Study on Prediction System Construction of Fire.Explosion Accident by NG & LPG among Domestic Gas Accidents (국내 가스 사고사례 중 NG 및 LPG의 가스 화재.폭발사고 예측시스템 구축에 관한 연구)

  • In order to establish the comprehensively, quantitatively predictable program to the fire and explosion accidents in the urban gas system, and to set up domestic criteria of societal risk, the collected urban gas accident data have been deeply analyzed. The Poisson probability distribution functions with t=5 for the database of the gas accidents in recent 11 year shows that 'careless work-explosion-pipeline' item has the lowest frequency, whereas 'joint loosening & erosion-release-pipeline' item has the highest frequency. And thus the proper counteractions must be carried out. The further works requires setting up successive database on the fire and explosion accidents systematically to obtain reliable analyses.

A Study on the Condition Diagnosis for A Gas-insulated Transformer using Decomposition Gas Analysis (가스분해 분석기법을 활용한 가스 전열 변압기의 상태 진단 연구)

  • A growing number of gas-insulated transformers in underground power substations in urban areas are approaching 20 years of operation, the time when failures begin to occur. It is thus essential to prevent failure through accurate condition diagnosis of the given facility. Various solid insulation materials exist inside of the transformers, and the generated decomposition gas may differ for each gas-insulated equipment. In this study, a simulation system was designed to analyze the deterioration characteristics of SF6 decomposition gas and insulation materials under the conditions of partial discharge and thermal fault for diagnosis of gas-insulated transformers. Degradation characteristics of the insulation materials was determined using an automatic viscometer and FT-IR. The analysis results showed that the pattern of decomposition gas generation under partial discharge and thermal fault was different. In particular, acetaldehyde was detected under a thermal fault in all types of insulation, but not under partial discharge or an arc condition. In addition, in the case of insulation materials, deterioration of the insulation itself rapidly progressed as the experimental temperature increased. It was confirmed that it was possible to diagnose the internal discharge or thermal fault occurrence of the transformer through the ratio and type of decomposition gas generated in the gas-insulated transformer.

  • Diverse improvement projects such as replacing street lamps with LED, street trees, etc are currently in progress in Korea to reduce greenhouse gas so as to cope with change in climate. However, the effect of climate change policy is not exactly analyzed, because exhaust quantity and absorption quantity of greenhouse gas of the target street lamp and street trees are not arranged as information. Thus, this study studied the method to systematically manage low carbon related information of urban facilities by using GIS. It was found that low carbon information of the urban facilities is necessary to exactly analyze effect of climate change policy and the method to calculate carbon exhaust quantity and absorption quantity of each facilities should be established to build exact low carbon information of urban facilities. Further, it was found that the visualization of information related to low carbon of street lamp and street trees by using GIS easily and visually grasps and systematically controls the effect of policy coping with change in climate than the existing numeral data of exhaust quantity and absorption quantity of greenhouse gas.

  • The purpose of this study is to analyses 7 metropolitan cites on the urban facility data rather than application systems including water, sewer, and roads and to present the best way to reconfigure of the geospatial data in Korea. Data were mainly compiled from the 2nd NGIS(National Geographic Information Systems: 95-00) because the GIS data of this study is relatively important to generate favorable results due to their data precisely examinate by the 1st NGIS evaluated results. In results, GIS data and invested budget of the Seoul metropolitan government were not only covered 25 distracted areas of the fields, but also were overwhelming other six metropolitan government invested budget. Relatively the Daejeon metropolitan government had least invested budget resulted in Jess geospatial data than others. In particularly there were serious geospatial data error occurred even though geospatial data of the urban infrastructures like water, sewer, and roads including the national infrastructure like elec., comm., heat, oil pipes, and gas were facilitated with human habitants, gas and elec. had very high error data nearly two times high than the permitted error in 30cm. Therefore, this paper exhibited a LiDAR technology to regenerate high accuracy geospatial data of the metropolitan governments because of the new technology's extremely accuracy in 20cm in horizontal scale in fields.

  • In urban planning, road facility is used not only for the transportation purpose but also for the utility line space purpose such as electrical, gas, tele communication, heating, water, sewer, and so on. However, since these utilities are built by many different groups, it becomes very difficult to communicate each other. Delay in one party can cause another party's schedule delay but they don't commuicate often. Also, some delay in utility work can cause frequent pavement cut. And, this will impact on construction cost, schedule delay, low quality, user complain and cost. This study developed spatiotemporal decision model to prevent prequent utility cut for mega project such as new urban development project. In addition, this study developed utility cut management system to manage utility cut schedule under pavement. Finally, developed system was applied to new urban development project and verified there effectiveness.

  • South Korea is the world's second-largest importer of LNG and possess about 70 tanks which are in operation by 2017. Thirty years as the design warranty period have exceeded since LNG storage tanks as the core facility of LNG industry were constructed in 1986. The LNG storage tank is under precision safety diagnosis from 2014 due to urban gas business act amendment. There is no criteria of condition evaluation for outer tank of LNG storage tank at the time of precision safety diagnosis. Through analysis of structural characteristic of LNG storage tank and civil structure condition evaluation standards, the criteria of condition evaluation for main members was developed. The criteria of objective condition evaluation can improve safety and reliability of LNG storage tank and suggest matenance criteria.

  • Substations in Korea are classified into an outdoor steel structure type, an outdoor GIS(Gas Insulated Switchgear) type, an indoor GIS type, an underground GIS type, and a complex GIS type. Before 1970, substations were built in outdoor steel structure types only. In 1980, an 154kV indoor GIS type substation was built for the first time in Pusan. And the first 345kV indoor GIS type substation, the first 765kV full GIS substation were built in 1984 and in 2002 each. In 1998, 154kV indoor type substations were standardized into regular type and urban type which applied steel frames to structures. In 2002, this was re-standardized into five different types in detail. In 2007, hub substations which had high capacity were built in the region of industrial zone and heavy load areas. And 154kV compact substation was developed and standardized by compacting an indoor GIS type substation in 2009. This paper would present a series of substation type transition and application standards for substation types and facility scales.

  • Since beginning of subway construction in 1974, for supplying the demand for increasing urban traffic and solving the traffic jam due to expansion of society and elevation of an individual income, the $1^{st}\;and\;2^{nd}$ construction have been almost done and $3^{rd}$ has been driving forward. However, according to an increment of com-mon usage with the passage of time, structures are superannuated and the amount of improvement and repairs keeps on increasing continuous. And many problems are taking place at underground space because of new constructions for underground facilities such as urban gas, electric power, waterworks, and sewerage. In consequence. The consideration of a counterplan for safety is required deeply This study analyzed problems on maintenance of structure about $1^{st}$ class subway, and will present means that a manage civil structures scientifically and systematically by using GSIS concept that imported into several organizations for facility management recently as making digital graphic elements and historic data into a database rather than using an old method - documents and paper drawings.

  • The research into the field of managing urban utility information (such as gas pipes, power line, telecommunication utilities) is growing ever more important as the efficient management of social infra-structure gets higher and also with the fast technological progress made in nationwide scale of geo-spatial information systems. This research is focused on the collection of street utilities information in urban areas using aerial ortho-images. Until now this has been carried out by on site investigation and ground surveying methods. The result of this research shows that the geometric accuracy was obtainable within 12 cm referenced to 1/1,000 digital map. It was also possible to collect the street utilities which were described in the digital map as well as other information which were not.
