  • It is childhood yet in uTradeHub system practical use. According as company's necessity of cost-saving is increased according to trade terms aggravation such as uncertainty of international money market, commodities prices rise, necessity of e-trade practical use in company is increased. Use is inevitable by state that link with e-Nego and e-B/L service with related presentation e-L/C banks is not made. At the present users are doing specification only service this main point, and practical use activation through public information and marketing about service is needed situation because most of, companies which is not using service, do not know about existence availability of uTradeHub system, usage, availability. This study presented five such as early materialization of user center's link and integration, medium and small enterprises e-trade participation extension, utilization ratio raising through government's public information, e-trade cooperation business activation between the country, electronic documents standardization etc. by prompting competition about practical use of uTradeHub system.

  • This paper is concerned with the impulsive control problem $$ \dot{x}(t) = f(t, x) + g(t, x)\dot{u}(t), t \in [0, T], x(0) = \overline{x}, $$ where u is a possibly discontinuous control function of bounded variation, $f : R \times R^n \mapsto R^n$ is a bounded and Lipschitz continuous function, and $g : R \times R^n \mapsto R^n$ is continuously differentiable w.r.t. the variable x and satisfies $\mid$g(t,\cdot) - g(s,\cdot)$\mid$ \leq \phi(t) - \phi(s)$, for some increasing function $\phi$ and every s < t. We show that the map $u \mapsto x_u$ is Lipschitz continuous when u ranges in the set of step functions whose total variations are uniformly bounded, where $x_u$ is the solution of the impulsive control system corresponding to u. We also define the generalized solution of the impulsive control system corresponding to a measurable control functin of bounded variation.

  • A lot of existence e-learning are connected SCORM and LMS. And u-learning was researching as one of the new trend. But there are few research paper to connect the existing SCORM and LMS. In this paper, we proposed u-learning framework with connect the SCORM and LMS. And we used the mobile equipment transform module and learning object reconstruction module to apply each different characteristics of mobile equipment. Especially, information of the mobile equipment was stored and managed using the meta-data of the equipment.

Calculation of the Hubbard U Parameters by the Solid Atom Method

  • An effective method, i.e., the solid atom method, is suggested to obtain the Coulomb interaction parameter, U, and the Hund exchange coupling constant, J, for use in the LDA+U calculation. The par~meters are obtained self-consistently during the LDA+U calculation. The method is applied to typical transition metal oxides and $MnB^{VI}(B^{VI}=S,Se,Te)$. The U values for the transition metal oxides have similar magnitude to previous calculations although they are obtained by a much simpler method. $MnB^{VI}s$ have been characterized as crossroads materials between charge transfer and band insulators by the LDA+U calculation.

A Simulation Analysis on the Economic Impact of U.S. Tangerine Importing in the Korean Citrus Industry (미국 탄저린 수입이 감귤산업에 미치는 경제적 파급효과의 시뮬레이션 분석)

  • The acreage of tangerines in the U.S. sharply rose from 19,000 ha in 2009 to 27,000 ha in 2016, an increase of 42% in 7 years. Considering the recent surge in tangerine exports to Japan, the export volume of 6-7 thousand tons is highly likely to increase in the future. Therefore, the purpose of this study was to analyze the economic impact of U.S. tangerine imports on the Korean citrus industry under various scenarios. In order to examine the possibility of imports of U.S. tangerines, the unit price of U.S. exports to Japan was used since U.S. tangerines are not imported to South Korea. Citrus fruits are divided into field citrus, house citrus, and late-maturing citrus (including winter season citrus) based on the cultivation method and variety used to analyze. Considering both the field and house seasons, the import volume of U.S. tangerines can be expected to rise from roughly 4,700 tons in 2021 to 10,000 tons in 2027. Imports of U.S. tangerines may be pushed up or delayed depending not only on the harvest method and quality of domestic field and house citrus but also on the harvest of U.S. tangerines. However, it is necessary to note that tangerines could be imported after 2021, when the tariff rate on U.S. tangerines will fall below 50%.

The Historical Understanding of the U. S. Secret Records Management (미국의 비밀기록관리체제에 대한 역사적 이해)

  • The U. S. government has a long history to classify and manage governmental records which are created, collected, and preserved for itself. During the colonial period before the independence, the U. S. mostly practiced the maintenances of secret records and restrictions of access to the records following a long convention without any specific legal authority. Since establishment of the U. S. Constitution, the government had kept secret records on the basis of constitutional authority. However, the U. S. government began to take shape the secret records management system when it participated in the World War I, which required the system to reflect the needs in reality to manage drastic increases in important military and foreign relation documents. The World War II made the U. S. government strengthen its secret records management system, and its conception of secret records management system at that time has sustained until now. It can be said that the current secret records management system of the U. S. government continues to be managed by constitutional authorities and the executive orders which are opt to change. This article intends to review the secret records management system of the U. S. from the initial history of the U. S. to the Cold War. To understand its system of secret management, the paper investigates the U. S. secret records management history by dividing into three periods: the period of establishment of its tradition(the Colonial era~just before the WWI); the period of taking shape of its system (the WWI~the WWII); and the period of current conception of its system. The criteria of these divisions are created based on the differences of the laws relevant to the secret records and the application methods of secret management system in reality.

  • The U.S.-China Relations could be analyzed two perspectives and their basis under major international p olitics theory-power transition with conditions: (1) North Korean's nuclear puzzle, (2) THAAD in the Kor ean Peninsula and (3) the U.S.-ROK Alliance. One perspective is the global order dominates the regional order, and then stable regional order comes out. The other is the regional order dominates the global ord er, and China wages a regional hegemonic conflict against the United States. Consequently, America's o verwhelming leadership in North Korean's nuclear, THAAD and U.S.-ROK Alliance as national power is expected to endure. But China also has expected empowerment and cooperation for the peace and stabilit y on the Korean Peninsula military problems. In this perspective, South Korea needs to pay attention to the changing power distribution and competition between the U.S. and China and needs to strengthen a balancing and harmonious diplomatic strategy, so called 'see-saw diplomacy'.

Micro-Geopolitics against the U.S. Forces in S. Korea: Local Problems Caused by the U.S. Military Bases and Strategies for their Resolution (주한미군의 미시적 지정학 - 미군기지로 인한 지역사회의 범죄 및 환경 문제의 발생과 해결방안 -)

  • Problems caused by the U.S. military bases have attracted little attention until recently due to the national security of S.Korea and the peace of North-Eastern Asia, emphasized from the perspective of macro-geopolitics. However, since the political regime has been democratized and political discourses have been liberalized from the 1990s, those problems become a nation-widely serious social issue, though they have been brought about on the local areas. Thus, it can be suggested that micro-geopolitics is highly relevant and significant in approaching the local problems caused by the U.S. military bases, and ultimately resolving the macro-geopolitical problem of longstanding unfair relations in the SOFA and the withdrawal of U.S. troops. This paper aims to consider local problems caused by the U.S. military bases and resolving strategies from the perspective of micro-geopolitics. First of all, it discusses some significance of the micro-geopolitical perspective, as it has been recently emphasized in political geography in considering local problems and politics of life on the basis of place, then looks on empirically criminal and environmental problems caused by the U.S. military bases, analyses the questionnaire date on the perception of local dwellers around the military camps in Nam-gu Daegu, and finally suggests strategies to resolve those problems, which level up from the micro to the macro-scale of geopolitics.

  • South Korea has the defense burdensharing agreement with the United States in reference to the U.S. troops stationed in Korea since 1991, based on Special Measure Agreement(SMA). Due to the growth of Korea's economic power and the U.S. provision of the security environment on Korean penninsula, the U.S. government steadily demanded the rise of contributions to common defense from South Korea and South Korea accepted most of the U.S. requests without proper principles of negotiation concerning the cost sharing. This paper analyzes the systems of the Korea-U.S. cost sharing program through a systems thinking, that yields desirable results with a little effort. The three policy leverages are: 1) the development of negotiation principles; 2) the policy making closely linked with National Defense Reform Basic Plan; 3) the policy making with responsibility burdensharing than cost burdensharing. This paper findings will contribute to the developing the Korea-U.S. cost sharing program by providing policy-makers and policy-practitioners with systematic understanding and insight into the dynamics of the program. Also, this will enable the program to execute more effectively with a concrete formula.
