본 논문에서는 대학재정지원사업의 사업 프로세스 및 관리 특성을 분석하여 대학재정지원사업 통합정보관리시스템 구축을 위한 기능을 정의하였다. 이를 위해 대학재정지원사업의 사업 프로세스를 살펴보았고 이를 통하여 공통으로 필요한 6가지 기능을 도출하였다. 도출된 기능을 적용한 통합시스템 구축을 위해서 먼저 선행되어야 할 사항들은 사업 기획 단계에서 통합을 고려한 사업 관리 체계를 표준화하고 회계 관련 규정의 정리가 필요하다. 본 논문에서 도출된 기능들과 시사점을 바탕으로 향후 대학재정지원사업 통합정보관리시스템 설계하는데 도움이 될 것으로 기대한다.

Objectives: The purpose of this study is to understand the impact on accident reduction by analyzing the policy effectiveness of an industrial accident prevention clean workplace support project targeting the construction industry. Methods: In this study, DID and PSM models were used to analyze workplaces receiving and not receiving financial support based on the status of industrial accidents in recent years and the status of the workplaces by year. Results: The research results show that meaningful effects continued to occur in terms of reducing accidents and increasing employment. Conclusions: In this study, we show the effectiveness of the clean workplace support project, one of the South Korean government's financial support projects in the field of occupational safety and health focusing on the construction industry. Financial support projects such as clean projects should be further expanded based on the results of this study.

The purpose of this study is to objectively grasp the effect of the engineering education innovation support project among the national engineering-related financial support projects by dividing the groups according to the participation of support projects from 2018 to 2020 and dividing the university performance. As a result of the research the engineering education innovation support project has been consistently producing excellent results of field-based engineering education such as field-oriented industrial-educational collaboration capstone design, technology commercialization, and development and operation of corporate-linked education. It was found that the results showed that the dropout rate of college were lowered. In the future, it needs to be prepared as a place for new and free trials, innovations, and opportunities so that the engineering education innovation support projects can become the mother of other business groups.

대학은 교육 및 연구 활동을 통하여 민주시민으로서의 소양과 자질을 구비한 전문 인력을 양성하고 지식을 축적·창출하여 국가와 사회발전에 기여한다. 이를 위하여 정부는 대학재정지원사업을 통하여 대학의 기본 역량을 향상시키고 자율적 혁신을 지원하고 있다. 재정지원사업은 공정한 평가를 통하여 비교 우위에 있는 대학에 한정된 정부의 재정을 차등 지원하므로 대학의 경쟁력을 강화하기 위해서는 교육과 연구를 지원하는 교육기본시설이자 핵심기관인 대학도서관의 역할과 기능이 중요하다. 하지만 대학도서관은 재정 및 인력 부족, 시설·설비·공간 등의 열악한 환경, 학생들의 참여율 저조 등의 이유로 정부의 재정지원사업에 적극적으로 참여하지 못하고 있다. 이에 본 연구는 ACE 사업(2010-2016)에 선정된 45개 대학 가운데 도서관이 참여한 18개 대학도서관의 프로그램 운영사례를 조사·분석하여 문제점과 시사점을 도출하고 담당 사서를 대상으로 대학도서관의 역할과 성과 등을 설문 조사하였다. 그 결과를 바탕으로 앞으로 정부의 대학재정지원사업에 대비하여 대학도서관이 고려해야 할 전략과 방안을 제안하였다.

Purpose - This study aims to suggest appropriate policies and performance indicators for financial aid recipients. It analyzes the existing regular government policy funds support project, especially its propriety and reasonability. Research design, data, and methodology - When financial aid is effective, it should be able to predict small enterprise business results. Additionally, there should be an evaluation, checking before and after performance rates so that the rate of achievement and outcome can be measured. This study's contribution for small enterprises is in researching the best way to improve this support system. Results - The Small Enterprise and Market Service (SEMAS), currently designated as a support organization for implementing the government financial aid project, has assessment indicators. However, these focus mainly on quantitative indicators and survey results. Conclusions - In the future, there is some need to draw up measures, setting the right direction for developing policies for the small enterprise fund loans and improving the management of the plans. Eventually, this effort will dispel concerns about the present support policy, which is considered to be weakening small enterprises.

본 논문에서는 대학재정지원사업별 특성과 선정 절차 및 사업 관리 관점 등을 종합적으로 분석하는 방법과 대학재정지원사업 정보시스템의 통합 방안 도출을 제시하였다. 이를 위해 대학재정지원사업 재구조화 이전의 사업 운영 현황과 재구조화 이후의 현황을 각각 분석하여 사업별 특성과 공통점과 차이점을 파악하였다. 대학재정지원사업은 개별 사업들이 분절적으로 추진되고, 사업별로 평가 지표와 평가 방법이 달라 표준화가 어렵고, 통합 거버넌스의 부재로 정부 및 주관기관의 시스템 통합에 대한 공감대 및 의지를 찾아볼 수 없다. 대학재정지원사업 정보시스템 통합을 위해서는 사업 관리 프로세스를 통합 및 표준화하고, 사업비 비목 조정 등 제도적 장치를 보완하여야 하며, 시스템 통합 구축 예산을 안정적으로 확보하여야 한다.

This study examines the effects of participation purpose, corporate readiness, and acceptance of changes that may occur in the course of expert guidance on the performance of smart factory. For this study, 129 questionnaires obtained from SMEs participating in the Smart Meister support project were used, and SPSS 18.0 and the AMOS 18.0 program were used for statistical processing for empirical analysis of the hypotheses test. It was found that the company's business participation motivation and readiness status had a significant effect on the acceptance and cooperation of changes that occurred during the consulting process. In addition, the acceptance and cooperation of changes within the company had a significant effect on the satisfaction with the Meister support project and the financial performance. Companies participating in the Meister support project need to clarify their motives for participating in the project and make stable corporate readiness in advance. In addition, based on the CEO's support, it is necessary to have a motivational program and to build an organizational culture that can actively accept innovation.

정부는 기업지원을 통하여 기업의 성장을 지원하며, 기업지원 사업의 컨트롤 타워로 중소벤처기업부를 설립하는 등 정책 효율성을 높이는 정책을 추진하고 있다. 그러나 정부의 기업지원 사업의 효율성에 대한 의견은 분분하며, 본 연구에서는 정부 기업 지원 사업이 기업성과에 어떤 영향을 미치는지와 내부적 요인인 흡수역량 및 만족도가 기업성장에 어떤 영향을 미치는지 확인하고자 한다. 정부의 기업지원 사업 수혜기업을 대상으로 설문을 통하여 연구를 진행하였으며, 선행연구들이 정부의 기업지원사업 중 재무적 지원을 중심으로 연구했던 것에 반해 정부 지원 사업을 재무적 지원과 비재무적 지원으로 구분하여 정부 기업지원의 효과를 분석하였으며, 흡수역량 및 기업지원 만족도를 구분하여 분석하였다. 이를 통해 정부의 기업지원 사업에 흡수역량 및 기업지원 만족도의 매개효과에 따라 기업의 재무적 성과 및 비재무적 성과에 미치는 효과를 실증분석하였다. 그 결과 정부의 재무적 지원과 비재무적 지원 모두 재무적 성과와 비재무적 성과에 긍정적 영향을 미쳤으며, 흡수역량 및 기업지원 만족도 모두 재무적 성과 및 비재무적 성과 모두를 매개하는 것으로 확인하였으며, 정(+)의 영향을 미치는 것으로 분석되었다. 이와 같은 연구 결과를 바탕으로 기업의 흡수역량을 향상하기 위해서는 조직문화 및 장기적 시점에서 조직 구성원들이 지식을 공유하고 발전할 수 있도록 사업을 구성을 구성하고 운영하고, 기업지원 만족도의 경우 공급자와 수요자 네트워크 구축을 통하여 기업이 직면한 문제를 정의하고 해결방안을 제안하거나 추가적 지원을 통하여 기업의 성장을 지원하는 시스템을 만들고 운영하며 공급자와 수요자 피드백을 통한 운영효율 개선 및 효율성 극대화 전략을 추진하여 기업지원 사업의 효율성을 개선하는 데 의미가 있을 것으로 기대된다.

This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.

본 논문은 정부의 창업지원사업이 외형적 예산투입관점에서는 크게 증가함에도 불구하고 창업기업들의 현장에서 필요로 하는 니즈에 맞게 적절하게 이루어지지 못한다는 문제에 대해, 창업지원사업을 수혜 받은 기업들을 대상으로 정부지원 세부사업에 대한 중요도와 만족도를 조사하고 이의 차이인 기대충족도를 분석하여 그 원인을 분석하고 개선방안을 제시하는데 목적이 있다. 이를 위해, 본 연구는 충청남북도에 소재한 창업기업들을 대상으로 창업가가 인식한 정부의 창업지원사업 만족도가 경영성과에 미치는 영향을 살펴보았다. 특히 본 논문은 창업지원사업 중 어떠한 정부지원이 경영성과에 가장 큰 유의미한 영향을 미치는지를 분석하였다. 연구결과는 다음과 같다. 첫째, 창업지원사업의 창업교육, 시설 공간, 컨설팅, 자금지원 각각 분야의 중요도와 만족도의 차이에 대한 통계적 유의성을 검정한 결과 모든 분야에서 유의미한 차이가 있는 것으로 나타났다. 또한 중요도와 만족도의 차이가 가장 큰 분야는 자금지원으로 나타났다. 둘째, 창업지원사업과 재무적 성과와의 영향관계를 분석한 결과 시설 공간 만족도가 재무적 성과에 정(+)의 영향을 미쳐 시설 공간 만족도가 높을수록 재무적 성과가 높아지는 것을 알 수 있다. 창업지원사업과 비재무적 성과와의 영향관계를 분석한 결과 창업교육 및 컨설팅 만족도가 비재무적 성과에 정(+)의 영향을 미쳐 창업교육 및 컨설팅 만족도가 높을수록 비재무적 성과가 높아지는 것을 알 수 있다. 마지막으로 본 논문은 기대충족도가 가장 낮은 자금지원사업에 대해 그 수치가 가장 높은 창업교육 및 컨설팅사업과 연계하여 맞춤형 지원사업을 개발하는 것을 정책대안으로 제시하였다.
