The Controversy Surrounding the Use of Underwater Drones and the Position of Korea (수중드론 운용에 관한 국제법적 논란과 대한민국의 전략)

  • On 15 December 2015, China seized an underwater drone belonging to the U.S. in the South China Sea. The underwater drone was then about to be retrieved by the Bowditch, a U.S. naval ship.Although China returned the underwater drone to the U.S. on 20 December 2016, the incident resulted in the considerable controversy involving the use of underwater drones. The reason for this is that the seizure of the underwater drone happened in the exclusive economic zone (hereafter referred to as "EEZ") of the Philippines. Part XIII of the United Nations Convention on the Law of the Sea (hereafter referred to as "UNCLOS") governs the matters of marine scientific research (hereafter referred to as "MSR"). If a State intends to use an underwater drone in the EEZ of another coastal State for the purpose of MSR, the former has to obtain the consent of the latter in accordance with relevant provisions included in Part XIII of the UNCLOS. However, it is not obvious whether the consent of a coastal State should be required to launch an underwater drone in the EEZ of the State for the purpose of hydrographic surveying or military surveying. Maritime powers such as the U.S. regard hydrographic surveying or military surveying as part of "other internationally lawful uses of the sea related to these freedoms, such as those associated with the operation of ships, aircraft and submarine cables and pipelines" found in Article 58(1) of the UNCLOS, or part of the freedom of the high seas. This interpretation is not incompatible with the implications that the UNCLOS has. Nevertheless, Korea cannot accept this kind of interpretation that is supported by maritime powers. The freedom of hydrographic surveying or military surveying could imply that the EEZ of Korea would be full of underwater drones launched by China, Japan or even Russia. Hence, Korea should claim that the data collected for the purpose of MSR cannot be distinguished from that collected for the purpose of hydrographic surveying or military surveying. This means that hydrographic surveying or military surveying without the consent of a coastal State in the EEZ of the State should not be permitted.

  • Global warming melts polar ice, changes ocean currents, creates variation of local climate, and inundates low-altitude regions resulting in disasters to mankind. Accordingly, developed countries including U.S.A. and U.K. spend great amounts of efforts and money to plan and manage research activities on polar ice which is regarded as a key indicator of climate change. The proposed research aims to provide basic information for chasing and monitoring the melting phenomena of polar ice through multiple GPS to enhance the GPS quality.

  • 최근 IT분야의 눈부신 발전으로 Web 3.0의 시대를 맞아 유비쿼터스 시대에 점점 다가가고 있다. 그리하여, 일반 이용자도 전문 기술자들의 지식을 인터넷이나 스마트 폰과 같은 통신매체를 통해 쉽게 습득 할 수 있게 되어, 측량과 같은 전문적인 분야도 일반 사용자가 원할 때는 언제, 어디서나 사용할 수 있도록 하기 위해 연구를 진행 하였다. 본 논문의 목적은 전파를 통해 언제, 어디서나, 누구나 지식을 요하지 않아도 정적, 동적 객체 위치 개념의 정보, 해석, 관리 등을 할 수 있는 무선 측위 네트워크를 구축하기 위해, 실내에 무선 네트워크 망을 구성하여, 1차원 또는 2차원, 장애물 투과성, 이동 객체 대상물의 측위를 통하여, U-Surveying을 위한 기초 실험을 하였다.

A Study on Organization of Service Function on the Integrated Management Platform of the u-City (u-City 통합운영플랫폼의 서비스 기능 구성에 관한 연구)

  • An Integrated Management Platform, which plays a core role in managing u-City, intelligently control various infra-structure components by accommodating a large number of sensors and devices; and analyzing data received from these sensors and devices through wired/wireless sensor networks. In this paper, the services provided by the integrated management platform for u-City are classified into common application service, operational management service, and platform gateway service, and furthermore detailed functions for each service are defined. These functions, through their roles and information flows, will clarify the requirements of the integrated management platform, and through their addition and modification will be utilized as a reference model for the functional organization of the integrated management platform.

  • With the advent of u-City(ubiquitous city) concept, the importance of urban management has been increased. GIS is a foundation for the efficient urban management and an essential technology for the development of u-City. u-City, which aims for convenient, safe, healthy, and comfortable life, provides diverse services based on advanced information technologies, and it will offer more services in the future. u-City integrated management platform enables the ease of service development, guarantees the quality of services for the resident, and provides organic information sharing. Moreover, the platform by integrating GIS and other common management functions, makes possible efficient urban management. In this paper, required functions of u-City integrated management platform for u-City service were analyzed. As a result, GIS module for management of street lights and supervision of fire was developed and the application usability of u-City integrated management platform was verified by service simulation.

  • The u-City offers diverse u-services, which are integrated with information and GIS technologies, by utilizing an integrated management platform for controlling the city efficiently, increasing convenience of city lift, and improving the quality of lives. An urban control system is a core element of the u-City to connect organically and expand all kinds of information through various u-interfaces. This study presents the implementation of a GIS service module based on the urban control system for the efficient development of u-services, which contributed to the successful execution of GIS service scenarios that include processes of unexpected events, air pollution monitoring, and emergences. The results of the study can be used as basic data for the design and operation of practical u-City services.

  • Exam administration agreement was signed by the Korean Professional Engineers Association (KPEA) and the National Council of Examiners for Engineering and Surveying (NCEES) at the 2nd National Convention of Professional Engineers on 6 September 2008. Korean engineers can take U.S. Professional Engineer examination under proctor of KPEA in Korea from next April. It helps to broaden for Korean young engineers to have a chance to work and to be recognized as a professional engineer in the U.S. This is a brief introduction of U.S. Professional Engineer system and examination.

  • Ubiquitous city which was appeared since 2006 is defined as "The city provided the ubiquitous city service anytime and anywhere using ubiquitous urban infrastructure to improve the city's competitiveness and quality of life" under ubiquitous city construction law. To realize the ubiquitous city, the city has to be constructed efficiently based on the spatial information. And connection of information achieve effective synergy. In this study, applied multilateral analysis to spatial information and administrative information to implement u-service focused on MACCA(Multifunctional Administrative City Construction Agency). Study about main function and product data with connection process of Korean Land Spatialization System and administrative information System was performed. Also, details of u-service and method of acquiring necessary data were derived. In Addition, the information connection possibility for efficient u-service realization was suggested by linkage analysis method to utilize the related information infrastructure jointly.

  • This research dealt with the methodological procedures of ubiquitous sensor networks, applying to urban ground facilities. Recently Korean government established a guide, "u-City IT Infra guide v1.0" when promoting u-City implement projects. This guide conceptually included general processes about u-City mainframe in overall, but its guidance could not lead the detailed procedures and methods for specific ground facility. Therefore, this research proposed the details of the procedure for the intelligence of facilities after reviewing the existing procedures for ubiquitous city. Newly proposed procedure for the intelligence of facilities was consisted of selection of facility and sensors for intelligence, setting a level for intelligence, and suggestion of service model for the selected facility.
