  • In this study, the policies to support reasonable use and effective distribution of air conditioning systems of ice storage type and natural gas type have been investigated. First, this study focused the current policy to stimulate the distribution of these air conditioning systems. Second, the advantage and disadvantage for the air conditioning systems of each type were evaluated. Finally, several policies are proposed for nationwide rational use of energy resources.

A Study on the Factors Affecting Use Behavior of Cloud-based Common Collaboration Platform (클라우드 기반 공통협업플랫폼의 사용행동에 영향을 미치는 요인에 관한 연구)

  • The study has been derived through the empirical analysis so as to find the usage behavior of cloud-based common collaboration platform. Independent variables of the cloud-based platform have been selected as flexibility, reliability, versatility, security and interaction, which have been selected by utilizing UTAUT theory. After selecting the use intent as a parameter, usage behavior was been finally selected as a dependent variable. The firm type was used as a control variable. We used AMOS 23.0 and SPSS 23.0 statistical programs for the hypothesis test and distributed the questionnaires to users using the cloud-based common collaboration platform. Then, a total of 180 copies from distributed questionnaires were used for the analysis. The results showed that reliability, security and interaction had a positive effect on intention to use. On the other hand, flexibility and versatility did not affect intention to use positively. Finally, it was verified that the intention to use had a positive effect on the use behavior. At last, it showed that there is a moderation effect according to the type of company.

The Impact of Population Aging on Energy Use and Carbon Emissions in Korea (인구 고령화가 에너지 사용과 탄소 배출에 미치는 영향)

  • This research estimates the impact of population aging on energy use and carbon emissions by energy sources and by industrial sectors in Korea until 2035. For the estimation, the structural change in household consumption expenditure identified by the age-specific consumption pattern was analyzed in conjunction with energy and environment input-output tables. The estimation result presents that, despite the population aging, energy use and carbon emissions induced by household consumption continue to increase until 2026, and then that elevated levels of energy use and carbon emissions will be maintained for a considerable period of time. According to the estimation by energy sources, the use of natural gas will show substantial increase while the use of crude oil will switch to a downturn at a relatively early period. According to the estimation by industrial sectors, carbon emissions in the sectors with relatively high consumption share of old households such as medical health, dwelling, lighting, heating, air-conditioning, and food will have substantial increase, whereas those in the sectors associated with education, transport, catering, and accommodation services will turn downward relatively early. In addition, the study analyzes through policy simulation the impact of aging-related policy similar to the basic pension system, which is recently being discussed for legislation, on energy use and carbon emissions.

The Effect of Converting Health Insurance Qualification on Medical Use (건강보험가입자의 의료급여 자격변동에 따른 의료이용행태 변화 연구)

  • Background: The purpose of this study is to analyze whether there is a change in patterns of medical use among those likely to be converted their health insurance qualifications when the family support rule is alleviated. There is no empirical analysis that converting health insurance qualification will affect the increase in medical use. Methods: For analysis, data were extracted from the national health insurance eligibility and medical care database. To identify analysis targets similar to that of medical aids' characteristics among health insurance coverage, we compared income, property level, and medical use patterns through basic statistical analysis and used a difference-in-difference (DID) analysis to estimate the net effect of changes in medical use following the change of qualifications. Results: The main results are as follows. The results show that those who are under the 5% income group (1st income group) of health insurance coverage are the most similar to the medical aids group. DID analysis shows that changes in the medical use of people who maintain their national insurance qualification and who are not. As a results, the number of hospitalized days of converting group was reduced by 3.5 days while outpatient days were increased by 1.8 days. Conclusion: As a result, there was not much difference in the patterns of medical use for the under 5% income group who are likely to be eligible for expanded medical aids when the family support rule is alleviated. In addition, more than 30% of them are in arrears with their health insurance premiums, causing inconvenience in using medical services. These findings suggest the need of abolishing the criteria obligated to support family, and great efforts should be made to contribute to non-paid poor and remove their medical blind spot.

Research of Efficient Environmental Policy Instruments for the Reduction of SO2-Emissions from Stationary Sources (고정오염원에서 발생하는 SO2 배출량 저감을 위한 효율적인 환경정책수단의 연구)

  • This paper asks the question: what choice of environmental policy instruments is efficient to reduce sulfur dioxide from stationary sources\ulcorner: In Korea, command and control has been a common way of controlling $SO_2-emissions.$ When compared to the non-incentive environmental policy instrument such as command and control, economic incentive environmental policy instrument has been the advantage of making polluter himself flexibly deals with in marginal abatement cost to develop environmental technology in the long view. Therefore, the application possibility of the incentive environmental policy instrument was studied in this research to realize the countermeasure for controlling of $SO_2-emissions.$ As a result, enforcement of the countermeasure such as flue gas desulfurizer by command and control would be suitable because power generation is performed by the public or for the public in source of air pollution and thus, economic principle is not applied to the polluter. In the source of industrial pollution, enforcement of fuel tax is found to be suitable for the countermeasure for the use of low sulfur oil in terms of the flexibility of demand for the price in the long tenn. For the permissible air pollution standards applicable to all air pollutant emitting facilities, enforcement of incentive environmental policy such as bubble, off-set, banking policy or tradeable emission penn its would be ideal in long terms according to the regional characteristics and the number and scale of air pollutant emitting facilities.

Equity of Access to Health Services under National Health Insurance System in Korea (의료서비스에 대한 접근성의 형평 분석)

  • The purpose of this study is to assess the extent of inequality in health outcomes and the distribution of health services according to health need under National Health Insurance System in Korea. For the empirical analysis, data were collected through an interview survey during one month of October, 1994. Interview were conducted with a total of 10, 875 of the employees and the self-employed selected through cluster, systematic sampling. The major findings of this research are as follows: 1. The analysis of the differentials in morbidity rates by socio-economic group showed that health inequality in the pro-higher groups existed in all self-reported morbidity indicators. 2. The findings of the conventional use measures showed that the lower socio-economic groups had more ambulatory and inpatient services than the higher groups. In contrast to the level of the medical care utilization, however, the higher socio-economic groups were more likely to use the high-quality source of care in terms of their treatment place compared to the lower groups. 3. By using the need-based use measures, the results were different from each use-disability ration indicator. Using the use-disability ration measured by physician visits per 100 restricted-activity days in the population, it was found that there was no evidence favoring the higher socio-economic groups. In contrast, the use-disability ration based on physician visits per a chronic patient in one year displayed that there was remarkable relative difference by income group as well as the evidence of the pro-higher income groups. 4. The results of logistic regression analysis and two-stage estimation method indicated that although the utilization is significantly affected by type and duration of insurance coverage, the use or nonuse of service and the volume of physician care consumed is determined by health need and demographic characteristics rater than economic status. In sum, these findings suggest that physician service is equitably distributed according to health need under national health insurance system in Korea. As there were some evidences of inequality including the differential in physician visits of chronic patients by income group, however, the government should strengthen the activities to guarantee the equity of health services utilization.

Analysis on Factors Relating to External Medical Service Use of Health Insurance Patients Using Spatial Regression Analysis (공간효과분석을 이용한 건강보험 환자 관외 의료이용도와 관련된 요소분석)

  • Background: The purpose of this study was to analyze the association between areas of Korea Train Express (KTX) region and external medical service use in Korean society using spatial statistical model. Methods: The data which was used in this study was extracted from 2011 regional health care utilization statistics and health insurance key statistics from National Health Insurance Corporation. A total spatial units of 229 districts (si-gun-gu) were included in this study and spatial area was all parts of the country excepted Jeju, Ulleungdo island. We conducted Kruskal-Wallis test, correlation, Moran's I and hot-spot analysis. And after, ordinary linear regression, spatial lag, spatial error analysis was performed in order to find factors which were associated with external medical service use. The data was processed by SAS ver. 9.1 and Geoda095i (windows). Results: Moran's I of health insurance patients' external medical service use was 0.644. Also, population density, Seoul region, doctor factors positively associated with health insurance patients' external medical service. In contrast, average age, health care organization per 100 thousand were negatively associated with health insurance patients' external medical service use. Conclusion: The finding of this study suggested that health insurance patient's external medical service use correlated for seoul region in korea. The study results imply the need for more attention medical needs in the region (si-gun-gu unit) for health insurance patients of seoul region. It is important to adapt strategy to activation of primary health care as well as enhancing public health institution for prevent leakage of patients to other areas.

A Study on Impact of Media Use Characteristics/Evaluation for Guide Channel on Intention to use VOD provided by Multichannel Service Provider (유료방송 서비스 이용자의 미디어 이용특성과 가이드 채널에 대한 평가가 VOD 이용의사에 미치는 영향에 관한 연구)

  • In this study VOD usage patterns(VOD use and paid amount) of IPTV users were investigated reflecting the level of media use characteristics such as TV viewing time, star preference, and genre preference. Also the impact of media using characteristics and the evaluation of guide channel on the intention to use VOD was analyzed. The web survey was conducted against the respondents who have used VOD and guide channel. The results are as follows. Among the media usage characteristics, star preference has the impact on the VOD use, while genre preference has relation to the willingness to pay for VOD. Secondly, the intention to view the guide channel, entertainment of the channel, and the users' genre preference have significant impacts on the intention to use VOD. Therefore, it is necessary to raise the viewing rate of guide channel by providing the customized promotion strategy and diverse events based on the analysis of VOD usage.

The Exploratory Study on the Impact of User's Characteristics and Use Behaviors on Personal Cloud Service Use (이용자 특성과 이용행태가 개인형 클라우드 서비스 이용에 미치는 영향에 관한 탐색적 연구)

  • This study as an exploratory study, investigates personal cloud service use which has been developed and distributed rapidly. Focusing on the user's characteristics and use behaviors, the influences of connected uses of platform and contents are empirically figured out. The results show that the contents which need small-data capacity like pictures and musics have been used very frequently in a cloud service. Second, 'platform-connected use' has been found out as the most influential factor in cloud service. SNS, e-mail, and personal innovativeness are also proved as significant factors. As a leading study analyzing theoretically the personal cloud service, it implies that it is necessary to consider the user's characteristics and use behaviors in developing cloud service in the market and making policy for promoting relevant industry.

Changing Trends in Daegu and Gyeongbuk-based Patients' Use of Health Facilities in Seoul (대구.경북 거주환자의 서울지역 의료이용 변화추이)

  • This study was conducted to investigate the changes in patterns of Daegu- and Gyeongbuk-based patients' use of medical care facilities located in Seoul. The 'Patient Survey' data issued by the Ministry of Health and Welfare for 2002, 2005, and 2008 were used. Among all discharged patients residing in Daegu and Gyeongbuk, 133,456 who used medical facilities in Daegu, Gyeongbuk, and Seoul were selected. Among patients residing in Daegu, 2.2% used medical facilities in Seoul in 2002, 3.7% in 2005, and 3.5% in 2008. The corresponding rates among patients living in Gyeongbuk were 5.6%(2002), 7.1%(2005), and 7.3%(2008). Regarding the ICD-10 disease groups, the use of medical facilities in Seoul by patients residing in either Daegu or Gyeongbuk increased in 2005 right after the introduction of the KTX high-speed train service, covering various disease groups, but decreased again in 2008. 'Neoplasm' cases, however, showed a progressive rising trend during the years studied. Multivariate data analysis for the three years showed that sex, age, payment type, hospital type, residence, year, and disease groups were all significantly associated with the utilization of medical facilities in Seoul. The major results are : First, use of medical facilities in Seoul by Gyeongbuk patients was 2.4-fold higher than that by Daegu patients, but with respect to 2005 and 2008 vs. 2002, use of medical facilities in Seoul by Daegu resident patients' showed a larger increase than that by Gyeongbuk's patients. Second, for patients residing in the two regions, use of medical facilities in Seoul was highest for 'congenital malformations, deformations and chromosomal abnormalities', followed by 'neoplasms'. Third, for patients residing in the two regions, general hospitals comprise the primary factor in the use of medical facilities in Seoul. The study shows that local medical facilities should individually exert more efforts to improve the quality of their medical services. Relevant authorities should likewise help these facilities develop their own unique services and respective specialization.
