드론 보험제도 비교분석과 요구보험 도출 (Derivation of Required Insurance and Comparative Analysis of Drone Insurance System)

  • 다양한 분야에 활용되는 드론은 2026년에는 사업용 드론 5만대를 예상하고 있다. 사업용 드론에 한해 영업배상책임보험 가입 의무 부과되고 있으나 드론의 사용 영역이 확대됨에 따라 기체임무에 따른 법적의무를 부과하는 드론 보험제도 개선이 필요하다. 특히, 드론의 기체 특성 다양화로 인해 위험도에 따른 보험체계가 필요하다. 이를 위해 국내 드론 운용 현황조사 및 국내외 드론 보험관련 문헌검토와 드론 관련 자료 수집 및 분석, 교통수단별 보험제도, 해외 드론 보험상품 자료 분석을 시행한다.타 교통수단의 보험체계를 기반으로 드론 사고특성을 적용한 기체특성별, 운용임무별 드론보험가입에 대한 드론 보험제도 개선안 도출하며 기체 특성별, 운용 임무별 보험기준 수립을 위해 이용자, 이용사업체, 보험회사 등 분야별 요구 보험 조사를 통해 시사점을 도출, 기체의 물리적 특성에 따른 위험도 산출을 통한 세부 보험기준을 수립하며 기체 운용 임무에 따른 손해배상 책임을 구체화 하였다.

STEEP 분석을 통한 도심항공교통(UAM) 디자인 활용방안 (Design Application for Urban Air Mobility(UAM) by STEEP Analysis)

  • 도심항공교통(UAM)은 전 세계 주요 도시의 인구 과밀화로 인한 지상 교통수단 포화의 대안으로 eVTOL을 활용한 도심 내 3차원 교통수단이다. 교통수단의 발전에서 디자인은 다양한 분야에서 역할을 해왔으며, 곧 상용화될 UAM의 디자인 활용방안에 관한 연구는 부족한 실정이다. 이에 현상 분석을 통해 미래환경을 예측하고 디자인의 활용방안에 관하여 선행연구에 대한 필요성이 증가하고 있다. 본 연구는 UAM을 대상으로 STEEP 분석을 하여 메가 트렌드를 도출하고, 이를 중심으로 UAM 분야에서 디자인의 활용방안을 제시하는 것이 본 연구의 목적이다. 연구방법은 다음과 같은 순서로 연구를 진행하였다. 첫째, UAM에 관한 선행문헌을 분석하여 UAM의 이론적 배경을 정립하였다. 둘째, STEEP 분석을 통해 UAM 중심의 미래환경 5대 트렌드를 도출하였다. 마지막으로 디자인 활용방안을 도출하기 위해 디자인 분야별(제품, 시각, 영상, 환경, 서비스) 전문가 5명과 STEEP 분석의 결과를 중심으로 디자인 활용방안에 대하여 토의하여 UAM 분야의 디자인 분야별 활용방안을 도출하였다. 본 연구를 통해 STEEP 분석의 결과에서 가장 빈도가 높은 디자인 분야는 제품 디자인과 서비스 디자인으로 구분되고 이와 관련된 디자인 개발이 중요한 것을 알 수 있었다. 추후 본 연구에서 디자인 활용방안으로 제시된 UAM의 정보제공 방안과 표시방법, 이용 과정에 대한 분석 후 고객 맞춤 서비스 디자인 등 UAM과 관련된 다양한 선행디자인 연구와 연계되어 UAM을 상용화하기 위한 기반환경 구축으로 이어지길 기대한다.

  • 미임계 시설은 정상 또는 사고상태에서 핵임계안전성이 확보되어야 한다. 이를 위해선 계산된 임계도가 바이어스와 불확실도로 결정된 미임계상한치(USL)를 초과하지 않는다는 것을 검증하는 절차가 반드시 필요하다. 하지만 핵임계안전성 검증방법론은 여러 가지가 존재하며, 방법론이 달라지면 USL도 달라지므로 가장 적절한 한가지의 방법론으로 평가하는 것이 중요하다. 본 연구에서는 핵임계안전성 검증 방법론이 기술된 두 개의 문서를 비교 분석하여 한 가지 방법론으로 정립하였고, SCALE6.1 코드를 이용한 용기 설계에서의 미임계상한치 결정에 적용하였다.

Response of Ecosystem Carbon and Water Vapor Exchanges in Evolving Nocturnal Low-Level Jets

  • The nocturnal low-level jet makes a significant impact on carbon and water exchanges and turbulent mixing processes in the atmospheric boundary layer. This study reports a case study of nocturnal surface fluxes such as $CO_2$ and water vapor in the surface layer observed at a flat and homogeneous site in the presence of low-level jets (LLJs). In particular, it documents the temporal evolution of the overlying jets and the coincident response of surface fluxes. The present study highlights several factors linking the evolution of low-level jets to surface fluxes: 1) wavelet analysis shows that turbulent fluxes have similar time scales with temporal scale of LLJ evolution; 2) turbulent mixing is enhanced during the transition period of low-level jets; and 3) $CO_2$, water vapor and heat show dissimilarity from momentum during the period. We also found that LLJ activity is related not only to turbulent motions but also to the divergence of mean flow. An examination of scalar profiles and turbulence data reveal that LLJs transport $CO_2$ and water vapor by advection in the stable boundary layer, suggesting that surface fluxes obtained from the micrometeorological method such as nocturnal boundary layer budget technique should carefully interpreted in the presence of LLJs.

Uncertainty Factors affecting Bid Price from Pre-bid Clarification Document of Transport Construction Projects

  • Civil projects are associated with many uncertainties because they involve a long duration, many resources, a large area, and many supply chains. Therefore, the price of a civil project is not simply proportional to the quantity and unit price of the item but has a variable value, including uncertainty risk. This study investigates the influence of the uncertainty factors in the pre-bid clarification document on bid price formation during the project bidding phase. To this end, civil projects from the California Department of Transportation (Caltrans) were used as research data. This study randomly selected fifty sample data from each of twelve counties from 2008-to 2020: six hundred. The authors observed that each project sample had 0 to n query cases due to uncertainty. Then, this study examined the project uncertainty cases and categorized them into the following four uncertainty factors: 'conflict' (UF1), 'impossibility' (UF2), 'lack' (UF3), and 'missing' (UF4). Under the extracting process, the cases are classified into four uncertainty factors. With the project not containing any uncertainty factors as a control group, the project containing these uncertainty factors was designated as an experimental group. After comparing the bidder's price, the experimental group's bid price was higher than the control group's. This result suggests that uncertainty factors in bid documents induce bidders to set a high bid price as a defense against uncertainty.

근대 영국의 한국도자 컬렉션의 형성 과정과 그 의미 (The Formation and Significance of Korean Ceramics Collections in Modern Britain)

  • 유럽의 여러 나라에 소장되어 있는 한국도자는 한국미술을 대표하는 장르로서 근대 유럽에서 일찍이 수집과 연구의 대상이 되었다. 유럽 현지에서 자료 조사를 한 결과, 근대 시기에 영국에 소장된 한국도자의 구입 과정이나 경제적 가치 등을 확인할 수 있는 자료가 비교적 많이 남아 있었다. 특히 근대 시기에 영국박물관과 V&A박물관이 한국도자를 소장하는 과정에서 작성된 서류에서는 그간 잘 알려지지 않았던 구입 과정, 가격, 기준, 인식이나 평가 등에 대한 내용을 확인할 수 있었다. 근대 영국에서 한국도자에 대한 인식, 소장 의도는 세 단계의 시기별 변화를 거치면서 컬렉션이 형성되었다. 1870년대 후반부터 1880년대 후반까지는 한국도자의 실체를 확인하지 못한 환상 속에 있던 시기였다. 1880년대 후반부터 1910년대까지 영국에 유입된 한국도자는 당시의 생활상을 보여주는 민족지학적 자료로서의 성격이 강하였다. 1910년 이후부터 1940년대까지는 고려청자 중심의 한국도자 컬렉션이 형성된 시기로 파악되었다. 근대 영국에서 한국도자를 구입하는 기준과 과정은 20세기 초 한국을 방문하여 도자를 구입한 세 명의 영국인 사례를 통하여 살펴보았다. 1910년 이후 영국인들은 시베리아 횡단열차나 배를 이용하여 극동아시아를 여행하면서 한국에서 도자를 구입하기 시작하였다. 한국 여행에서 전직 관료, 도굴꾼 등에게 좋고 오래된 고려자기를 비싸지 않은 가격에 구입하거나 출토되는 지역에 직접 가서 구매하는 상황을 확인하였다. 또한 기존에 알려지지 않은 카바노프 상회의 존재를 파악하여 도자를 포함한 다양한 한국 물건들이 서구인들에게 판매·운송되는 과정을 구체적으로 살펴보았다.마지막으로 근대 영국에서 한국도자의 경제적 가치가 어느 정도로 인정되었고, 그 가치를 판단하는 기준은 무엇이었는지를 살펴보았다. 당시 영국에서 한국도자는 조형적 우수성에 비해 합리적인 가격, 즉 우수한 품질에 비해 가격이 낮다고 평가되었다. 특히 일본인들이 선호했던 고려청자뿐만 아니라 조선시대 자기의 조형이 새롭고 우수하다는 평가자료는 기존에 알려지지 않았던 내용이다. 근대 영국에서 고려와 조선시대 도자를 아울러서 한국도자의 조형성과 제작 기술을 평가했던 관점은 다양한 종류의 한국도자 컬렉션이 형성되는 데 주요한 배경이 되었다.

국제항공화물운송계약(國際航空貨物運送契約)의 법률관계(法律關係) -화주(貨主)의 권리의무(權利義務)를 중심(中心)으로- (Legal Relations of the Contract of International Carriage of Goods by Air)

  • The purpose of this study is to review the rights and duties of cargo owners, the party to the contract of international carriage of goods by air under the Warsaw Convention System and the IATA conditions. It is generally known that air freight is the most-cost mode of transportation. However, should there be considerations of total distribution cost, the use of air freight leads exporters to be advantageous in physical distribution. The Warsaw Convention System defined and limited the rights and duties of cargo owners and air carriers paticipating in the international carriage of goods, but it does not regulate every aspect of air transportation. Therefore, the unregulated parts are governed by national laws and by individual contracts of carriage. The International Air Transport Association(lATA), a worldwide organization of airlines, has formulated model conditions of contract for the carriage of cargo. These models are not uniformly followed but they serve as a basis for many of the individual standard form of contracts prepared by air carriers. The contract of air carriage of goods is a contract of adhesion, 'the consignor recognizing and accepting the conditions laid down by the carrier'. There are consignors and carriers as the parties to the contract of international carriage of goods. In addition to his basic right, implied in Warsaw Convention Article 18 and 19, to require devery of the goods in good condition and at the date agreed upon, the consignor has the right to dispose the goods in the course of the journey up to the moment when the consignee is entitled to require delivery. If it is impossible to carry out the orders of the consignor, the carrier must so inform him forthwith. The right conferred on the consignor ceases at the moment when that of the consignee begins in accordance with Warsaw Convention Article 13. Nevertheless, if the consignee declines to accept the air waybill or the goods, or if he cannot be communicated with, the consignor resumes his right of disposition. Unless it is otherwise agreed, it is the duty of the carrier to give notice to the consignee as soon as the goods arrive. The consignee is entitled, on arrival of the goods at the place of destination, to require the carrier to hand over to him the air waybill and to deliver the goods to him, on payment of the charges due and on complying with the conditions of carriage set out in the air waybill. The air waybill is supposed to be made out by the consignor. If the carrier makes it out, he is deemed, subject to proof to the contrary, to have done so on behalf of the consignor, whether there is one air waybill or several, each must be made out in three original parts. The first is for the carrier, the second is for the consignee, and the the third is handed to the consignor when the shipment has been accepted. The consignor is responsible for the correctness of the particulars and statement concerning the cargo appearing in the air waybill. Each of the original parts of the air waybill has evidential value and possession of his part is a condition for the exercise by the consignor or consignee of his rights under the contract of carriage. Hague Protocol set forth in Article 9 that nothing in this. Convention prevents the issue of a negotiable air waybill, but Montreal Additional Protocol No. 4 deleted this article. All charges applicable to a shipment are payable in cash at the time of acceptance thereof by the carrier in case of a prepaid shipment or at the time of delivery thereof by the carrier in case of a collect shipment. The carrier shall have lien the cargo for unpaid charges and, in the event of non-payment thereof, shall have the right to dispose of the cargo at public or private sale and pay itself out of the proceeds of such sale any and all such amounts. In conclusion, the Warsaw Convention System has the character of ambiguity in various respects, not only in the part of the forms of documents but also in conditions of contract. Accordingly, the following propositions might be considered: (1) If the carrier does not obey the orders of the consignor for the disposition of the goods without proper reasons, he will be liable strictly for any damage which may be caused thereby to the cargo owner. The special agreement and carrier's conditions of carriage which limit unreasonably the consignor's right of disposition of the goods will be nullified. (2) The instrument of the Warsaw Convention System which is not yet in force(Montreal Additional Protocol No. 4) would considerably simplfy the processing and keeping of computerized records of the carriage. Until this instrument enters into force, the airlines will be faced with practical problems preventing them to substitute computerized data processing techniques for the formal issuance of the documents. Accordingly, Montreal Additional Protocol No. 4 should become effective as soon as posisble. From a practical point of view in the international trade, the issuance of negotiable air waybill should be permitted for the security of the bank.

한국과 미국의 상사중재제도에 관한 비교연구 (A Study on Comparison of Commercial Arbitration System in Korea and U.S.A.)

  • Every year, many million of business transactions take place. Ocassionally, disagreements develop over these business transactions. Many of these disputes are resolved by mediation, arbitration and out-of-court settlement options. The American Arbitration Association(AAA) helps resolve a wide range of disputes through mediation, arbitration, elections and other out-of-court settlement procedures. The AAA offers a broad range of dispute resolution services to business executives, attorneys, individuals, trade associations, unions, management, consumers, families, communities, and all level of governments. The 198,491 cases composed of the 194,303 arbitration cases and the 4,188 mediation cases, were filed with the AAA in 2000. These case filings represent a full range of matters, including commercial finance, construction, labor and employment, environmental, health care, insurance, real state, securities, and technology disputes. The Korean Commercial Arbitration Board (KCAB) does more than render arbitration services. It helps facilitate settlements and guarantee implementation thereof between trading partners at home and abroad involving disputes related to such areas as the sale of commodities, construction, joint venture agreements, technical assistance, agency agreements, and maritime transport. The 643 cases composed of the the 197 arbitration cases and the 446 mediation cases, were filed with the KCAB in 2001. There are some differences between the AAA and the KCAB regarding the number and the area of mediation and arbitration case filings, the breath of service offerings, the scope of alternative dispute resolution, and the education and training. In order to apply to the proceedings of the commercial mediation and arbitration, the AAA has the Commercial Mediation Rules, the Commercial Arbitration Rules, the Expedited Procedures, the Optional Procedures for Large, Complex Commerical Dispute, and the Optional Rules for Emergency Measures of Protection as amended and effective on September 1, 2000. In order to apply to the proceedings of commercial arbitration, the KCAB has the Arbitration Rules as amended by the Supreme Court on April 27, 2000, which have been changed to incorporate the revisions of the Arbitration Act that went into effect on December 31, 1999. There are some differences between the AAA's commercial Arbitration Rules and the KCAB's Arbitration Rules regarding the clauses of jurisdiction and administrative conference, number of arbitrators, communication with arbitrator, vacancies, preliminary hearing, exchange of information, oaths, evidence by affidavit and posthearing filing of documents or others, interim measures, serving of notice, form of award, scope of award, delivery of award to parties, modification of award, release of liability, administrative fees, neutral arbitrator's compensation, and expedited procedures. In conclusion, for the vitalization of KCAB and its ADR system, the following measures should be taken : the effective case management, the development of on0-line ADR, the establishment of ADR system of electronic commerce disputes, and the variety of dispute resolution rules in each expert field.

도로점용허가 정보관리를 위한 도로점용시스템 개발에 관한 연구 (A Study on the Development of the System for the Road Occupation Permit Information Management)

  • 본 논문은 설계도 등 도로점용허가에서 발생하는 정보의 관리를 위한 웹기반의 도로점용시스템 개발에 대해 기술하였다. 도로점용시스템 개발은 도로점용허가 관련 국내외 정보시스템 사례조사, 도로점용허가 업무분석, 도로점용허가 관리대상 정보정의, 시스템 개발 및 적용의 순으로 진행하였다. 도로점용허가 업무분석은 도로법 등 법령조사와 도로관리청의 업무처리 사례를 조사하고, 사용자 요구사항파악을 위해 도로관리청 업무담당자 및 민원인을 대상으로 설문조사를 시행하였다. 도로점용허가 각 업무에서 발생하는 정보의 관리를 위해 정보의 특성을 나타낼 수 있는 정보분류코드를 개발하고, 각 정보간의 위계관계를 고려하여 메타정보를 정의하였다. 정보분류코드 및 메타정보를 기반으로 도로점용허가 업무흐름 및 사용자요구사항을 반영하여 도로점용시스템 개발을 진행하였다. 개발한 도로점용시스템은 일선 도로관리청에 적용하였으며, 종이문서로 관리하던 도로점용허가 정보를 전자문서로 관리하게 됨에 따라 도로관리청의 도로점용허가 도서 관리업무 개선과 대국민 민원행정서비스의 품질이 향상될 것으로 기대된다.

바꽃(烏頭)의 포제(抱製)에 관한 연구 (Study on The Drug Processing of of the Roots of Aconitum carmichaeli)

  • From the tuberous root of Aconitum carmichaeli Debx.(Ranunculaceae), the main root is called as common monkhood mother root and the later root is called as the prepared aconite root. From the prepared aconite root. Looking at the processing method of the prepared aconite root, it is divided into Yeombuja (prepared aconite root processed in salt) and heuksoonpyeon (baekbupyeon) following the processing method after removing the soil and this is a way of processing the prepared aconite root without damage it. The recently produced raw prepared aconite root is easily damaged, thus it shall be preserved in salt to have the crystal shape on the surface of the prepared aconite root and store and transport in firmly solidified yeombuja condition. Therefore, yeombuja shall remove the salt before use and requires processing for use but heuksoonpyeon or baekbupyeon may use immediately. For the succession of the unique processing techniques of our ancestors, there has to be studies on the techniques. Prepared aconite root is generally used as holy medicines to cure the yang depletion syndrome, kidney-yang deficiency syndrome, and obstruction of qi in the chest syndrome. However, they are the substances with toxicity. It is contemplated that the contents of processing are broadly understood through the document on the processing method, and based on such foundation, the systematic set and proof on the documents are made along with the addition of the contemporary scientific theory and technology to develop the traditional processing technology to maximize the treatment effect and safety of prepared aconite root. In this study, the historic data and records on the processing method of latteral root of aconitum carmichaeli Debx will be rearranged to contribute to the standardization of medicinal herbs, maximization of efficacy and minimization of the side effects.
