Automatic wall slant angle map generation using 3D point clouds

  • Recently, quantitative and repetitive inspections of the old urban area were conducted because many structures exceed their designed lifetime. The health of a building can be validated from the condition of the outer wall, while the slant angle of the wall widely serves as an indicator of urban regeneration projects. Mostly, the inspector directly measures the inclination of the wall or partially uses 3D point measurements using a static light detection and ranging (LiDAR). These approaches are costly, time-consuming, and only limited space can be measured. Therefore, we propose a mobile mapping system and automatic slant map generation algorithm, configured to capture urban environments online. Additionally, we use the LiDAR-inertial mapping algorithm to construct raw point clouds with gravity information. The proposed method extracts walls from raw point clouds and measures the slant angle of walls accurately. The generated slant angle map is evaluated in indoor and outdoor environments, and the accuracy is compared with real tiltmeter measurements.

Visual Improvement Analysis of Small Scale Urban Regeneration Projects Focusing on '72 Hour Project' (72시간 프로젝트로 본 소규모 유휴공간 재생 프로젝트의 경관적 개선 효과)

  • This research studied the effect of visual improvement of "72 Hour Project" that has regenerated small scale derelict spaces in Seoul through citizen participation. 29 projects built form 2016 to 2019 were analyzed. The research analyzed landscape image preference of before and after status of projects using 12 pairs of landscape adjectives. Basic statistical analysis, correlation analysis, factor analysis, cluster analysis, and ANOVA were performed based on the survey results. Since the satisfaction level of the projects compared with the before-condition was 3.63 higher than 3.00, it could be concluded that there was an meaningful effect of visual improvement after completion of the projects. As the result of the factor analysis, landscape adjective pairs were categorized into two factors: harmony and aesthetics. Through the cluster analysis, four clusters were formed and characteristics of each cluster were identified. As the result of rhe cluster analysis, the cluster with the high harmony level and the aesthetics level showed the highest overall satisfaction level. Comparing each cluster, it could be concluded that the factor of harmony was more important than the factor of aesthetics in evaluating the satisfaction level of projects. Analyzing qualitative aspects of project groups, spatially well-balanced design with generous vegetation areas was more effective in landscape improvement than artistic design with visually strong installations. Further researches based on behavior studies of actual users are required to compensate the limits of this research. This research can contribute to establish the improved direction of policies to regenerate various types of small scale derelict spaces.

A Study on the Current Status and Sustainability of Regional Documentation Programs Conducted by Local Governments (지방자치단체의 지역 기록화 사업 현황과 지속가능성 검토)

  • This study analyzes the system and operational status of regional documentation programs conducted by local governments and aims to propose considerations for the sustainability of regional documentation programs. With the government's balanced national development policy, the city or culture departments of local governments promoted regional documentation programs as part of their urban and cultural policies. Each local government enacted landscape ordinances and the ordinances concerning the establishment and operation of urban historical and cultural archives and promoted urban regeneration projects. Based on this, local governments performed urban landscape documentation, urban historical and cultural archives, and urban regeneration project documentation. Consequently, this study compared and analyzed ordinance enactment, budget, acquisition, management, and utilization of records for a total of 55 cases. The study has found that legislation is an essential factor in the sustainability of local governments' regional documentation programs. In addition, it suggested that regional documentation programs should evaluate the performance of programs, ensure residents' participation, and create digital archives to secure the budget continuously. This study is significant because it evaluates the overall regional documentation cases of local government city or culture departments as part of the city or culture policy rather than a specific region or case and presents more objective and general considerations for sustainability

Revitalization Planning Strategies for Inner City Based on Locational Characteristics and Potentials -Focused on Cheongju Inner City- (지역 내 입지특성과 잠재력을 반영한 원도심 활성화 방안 -청주시 원도심 지역을 중심으로-)

  • Cheongju has been a continuously expanding city due to housing development and new town construction since the 1980s. With time, many urban problems have arisen, such as commercial decline, and degradation of the residential environment in inner city. To revitalize the inner city, this study proposed some planning strategies through the linkage of separated urban regeneration projects maximizing its effectiveness. Therefore, firstly, this study selected the target area in the inner city and identified the cause of the declination and deterioration pattern. Secondly, the main issues were derived by reviewing the locational characteristics and the potential of the target area. Finally, four strategies and detailed projects were suggested for the target area for revitalization of the inner city. Although the effectiveness cannot yet be verified due to its under realization, the results derived from the citizen's participation are having a very important impact and they can be a useful reference for similar planning.

  • In the past, the United States has been engaged in large-scale urban development projects as a tool for urban regeneration to revitalize distressed urban areas. On the other hand, large-scale urban development projects have been stalled or discontinued globally since the 2008 economic crisis. Despite this, the Hudson Yard development, which is the subject of this study, has resumed smoothly due to the characteristics of its development structure and rational negotiation process. Most domestic developments depend on the economic circumstances, and the problems that are exposed in a privately led development are repeated; the Yongsan International Business District Development is a representative failure case. This study examined the characteristics of the business structure and the nature of the negotiation process in the Hudson Yard development project in New York City.

Critical Regeneration Elements of the Old Housing Estate in Local Metropolitan in Term of Sustainable Aspects (지속가능성 측면에서 지방대도시 주거환경정비사업의 계획요소 중요도 분석)

  • Currently, the environmental improvement project in residential building in Korea is focused on financing. To solve the variety of problems in urban residential areas, the plan need to apply more elements to improve sustainability. Thus, this study aims to find the main strategies to amend sustainability of the environmental improvement project in residential building. To do this, firstly I reviewed previous studies of sustainablity. Secondly I surveyed the planning elements of the three cases in Boksu-Dong District2, Daeseong-Dong District2, and Samsung-Dong District1 in Daejeon. Lastly I used the AHP analysis method and the 5-point Likert-type questionnaire of judged the importance among the plan elements with experts on urban regeneration of which is found through the previous literature review. In conclusion, this study shows the problems of the Residential Environment Improvement Project. Also, I found out the priority of the main planning elements to improve the problems. By contrasting the relative importance among the plan elements with the case study, the result of this study implies the directions of strategies which include the plan elements for responding climate change, residents' participation, and financial support program and system to improve the status of the environmental improvement project in residential building.

Neoliberal Urbanization and Projects of Entrepreneurial City (신자유주의적 도시화와 기업주의 도시 프로젝트)

  • Despite the process of neoliberalization has made a decisive influence on our society as a whole, there seems little interests in neoliberal urbanization and entrepreneurial urban projects promoting it. This study is to see relationships between neolibealization process and recent urbanization and urban policies in terms of entrepreneurial city mediating them. In particular, this paper tries to reconceptualize entrepreneurial city as corresponding to privatization and commodification, financialization, state redistribution, and management and manipulation of crises which Harvey(2005) suggests as four main features of neoliberalization process in general and 'accumulation by dispossession' in particular, and to characterize it in terms of 'creative destruction' and of 'entrepreneurial governance'. As examined in the later part of this paper, recent cases of these entrepreneurial urban projects in S. Korea include volatility of land and housing price in the Capital region and urban regeneration and newtown projects, project for free economic zones construction in Incheon and other 5 regions, project for SOC construction heavily relying on private investment, in particular project financing pursued nationwidely including Daegu, and project of urban cultural marketing to promote capital inflow tacitly as well as to enhance urban imagine explicitly.

A Study on the Analysis of Environmental Hazards when Dismantling Non-Structure of Old Residential Buildings (노후 주거용 건축물 비구조체 해체 시 환경유해인자 분석)

  • The number of old buildings older than 30 years in Korea continues to increase from 29.9% in 2005 to 38.8% in 2020. Considering the growing urban regeneration projects, urban maintenance projects, the suppression of urban expansion, and the lack of idle land in the city, the dismantling of old buildings is expected to increase further in the future. As major accidents at building dismantling sites continue to occur, related agencies are also strengthening safety management of building dismantling works. While physical safety management such as collapse and fall is strengthened, there is a relative lack of interest in the health of workers at dismantling sites due to environmental hazards. Since relevant laws stipulate that construction waste should be separated and discharged, old buildings need to be considered for environmental hazards such as fine dust, floating bacteria, and floating molds when dismantling. In this study, we intend to find important safety management elements in the management of building dismantling sites, measure environmental factors harmful to dismantling workers, and present basic data for the management of dismantling sites in the future. "Safety management" was the highest priority, followed by "dust," "vibration," "noise," "bacteria," and "smell." The perception of the importance of "physical damage prevention" with workers working on dismantling and managers managing the site came out similar, but the perception of "work efficiency" and "health disorder prevention" through environmental hazard management showed different priorities. In the process of dismantling, floating bacteria and floating mold were collected, cultured, and measured the concentration in the indoor air. The measurement was measured by dividing it into pre-dismantling and during dismantling.

Traffic Impacts of Transit-oriented Urban Regeneration (TOD형 도시재생사업의 교통영향 분석)

  • Recently, TOD gains popularity as a traffic solution measure of high density urban regeneration projects. The purpose of this study is to investigate traffic impacts of high density TOD projects, and to identify the issues to be resolved. For a case study, it chooses Gangnamgucheong station in Gangnam area served by two subway lines, and designates 400m radius from the station as a site for high-density development. The MOEs chosen for this study is traffic volume, time, distance, speed, and mode share. The SECOM model is adopted for traffic simulation. The analysis results show that high-density TOD is an effective tool for traffic improvement even with only one station area being implemented. It is found that the traffic volume increases near the station in nature where high-density development occurs, but it declines overall in the rest of Gangam area. The total travel time and distance of passenger vehicles decline, meaning that the traffic condition becomes better than before. With regulation on parking supply, the improvement becomes more vivid. In terms of the changes of traffic speed, both alternatives show 4.1% increase in speed, but the difference between alternatives is not quite noticeable because of the induced vehicle demand driven to the streets with improved traffic condition. The mode share changes occur for the benefit of subway ridership, because the study station is equipped with two subway line services. When mixed with parking supply restriction, the impact becomes clearer.

The Structure of Green Environmental Management Initiated by Greenspace Scotland

  • This study was conducted to report background, organism and activities of Greenspace Scotland, which was established for creation and management of green environment in urban Scotland, UK, and to help discussing an efficient structure for green environmental management in future Japan. As a result, it was confirmed that Greenspace Scotland plays a key role to develop and offer the framework - structure of partnership - for creating, regenerating and managing green environment from a large-scale point of view. Rich varieties of projects, which are difficult to manage by individual organization, have been brought to realization through circulating national funds and policies among local communities in partnership with existing charities and voluntary sector keeping their identity and independence. Greenspace Scotland also put stress on the aspects of social, cultural and economic regeneration in urban communities, and emphasizes a partnership development for above purposes.
