Exploring the Link between Transportation and Land Use Planning with Reference to the British Planning Policy Guidance 13 and Local Transport Plan (교통계획과 토지이용계획간의 연계체계 구축에 관한 연구(영국의 PPG 13과 LTP 사례를 중심으로))

  • The purpose of this paper is to pursue a case study of urban land use and transportation linkage policies based on a British city of Cardiff, Wales. To this end, the paper combines a review and synthesis of available land use and transportation planning sources, and a series of interviews with planners and a extensive survey of planning policy documents to assess the effectiveness of policy instruments in the city context. Considerable emphasis is placed on the analysis of the British land use and transportation planning in terms of the Policy guidance notes 11, 12 and 13 as well as the local transport policy guidance. The paper highlights the fact that the Cardiff unitary development plan and the local transport plan form a policy framework of integrating land use and transportation planning process, employing travel demand management schemes and implementing the various strategy components on the overall aim of achieving and maintaining a sustainable city.

  • The Ministry of Land, Infrastructure and Transport has also been promoting the commercialization of land transport technology to commercialize the technologies owned by small and medium-sized venture companies, and to support the transfer and commercialization of public technologies. At this point, in order to improve the investment effect of subsequent new projects and to select excellent research institutes, it is necessary to establish a valid evaluation index system suitable for the purpose of the project. The evaluation index system for subsequent new projects should be linked to the project objectives and goals of the preceding project, and should be selected in consideration of existing evaluation indicators to prevent interruption of research results. Therefore, this thesis sets the evaluation index system into multiple scenarios through hierarchical cluster analysis using the evaluation result data for each evaluation committee for small and medium venture companies participating in the land transportation technology commercialization support project, and then analyzes the structural equation model. As a result of scenario analysis, considering the measurement effect of each path representing the causal relationship between evaluation indicators and the effect of each evaluation index on evaluation items, the scenario with the highest impact on the evaluation result was selected as an improvement plan.

Optimizing Total Transport Cost Incurred under Specific Port System: With a Case of Managing POSCO-owned Berths (특수항만구조하에서의 물류비용 최적화에 관한 연구 - 포항제철의 원료부두 사례를 중심으로 -)

  • This paper primarily deals with a decision-making for determining the number of voyages in each ship size under a specific port structure in order to minimize the total transport cost consisting of transport cost at sea, queuing cost in port, and inventory cost in yard. As a result of computer simulation using queuing model characterized by inter-arrival time distribution, we were able to find out some combination of voyage numbers of 3 ship-size(50,000-ton, 100,000-ton, and 200,000-ton), where the total transport cost can be minimized under a specific port structure. The simulation model also allows us to figure out any trade-off relationship among sea transport cost, queuing cost in port, and inventory cost in yard. Put it differently, an attempt to reduce the sea transport cost by increasing the number of voyages of the largest ship size, the transport cost incurred in both port and yard is hypothesized to be increased and vice versa. Consequently, Port managers are required to adjust the number of annual number of voyages allocated in each ship size, put into the sea lines for importing raw materials, in order to optimize the transport costs incurred under the specific port system. We may consider a net present value(NPV) model for performing an economic feasibility analysis on port investment project. If a total discounted net benefit, including cost savings, exceeds the initial investment for an additional berth construction, then we accept the port investment project. Otherwise, we reject the proposed port investment plan.

On Promoting the Coastal Transport of Container (컨테이너 연안해송 활성화에 관한 연구 -부산항을 중심으로-)

  • There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.

Effect of corner modifications on 'Y' plan shaped tall building under wind load

  • Wind load and responses are the major factors which govern the design norms of tall buildings. Corner modification is one of the most commonly used minor shape modification measure which significantly reduces the wind load and responses. This study presents a comparison of wind load and pressure distribution on different corner modified (chamfered and rounded) Y plan shaped buildings. The numerical study is done by ANSYS CFX. Two turbulence models, k-epsilon and Shear Stress Transport (SST), are used in the simulation of the building and the data are compared with the previous experimental results in a similar flow condition. The variation of the flow patterns, distribution of pressure over the surfaces, force and moment coefficients are evaluated and the results are represented graphically to understand the extent of nonconformities due to corner modifications. Rounded corner shape is proving out to be more efficient in comparing to chamfered corner for wind load reduction. The maximum reduction in the maximum force and moment coefficient is about 21.1% and 19.2% for 50% rounded corner cut.

  • In order to promote economic cooperation and future reunification in Korean peninsula, this study is conducted to initiate a reconnecting plan for north and south Korean railways. When practical works to interconnect two counties' railway systems begin, the differences of railway systems such as rail track, railway facilities, communication systems, electrical power systems would be emerged as barrier. In this paper, to solve this problems, plan for the secure system-operational technology is presented. It also could be used for shaping the national transport network and constructing railway operating systems.

  • As a governmental plan for real estate revitalization, remodeling vertical extension has been permitted. Thus, the Ministry of Land, Infrastructure and Transport preannounced proclaiming the revised Housing Act and establishing the remodeling basic plan, and it is anticipated that the remodeling market will be revitalized in earnest after the enforcement of remodeling vertical extension(April 25th. 2014). As vertical extension is applicable up to 3 stories, the safety of building for remodeling is becoming important, so most remodeling construction works use various methods for structural reinforcement. In this process, the selection of structural reinforcement method has depended on structural engineer's experience and knowledge and there has been a limitation in selecting the optimum structural reinforcement method which considers remodeling project characteristics. Therefore, this study analyzed the factors to determine the kinds of structural reinforcement method in a remodeling project and suggested a process to select the best structural reinforcement method of remodeling construction.

In our former work, a decentralized control system for transporting a single object by multiple nonholonomic mobile robots has been developed.   • Multi-purpose freight car is very useful to overcome the unbalance between freight demand and freight car supply. it means removable container is the auxiliary device to make flat car and container and it will be able to transport the container and flat freight. The study is analyzed the freight car operation frequency and freight volume and researched the efficient operation plan.   • Recently, there has been growing interest in Gyongin Line demand estimation, because SMRT(Seoul Metropolitan Rapid Transit Corporation) Line 7 will be extended west by 9.8km from Onsu to meet the Gyongin Line at Bupyeong-gu Office. This study was designed to estimate the change of traffic demand in Gyongin Line before and after the completion year 2011, also provide against the economic loss caused by the derived demand from Gyongin Line to SMRT Line 7. In this paper we give preliminary results for the strategic plans for traffic demand estimation and train operating plan in Gyongin Line by analyzing transport performance of Seoul metropolitan subway, and an additional study on the transportation market and the urban development plan is needed for more accurate results.
