일본 국영공원 관리 특성 분석 (A Management Characteristics of the National Government Park in Japan)

  • This study sought to discover new directions for management and operation national urban parks in Korea by analyzing the reality of the national government parks of Japan where these parks are already well established and managed. In the case of a Japanese national government park, its supporting system was established after the park was built. The means of management also shifted their direction from putting more priority to the administrative body to the residents. The management practices are changing process of its character with focus on residents as the main entity of activity from their existing position of participants. In other words, the national government parks of Japan are going beyond the previous practice of providing maintenance activities to providing experience, interpretation functions to these activities. Especially, they were establishing local networks to plan and execute programs in collaboration with the park management and NPOs. However, they fall short of tangible outcomes despite their continuous efforts to expand the community involvement and reduce the cost in maintenance. To facilitate the effective management of the urban parks in Korea in the near future, much thought needs to go into the management practices ensuring conservation of resources in the land of Korea, as well as people's use of recreation, community revitalization, and development and transfer of advanced technology to provide appropriate preparations to create urban parks in Korea.

장기미집행 도시공원의 특례법에 따른 민간공원사업 특성연구 - 포항시의 사업추진 어려움과 해결방안 - (A Study of Private Development of Long-Term Unexecuted Urban Parks through a Special Act - Difficulties and Solutions of Pohang -)

  • This is a case study of private sector's development of long-term unexecuted urban parks in Pohang through a special act, which provides a guideline of 30% of land for non-park while 70% of land for park. The strategy has a lot of validity in many respects along with the urban planning sunset system, but even with the special act it would not easy to be implemented in Pohang, where the guideline has been modified to 20% for non-park, mostly multi-family housing projects while 80% for park. Thus, participation of private companies would be discouraged due to low commercial validity. Also, there would exist various risks because the project would be completed through a long-term decision-making and execution process. Thus, this study argues that it would be better for Pohang to follow the original guideline of the government for better implementation of the projects, along with preparation of a law with which the government be able to recoup excess profits when too much profits would be given to private developers. For the project implemented smoothly, it is also important to understand local housing market and fluctuating economic conditions, and to prepare various incentives for private companies. In addition, to secure publicity, guidelines on the level of publicity of the project should be prepared through negotiation by parties to prevent the project being discouraged too much.

도시철도 차량 내구연한 연장을 위한 정밀진단 사례 연구 (The case study on precise diagnosis for extending durability period of urban railroad cars)

  • 2009년 3월 19일 도시철도차량의 내구연한 관련 법령이 개정되면서 도시철도차량이 최장 40년까지 사용 가능하게 되었다. 이는 차량제작 기술의 발전과 더불어 소재와 부품의 품질 향상으로 내구성이 우수해졌고 체계적인 관리와 노후 부품의 교체 등으로 도시철도 차량의 수명이 길어졌기 때문이라고 판단된다. 도시철도 차량의 안전은 승객의 안전과 직접적인 관계가 있으므로 안전성을 최우선적으로 고려하여야 하며 내구연한 연장을 위해서는 더욱 정밀한 안전 검정이 필요하다. 이에 내구연한이 도래한 전동차는 개정된 "도시철도차량의 정밀진단지침"에 따라 정밀진단을 실시하여야 한다. 본 연구는 내구연한 연장 관련 법령 개정 이후 최초로 정밀진단을 시행하고 있는 부산교통공사의 사례를 통해 정밀진단 시행기관과 도시철도 운영기관에 정밀진단에 대한 진단기법의 방향을 제시하고자 한다.

  • This study analyzes the characteristics of the urban landscape changes as a result of the introduction of private parks among the long-term uncollected urban planning facilities and enables the analysis of the characteristics of the urban landscape changes as a result of the introduction of private parks, and applied to the private park projects. The DSM with its building was established for the quantitative landscape analysis to examine the view ratio using the stacked visible analysis. The analysis showed that Jikdong Park had a high frequency of view from downtown to green due to its location, and that the development project of a private park on park and town boundaries significantly lowered the view ratio. This implies a large degree of damage to the landscape by development projects provided protection of the view as a natural landscape is of value. Chudong Park also saw its view ratio of views from downtown to the hills green area of Chudong Park was much lower than that of Jikdong Park. And it was confirmed that the ratio of view changes due to development projects was small compared to that of Jikdong Park. In other words, although Jikdong Park and Chu-dong Park were developed in a similar scale in terms of the ratio of views, they were subject to significant damage due to their location characteristics. It is also meaningful to note that the degree of change in the landscape resulting from development projects that could not be found in the assessment or review of the existing Landscape Impact. As private parks are introduced in the urban green belt, apartment development is being pushed for at the edge of the green belt. This study is meaningful in that it is derived based on the calculation that the survey results are derived based on the changes in the views on green areas that urban residents may experience as the private park project is carried out, and it should be introduced based on the calculation of the private parks.

3D 프린터를 이용한 회전 버킷이 부착된 저류조의 모형 실험 (Scaled Down Experiment of Retention Basin with a Rotatable Bucket Using 3D Printer)

  • Recently climate change and urbananization have been increased surface runoff, resulting in flooding. Retention basins have been constructed to control urban flooding by reducing peak flow rate. Recently, the retention basin plays a role in controlling combined sewer overflows (CSOs) as well as urban flooding. In this study, the retention basin with a rotatable bucket was suggested and scale down experiments was performed for the optimum design of the retention basin. Scaled down model was produced using a 3D printer after it was designed as law of similarity. Two times for operating a rotary bucket is required to sweep out the sediments deposited on the bottom of the basin. Optimized dimensions for the retention basin were width of 5 m, height of 5 m, bucket radius of 0.5 m, and bottom slope of 5.0 %. It can be concluded that the results obtained from this study can be used to design the retention basin with a rotatable bucket which does not require energy to operate.

GIS를 활용한 서울시 도시근교공원의 접근성 지표에 관한 연구 (GIS-oriented Measurement Indicces of Accessibility of the Neighborhood Park in Seoul)

  • The citizens seek to maximize convenience, pleasantness and safety when they use urban facilities. However, existing practices of urban neighborhood parks have applied not qualitative standards such as adequacy, efficiency, accessibility, equity, or socioeconomic issues but very limited quantitative standards such as area per person. Therefore it is not rare that citizens have lost their accessibility to near-by neighborhood parks. And park regulations based on the distance of lien are supposed to be uniformally accomplished regardless of the consideration about users or geographical special situations. Futhermore, it has been found that some urban neighborhood parks don't reach to the standards given by the regulations. This study tries to accomplished several purposes. The first purpose is to extract the boundary of real user-accessible zones derived from the city survey. Comparing with boundary of real user-accessible zones, the second one is to propose the most efficient measurement indices among many accessibility measurement index. Based upon the above arguments, the last one is to review the propriety of the access distances(e.g., semidiameter) of an urban neighborhood park in a law. The measurement indices of accessibility examined in this study are walking distance, walking time and walking difficulty. The comparison of visual discrimination, the comparison of area and the comparison of differences of maximum distance showed similar results. Each index can also be compared in the size of area and differences of maximum distance. Walking difficulty with the turning showed the best measurement values among the measurement indices. This indicates that walking difficulty with crossing and/or turning may be another important indices in measuring accessibility, while other existing studues have mainly dealt with walking time and distance as accessibility indices. The results of this study also supported that the existing regulations related to park allocation(e.g., access diameter) are close to the findings of this study.

우리나라 중소도시 비오톱 공간의 조성방안 (The Potential Assessment and Creation Programming of Biotopes in Small and Medium City in Korea)

  • This study suggests the methods of the assessment and creation of biotopes in small and medium sized cities, in Korea. For this purpose, Chonju city was selected to classify and asses the biotope types. Moreover, relevant legislations to conserve and enhance urban biotopes were examined. The results of this study are as follows: 1) There were two approaches to asses the potential of urban biotopes in medium-sized cities. One was the urban scale evaluation for urban green spaces and the other was the biotope scale evaluation for the classification and evaluation of biotopes. 2) The urban scale evaluation was developed through overlaping analysis of landuse and vegetation factors. This study also included the conception of watershed. In this conception, three watersheds in Chonju city were characterized. According to these characteristics, individual programs for conservation and enhancement of urban green space were suggested. 3) For the biotope scale evaluation, Selected site was inclusively mapped and field investigation actually was carried. There were total 9 types of bitopes. Especially landuse was appeared in various evaluation items were vegetation structure, area of green space, condition of vegetation and vegetation profile. Mt, Gonji and Dukjin park, Chonbuk national University and fields were evaluated highly I the potential. 4) The biotope programs were based on the results of assessment and physical characteristics of biotopes. The uniform and simple levels on vegetation must be modified with various levels of vegetation structure and vernacular plants. And the physical characteristics like Points, Corridors and Patches can be organized by the conception of biotope networking theory. 5) The proper legislative environment was the clue elements for the biotope programs. Until now, only five types of parks and two types of green space are defined and the minimum size of green space has been proposed by the law. So, it is necessary to enlarge the conception of green space in legislation and improve the quality of green space by amending the related regulations. This study has limitation because it was selected only in Chonju. Through the continuous studies, we need to apply this other small and medium sized cities, South Korea. Also the data collection and management of theme maps such as actual vegetation, landuse and a soil must be done preliminary.

빈곤으로부터 가치 짜내는 방법 -로스앤젤레스 도시재개발국에 대한 제도민족지적 비판- (How to extract value from poverty? : an institutional ethnographic critique on the Community Redevelopment Agency of the City of Los Angeles)

  • 오늘날 세계주의의 시대에 점차 많은 도시들은 재스케일화의 전략을 통해 국가적 차원에서 이탈된 광역생산네트워크를 구축하고 있을 뿐만 아니라 도시 내의 국지적 지리를 보다 효율적으로 통제하기 위한 도시 거버넌스를 재정비하고 있다. 이러한 맥락에서 도시재개발은 도시정부가 통치제도를 강화함으로써 세계화에서 비롯된 노후주택지구, 노동계급의 게토, 우범지역 등과 같은 위협적인 공간변수들을 제거하고 이 공간들로부터 교환가치를 증식, 전유하는 세계적 전략으로 이해된다. 본 논문은 이러한 실천을 '세계도시화(glurbanization)'의 한 과정으로 보고, 특히 세 가지 차원에 주목한다: 첫째는 도시정부가 빈곤을 '고안'해내기 위하여 도시재개발의 담론을 사용하는 방식, 둘째는 도시정부가 그 담론을 제도화하여 구체적인 재개발 프로젝트를 구현하는 방식, 셋째는 제도화된 도시기구들이 재개발 담론 및 담론적 실천을 그들의 목적에 맞게 전유하는 방식을 살펴본다. 본 연구는, 경험적으로 캘리포니아 재개발법과 로스앤젤레스 도시재개발국에 초점을 두어, 이들이 어떻게 소위 '황폐구역'으로 정의된 도시공간에서 토지수용권과 증분세금수입이라는 도구를 통해 어떻게 가치를 짜내는지를 분석한다. 방법론으로는 담론분석과 제도민족지법을 사용한다. 결론적으로, 본 논문은 황폐구역으로 낙인찍힌 도시 공간들이 '공공의 보건과 안전'이라는 담론을 통해 재개발기구의 덫에 가두어지고 있으며. 이들 빈곤지역으로부터 증식, 추출된 교환가치는 외부 투자자들, 개발업자들 및 재개발기구 그 자체의 자원으로 전유되고 있다는 점을 비판한다.

상사법칙이 적용된 철근콘크리트 기둥 축소모형의 지진 취약도 분석 (Fragility Analysis of A Scaled Model of Reinforced Concrete Column in Accordance with Similitude Law)

  • Many studies are conducted in several fields for fragility analysis of structures or elements which is a probabilistic seismic safety analysis in consideration with uncertainty of seismic loading. It is hard to directly conduct fragility analysis for an infrastructure with social importance due to its size. Therefore, a fragility analysis for an infrastructure mainly conducted in element level or conducted with scaled model built in accordance with similarity law. In this article, fragility analysis for prototype and scaled model of reinforced concrete column was conducted with numerical models which had been updated by the results of shaking table test and pseudo dynamic test. As a result, response stress from the numerical analysis result of prototype model was higher than that from scaled model due to different stiffness ratios between steel and concrete. However, the probability of failure for scaled model was higher than that for prototype model because failure criteria for scaled model was down due to similarity law. Also it was evaluated that probability of failure by using log normal standard deviation of response stresses by spectrum matched accelerograms was more reliable than probability of failure by using existing coefficient of variation normally used.

장기미집행공원 개발에 따른 도시 식생 탄소 흡수량에 미치는 영향 및 경제적 가치 평가 (Impact Assessment of Vegetation Carbon Absorption and Economic Valuation Under Long-term Non-executed Urban Park Development)

  • 2020년 일몰제가 시행되면서 장기미집행공원 개발에 대한 우려가 제기되고 있다. 본 연구의 목적은 장기미집행공원이 개발됨에 따라 소실되는 탄소량과 경제적 가치를 평가하여 장기미집행공원 개발에 따른 영향 최소화 방안 도출에 근거를 제공하고자 한다. 본 연구에서는 FSDAF 시공간 영상융합기법과 CASA-NPP 모형을 활용하여 서울시 내 장기미집행공원의 연평균 NPP를 산정하고, 이를 바탕으로 5개의 개발 시나리오에 따라 소실되는 탄소량과 경제적 손실을 평가하였다. 서울시 내 개발제한구역을 제외한 장기미집행공원의 총 NPP 값은 4,892.18 t C로 나타났으며, 개발 시나리오 1에서는 4,892.18 t C, 개발 시나리오 2에서는 2,548.55 t C, 개발 시나리오 3에서는 238.94 t C, 개발 시나리오 4에서는 848.38 t C, 개발되는 시나리오 5에서는 1,596.00 t C의 탄소가 소실될 것으로 나타났으며, 각각 5개의 개발 시나리오에 따른 탄소의 사회적 비용을 계산하면 약 11억 8천만원, 6억 1천만원, 5천 8백만원, 2억 5백만원, 3억 8천 5백만원이며 개발로 인해 해당금액의 경제적 손실이 발생할 것으로 나타났다. 본 연구의 결과는 5개의 개발 시나리오를 바탕으로 장기미집행공원의 탄소 손실량과 경제적 손실을 평가하였다는데 의의가 있으며, 일몰제 이후 개발가능성이 높은 장기미집행공원 내 산림생태기능에 대한 영향 최소화 방안 마련, 개발 대안의 기초자료로 활용되기를 기대한다.
