The development impact fee (DIF) zoning is a very beneficial public tool to provide the pre-planned urban infrastructures in those areas where significant urban sprawl had already taken place. In order to guarantee its benefit, however, it is required to designate the zone boundaries accurately and consistently. This study, in this context, tries to test the validity of the 50m-grid suggested in the official DIF manual, and to compare an alternative Hot Spot Analysis tool with the existing Spatial Aggregation method in configuring the zone boundaries. The results indicate that, unlike the case of population growth rate, current 50m grid size could not be much adequate in the case of using the development-permit increase rate to configure the primary DIF zones. Also, the optimal grid sizes seem to differ in the cases of Spatial Aggregation and Hot Spot Analysis. Further extended studies, in this regard, seem necessary to check the validity of the existing grid-size criteria as well as the boundary configuration methods.

The national land use plan that targets the whole national land and all kinds of urban plans that targets a city or a part of city must be performed continuously now and after that. Therefore, the importance of land use plan, that is included in those plans, is very big and crucial. This study scrutinizes the detail zoning land suitability analysis which bases on urban basis plan and the GSIS application plan about allocation, applied various basic theory which is arranged in that course to study area, and try to develop the land use suitability analysis system, a application system The programing language used in system development is the AML of ARC/INFO. On this study, the results divide into four parts. First, we develop the land use suitability analysis system and can simplify and automatize a complicated analysis course and this system will be more useful to the land use suitability analysis. Second, the analysis range is expanded, considering the circumstance environmental factor of planning area outside. So we can implement more comprehensive analysis. Third, we apply a precedency conception and a legal restrictive element that base on urban characteristics and urban space structure theory to this study, develop a computerized method about distributive method, and can allocate the detail zone in the various ways. Finally, the next studies that can clear the detail zone suitability criteria and the correlation of the relationship of materials are essential to improve the accuracy and confidence in this analysis.
The ministry of land, Infrastructure and transport has revised the "National Land Planning and Utilization Act" in 2012. As a result, the regulation of floor area ratio for land covering two or more zoning area has been changed. This study conducted an analysis of the policy effects of changes in the criteria for the application of the floor area ratio by revising the "National Land Planning and Utilization Act". Land covering two or more zoning area means a street side commercial area and street side residential area that is generally understood. This study analyzed the policy effects in Gangnam-gu which has relatively large areas of street side commercial area and street side residential area. The 468 office building transaction cases were analyzed in Gangnam-gu from 2007 to 2017. The result shows that the office building, which has received incentive for policy changes, reported a 19.08% rise in price compared to the one that did not. It means that the economic effects of change of application standard were significant. The existing policy also served as a restriction on land use by landowners, which in turn contributed to the devaluation of the asset's intrinsic value. Therefore, this study may have contributed to the rational use of land and to provide an empirical basis for the change in policy to be assessed for its intrinsic value.

This study developed an ecological mapping technique with GIS database using the analyses of existing ecological survey reports and the change detection on the Nakdong river estuary. The data which are used to establish GIS DB include 2 Landsat TM images on Nov. 31, 1984 and May 17, 1997, 1:25,000 topographical maps established by National Geography Institution and various ecological survey reports published by Busan metropolitan city government. The details for producing ecological map are as follows. At first, the current methods of ecomapping efforts and previous ecological surveys of Nakdong river estuary were carefully examined. Secondly, the land cover maps were created from the classified Landsat images of 1984 and 1997 for the spatiotemporal ecosystem analysis. Thirdly, the ecosystem was evaluated by using GIS ecological database based on the criteria of botany, zoology and water quality etc. Each criteria was reclassified into 3 stages which describe the overall quality of ecological condition. At last, the comprehensive ecological map was suggested as a prototype of ecosystem assesment and management tool with the discussion of further study. The findings of this study would be a milestone for preserving and managing the ecosystem.

Generally, trees lining the streets are the most easily accessible green areas in the city and constitute the smallest basic unit in the formation of the urban linear green axis. This study attempts to interpret issues related to city trees from a comprehensive and relational viewpoint. The site of this study is Central Park Street in front of Incheon Metropolitan City Hall. This street is representative of those in Incheon City. This study is an inter-relational interpretation of issues by measuring the vitality of these trees. The following are results of this study: First, the vitality of city trees is higher in those trees growing in natural ground than those growing in plant gratings. This observation can lead to budget savings and increased natural areas in the city. Also, if planter and multi-layering planting methods are introduced where damage to trees is predicted, variation to urban landscape can be achieved while linking to reinforced rearing foundation of street-side trees. Second, there is need for a holistic approach to caring for street-side trees regarding the damage caused by drastic pruning and strong street lights. The typical functions of these trees, like supplying freshness in summer, absorbing solar radiation, and controlling the urban micro-climate are closely related to the vitality of the trees. Accordingly, the function and ecology should be understood holistically, not separately. In this aspect, the functional and ecological use of the multi-layering planting method is effective in protecting pedestrians from vehicles as well. Third, the fallen leaves of monotonous rows of trees have different ecological and functional effects. Not only is the index of greenness in the urban setting increased, but there are also aesthetic and symbolic effects. Fourth, in spite of being the street along which Incheon Metropolitan City Hall, major administrative buildings and Central Park are located, this street does not have its own special identity to discriminate it from other streets. It fulfills only functional criteria based on uniformity. If there is no paradigm shift from today's street system based on vehicles, the role of landscape architecture will be very passive in regards to street-side trees, the minimum unit of urban green. Fifth, on this particular street, many trees were planted in December, which reflects a deficiency of short and long-term strategy, like a street-tree master plan. In this aspect, we still lack a mature culture concerning these trees as a basic unit in urban greenery. Furthermore, there needs to be cultural introspection concerning present administrative practices.

Land suitability assessment has been enforced by the National Land Planning and Utilization Act since 2003 to prevent urban sprawl and protect natural environment. It assesses developmental, agricultural or preservable suitability of land parcel according to such criteria as soil, location and usability by local governments. Land suitability assessment system (LSAS) has been introduced to prevent cursory development by urban sprawl and to lead a harmonious development with conservation in the non-urban area. However, with the lack of experience and knowledge various problems have been arisen in the operation of this system, raising a question for the improvement of the assessment unit of land. The purpose of this study is to investigate methods of developing land assessment as a sustainable land use management tool. In this study, land suitability assessment has been executed through geographic information systems. On the basis oh the results of analysis, practical and institutional problems are described, and technical and institutional solutions are suggested.

There is a growing need to apply TBM tunnelling method for the construction of underground facilities such as subways and utility tunnels in urban areas. Due to the variability and uncertainty of the ground, tunnelling in urban areas has various safety hazards which could cause damage to people and properties and it is very costly to recover from accidents. Therefore, it is very important to identify hazards from the planning and design phase and to establish risk mitigation measures. In this study, a total of 31 hazards affecting the stability of TBM tunnelling works in urban areas were listed from both the technical literature and correspondence with experts in tunnelling area. The importance and priorities of the hazards were analyzed by conducting Delphi technique, which is a decision-making method by consensus among experts. Finally, 12 hazards that satisfy the content validity criteria were settled and could be used as major control factors for accident prevention during TBM tunnelling works.

The purpose of this research was to present multi-criteria which were related to the heat island and find methods which decreased heat island affection on the ecological landscape planning. The results of this study were as follows. According to the analysis of surface temperatures, the first grade was the outside-city like a mountain and its temperature was less than $13.0^{\circ}C$. The fifth grade was the downtown, industrial area and its temperature was more than $26.9^{\circ}C$. Therefore, the result was seen the serious heat-island effect. The results of field survey, the closer to the first grade, the higher the value of green coverage. The closer to the fifth grade, the higher the value of impermeability surface, paving materials and colors. According to the correlation analysis, the temperature had high correlation with impermeability surface, paving materials and colors. According to the simple regression analysis, permeability surface, green coverage, topography, impermeability surface, paving materials f: colors, human impact related with surface temperatures. To plan for the decrease of Heat-Island Effect needed the extension of green space, decrease of impermeability surface. This research suggested data for urban green plan and decrease of heat island effect, but there was a limit to get the objective method for grade classification because of lacking in the basic data, the research of multi-criteria will be accomplished continuously.

Rapid and reckless economical development is causing nationwide deforestation; more and more forest is being developed to be used as a base for economic advancement. While benefiting the national economy, this destruction of forest is creating a serious problem in the National Land Plan. To solve this problem, it is imperative to understand the current condition of damaged forest and make an environment-friendly plan. This paper explains the principles of spatial plan and sets the criteria for the plan, such as patch size, connectivity, and edge of the Landscape Ecology. The paper assesses the conservational value of area that are currently being developed or planned to be developed to figure out the current environmental situation. This conservational value was verified by the field survey. The result of assessment appears that the patch size of the major mountains in site is over 1,000ha and edge is located widely beside roads. The area of the high connectivity is located agriculture area in valley or narrow roads. The research shows that the patch size is related to biodiversity the larger the patch size, the more populated the species are. The research also reveals the conservational value indicated by degree of connection to forest, difference in the structure of vegetation between core area and edge area, and effects of surrounding environment. In further study, we will assess other criteria of conservation value, such as patch shape and fragmentation to the Landscape Ecology, and apply those criteria in biological aspects of the spatial plan.

This study focused on establishing a natural rainwater circulation system using rainwater meant for relatively large urban development projects such as a new town development. In particular, when the location selection techniques for individual elements of a natural rainwater circulation system are developed for the integrated rainwater management, changes in hydrological environment will be minimized and the natural water circulation would be restored to realize the low impact development (LID). In that case, not only the excess will be reduced but water space and green areas in a city would also increase to improve the urban sustainability. First of all, there were five elements selected for the location selection of a rainwater circulation system intended for the integrated rainwater management: rainwater collection, infiltration, filtration, retention and movement spaces. After generating these items, the location selection items and criteria were defined for each of the five elements. For a technique to apply the generated evaluation items and criteria, a grid cell analysis was conducted based m the suitability index theory, and thematic maps were overlapped through suitability assessment of each element and graded based on the suitability index. The priority areas were identified for each element. The developed technique was applied to a site where Gim-cheon Innovation City development is planned to review its feasibility and limitations. The combined score of the overlapped map for each element was separated into five levels: very low, low, moderate, high and very high. Finally, it was concluded that creating a rainwater circulation system conceptual map m the current land use plan based on the outcome of the application would be useful in building a water circulation system at the de1ailed space planning stage after environmental and ecological planning. Furthermore, we use the results of this study as a means for environment-friendly urban planning for sustainable urban development.
