도출하였다. 도시재생 평가요인 가운데 '주거(주택) 환경'이 0.108로 가장 높은 가중치 값을 가지며, 다음으로 '지역경제 활성화', '주민참여' 가 높은 값을 가지는 것으로 분석되었다. 마지막으로 도시재생 평가요인을 활용하여 원고개 마을의 주민의식을 분석한 결과, '주차환경', '노후주택 및 생활환경 정비', '마을 및 사회적 기업을 조성할 수 있는 환경조성', '상가 및 업무환경 개선', '기존 상권 유지 및 활성화', '가내수공업, 부업 등 소규모 지역경제 활성화' 등이 종합중요도는 높지만 만족도는 낮아 중점 개선이 필요한 것으로 나타났다. 따라서 원고개 마을의 도시재생사업을 개선하기 위해선 공가 및 폐가, 유휴지 등을 활용하여 공용주차장을 조성하거나, 마을 내 위치한 학교운동장을 주민들에게 개방하는 등의 주차환경 개선이 필요할 것으로 판단된다. 또한 협동조합과 연계하여 마을기업, 사회적 기업을 육성하고, 주민활동을 통해 생산된 제품을 주변시장에 판매하는 등의 경제적 활동을 장려시켜야 할 것으로 사료된다.

원주시 성남리 당산숲의 현황 및 경관관리 실태 고찰 (Perspectives on the Current Condition and Landscape Management Status of the Dangsan Forests in Sungnam-ri, Wonju)

  • Rural areas dominate country landscape, where the population is rich in traditional and natural heritage. Dangsan forests and Rural community forests (RCF) have been maintained by local residents for hundreds of years. However, many of these forests have been disturbed, and only small amount of Dangsan forests and the RCF remain due to the efforts of local residents. Recently, the remnants of Dangsan forests and RCF have been regarded as living traditional landscapes representing the cultural and rural background of Korea. But the value of Dangsan forests and the RCFs has not been recognized by many. This study aims to understand the characteristics and management status of Dangsan forests in Sungnam-ri, Wonju. Sungnam-ri has four villages, each of which is bordered by a Dangsan forest at the riparian buffer. Sungnam-ri has been selsected as a site for a rural village development project by the Ministry of Agriculture & Forestry of Korea. Sunghwanglim (the Upper Dangsan forest) is designated as Natural Monument No.93 and entrance is limited in this area. The size of Sunghwanglim is $21,133m^2$, and the major tree species are Kalopanax pictus (Dangsan tree, Divine tree), Pinus densiflora, Abies holophylla, Acer triflorum, Ulmus davidiana, Fraxinus rhynchophylla and Quercus serrata. In total, 124 trees with more than 40 cm in DBH are at this site. As for cultural activities, the Dangsan festival is held on April 8th and September 9th of the lunar calendar at shrines in the forests. Although other Dangsan forests are smaller than Sunghwanglim, they also have similar cultural activities. The landscape of the Dangsan forests have been managed for several hundred years by the local people, and they intend to continue maintaining the Dangsan forests for the purpose of festivals and other cultural activities. The findings in this study suggest that Dangsan forests have the potential for the development of rural villages and for the improvement of cultural and natural landscapes in Korea.

효율적인 농산어촌지역개발사업을 위한 주민만족요인분석 -부여군 포괄보조금제도하에 지역개발사업을 중심으로- (A Factor Analysis on Resident's Satisfaction of the Efficient Rural Development Projects: Focusing on the Rural Development Projects under the Block Grants System in Buyeo)

  • 이 연구는 포괄보조금제도하에 효율적인 농산어촌지역개발사업의 추진을 위하여 지역개발사업의 수혜자이자 참여자로서 지역주민만족을 설명하기 위하여 요인분석을 수행하였다. 부여지역을 사례지역으로 부여읍과 13개의 면에 거주하는 353명을 대상으로 설문조사를 실시하였으며 분석에는 SPSSWIN을 사용하였다. 분석결과 부여군에서 지역개발사업의 만족도는 전체평균은 3.16 으로 비교적 만족하고 있는 것으로 나타나고 있으며 12개의 변수들은 3가지의 요인으로 묶여지는 것을 알 수 있었다. 요인 1은 '교통편의', '교육환경', '사회복지', '문화 및 여가활동', '정보통신', '보건 및 의료서비스'의 변수 즉, 편리한 삶, 안정된 삶, 즐기는 삶과 건강한 삶을 나타내는 변수가 공통된 범주로 묶이고, 요인 2는 '범죄 및 사고', '환경관리', '이웃관계 및 사회참여'의 변수 즉, 안전한 삶, 쾌적한 삶과 즐기는 삶을 나타내는 변수를 공통된 범주로 묶이고, 요인 3은 '소득 및 소비활동'과 '일자리창출'을 나타내는 경제적인 삶과 '주거환경'이 공통된 범주로 묶였다.

경관보전직불제에 대한 이해집단간 의식 비교 연구 (A Comparative Study on the Attitudes between Residents, Officials and Experts towards Direct Payment Program for Rural Landscape Conservation)

  • The purpose of this study is to evaluate the differences of recognition of the actual conditions, performances, problems and issues of the Direct Payment Program for Rural Landscape Conservation(DPPRLC) between interest groups who are residents, officials and experts. In the results of this study, there were differences in awareness of DPPRLC depending on interest groups and whether the program participation. It is determined to be caused the limitations of the program that the target district farmers recognised the program as a source of income and seldom act to manage the rural landscape except cultivating "landscape crops". Therefore, the efforts will be demanded to clarify and share the goals, contents of the project. The following measures are proposed in this study for the direction of improvement of DPPRLC: First, the various efforts are needed to overcome the differences on the interest group's recognition for goals, contents, performance of the Direct Payment Program for rural landscape conservation. Second, it is needed to conduct the program based on the rural landscape plan and participant's capabilities. Third, the various programs to attract voluntary participation from residents should be implemented. Forth, it demands the entrusted implementation to professional organizations to support resident's voluntary activities of surveying rural landscape resources, planning rural landscape conservation, execution of village landscape conservation, etc. Fifth, the various programs to strengthen participant's capabilities should be implemented.

시민기록에 대한 개념적 고찰 (An Study on the Concept of Civic Records)

  • 최근 다수의 지자체에서 민간기록 대신 시민기록이라는 용어를 사용하는 사례가 늘고 있다. 이에 본고는 구체적으로 민(民)을 포함한 여러 단어들이 현대 한국 정치 및 사회에서 어떻게 이해되고 사용되었는지, 그 개념적 변천에 대해 한국 사회의 사회적 변화와 연관 지어 살펴봄으로써 우리가 민간기록이 아닌 시민기록으로 명명하는 것에 대한 개념적 함의를 알아보고자 한다. 이를 위해, 첫째 역사적으로 민(民)과 대비되는 의미로서 시민(市民)의 개념에 대해 이해하고, 둘째 시민권의 일부로 시민기록관리가 가지는 의미에 대해 살펴본다. 나아가 결사체 시민운동의 관점에서 마을 만들기와 공동체 운동을 살펴보고 이러한 활동을 통해 시민이 일상에서 생산한 시민기록의 정치·사회적 의미에 대해 고찰해보기로 한다.

농촌공간계획 데이터 수급에 대한 이해당사자 인식조사 (Stakeholder Awareness of Rural Spatial Planning Data Utilization Based on Survey)

  • According to the 「Rural Spatial Reconstruction and Regeneration Support Act」, enacted on March 29, 2024, all local governments are required to establish a 'Rural Spatial Reconstruction and Regeneration Plan' (hereinafter referred to as the 'Rural Spatial Plan'). In order for the 'Rural Spatial Plan' to be appropriately established, this study analyzed the supply and demand of spatial data from the perspective of user stakeholders and derived implications for improving rural spatial planning data utilization. In conclusion, three key recommendations come from this result. Firstly, it is necessary to establish an integrated DB for rural spatial planning data. This can solve the problem of low awareness of scattered data-providing websites, reduce the processing time of non-GIS data, and reduce the time required to acquire data by securing the availability of data search and download. In particular, research should be conducted on the establishment of a spatial analysis simulation system to support stakeholders' decision-making, considering that many stakeholders have difficulty in spatial analysis because spatial analysis techniques were not actively used in rural projects before the implementation of the rural agreement system in 2020. Secondly, research on how to improve data acquisition should be conducted in each data sector. The data sector group with the lowest ease of receiving are 'Local Community Domain', 'Changes in Domestic and International Conditions', and 'Provision and Utilization of Daily Life Services'. Lastly, in-depth research is needed on how to raise each rural spatial planning data supply stakeholder to the position of player. Stakeholders of 'University Institutions' and 'Public Enterprises and Research Institutes' should give those who participate in the formulation of rural spatial plans access to the raw data collected for public work. Stakeholders of 'Private company' need to come up with realistic measures to build a data pool centered on consultative bodies between existing private companies and then prepare a step-by-step strategy to fully open it by participating various stakeholders. In order to induce 'Village Residents and Associations' stakeholders to play a leading role as owners and producers of data, personnel should be trained to collect and record data related to the village. In addition, support measures should be prepared to continue these activities.
