Effect of Expanding Benefit Coverage for Cancer Patients on Equity in Health Care Utilization and Catastrophic Expenditure (암 질환 대상 산정특례제도가 의료이용 및 의료비 부담 형평성에 미친 영향)

  • Background: The purpose of this study is to evaluate the effect of health insurance coverage expansion for cancer patients on equity in health care utilization and catastrophic expenditure. Methods: To analyze the causal relationship between the policy to expand benefit coverage and the change in health care utilization and out-of-pocket payments of cancer patients, this study employed a difference-in-differences (DID) method. In the DID model, the change in health care utilization, such as health care expenditure, visit days and length of stay, of cancer patients was compared with that of liver disease patients, using Korea Health Panel Data in 2009 and 2010. Results: The policy of reducing cost sharing from 10% to 5% for cancer patients did not have significant effects on equity in health care utilization. The results of this study were different from those of the previous study that showed that the reduction of cost sharing from 20% to 10% significantly improved the equity in health care utilization of cancer patients. In addition, the result of catastrophic expenditures analysis showed the policy did not change the probability of catastrophic expenditures. Conclusion: The results of this study imply that payment for non-covered services account for high out-of-pocket payments, and the reduction in cost sharing for covered services alone may have a limited effect on total financial burden on patients.

  • In this paper, algorithm is proposed to forecast line utilization using SNMP MIB-II. We calculate line utilization using SNMP MIB-II on TCP/IP based Internet and suggest a method for forecasting a line utilization on the basis of past line utilization. We use a MA model taking difference transform among ARIMA methods. A system for orecasting is proposed. To show availability of this algorithm, some results are shown and analyzed about routers on real environments. We get a future line utilization using this algorithm and compare it ot real data. Correct results are obtained in case of being few data deviating from mean value. This algorithm for forecasting line utilization can give effect to line c-apacity plan for a manager by forecasting the future status of TCP/IP network. This will also help a network management of decision making of performance upgrade.

Efficient Utilisation of Credit by the Farmer - Borrowers in Chittoor District of Andhra Pradesh, India - Data Envelopment Analysis Approach

  • The present study has aimed at analyzing the technical and scale efficiencies of credit utilization by the farmer-borrowers in Chittoor district of Andhra Pradesh, India. DEA approach was followed to analyze the credit utilization efficiency and to analyze the factors influencing the credit utilization efficiency, log-linear regression analysis was attempted. DEA analysis revealed that, the number of farmers operating at CRS are more in number in marginal farms (40%) followed by other (35%) and small (17.5%) farms. Regarding the number of farmers operating at VRS, small farmers dominate the scenario with 72.5 per cent followed by other (67.5%) and marginal (42.5%) farmers. With reference to scale efficiency, marginal farmers are in majority (52.5%) followed by other (47.5%) and small (25%) farmers. At the pooled level, 26.7 per cent of the farmers are being operated at CRS, 63 per cent at VRS and 32.5 per cent of the farmers are either performed at the optimum scale or were close to the optimum scale (farms having scale efficiency values equal to or more than 0.90). Nearly 58, 15 and 28 percents of the farmers in the marginal farms category were found operating in the region of increasing, decreasing and constant returns respectively. Compared to marginal farmers category, there are less number of farmers operating at CRS both in small farmers category (15%) and other farmers category (22.5%). At the pooled level, only 5 per cent of the farmers are operating at DRS, majority of the farmers (73%) are operating at IRS and only 22 per cent of the farmers are operating at CRS indicating efficient utilization of credit. The log-linear regression model fitted to analyze the major determinants of credit utilization (technical) efficiency of farmer-borrowers revealed that, the three variables viz., cost of cultivation and family expenditure (both negatively influencing at 1% significant level) and family income (positively influencing at 1% significant level) are the major determinants of credit utilization efficiency across all the selected farmers categories and at pooled level. The analysis further indicate that, escalation in the cost of cultivation of crop enterprises in the region, rise in family expenditure and prior indebtedness of the farmers are showing adverse influence on the credit utilization efficiency of the farmer-borrowers.

The Economic Effects of the Expanding Manufacture and Utilization of Solid Refuse Fuel (SRF) Facilities in Korea : An Input-output Analysis (SRF 제조·활용 시설 확대의 경제적 파급효과 분석)

  • The government is trying to expanding the manufacture and utilization of solid refuse fuel (SRF) facilities in order to mitigate greenhouse gases reducing and eco-friendly waste-to-energy recovery. In this regard, this study attempts to look into the economic effects of expanding the manufacture and utilization of SRF facilities by applying an inter-industry analysis using a 2014 input-output table. Specifically, by applying the demand-driven model presents the results for the production-inducing effect, value-added creation effect, and employment-inducing effect. In particular, this study attempted to redefine for the SRF. In addition, it was accessed by exogenous around the manufacture and utilization of SRF sector. The results show that production-inducing effect and value-added creation effect of expanding the manufacture and utilization of SRF facilities for the investment of 1.0 won are estimated to be 1.9993 and 0.6747, respectively. The employment-inducing effect of one billion of investment in the expanding the manufacture and utilization of SRF facilities is computed to be 11.1982 persons. This information can be utilized in predicting the economic effects of the manufacture and utilization of SRF.

  • As the amount of information increases explosively with the development of society, the need for a digital archive has emerged in order to maintain information efficiently. There is a current standard of digital archive is OAIS(Open Archival Information System) reference model. OAIS reference model is mainly interested in long-term preservation and concerned about comprehensive content. This paper propose digital archive workflow that is used not only for long-term preservation but also for the efficient utilization with the image data. The OAIS reference model and the metadata standard should be added surge information to build a digital archive. Therefore we propose metadata model should be managed based on multi-level classes not only for effective digital image archive but also for utilization.

Efficient Idle Virtual Machine Management for Heterogeneous Cloud using Common Deployment Model

  • This paper presents an effective management of VM (Virtual Machine) for heterogeneous cloud using Common Deployment Model (CDM) brokering mechanism. The effective utilization of VM is achieved by means of task scheduling with VM placement technique. The placements of VM for the physical machine are analyzed with respect to execution time of the task. The idle time of the VMis utilized productively in order to improve the performance. The VMs are also scheduled to maintain the state of the current VM after the task completion. CDM based algorithm maintains two directories namely Active Directory (AD) and Passive Directory (PD). These directories maintain VM with proper configuration mapping of the physical machines to perform two operations namely VM migration and VM roll back. VM migration operation is performed from AD to PD whereas VM roll back operation is performed from PD to AD. The main objectives of the proposed algorithm is to manage the VM's idle time effectively and to maximize the utilization of resources at the data center. The VM placement and VM scheduling algorithms are analyzed in various dimensions of the cloud and the results are compared with iCanCloud model.

Development of Performance Analysis Model for SMEs through Meta-Analysis

  • This study is to develop a performance analysis model for SMEs.Based on similar performance indicators through previous studies, performance indicators for SMEs were rewritten.Through the Korean Journal Citation Index (KCI), 75 related data were classified and a comprehensive SME performance analysis model was developed.Performance analysis was divided into two axes and classified into tables.The horizontal axis is the spatial performance range, which is divided into three areas: performance management by department/function, integrated performance management for the entire organization, and governance performance management requiring policy feedback. The vertical axis is subdivided into short-term, mid-term, and long-term by time and growth stage, and is divided into three parts: technical performance according to technological input, economic performance as organizational performance, and social performance for policy utilization. Then, performance indicators were mapped to each column. As a result of the survey, 28% of technical performance was analyzed as a result of frequency analysis, and performance indicators were organized into five categories: IT, R&D, certification, patent, and innovation. Economic performance was divided into 29%, BSC, HRD, logistics, production quality management, financial support, asset management, etc. 6 categories, social performance 43%, ESG, marketing, export, policy support, consulting, cooperation, etc. 7 categories.Limitations of the study include the narrowness of the survey that derived only performance indicators despite being a meta-analysis, and the performance model was mapped and classified according to growth stage and support period.however Insufficiency of validity due to lack of evidence, performance indicators were developed, but there were limitations in utilization for practical use.

  • Enterovirus infections induce infectious diseases in young children, such as hand, foot, and mouth disease which is characterized by highly contagious rashes or blisters around the hands, feet, buttocks, and mouth. This predominantly arises from enterovirus A71 or coxsackievirus A16 infections and in severe cases, they can lead to encephalitis, paralysis, pulmonary edema, or even fatality, representing a global health threat. Due to the absence of effective therapeutic strategies for these infections, various experimental animal models are being investigated for the development of vaccines. During the early stages of research on enterovirus infections, non-human primate infections exhibited symptoms like those in humans, leading to their utilization as model animals. However, due to economic and ethical considerations, their current usage is limited. While enterovirus infections do not readily occur in mice, an infection model with mouse-adapted strain in neonatal mice has been employed. Cellular receptors have been identified in human cells, and genetically modified mice expressing these receptors have been used. Most recently, the utilization of Mongolian gerbil model is actively being considered and should be pursued for further animal model development. So, herein, we provide a summarized overview of the current portfolio of available enterovirus infection models, emphasizing their respective advantages and limitations.

  • In case of the problems with multiple plants, alternative operation sequence, alternative machine, setup time, and transportation time between plants, we need a robust methodology for the integration of process planning and scheduling in supply chain. The objective of this model is to minimize the tardiness and to maximize the resource utilization. So, we propose a multi-objective model with limited-capacity constraint. To solve this model, we develope an efficient and flexible model using adaptive genetic algorithm(AGA), compared to traditional genetic algorithm(TGA)

  • This study empirically verified the effect of enterprise SNS usage on communication and work performance and the effect of communication on work performance for corporate employees. To accomplish the purpose of this study, we proposed a research model, set up research hypotheses, and verified the hypotheses based on previous studies. For this study, we surveyed the employees of manufacturing companies located at Ulsan city. The results of this study are summarized as follows. First, the use of enterprise SNS has a significant effect on communication. Second, communication has a significant effect on work performance. Third, the use of enterprise SNS has a significant effect on work performance. Through the results of this study, it can be confirmed that the introduction and utilization of enterprise SNS suitable for enterprises leads to the satisfaction of employees' communication and improvement of the work performance.
