Improving the Design-phased VE Process of Public Clients in Relation to Using Critical Success Factors (핵심성공요인과 연계한 공공발주기관의 설계VE 프로세스 개선에 관한 연구)

  • The major changes in construction environment are that construction project is bigger and more complicated and the power of construction market changes from the supplier to the client or the user. Especially public construction enterprises have advanced to introduce the value engineering (VE) which is one of the cost management based on the owner's leading at the design phase for economical efficiency and quality improvement. According to the these efforts, the implementation of VE was legislated in the revised Construction Technology Management Act in 2000, governmental agencies, local autonomies, and construction public enterprises universally has taken the VE into consideration. In this circumstance, the scope that VE construction applied at 50 billion won projects from 2003 has been extended to 10 billion won projects in 2006. Therefore, the VE construction will be activated in the future. The cost savings and function improvement, which are the purpose of VE are not only construction public enterprises, but also every public client supported from government's budget or owned by the government. Therefore, the purpose of this study is to propose the improved process and performance index of VE for governmental agencies, local autonomies, and construction public enterprises which want to introduce or improve the VE process. This research also suggested the To-be design-phased VE process model. In addition, it suggested the To-be model of design management reflected the To-be design-phased VE process model, which is eliminated two problems reflected for the performance improvement of the As-is model of design management.

  • In Korea, many mixed-used development projects(MXD) in mega project size are currently active. As these mega projects require long-term construction and execution and involve by different subjects in different fields, their completion breeds various problems, such as conflicts among project participants due to their complicated interest relationships and inaccuracy in predicting the economic performance of the projects due to inappropriate facility capacity planning. To solve these problems, it is essential to apply value engineering (VE) at the planning phase of the project, which can result in the best possible cost reduction and improvement of project performance. However, not many projects are actually implementing VE because of the lack of available information, as well as the limitations due to uncertainty in the early period of project execution. Therefore, this study aimed at proposing VE Team Building, Quality Model Performance Indexes, Space Model so as to resolve common mega project problems and overcome VE application limitations at planning stage. The result of this study is expected that the data can be utilized as basic data to apply VE at the planning phase of the large complex projects.

  • VE is one of the most effective and systematic tool available to achieve the required function at minimum cost and manage in many industrial fields. The purpose of the preparation phase VE job plan is to establish a cooperation system referring to groups for the successful implementation of VE, and to achieve a common objective to collect sufficient materials required in the analysis phase. The Quality Model is used to measure the requirement of shareholders(users and owners)in the project. It also offers a guideline on decision making when executing the function definition, function arrangement, function evaluation, and the idea evaluation of VE. However, the current the preparation phase business confirms that the required items of owners and users has not suggested definite goals and directions. This study analyzes the problems of current work in the preparation phase from case study, survey and interviews of experts. It then proposes a new process after understanding the required items of owners, users and experts.

  • The technical proposal bidding system emphasizes the evaluation of the construction company's technical capabilities, with the aim of improving the quality and cost-effectiveness of the construction. However, in the VE analysis and proposal process for technical proposal bidding, the ideas are often reused from similar past construction projects, and the application of new construction technologies/methods is often lacking. Therefore, this study proposes a methodology for managing VE proposal information by integrating it into a BIM model using parametric modeling. This research developed database based on the existing VE proposals and new construction technology/method information from the Korea Institute of Civil Engineering and Building Technology. And by using parametric modeling, the proposed method integrate the VE database with BIM model. The methodology proposed in this study is expected to improve the reliability and effectiveness of VE-related idea proposals in technical proposal bidding.

  • In VE(Value Engineering) process, function analysis technique is utilized as a stepping stone to induce creative idea. However, function analysis is regarded as the most difficult job for VE team to undertake. For this reason, the function analysis is not properly applied or even omitted in construction VE studies. The current problems of function analysis in construction VE are following: 1) lack of basic understanding of the function analysis as problem solving technique, 2) the sequential step-by-step analysis process, 3) lack of interrelationship between function analysis and other phase in th VE process, 4) lack of time, experience, training, and quantitative data etc. The existing function analysis is faultiness theoretically. However, it is not enough for efficient use in practice, Thus The study aims to suggest an function analysis application method and to develop a computerized FAST(function Analysis System Technique) diagramming model, called Easy-FAST, for the efficient and effective function analysis on construction VE projects.

  • The ideas created by the execution of Value Engineering(VE) during design phase are usually proposed in a scattered way due to the characteristic of brainstorming. Because of this process, it is likely that similar ideas are proposed duplicatedly, and the created similar overlapping ideas may lead to different analyses and evaluations respectively. The efficient analysis/evaluation of the such similarly created ideas are not easy and the verification of the adequacy and objectivity of the ideas becomes harder and the objective evaluation gets more difficult as well as consumes much time. In spite of the perfect executions of preparatory step for idea creation, the difficulties in managing the similarly created ideas in quantity systematically result in the reduced reliability of the VE activities during design phase. Thus, this study proposes a process model for the efficient idea creation and management of the VE activities during design phase.

  • The objective of Value Engineering (VE) is to derive the optimal value at the most efficient life cycle cost, comprising three stages: Pre-Study, Study, and Post-Study. In this study, we propose a method for information collection and analysis during planned site visit surveys in the preparation stage of VE. The 3D spatial model, created using a drone, facilitated observation and analysis of the study area from various angles, both from the center and the outside. Additionally, through the utilization of drones, we conducted on-site investigations of the research area's 3D spatial model, enabling a macroscopic perspective previously only feasible through a microscopic viewpoint during planned site visits in the pre-study phase. Furthermore, the utilization of actual spatial data obtained from observations allowed for real-time information verification during Design VE workshops, enhancing the efficiency and reliability of the VE project.

A Proposal of NIA Model for Eco VE Decision of Construction Facilities (건설시설물 친환경VE 의사 판단 모델 NIA 제안)

  • Construction industry that was the core driving force of Korean economic growth is now being classified as an industry with the largest environmental load emission. Although various efforts were made accordingly to realize eco-friendliness, its effects is insufficient currently. Based on the understanding that eco effect of construction industry would be significant if Eco VE is applicable in the initial project stage, NIA model for understanding the eco VE decision of project owner was developed with simulations in this paper. Based on the proposal report of a private project to develop the Gyeongbuk Northern Region Environmental Energy Town, 20 questions on eco VE decision were used through simulations. The result showed 50% eco-friendly decision. The result of this study can be used to provide decision-making data for eco design in the initial stage of construction by utilizing NIA upon conducting survey research to deduce eco VE decision.

A Study on Word Vector Models for Representing Korean Semantic Information

  • This paper examines whether the Global Vector model is applicable to Korean data as a universal learning algorithm. The main purpose of this study is to compare the global vector model (GloVe) with the word2vec models such as a continuous bag-of-words (CBOW) model and a skip-gram (SG) model. For this purpose, we conducted an experiment by employing an evaluation corpus consisting of 70 target words and 819 pairs of Korean words for word similarities and analogies, respectively. Results of the word similarity task indicated that the Pearson correlation coefficients of 0.3133 as compared with the human judgement in GloVe, 0.2637 in CBOW and 0.2177 in SG. The word analogy task showed that the overall accuracy rate of 67% in semantic and syntactic relations was obtained in GloVe, 66% in CBOW and 57% in SG.
