A Study about the Impact of Atmospheric Environmental Changes by Urban Development on Human Health (도시개발에 따른 대기환경 변화가 건강에 미치는 영향연구)

  • Because deterioration of air quality and urban heat island directly harm health of citizens, Health Impact Assessment (HIA) and Environmental Impact Assessment (EIA) for urban development projects needs to conduct analysis of their impacts objectively. This study aims to review appropriate methods for assessment of air quality used at each stage of urban development and to investigate prediction and assessment methods of urban heat island. In addition, by evaluating impacts of climate change following supposed urban construction performed in the central area of Korea on public health, it examines usefulness of HIA for urban construction. When urban heat island prediction and HIA method suggested in this study are applied to an imaginary city, they predict urban heat island properly and the impacts of climate changes on public health inside the city could be determined clearly by calculating life-climate index and bio-climate index related with thermal environment from the model.

  • Urban regeneration projects have been actively proceeding all over Korea. Urban regeneration has become a critical issue in the domestic construction industry, with environmental-friendly construction and high-rise buildings being emphasized. Because these projectstend to become complex, urban regeneration projects require interest and approach on a level of program management that includes traditional project management. This paper develops aprototype for a new program management information system of a supports the promotion of urban regeneration projects through the deduction of the requirements about system. The prototype of the program management information system includes functions that supply diverse information, support the process and legislation of an urban regeneration project, manage stakeholders, support decision-making, estimate and manage program risks, and manage the program level.

Landscape Awareness Survey for Improvement of Urban Landscape in Yong-in city - Focusing on Residents, Government Officials, and Developers- (용인시 도시경관 개선을 위한 경관의식 조사 - 시민, 공무원, 개발사업자를 대상으로 -)

  • This study aims at conducting an awareness survey of three parties, namely, citizens, government officials, and developers for improvement of urban landscape and, based on the survey result, to suggest a direction to develop a landscape plan for improvement of urban landscape of Yong-in city in the future. The summary of this study is as follows. First, in case of Yong-in, the main drivers of forest landscape destruction were "residential complexes developed for apartment buildings" and "golf courses", the driver of river landscape damage was "the status of cleanliness of riverside and poor facilities", the driver of roadside landscape damage was "construction sites" that completely eliminate original natural landscape in both citizen and government official groups. When granting development-related approvals in the future, appropriate actions should be prepared such as developing a landscape management guideline or including a landscape plan in advance to assure plans and designs fully reflecting landscape. Second, citizens' commitment to participate in urban landscape creation and improvement was rated high at even willing to tolerate regulations including restriction of property rights. In the future, landscape improvement programs allowing resident participation should be developed proactively. The roles of government officials include preparing various criteria at a city level and convincing and guiding citizens to initiate landscape improvement project together with citizens and developers through proactive efforts by government officials. Third, the role of developers would be to realize development projects conserving local environment and/or harmonizing with local natural environment before preparing a development plan or launching construction rather than offering various considerations after executing development projects.

Robust Contract Conditions Under the Newly Introduced BTO-rs Scheme: Application to an Urban Railway Project

  • Few studies have specifically focused on the uncertainty of demand forecasting despite the fact that uncertainty is the one of greatest risks for governments and private partners in PPP projects. This study presents a methodology for finding robust contract conditions considering uncertainty in travel demand forecasting in a PPP project. Through a case study of an urban railway PPP project in Korea, this study uncovered the risk of excessive government payments to private partners due to the uncertainty in contracted forecast ridership levels. The results allow the suggestion that robust contract conditions could reduce the expected total level of government payments and lower user fees while maintaining profitability of the project. This study offers a framework that assists contract negotiators and gives them more information regarding financial risks and vulnerabilities and helps them to quantify the likelihood of these vulnerabilities coming into play during PPP projects.

  • The city refreshing development projects in the domestic recently have been performed under leading of public institution laying stress on new city and existing urban district. These development projects are still staying in safety control level despite risk factor management at preliminary estimation stage has been more important factor to success and add value creation. Understanding inaccurately about various risk analysis techniques that can analyze risk factors and the insufficient application of step that can analysis technique s could make projects more difficult. Therefore, this research suggests the more effective methods for risk analysis that can control the risks in the pre-project evaluation stage.

A Study on Improvement of Less Prosperous Index by Development Promotion Zone Projects (개발촉진지구사업을 통한 지역개발사업의 낙후도 개선효과에 관한 연구)

  • The purpose of the study is to investigate the degree of improvement in less prosperous index as a result of development promotion zone projects, one of the most representative projects to develop the less prosperous regions in Korea since 1994. Comparing two less prosperous indices between 1995 and 2008, we performed cluster analysis using change values of ranks. Then, we analysed spatial pattern of clusters. The result showed that the extent of improvement of the less prosperous index was higher in Jeollan-do and Chungcheong-do, and slightly lower in Gangwon-do and northern part of Gyeongsanbuk-do.

Analysis of Traffic Improvement Measures in Transportation Impact Assessment Using Text Mining : Focusing on City Development Projects in Gyeonggi Province (텍스트마이닝을 활용한 교통영향평가 교통개선대책 분석 : 경기도 도시개발사업을 대상으로)

  • Traffic impact assessment plays a crucial role in resolving traffic issues that may arise during the implementation of urban and transportation projects. However, reported results diverge, presumably because the items reviewed differ. In this study, we analyze traffic improvement measures approved for traffic impact assessment, identify key items, and present items that should be included in assessments. Specifically, TF-IDF and N-gram analysis and text mining were performed with focus on urban development projects approved in Gyeonggi Province. The results obtained show that keywords associated with newly established transportation infrastructure, such as roads and intersections, were essential assessment items, followed by the locations of entrances and exits and pedestrian connectivity. We recommend that considerations of the items presented in this study be incorporated into future traffic impact assessment guidelines and standards to improve the consistency and objectivity of the assessment process.

  • This study looked for ways to carry out development projects in a sustainable manner by generating improvement plans, and focused on reviewing the status and problems associated with the environmental and ecological planning that is currently applied to new town and large-scale development projects. Improved methods were suggested based on differences between urban development and housing development projects. Based on principles set for the introduction of environmental and ecological planning, the size of the projects subject to environmental and ecological planning was set. With regard to the procedural improvements for environmental and ecological planning, nine problems were singled out from the development planning phases. Solutions were suggested by separating the problems into the site and district designation phase, development planning phase, implementation planning phase, and post-management phase based on a literature review and the opinion of experts. In consideration of improvements to the planning system, the scope of environmental and ecological planning was set after looking at information related to environmental and ecological planning, literature review, expert interviews, and the relevance of related plans. The scope of the environmental and ecological planning was divided into the overview of planning, environmental and ecological conception, conception of spatial structure and framework, and urban environment regeneration and impact reduction plans. By synthesizing the above-described results, the functions of environmental and ecological planning, development planning, and environmental assessment and their inter-relations were defined. The defined inter-relations seem likely to be developed into a form that would enable sustainable land development.

  • A diverse rural development projects are continuously increasing. However, in most villages, the business run by residents is not being operated normally. Followed by these problems, a follow-up management evaluation system has been created and utilized, but the existing evaluation system is only administratively approached and not suitable for application in reality. This research emphasizes that the perspective of community and re-startup support should be added to the evaluation system as these are projects that are carried out to improve the quality of life of local residents and enhance the rehabilitation of villages. Based on the evaluation system proposed in this study, field surveys and interview surveys were conducted targeting 10 villages in Taean-gun, Chungcheongnam-do in South Korea. As a result of the study, various types that have not been activated were derived, and they were presented by categoriz ing them. The purpose of this study is to help the rehabilitation of common rural villages by providing a updated post evaluation system and items that can be applied not only to Taean-gun but also to numerous villages in the entire villages in South Korea.
