교통기획예산제도(TPBS) 도입방안에 관한 연구 (A Studyon Implementation of TPBS (Transportation-planning Programming Budgeting System))

  • The budget management in Korea is one-year budget system which is just following int he steps of last years budget plan. This system towards traditional item-by-item and restriction-centered budget system. The budget distribution without establishing and considering rational policy goals and directions have brought inefficient resource allocations. In order to promote the implementation of transportation planning, there are some alternatives like introduction of top-down planning system preparing for the provincial self-government era. In this study, the most efficient alternatives to promote the existing management system is referring by foreign countries transportation planning examples(BVWP system in Germany). First of all, mid-long term transportation and budget planning should be established and then make decisions of resource availability and allocation. In order to provide ration budget planning, introduction of Transportation Planning Programming Budget System(TPBS) has been judged as one of the method of unifying the sysematic transportation improvement planning and budgeting. All transporation planning and related activites can not be expressed in quantity and due to the limitation of excessive cost of analyzing transportation planning and ranking priority, here after, the continuous study to minimize the evaluation cost and introduction of TPBS should be done.

수송문제의 최적해 (Optimal Solution for Transportation Problems)

  • 본 논문은 수송 문제의 최적 해를 찾는 방법을 제안하였다. 수송 문제는 공급량과 요구량이 동일한 균형 수송과 공급량과 요구량이 다른 불균형 문제로 구분된다. 수송문제의 최적 해를 얻는 대표적인 TSM은 먼저, 불균형 수송 문제인 경우 가상의 행이나 열을 추가하여 균형 수송 문제로 변환시킨다. 다음으로 NCM, LCM, VAM 등 다양한 방법을 적용하여 초기 해를 구한다. 마지막으로 초기 해가 최적 해인지 검증하는 MODI를 적용한다. 따라서 최적 해를 구하는 과정이 복잡하다. 제안된 방법은 불균형을 균형 수송 문제로 변환하는 과정을 거치지 않고 직접 적용한다. 또한, 초기 해가 최적해인지 검증하는 과정도 수행하지 않는다. 제안된 방법은 첫 번째로, 행에 대해 공급량을 비용 오름차순으로 요구량을 만족하도록 배정한다. 두 번째로, 각 열에 대해 배정된 량이 요구량을 초과하는 순으로 배정량을 조정한다. 배정량 조정 방법은 다음 수행 순위 열의 비용과의 차이인 손실비용이 가장 큰 셀에 우선 배정하고 나머지 셀에 대해서는 배정량을 조정한다. 조정된 배정량은 요구량을 만족하지 못하는 수행 순위 오름차순 셀들에 추가된다. 모든 열에 대해 배정량이 조정되면 마지막으로 행의 최소 비용에 미 배정되었거나 열의 최대 비용에 배정된 경우 배정량을 상호 교환하는 방법으로 추가 조정한다. 불균형 배송 2개와 균형 배송 13개 데이터에 제안된 방법을 적용한 결과 모두 최적 해를 구하는데 성공하였다. 또한, 기존의 방법들이 최적해를 구하지 못한 4개 데이터에 대해서 추가로 최적 해를 구하였다. 따라서 제안된 방법은 수송 문제에 대해 일반화된 단일 방법으로 적용할 수 있을 것이다.

A Paradox in an Indefinite Quadratic Transportation Problem

  • This paper discusses a paradox in an Indefinite Quadratic transportation Problem. Here, the objective function is the product of two linear functions. A paradox arises when the transportation problem admits of a total cost which is lower than the optimum cost, by transporting larger quantities of goods over the same route. A sufficient condition for the existence of a paradox is established. Paradoxical Range of flow is obtained for any given flow in which the corresponding objective function value is less than the optimum value of the given transportation problem. It is illustrated with the help of a numerical example.

  • This study deals with the dynamic transportation-inventory model for a single product from which the optimal procurement quantities and the transportation modes are determined simultaneously over a finite planning horizon. Moreover, it covers the situation where quantity discounts are applied to the transportation cost as well as the purchase cost and disposals of the excess are possible at the end of each period. For a relevant mathematical model formulated, the theorems and properties of an optimal solution are discussed to present the efficient algorithm. A numerical example is solved to illustrate the algorithm developed.

생애주기비용을 고려한 PSC-I형 교량의 최적설계 (Optimal Design of PSC-I Girder Bridge Considering Life Cycle Cost)

  • This paper presents the procedure for the optimal design of a PSC-I girder bridge considering life cycle cost (LCC). The load carrying capacity curves for the concrete deck, PSC-I girder and $\pi$-type pier were derived and used for the estimate of service lives. Total life cycle cost for the service life was calculated as sum of initial cost, damage cost, maintenance cost, repair and rehabilitation cost, user cost, and disposal cost. The advanced First Order Second Moment method was used to estimate the damage cost. The optimization method was applied to the design of PSC-I girder bridge. The objective function was set to the annual cost, which is defined by dividing the total life cycle cost by the service life, and constraints were formulated on the basis of Korean Standards. The optimal design was performed for various service lives and the effects of design factors were investigated.

  • Interest about Modal Shift is not being decreased, and it is drawing limelight as green logistics which meets low carbon green growth of National development vision. As an effect of Modal Shift, not only reduction in CO2 emission but also reduction in social cost, logistics cost etc. are being discussed. However, until now research about its practical transformation effect has been scanty. In this study, the actual expenses via CO2 emission, social cost, and logistics cost etc. by road transportation and rail transportation of container cargo with Origin/Destination between Busan-Kyeonggi Area were calculated and we propose beneficial effects when transportation mode is transformed from road to rail with Scenario Planning.

  • Cargo tracking issue on train transportation is challenging area because of long distance haulage, theft, terror attack and customer service. This paper aims at evaluating various cargo tracking systems in terms of cost and technology. The contents of this paper consist of the research trend of cargo tracking system in the railroad transportation and reviewing of technical alternatives in cost and service side. GNSS and RFID are reviewed as location tracking technology, Internet and Satellite technology like INMASAT and Low Earth Orbit are also reviewed as communication infrastructure. This paper selects cost and service factors in two alternatives of GNSS-Satellite and RFID-Internet, among GNSS-Internet, GNSS, Satellite, RFID-Internet, RFID-Satellite and evaluate each alternative in terms of cost and service. In a result, in terms of cost, RFID-Internet type is superior to GNSS-Satellite type, but in service GNSS-Satellite type is preferred to RFID-Internet in point of area coverage and service coverage.

Comparing the Operation Cost of Washington Safety Rest Areas with Other States Using Performance-Based Method

  • In the United States, the Safety Rest Areas (SRAs) were introduced as highway roadside infrastructures in the early 1900s. The State Departments of Transportation (DOTs) operate/maintain their SRAs using different methods. The Washington DOT used the in-house workforce method for over 20 years, whereas some states moved to Performance-Based Contracting (PBC) from the in-house workforce to save cost primarily. Several existing studies claimed that using the PBC approach saved costs on several highway assets. Thus, the principal objective of this study is to compute and compare the unit operating/maintenance cost of SRAs using the in-house workforce method (in Washington state) with the PBC approach (in other states). The findings of this study show that the average annual cost using the PBC approach was much more than the average annual cost using the in-house workforce approach. The findings also show that in Washington state, the 'Labor Cost' category was a key expenditure, which is statistically higher than other categories. The 'Labor Cost' was followed by the 'Other Services', and then 'Materials and Supplies' and 'Equipment.' The study's findings indicated that outsourcing does not always save costs for agencies. The study findings may help transportation construction/maintenance professionals select a cost-effective approach for their future planning.

TKR과 연계한 TSR의 경제적 타당성에 관한 연구 (A Study on the Economic Validity of TSR Connecting TKR)

  • 우리나라의 주요 교역권은 아시아, 미주, 유럽 교역권으로 나눌 수 있다. 일반적으로 대량의 화물운송은 해상운송이 주를 이루지만 다른 지역과 다르게 유럽 교역권은 철도 운송이 가능하다. 또한, 중국의 성장으로 동북아 물류 중심지로서의 경쟁력이 약화된 우리나라는 지금의 경쟁구조와는 다른 방안인 철도운송에 주목할 필요가 있다. 이러한 배경 하에 본 연구에서는 한반도 종단 철도(TKR)와 시베리아 횡단철도(TSR)를 이용한 유럽 지역과의 운송 경로를 비교하여 경제성 분석에 주안점을 두었다. 분석의 요소로는 운송거리, 운송기간, 운송비, 추가비용을 중심으로 사용하였으며 분석 결과 6가지의 운송경로 중에서 TKR과 연계한 TSR(Route 1)이 경제적이라는 분석 결과가 나왔다. 따라서 향후 러시아 푸틴정부의 극동발전 전략에 대비하여 우리나라는 TKR과 TSR의 철도운송을 활용하는 것이 국가 경쟁력을 높일 수 있는 방안이 될 것이다.

수송수단의 선택이 허용된 생산 및 배송 스케줄링에 관한 연구 (Production-and-Delivery Scheduling with Transportation Mode Selection Allowed)

  • This paper considers a scheduling problem to minimize the sum of the associated scheduling (production/delivery times) cost and the delivery cost for an integrated system of a single production machine and various transportation vehicles with transportation mode selection allowed. Each transportation mode is provided with a fixed number of vehicles at the associated delivery time and cost. The proposed problem is characterized as being NP-hard. Some solution properties are also characterized. Therewith, three heuristic algorithms (called SPT-based, LWF-based and WSPT-based heuristic) and a branch-and-bound algorithm are derived. In order to evaluate the effectiveness and efficiency of the proposed algorithms, computational experiments are made with some numerical instances.
