  • Developers have, for some time now, recognised the benefits of acquiring "brownfields" sites for future urban development. The term “brownfield” generally refers to sites that have been previously occupied and in most cases this occupation has been for industrial usage. A key issue that developers face when considering the acquisition of a former industrial site is contamination and the costs associated with remediating the land to a level that renders the site suitable for its proposed use. Understanding all of the issues and implications associated with the remediation of contaminated land can be quite daunting. The process of remediation brings together a number of stakeholders that all have some influence on the outcome of the works. The stakeholders include the vendor, the purchaser, the regulatory authorities i.e. EPA and council, the Site Auditor and local residents. Careful planning and negotiation with the above stakeholders should be considered before committing to any remediation project.n project.

  • The government has routinely made efforts to improve the living environment and infrastructure of less-developed areas through large area urban remodeling projects, which are in themselves attempts to overcome the disadvantages of piecemeal local area development. Such projects are very complex, and various stakeholders are involved. However, the data on such projects has not been well managed, and has not lent itself to being easily adopted to similar projects. In addition, there are numerous fragmented mega-projects that seem to be performed based on "rules of thumb" To address this issue, the work process of many urban and residence project types should be standardized otherwise the participants will be confused to work properly. In particular, typical residents who lack knowledge about building redevelopment, building remodeling, urban environment improvement projects, and the like think that it is difficult to establish the preparation committees and association committees for the projects. Therefore, we examined previous researches related to the urban and building renovation to solve the prescribed present problems. This paper presents the three necessary research performances: first, we analyzed the administrative work process in the related laws; second, we examined the practical work process of the preparation committee and association committee stages; and finally we deduced the problem and presented the required improvements.

Development of a Model for Calculating the Construction Duration of Urban Residential Housing Based on Multiple Regression Analysis (다중 회귀분석 기반 도시형 생활주택의 공사기간 산정 모델 개발)

  • As the number of small households (1 to 2 persons per household) in Korea gradually increases, so does the importance of housing supply policies for small households. In response to the increase in small households, the government has been continuously supplying urban housing for these households. Since housing for small households is a sales and rental business similar to apartments and general business facilities, it is important for the building owner to calculate the project's estimated construction duration during the planning stage. Review of literature found a model for estimating the duration of construction of large-scale buildings but not for small-scale buildings such as urban housing for small households. Therefore this study aimed to develop and verify a model for estimating construction duration for urban housing at the planning stage based on multiple regression analysis. Independent variables inputted into the estimation model were building site area, building gross floor area, number of below ground floors, number of above ground floors, number of buildings, and location. The modified coefficient of determination (Ra2) of the model was 0.547. The developed model resulted in a Root Mean Square Error (RMSE) of 171.26 days and a Mean Absolute Percentage Error (MAPE) of 26.53%. The developed estimation model is expected to provide reliable construction duration calculations for small-scale urban residential buildings during the planning stage of a project.

  • The following research was conducted to encourage residents in urban areas to move to rural areas, and to improve the residential environments in those rural areas. Current policies for rural village development Project were analyzed, and policy implications were proposed. Residents in rural villages participated in a 12-question survey that asked their priorities prior to moving to the area, and factors contributing to resident satisfaction. Importance and Performance Analysis (IPA) was performed to present potential development strategies in the construction business. As a result, 'natural environment and landscapes' had the highest priority and satisfaction, whereas 'lack of public transportation and accessibility' and 'road conditions and parking facilities' had high priorities but low satisfaction levels. Thus, it is important to take nature and environment, as well as accessibility into consideration when moving to rural villages. Although this research was based on residents' bias, and the sample area was limited, these conclusions still offer important policy agreement provide of future rural villages location selection and establishment of land use planning.

A Study for the Express Railway of Seoul Metropolitan Area(Kangnam$\sim$Ilsan) (수도권(강남$\sim$일산) 급행철도 도입에 관한 연구)

  • The Seoul metropolitan area is generated the transportation problems of traffic congestion, delay of travel time, etc due to the increase of traffic demand at Seongnam area, Koyang/Paju area, Incheon/Bucheon area, etc, because that have not provided the urban surrounding railway network and live to be concentrated about 49% of the population of Korea. The Koyang/Paju route axis is required the urban surrounding railway network because the share percentage of public transportation is 51%, the automobiles is 48.8% and the subway is 27.3% and the housing development plan for 530,000 persons have provided. According to the result of the study for the introduction of the express railway between Kangnam to Ilsan of 37.8Km, in case of operation of 150Kmm at express railway, the scheduled speed between Kangnam to Ilsan is 103Km/h, the running time is about 23 minutes. The demand of traffic of this project was forecasted about 237,000persons by traffic analysis. This project which was analysed B/C of 1.08 by the result of the feasibility study have a economic feasibility.

The Characteristics of Gwanghwamun reconstruction in the 1960's (1960년대 광화문 중건과정의 특성)

  • After the Korean war, two major attempts were made to reconstruct Gwanghwamun Gate as an important part of Korea's lost cultural heritage. In December 2006, the Korean government replaced the concrete gate with a wooden one, yet traces of the attempts made in the 1960s to transform Gwanghwamun Gate and the main road remain to this day. At the time, the Third Republic of Korea, sought to legitimize itself in the name of modernity, and went on to modernize the architecture and urban landscape of Seoul. The location and design selected for the rebuilt Gwanghwamun illustrated the symbolic relationship between historic heritage and urban development. The reconstruction of the gate began as part of the Third Republic's project to restore the Central Administration Building and culminated in the transformation of the main road in front of the gate. By reconstructing the traditional gate using concrete, the military government intended to convey the message that we could inherit our proud tradition using modern materials, and that we should actively adopt the new technologies of the modern era. This study begins with the premise that the Gwanghwamun reconstruction project of 1968 represents the application of new technological thinking to Korea's architectural style, and has two objectives. The first is to summarize the reconstruction process and method using the records and drawings from the 1968 project, which was then under the leadership of architect Kang Bong-jin. The second is to analyze the characteristics of the architectural style and structure of the reconstructed Gwanghwamun so as to reinterpret the relationship between Korean tradition and modern technology.

Multi-functional Benefits & Costs Analysis of Tide Land Reclamation Project and Development Guidelines in the Future (간척사업(干拓事業)의 다기능적(多機能的) 편익(便益)-비용분석(費用分析)과 발전방향(發展方向))

  • The most limited production resource in Korea is land. During the period from 1995 to 2002, annual farm land area of 17,600ha have been converted to urban and industrial land. The self-sufficiency rate of rice, Korean staple food, is expected to be decreased from 97.5% in 2003 to 60-70% in 2020. Under such conditions, this study is aimed at first identifying multi-functional benefits of the reclamation projects such as agricultural production, industrial water supply, urban land supply, transportation effects, sightseeing effects and environmental values with and without the projects. To carry out the objectives, three existing tideland reclamation projects such as Daeho, Kumgang and Yongsangang irrigation project stage II were evaluated and Saemangeum tideland reclamation project which was jointly revaluated by environmental NGO and Govn't appointed specialists in 2000 was reviewed. According to this study results, tide land reclamation projects were showed financially and economically feasible and environmentally sustainable. The joint cost like estuary dam should be allocated based on the multi-functional benefits of the projects. To allocate the joint cost, legal and institutional improvement should adapt the joint cost allocation method as the specific cost-remaining benefit method. Korea has more than 402,000 ha of tidal flat of which 76,396ha have been reclaimed in 2003. To meet food security and to cope with shortage of land, phil-environmental reclamation projects should be continuously implemented and necessary tidal flats for protecting environmental ecosystem should be remained according to the detail survey results of reclaimable resources.

  • The advantages of using components result from their reusability between applications. Applications can be easily implemented by adding components. In this paper, we described the design and implementation process of ASC(Application Service Component) for component-based GIS applications. In our project, there are 5 applications : Road Facility Management, Urban Planning, Cadastral Map Management, Water Supply Management, and Sewerage Management. All of them use MapBase component which supports common GIS functionality. Although they are different applications, some parts of them are same. We analyzed the developed results in 1st and 2nd year, and the achievement of UIS(Urban Information System) project in Busan Metro City in Korea. The UIS of Busan was consisted of 5 applications to equal with our project. Then, we extracted 11 common used components between 5 applications, and implemented 5 common components of them and 2 additional components. They were Authority, GISReport, IndexMap, Measurement, Search, Symbol Manager, and Attribute Display. As we offered them to companies developing application components, they were able to reduce the development time.

Conservation of Satoyama Landscapes for the Restoration of Ecological Integrity of Urban Area in Japan

  • One of the major environmental issues Japanese cities is now facing with is the conservation of seminatural landscapes for the restoration of ecological integrity of urban areas. The satoyama landscape, which includes coppice woodlands, agricultural areas and rural settlements, is seen as an indispensable semi-natural landscape, formed as a result of man-nature interaction. However, because of the loss of the economic viability they are now abandoned and in the process of losing their ecological values. Today a number of local municipalities as well as NPO groups are involved in the conservation projects of these landscapes. Although satoyama landscapes are commonly believed to have maintained their character over the years, historical studies have revealed that these landscapes have experienced constant and dynamic changes due to a variation in human impacts. It is therefore understood that the conservation projects on satoyama landscapes should not intend to restore their past condition, but should wet the goal of maintaining their dynamic character by promoting ecological roles which the landscapes may play in the contemporary world. EXPO2005 project in Aichi Prefecture is a good example of a development project underway on satoyama landscapes which intend to conserve the landscapes by stimulating contemporary ecological for them. In EXPO2005 project the key issue was the conservation of semi-natural landscapes formed by constant and intensive human impacts over the centuries and thus allowing endemic and endangered species to be accommodated. The planning team proposed a scheme to restore economic viability of satoyama landscapes. The scheme involves re-introducing intensive human impacts through a new management system with an innovative technology. This may restore the economic viability of lumbers provided form satoyama woodlands. EXPO2005 is understood as a model case which stimulates contemporary ecological functions of satoyama landscapes by applying innovative planning concepts.

  • Busan Metropolitan City lacks leisure-oriented spaces for children compared to other cities. Furthermore, it is difficult to maintain the amusement facilities for children scattered around the city due to the fact that they were worn out. To set up a leisure-oriented park for children on the site for children amusement facilities, the present study is concerned about planning children amusement facilities for public use compatible with the new trend for children amusement facilities. For this purpose, a number of case studies, carried out domestic and abroad on developing children amusement facilities, were examined to choose appropriate facilities and feasible project plans were drawn up. Major findings of the study are as follows. First, it is strongly suggested that this project should be promoted because it is a leading pilot project for building children theme parks for each zone in Busan Metropolitan City. Second, it is suggested that field study programs should be run in connection with Busan Metropolitan City Office of Education.
