Demand Survey Method for Commercialization of Police Science Technology and Equipment

  • This study is a demand research for the selection of public safety science and technology equipment and suggests an empirical research method. The technology demand survey is the beginning of the selection of innovative technology. And it is the basis of collecting information required for the technology required in the market and helping to apply it to the field. The demand survey for police science and technology can reduce the uncertainty of crime prevention and help the smooth implementation of security policies. However, in Korea, adoption of security science and technology equipment was centered on social issues or researchers' opinions rather than the demands of field users. Until, there was no research has been conducted on the demands of field police officers for selection of security science and technology equipment in Korea. Also, there was no preferential study for the demand for security science and technology equipment. Therefore, this study proposes a methodology that can systematically identify the needs for the technology and equipment of field experts suitable for the public security situation for the selection of security science and technology equipment. Specifically, we propose a sample design for a technology classification system and a survey tool for technology awareness and satisfaction. It is expected that this tool will provide a classification system for security science and technology equipment selected for the Korean police and will help determine the priority of equipment suitable for the field.

Batching delivery for VCR-like functions in video-on-demand service system (주문형 비디오 서비스 시스템에서 VCR 기능을 위한 Batching 전송)

  • Video-On-Demand system provides electronic video rental services from remote video servers on a broadband communication networks. Most of proposed VOD systems are typically designed for one-to-one conncetion between a user and video server. Therefore, video server stream services to customers individually by allocating a dedicated transmission channel and a set of video server resources for each customer. However, it is inefficiency and wxpensive way when server support multiple users who access the same video stream with a dedicated video channel. Therefore, to achieve cost-effectiveness, batching have studied method that uses multicast communication to simultaneously service all users requesting the same video with a single video with a single video stream. However, the application of the multicast communication by batching detract from the VCR-like function and on-demand nature of the system. In this paepr, we propose a scheme that can support an interactive VCR for all user requesting the same video stream with batching. To reduce a server I/O and network bandwidth requirement, dynamic buffer is allocated to access node which has variable playout poit. Consequently, it makes possible interactive VCR operation as if customer uses true VOD system. Also, this scheme can just deliver a multicast stream without delay after an initial request or VCR action occurred. The policy can guarantee acceptable services to number of users at minimum cost.

Network Effects and Dynamic Capabilities (네트워크 효과와 동태적 경쟁역량)

  • Recently, the notion of "increasing returns" has been popular not only in academia but also in industries. This notion has been drawn from prior research on network effects, which showed that the market evolution would lock in to a dominant technology. However, the long history of technological change has rarely shown the possibility of lock-in to an inferior technology. How could the market with network effects make transition between incompatible technologies regimes by escaping the lock-in? This paper analyzes the effectiveness of R&D and technological choice to investigate the sources of the dynamic capabilities in the presence of network effects and uncertain technological progress. Why does the market sometimes work against a radical technology, and why, at other times, does the market operate in favor of it? This study is to address this question by modeling the situation of two competing technologies in the presence of network effects. The numerical analysis indicates that the evolution strategy of compatibility is more likely to increase the chance of firm growth when a majority of customers are not power users or when demand for an old technology has been escalated. But when there are a substantial number of power users or when a new technology emerges before such an escalation of demand, the revolution strategy of compelling performance is more likely to be effective. The result suggests a potential mechanism for overcoming the lock-in problem. When the market exhibits some inertia to an obsolete technology, which is reinforced by the increasing customer value with respect to backward compatibility, the survival of a new technology depends on power users. When many power users are cultivated by firms' technological efforts regarding the new technology, the market is less likely to lock into an obsolete technology. Indeed, in the workstation market, where power users characterize much of the demand, innovators like Sun successfully switched to the RISC architecture.

  • Cloud computing is fast becoming the wave of the future for both home and business computing. Because of this growing acceptance, we can expect an explosion of diverse cloud service providers in the coming years. However, the cloud is not a single entity, rather it is a set of many disconnected islands of application (SaaS), infrastructure (IaaS), and different platform (PaaS) services. Cloud brokering mechanisms are essential to transform the heterogeneous cloud market into a commodity-like service. Cloud service brokers (CSBs) are the new form of business entities to help to aggregate the scattered set of cloud services and make conveniently available to their diverse users. CSBs can reserve a certain percentage of their clients' (users') demand and satisfy the remaining portion in an on-demand basis. In doing so, they need to minimize cost of both reserved and on-demand instances as well as the distance of a link between the cloud service provider (CSP) and the user. The study proposes a reservation approach with a mixed integer model to optimizes the cloud service cost and quality.

A Study on the Preparation of Standardized Operation Criteria for Enhancement of Safety and Convenience of Mobile Electronic Notice Service

  • Due to the expansion of non-face-to-face services, the demand for user identification for mobile devices is increasing. Recently, mobile resident registration cards, mobile driver's licenses, etc. are installed in mobile phones and used for user identification and authentication services. In order to identify a user online, unique identification information of the online user is required. In particular, in order to provide information only to online users, it is necessary to accurately deliver information to a mobile device owned by the user. To make this service possible, it was realized with the advent of mobile electronic notice service. However, the identification of online service users and information on mobile devices owned or subscribed by the relevant users require safe management as personal information, and it is also necessary to increase the convenience of online service users. In this paper, we propose an operating standard for providing a mobile electronic notice service that sends electronic notice using a mobile device owned by the user. The mobile electronic notice service is a service that provides notices expressed in electronic information to the recipient's cell phone, mobile app, e-mail, etc. Therefore, as the use of mobile electronic notification service increases and the provision and use of connecting information to identify users increases, it is necessary to expand the mobile electronic notification service while safely protecting users' personal information.

  • As Internet of Things devices become pervasive, services improve to better assess the context and to alert other users to deal with emergencies. Such services use Internet of Things devices to detect the context around the user and promptly notify public institutions, hospitals or other parental users in emergencies. Most of these systems analyze an event when the value of the device is unchanged for a period of time or if it detects an abnormal value. However, just monitoring sensor values makes it difficult to accurately understand the context surrounding a user. Also if the device is inactive, it can not identify the context or provide services again. However, understanding the user requirements, services provided through other devices, information sent to other users lets, appropriate actions be taken. This paper, proposes a device search method and system based on a context-aware model that includes user demands. The proposed system analyzes the user's context and demands by using data collected from the internet of things devices. If user devices are inactive, they can recognize other devices by searching for other devices and providing services to users again. Through the proposed method, the user-centric services are provided. This method also analyzes and responds to requirements in various emergencies.

  • This paper describes effectiveness and characteristics of 3 P(point) task analysis as a new Ergonomic and Kansei design method for extracting user demand especially. The key point in 3 P task analysis is to describe the flow of tasks and extract any problems in each task. A solution of a problem means a user demand. 3 P task analysis cal eliminate an oversight of check items by examining the users' information processing level. The suers' information processing level was divided into the following three stages for problem extraction: acquirement of information ---> understanding and judgment ---> operation. Three stages has fourteenth cues such as difficulty of seeing, no emphasis, mapping for extracting problems. To link analysis results to the formulation of a product concept. I added a column on the right side of the table for writing the requirements (user demand) to resolve the problems extracted from each task. The requirements are extracted by using seventh cues. Finally 3 P task analysis was compared with group interview to make the characteristics of 3 P task analysis, especially extracting user demand, clear.

  • With the limited frequency spectrum and an increasing demand for cellular communication services, the problem of channel assignment becomes increasingly important. However, finding a conflict free channel assignment with the minimum channel span is NP hard. As demand for services has expanded in the cellular segment, sever innovations have been made in order to increase the utilization of bandwidth. The innovations are cellular concept, dynamic channel assignment and hierarchical network design. Hierarchical network design holds the public eye because of increasing demand and quality of service to mobile users. We consider the frequency assignment problem and the base station placement simultaneously. Our model takes the candidate locations emanating from this process and the cost of assigning a frequency, operating and maintaining equipment as an input. In addition, we know the avenue and demand as an assumption. We propose the network about the profit maximization. This study can apply to GSM(Global System for Mobile Communication) which has 70% portion in the world. Hierarchical network design using GA(Genetic Algorithm) is the first three-tier (Macro, Micro, Pico) model, We increase the reality through applying to EMC (Electromagnetic Compatibility Constraints). Computational experiments on 72 problem instances which have 15${\sim}$40 candidate locations demonstrate the computational viability of our procedure. The result of experiments increases the reality and covers more than 90% of the demand.

  • As the volatility increasement of the number of tourist, there was been controversy over supply-demand imbalance in hotel market. The purpose of this study is to analysis on determinants of hotel occupancy rate in Jeju Island. The quantitative method is based on cointegrating regression, using an empirical dataset with hotel from 2000 to 2017. The primary results of research is briefly summarized as follows; First, there are high relationship between total hotel occupancy rate and hotel occupancy of foreign tourist. The volatility of hotel occupancy is caused by foreigner user than local tourists though local tourist high propotion of hotel occupancy in Jeju Island. Second, hotel occupancy of local tourist has not relationship with demand and supply variables. Because some hotel users are not local tourists but local resident, and effects to other variables of hotel consumer trend, accommodation such as Guest house, Airbnb. Third, there are high relationship between foreign hotel occupancy rate and demand-supply variables. These research imply that total management of supply-demand is very important to seek stability of hotel occupancy rate in Jeju Island. Also it can provide a useful solution regarding mismatch problem between supply-demand as well as development the systematic forecasting model for hotel market participants.

Compensation for Photovoltaic Generation Fluctuation by Use of Pump System with Consideration for Water Demand

  • In remote islands, due to expense of existing generation systems, installation of photovoltaic cells (PVs) and wind turbines has a chance of reducing generation costs. However, in island power systems, even short-term power fluctuations change the frequency of grids because of their small inertia constant. In order to compensate power fluctuations, the authors proposed the power consumption control of pumps which send water to tanks. The power control doesn’t affect water users’ convenience as long as tanks hold water. Based on experimental characteristics of a pump system, this paper shows methods to determine reference power consumption of the system with compensation for short-term PV fluctuations while satisfying water demand. One method uses a PI controller and the other method calculates reference power consumption from water flow reference. Simulations with a PV and a pump system are carried out to find optimum parameters and to compare the methods. Results show that both PI control method and water flow calculation method are useful for satisfying the water demand constraint. The water demand constraint has a little impact to suppression of the short-term power fluctuation in this condition.
