Advanced Real-Time Rate Control for Low Bit Rate Video Communication

  • In this paper, we propose a novel real-time frame-layer rate control algorithm using sliding window method for low bit rate video coding. The proposed rate control method performs bit allocation at the frame level to minimize the average distortion over an entire sequence as well as variations in distortion between frames. A new frame-layer rate-distortion model is derived, and a non-iterative optimization method is used for low computational complexity. In order to reduce the quality fluctuation, we use a sliding window scheme which does not require the pre-analysis process. Therefore, the proposed algorithm does not produce time delay from encoding, and is suitable for real-time low-complexity video encoder. Experimental results indicate that the proposed control method provides better visual and PSNR performance than the existing TMN8 rate control method.

A Passive Flow-rate Regulator Using Pressure-dependent Autonomous Deflection of Parallel Membrane Valves (압력에 따른 평행박막 밸브의 자율 변형을 이용한 수동형 유량 제어기)

  • We present a passive flow-rate regulator, capable to compensate inlet pressure variation and to maintain a constant flow-rate for precise liquid control. Deflection of the parallel membrane valves in the passive flowrate regulator adjusts fluidic resistance according to inlet fluid pressure without any external energy. Compared to previous passive flow-rate regulators, the present device achieves precision flow regulation functions at the lower threshold compensation pressure of 20kPa with the simpler structure. In the experimental study, the fabricated device achieves the constant flow-rate of $6.09{\pm}0.32{\mu}l/s$ over the inlet pressure range of $20{\sim}50$ kPa. The present flow-rate regulator having simple structure and lower compensation pressure level demonstrates potentials for use in integrated micropump systems.

Effects on Reproduction Efficiency of Estrous Status in Thoroughbred Mares During the Breeding Season (더러브렛 암말의 번식기 발정상태가 번식효율에 미치는 영향)

  • The purpose of this study was to ascertain the breeding efficiency in Thoroughbred mare. A total of 106 mares were investigated for the status of follicle (462 cases), ovulation (179 cases) and pregnancy (346 cases). Of total examination, 46.8% was follicle measure to determine breeding time, and mating rate per cases examined was 39.9%. There was no correlation between reproductive results and size of follicles or endometrial edema or degrees of teasing alone. 143 cases were ovulated among 179 cases which were performed ovulation examination, and ovulation rate and fertilization rate per mating times were 79.9% and 39.0%, respectively. The use of hCG(human chorionic gonadotropin), to facilitate ovulation, presented to increase occurrence of double ovulations and twin fertilizations In conclusion, though more examination to estimate the optimal breeding time and higher mating rate was performed, fertilization rate per mating times was lower and then reproductive efficiency also became decreased. Therefore, it seemed that accurate examination of reproductive tracks, appropriate teasing programme and hCG administration before ovulation were of help to improve ovulation rate and fertilization rate.

  • Controlling inappropriate antibiotics prescribing for acute upper respiratory infections(URI) is a very important for prudent use of antibiotics and resistance control. Health Insurance Review and Assessment Service (HIRA) introduced Prescribing Evaluation Program and publicly reported antibiotics prescribing rate for URI of each health institution. We performed segmented regression analysis of interrupted time series to estimate the effect of public report on antibiotics prescribing rate using national health insurance claims data. The results indicate that just before the public report period, clinics' monthly antibiotics prescribing rate for URI was 66.7%. Right after the public report, the estimated antibiotics prescribing rate dropped abruptly by 12.3%p. There was no significant changes in month-to-month trend in the prescribing rate before and after the intervention.

Comparative Estimation of Exposure Level and Health Risk Assessment of Highly Produced Pesticides to Agriculture Operators by Using Default Dermal Absorption Rate or Actual Measurement Values

  • Pesticides are widely used to prevent loss of agricultural production but extensive exposure can induce health problems to pesticide operators. This study was performed to evaluate the health risk of highly produced pesticides used in fruit growing farm land by comparison of estimated exposure level with AOEL using KO-POEM program. AOEL was driven based on NOAEL of each pesticide evaluated by JMPR, EFSA or KRDA. In calculation of exposure level, types of formulation, dilution factors, spraying duration and motor type and exposure protection device were allocated according to actual condition of use. Dermal absorption rate was differently applied among EFSA default values (25% or 75%), general default value (10%) or real test result values to know the plausibility of default values and safety of pesticide to operators in outline. Twenty pesticide ingredients (fungicides and insecticides) were produced more than 30 tons per year, which were mancozeb, chlorothalonil, imidaclopirid and etc in order. Dermal absorption rates obtained from studies were various from 0.07 to 81% but mostly under 10%. The estimated exposure levels showed big differences more than 10 times higher when using EFSA default rate and up to 5 times higher when using general rate of 10% comparing using rates of test results. Mancozeb, chlorthalonil, diazinon and chlorpyrifos presented still higher exposure level than AOEL even when using test absorption rate from study, which suggests that re-evaluation of AOEL or dermal exposure absorption rate or strict management are required for health protection of operators who use those four pesticides in farm land.

  • The IEEE 802.11 compliant stations can transmit at multiple transmission rates. Selection of an appropriate transmission rate plays a significant role in determining the overall efficiency of a communication system. The technique which determines the channel state information and accordingly selects an appropriate transmission rate is called rate-adaptation protocol. The IEEE 802.11 standard does not provide standard specification for implementing a rate-adaptation protocol for its multi-rate capable wireless stations. Due to the lack of standard specification, there is a myriad of rate-adaptation protocols, proposed by industry and various research institutes. This paper surveys the existing rate-adaptation schemes, discusses various features which contribute significantly in the process of rate-adaptation, the timing constraints on such schemes, and the performance gains in terms of throughput, delay and energy efficiency; which can be gained by the use of rate-adaptation. The paper also discusses the implication of rate-adaptation schemes on the performance of overall communication and identifies existing research challenges in the design of rate-adaptation schemes.

  • Satellite payload on-board date compression unit are use for saving date storage space and reducing time to transmit payload data to the ground station. The KOMPSAT-3 payload will generate higher data rate than KOMPSAT-2 due to its better ground sample distance capacity. High input data rate and limited output transmission data rate might lead excessive compression and degraded image quality. This paper presents a trade-off study about data storage capacity and compression parameters for estimated KOMPSAT-3 system.

  • There are regulations on each building for its classification and It is corresponding determined contract demand. For transformer's capability calculation algorithm, cumulated power information of each customer is used to analysis the correlation between power usage and Demand Rate. By modeling this using Least Square Method, it can be targeted to recognize the pattern of transformer use in the past and make a prediction on it in the future.

Transistorized counting-rate meter (트랜지스터 계수율계)

  • A transistorized counting-rate meter was designed by substituting one of diodes in the ordinary diode pumping circuit by the Darling's constant current source. Its circuit is so simple and stable that it is proper to use as a part of portable radiation detectors. Maximum readable counting rate is well above 100 kc/s and the linearity is very good. Output deviations due to the variations of embient temperatures are less than 5% in the temperatures from 20.deg. C to 40.deg. C.

A Study on the Seatbelt Use and Influence Factors among Firefighters (소방공무원 안전벨트 착용률과 영향요인에 관한 연구)

  • The purpose of this study is to investigate the current status of firefighting seatbelt use and factors affecting the wearing seatbelt of firefighters. The seatbelt use of citizens was also studied for comparative study. Two T-tests were conducted to confirm the characteristics of firefighters' safety belts wearing firefighters. As a result, there was a statistically significant difference, on seatbelt use in general vehicles, between firefighters and citizens. And a significant difference between fire vehicles and general vehicles, on firefighters' seatbelt use, and the average was lower in fire vehicles. Factor analysis, reliability analysis, correlation analysis and multiple regression analysis were conducted to 10 influential factors affecting seatbelt use of firefighters'. And factor analysis and reliability analysis revealed two major factors (Physical factors, Learning factors). In multiple regression analysis, it was confirmed the two independent factors had a positive effect on the dependent variable, the rate of seatbelt use of firefighters'.
