The purpose of this study was to examine demographic, human capital and service factors affecting employment outcomes of people with hearing impairments. The total of 422 individuals (age from 20 years to 65 years) with hearing impairments were collected from the Panel Survey of Employment for the Disabled from Korea Employment Agency for the Disabled. The dependent variable is employment outcomes. The predictor variables include a set of personal history, human capital and rehabilitation service variables. The chi-squared automatic interaction detector (CHAID) analysis revealed that the status of the national basic livelihood security played a determining role in predicting the employment of people with hearing impairments. Also, it was found that the three factors of the status on the national basic livelihood security, needed help about activities of dailey living, licenses & employment service factors created bigger synergy effect when they inter-complemented one another.
Recently the Korean society has suffered severe conflicts over the rate of increase in the minimum wage, while academics have failed to provide appropriate standards through reliable research. Recent foreign studies using natural experimentation or meta-regression analysis show that the increase in minimum wage has little effect on employment. Domestic studies are not yet numerous in number, and they present different conclusions on employment effects depending on the data used, sample period, and research model. To properly assess the employment effects of the minimum wage, future studies should minimize measurement errors in minimum wage dataset, and appropriately consider the endogenous change of minimum wage, economic situation and trends of employment changes. It is also necessary to utilize natural experiment methods before and after the increase of the minimum wage.
This study analyzes the effects of individual Competence on job-seeking activities and employment. For the sake of empirical study, we have used microdata public data provided by the National Statistics Office of Korea, which is composed of 731,852 people. Empirical results were obtained by applying structured equation model with using job-seeking activities as a mediating variable. Results showed that those three variables such as age, level of education, and specialty had a significant effect on job-seeking activities and employment. Especially, we found practical implication that regardless of gender, it becomes likelier that individuals can find jobs when their job-seeking periods are shorter. Also, level of education has positive effects to employment. The limitation is that these results are not associated to data which has the quality of employment and that they do not reflect the uniqueness of 2018. In this sense, job-seeking support education programs by local governments need to be designed out of this implication.
The development of regulatory systems varies between transition and non-transition economies. This suggests that they provide different incentives for entrepreneurial development and could have varied effects on the economy because they have different methods to deal with market failure. However, limited empirical evidence exists to prove the assumption of dichotomy. Using comprehensive data for institutional quality, labor market and financial market development, this research sought to analyze their effect on employment growth at micro level. The results show that the quality of institutions in transition economies are poorer relative to those in non-transition economies, but their financial and labor markets are more developed than the latter. Further analysis for the transition sample shows that the three variables are individually positively related with employment growth. For the non-transition sample, institutional quality and labor market flexibility bear a positive and significant effect on employment. Financial market development enters the model with a negative coefficient when regressed alone, but a joint test of significance finds that all the variables have a positive effect on employment growth. This result could imply that there is interdependence between institutional quality, labor flexibility and financial market development in firm-employment-growth relationship, or complementarity between regulations and the quality of institutions. Alternatively, this finding suggests that a stringently regulated credit market in non-transition economies have a selection effect-allocating credit only to entrepreneurs who already demonstrate strong growth potential. In sum, despite differences in the evolution of regulatory environment between the two samples, both of them complement employment growth at firm level. The overall implication of these findings is that less rigid regulations and coherent policies that are enforced with impartiality provide incentives for firms to expand.
The aim of this study is to reveal errors in the estimations on the nonstandard workers scale which have resulted from little consideration for bogus self-employment. Bogus self-employment means disguised employment relationships that are considered to be self-employed workers even though they have inherent subordination. The methods of previous studies estimate that the bogus self-employed workers are excluded from estimations because they are not workers in principle. We analyze the scale of the bogus self-employments using the empirical data [the Korean Welfare Panel of 2008-2013(six wave panel)] to re-estimate the scale of non-standard workers. In 2013, the year of the last wave, the percentage of the bogus self-employment was high, the proportion of them is 28.5% among self-employment without owning a place of business. Our results expect the number of contract workers from re-analysis would be over 740 thousand when reflecting on the predictive value in the actual number of paid workers. In conclusion, it is necessary to apply reasonable methods of analysis concerning the scope and scale of the nonstandard workers for the sake of coping with measures against the problem of nonstandard workers. The purpose of this study is to analyze the blind spots of Korea's employment insurance system from a gender perspective. The data used for this study was derived from 12th (2009) and 20th (2017) years of the Korean Labor and Income Panel Studies. Logistic regression analysis was performed to analyze the causes of the blind spot. As a result, the gender gap decreased by 5% in 2017 compared to that in 2009. In the coverage of employment insurance by gender, women are more likely to join when controlling for other demographic factors. If the conditions in the labor market are the same, then women's insurance coverage is likely to be higher than that of men. The policy suggestions are as follows. The current employment insurance system has a greater impact on the labor market characteristics than the difference in the participation rate according to gender itself. The results of this study show that bridging the gender gap in the labor market is an important way of bridging the gender gap in employment insurance coverage. In the short term, the social insurance subsidy program may be effective, but policy efforts are fundamentally needed to improve the employment environment of women and low-wage workers.
It is often argued that the parental leave should be extended in order to help employees achieve the balance of work and family life. However, one should be careful in designing the parental leave since there is a tradeoff between the continuity of employment after childbearing and the depreciation of human capital due to the time off the work. The paper investigates whether the parental leave payment introduced in Korea in 2001 helped women's take-up of the leave and employment after giving birth. The results are as follows. First, the increase in the payment indeed raised the female take-up of the leave. Second, women returned to labor market less often after giving birth in the short run, but the size of the effect tends to decrease in the long run. However, the negative effect on returning to the same workplace after the birth remains significant in the long run. Lastly, there is no evidence that the share of women of childbearing age at workplace changed due to the increase in the parental leave payment. Although there is a limitation in that the analysis is based only on the employment covered by the Employment Insurance, these findings imply that the increase in the parental leave payment may not be an effective policy tool for promoting female labor market participation. On the other hand, it should be noted that it is necessary to pay attention to child development as well as female employment as an objective in order to make an overall judgement on the parental leave policy.
Although economic crisis is allaying in Korea, the more effective unempoyment policies are requried in this present. So in this paper, we analyze the effects of relevant factors, especially job search behaviors of the unempyoed on reemployment and look for implications to the improvement of unemployment policies. Major findings are as follows: First, we find that job search behaviors, especially the effectiveness of job search activity and job search attitude are significantly different between the unemployed and the re-employed. Second, we find that the variables of job search behaviors - the effectiveness of job search activity (number of job offers), job search attitude (reservation wage), positive use of job search methods - significantly affect the re-employment of the unemployed from logistic regression analysis results. These findings' implications are as follows: First, the approach based on search theory may be useful in finding out determinants of re-employment. Second, the effects of job search behaviors on the reemployment and their implications should be actively accepted to policy makers in order to improve the effectiveness of un-employment policies. It meams that the effects of job search behaviors must be carefully considered in making or restructuring unemployment policies and their administrations.
Background: The death rate of workers due to industrial accidents in South Korea (3.61 persons in 2017) is higher than the Organization for Economic Cooperation and Development average (2.43) and the fifth highest among Organization for Economic Cooperation and Development member countries. Although the pandemic of novel coronavirus (COVID-19) has changed, the socioeconomic aspects of Korean society, the number of Koreans suffering accidents and the number of deaths in 2020 have increased. It is necessary to take measures to prevent accidents and make comprehensive efforts to return to work. This study proposes research questions about the effect of workers' positive perception on whether to work after accidents and the impact of the experience of rehabilitation services on the return to work. Methods: This research performed a panel logistic regression analysis using data on workers' compensation insurance in Korea for two years (2018-2019). Results: This research finds that workers' positive perceptions of workability and life satisfaction contributed affirmatively to their re-employment. Several factors related to employment (e.g., work period, the number of job qualifications) also positively affect their return to work. However, the experience of rehabilitation services did not have a significant effect on re-employment. The variables of their health conditions (e.g., disability grade, feelings of health problems, age) negatively influenced their return to jobs. Conclusion: These results suggest the importance of workers' mental recovery and the need to innovate rehabilitation services for their employment. Positive thinking and self-rehabilitation could be critical for workers, parallel with social welfare policies.
The purpose of this study was trying to figure out the effective employment guidance plan through employment preparation of graduating senior in department affiliated with physical education and recent situation. This study was compared to 2013 Graduates Occupational Mobility Survey(GOMS). Data were collected from 164 graduating seniors in the department affiliated with physical education from 5 institutions of a 4-year university located in Gyeonggi-do, Seoul, and ChungChong-do by convenience sampling. For the data analysis, a descriptive statistic, frequency analysis, and one-samples t-test were conducted. Graduating seniors participating in school employment programs had a lower rate but the average rate of participation in career & employment classes and vocational test was more than 50%. They were satisfied with university education and career support but employment program and welfare facilities are in need of improvement. Furthermore, graduating seniors have national and private certificates related to major. Finally, they have very low participation rates in youth employment policies of government. Based on the results, the effective job placement guideline for the department affiliated with physical education is needed.
