  • This study aims to explore effects of social exclusion on poverty of people who are 45 years old and over with disability. It also analyzed the difference between the urban and the rural area in relation to the effects of social exclusion on poverty. The researchers conducted a secondary data analysis using the fourth wave of Korean Longitudinal Study of Ageing. The sample included in this study was 640 people who were 45 years old and over with disability. Logistic regression results showed that urban residents who were younger, did not live with a spouse, were not at workforce, and lived in a rented house tended to be on welfare. For rural residents, on the other hand, only age and marital status were significantly related to poverty. Based on the findings, the researchers indicated political implications to diminish social exclusion and poverty of people with disability.

  • This study intends to conduct a thorough research and analysis on the designated temporary residential facilities for the disaster victims in order to bridge the gap between the temporary residential facilities for the disaster victims in country and city, and understand the current status of the designated temporary residential facilities for the disaster victims in rural and urban areas. As a result, the designated temporary residential facilities for the disaster victims in urban areas are bigger and have higher capacity, implying the necessity to designate facilities in rural areas that can accommodate larger number of people. As to the analysis of the representative temporary residential facilities for the disaster victims in rural areas, different regions had different types of designated facilities and the number of facilities also showed big difference depending on regions. So it is believed that local governments should improve the process and system of designating temporary residential facilities for the disaster victims.

  • Urban agriculture, which can be defined as agriculture performed in a city, is suggested as an alternative solution to restore deserted community and expand green land in city area through cultivation activities. In Korea, 'Urban Agriculture Promotion and Support Act' was enforced from May 2012. In addition, in the same year, Seoul Metropolitan Government declared 'the beginning of urban agriculture era,' established municipal ordinance, and increased budget to actively support urban agriculture. As a result, urban agriculture practices have been increasing every year. Yet, the way of developing urban agriculture in a uniform way of expanding green land has led to difficulties of securing proper spaces. Accordingly, 'roof top' spaces have gained attention. This study analyzes rooftop garden, one of the spaces of carrying out urban agriculture, from the publicness perspective. The study selected a case study of a public rooftop garden in Mullae-dong, Yeongdeungpo-gu, investigated present conditions and usage features of the garden, and explored the conditions to be a 'public' roof top garden. Through theoretical analysis, both physical and non-physical indicators were derived for analysis framework; physical aspects- accessibility, locality, openness, comfortness, and non-physical aspects- subjectivity, cooperativeness, and a sense of community. The results of this study are as follows. First, openness and locality scores were the highest, and comfortness scored the lowest, in ensuring the publicness of Mullae roof top garden. Second, non-physical indicators had stronger effect than physical indicators on rooftop garden users' awareness on publicness and building a garden community. In conclusion, in order to vitalize roof top garden, users should be engaged from the very first planning stage of building a garden, opening hours should not be limited, and more importance should be put on users to subjectively manage the operation of rooftop garden than merely creating a physical environment.

  • The purpose of this study is to investigate the change of spacial structure from rural space to urban space and to examine the characteristic of spacial restructure, focusing on the Hwamyeong-Dong of Buk-gu in Busan. Hwamyeong-Dong has changed from rural area to urban area because of spacial expansion owing to industrialization and urbanization. The unique natural environment, rural village, etc. were disappeared and instead the apartment complex, commercial building, and so on were built. For this reason, historic and concrete place were vanished and so the spacial homogenization and uniformization were formed centering around apartment complex. But the singularity of Hwamyeong-Dong exposes in the way that unique history, custom and memory, trace of Hwamyeong-Dong preserved through the support and effort of the residents and that the Daechen stream changed to ecological stream. In addition, Hwamyeong-Dong altered heterogeneous, multi-layered urban space from homogeneous rural space in terms of the apartment supply sectors and scale, the distribution and kind of commercial facility, residents's composition. This has brought about the subdivision, hierarchization of the space as well as the residence, education, culture. Especially, Hwamyeong3-Dong that built to large scale apartment complex are significantly different from Hwamyeong2-Dong. Hwamyeong2-Dong is marginalizing step by step. However, It is found that the residents in Hwamyeong2-Dong are making an effort for liveable place with ecological residential community and educational cultural community as the center.

  • The purpose of this study is to quantitatively analyze the social welfare value given to the designated rural settlement zone by the resident-participated site unit plan that the City of Cheongju is newly attempting to draft. Firstly, the costs and benefits from the site unit planning were estimated. Secondly, through literature review especially focussed on the benefit and cost estimation, on-site questionnaire was designed, and then sample residents of the qualifying sites were asked about their willingness to pay, which could make it possible to estimate the monetary value of its benefits by the contingent valuation method (CVM). Finally, the present value of net benefits (PVNB) was estimated through the derived costs and benefits. As a result of analysis, firstly, the present value of net benefits (PVNB) was found to be 7,641 billion won, which indicated that the implementation of district-unit plan would be able to cause sufficient social welfare value for the effected residents. Secondly, in examining the result of individual average amount for willingness to pay through the CVM, the area that benefited the most was found to be the road improvement. Thirdly, as a result of sensitivity analysis, the parameter with the most effects was the discount rate, which suggested that, in carrying out public projects, excessive market interest rates would not be appropriate.

  • Development of transportation and communication technology has affected our daily life and has caused to separate residential places from working places. Particularly in rural areas, the life zones are incorporated into larger towns or urban areas due to their lack of cultural, social and economic infrastructures. Thus, the analysis of the depended region and the life zone is important for the planning of regional revitalization programs and related project. The purpose of this study is to propose a regional dependency model (RDM) using the origin-destination(O-D) matrix of commuters and compare it with the Nystuen & Dacey model for regional correlation. The regional characteristics are analysed and our RDM were tested using the commuting data on Seoul metropolitan area(Seoul, Gyeong-gi, Incheon) and Chungchung area. The regional correlation model can only explain the determination of regional interaction without considering the direction of regional correlation but our model can show the direction of regional dependencies.

  • This study was intended to evaluate the objective landscape of rural region using an additive integration index method in the Seondong region of Gochang-gun, Jeollabuk-do, Korea. This study consisted of the following three steps. First, this study developed an additive integration index calculation model for landscape assessment based on indicators and weight to each space type in accordance with three landscape fields which were developed by the expert Delphi method. Second, this study used NDVI (Normalized Difference Vegetation Index) and permeable area rate, which were available from high resolution satellite image, to calculate the green naturality degree, area rate, and building coverage respectively. Third, this study has calculated the landscape assessment index of rural regions using an additive integration index method made of assessment data and weight for each indicator. This study has found the following results: 1) landscape level was very poor in all 6 types of space, marking grade five; 2) while the highest level of natural landscape and mixed landscape was grade two, that of artificial landscape was grade five; 3) based on objective landscape, grade five showed the highest frequency, and grade one, two, three, and four followed in that order.

  • In this paper, for the smart village project in Geumsan-gun, the problems of the village were derived for the residents. And the business model of the smart village was presented. In the introduction, we looked at domestic cases related to the smart village project. And In November 2019, this paper reflected the results of the resident survey(314) and extracted important smart services using the IPA method. The results of the investigation are as follows. The government's smart village project aims to increase agricultural and fishery production and improve the urban environment. Geumsan residents want to increase agricultural production and develop tourism. The smart village model in Geumsan-gun is promoted in three directions. (1) Smart villages require smart services for crime prevention, parking lots, and public transportation. (2) Smart villages need ICT-based ginseng festivals, smart farms, and tourism services. (3) Smart villages need ICT-based culture and welfare services. The rural areas in Korea are expected to improve the quality of their living environment through the smart village project.

  • The purpose of this study is to find out about the cause and adaptation process of urban households going to rural areas for agricultural management(Kwihyang nongga) through the microscopic analysis of a case study. Research results are summarized in the followings. The cause of Kwihyang nongga before the 1980s was generally due to the social causes like the support of dependent family or rural-to-urban migrants' maladjustment in urban society. After the 1980s, however, it was related to the economic reasons such as the increase of households' income by commercial agriculture more than the social ones. Most of Kwihyang nongga was traditionally the households which came back to their native places, rural areas. Recently the urban households which did not originally come from rural areas are going to rural space because of the cultivation of high profit oriented agricultural products. Recent Kwihyang nongga increased the size of commercial agriculture through leased farmland, not by a purchase of agricultural land. Even though the number of Kwihyang nongga is now a few, it is expected that the influence of Kwihyang nongga on rural society will be various and high because it consists of young generation. The increase of Kwihyang nongga may be one of the ways to mitigate the decreasing rate of utilization of agricultural lands due to the labor shortage of rural areas after industrialization. To solve rural problems related to underpopulation, it is necessary to establish the active plicies of helping Kwihyang nongga. The actions for Kwihyang nongga ought to emphasize the improvement of educational conditions and living facilities as well as financial aids and the improvement of farming conditions.
