City Diplomacy in South Korea: Trends and Characteristics

  • This research aims to analyze the external activities of local governments in South Korea from the perspective of the developing trends in city diplomacy, contrary to the conventional and narrow concept regarding local government's international exchange and cooperation as a public diplomacy. In detail, this research intends to illustrate the following: first, to differentiate South Korean local governments' growing commitment to international affairs from public diplomacy; second, to highlight the integration of public diplomacy with other forms of diplomacy within the framework of city diplomacy. This research argues that city diplomacy in South Korea has gradually shown the following three trends and characteristics. First, South Korean local governments have recognized the importance of participating in multilateral diplomacy via city networks to find compelling solutions to non-traditional and transnational security threats. They perceive this external activity as an opportunity for policy sharing and problem-solving with foreign partners. Second, local governments in South Korea have been fostering various ways to institutionalize their involvement in foreign affairs and organizations, such as amendments to related laws and the launching of task forces, to pursue so-called sustainable and systematic international exchange and cooperation. Lastly, South Korean local governments have constructed multiple channels and multilevel governance in the form of public-private partnerships to enhance policy expertise and cope with diverse agendas.

Increasing Transnational Threats and Terrorism and Establishment of Integrated Border Security Systems: Focused on U.S., Canada and Australia (초국가적 위협 및 테러리즘 증가와 통합국경안보체계 구축: 미국, 캐나다, 호주를 중심으로)

  • Since the September 11, 2001, transnational crimes and terrorism have increased, the importance of border security has been emphasized and integrated CIQ capability has been required. The U.S., Canada, and Australia are consolidating CIQ to strengthen border security, focusing on strengthening travelers and goods immigration control and airports, ports and land border security. In 2003, the U.S. established the Customs and Border Protection(CBP) under the Department of Homeland Security. Canada also established the Canada Border Services Agency(CBSA) under the Public Safety Canada in 2003. The Australian Customs and Border Protection Service was integrated with the Department of Immigration and Border Protection(DIBP) and the Australian Border Force was established in 2015. However, Korea operates a distributed border management system for each CIQ task which is unable to respond to complex border threats such as illegal immigration, entry of terrorists, smuggling of drugs, and gun trade in the airports, ports and land borders. In order to solve this problem, it is possible to consider integrating sequentially the customs and quarantine services which have high similarities, and to integrate the entire CIQ tasks with the Korea Customs Service delegated to the immigration control duties in the mid to long term. There is also a plan to benchmark the CIQ single accountability agencies in the U.S., Canada, and Australia in accordance with the Korean situation and to establish a new integrated border security organization.

  • This study is to protect peoples' life, minimize the property damage by coping with threats quickly and take more preventive measures in advance against nuclear bomb, CBR, and potential explosive. For this, CBRNE(Chemical, Biological, Radiological, Nuclear, Explosive) program research was used. Thanks to advance in technology, terrorist groups and even individuals make or keep nuclear and CBR weapons. And also it's likely that disaster and threats from a toxic gas, acute pathogens, accidents in the nuclear power plants and a high explosive could be happened a lot. Recently more organized terrorist groups maintain random attacks for unspecified individuals and also it's highly likely that a large-scale terrorist attack by WMD and CBRNEwill be done. To take strict measures against CBRNE attacks by terrorists is on the rise as an urgent national task. Moreover biological weapons are relatively easy and inexpensive to obtain or produce and cause mass casualties with a small amount. For this reason, more than 25 countries have already possessed them. In the 21 st century, the international safety environment marks the age of complicated threats : transnational threats such as comprehensive security and terror, organized crime, drug smuggling, illegal trade of weapons of mass destruction, and environmental disruption along with traditional security threats. These cause military threats, terror threats, and CBRNE threats in our daily life to grow. Therefore it needs to come up with measures in such areas as research development, policy, training program. Major industrial nations on CBRNE like USA, Canada, Switzerland, and Israel have implemented various educational programs. These researches could be utilized as basic materials for drawing up plans for civil defense, emergency services and worldwide countermeasures against CBRNE.

Forecasting non-traditional security threats in Korea :by Republic of Korea Army collective intelligence platform operating result (미래 한반도의 비전통적 안보위협 예측 :육군의 집단지성 플랫폼 운영 결과를 중심으로)

  • COVID-19 pandemic brings attentions to the nonmilitary and transnational non-traditonal security threats, as the scales of such damage by these threats are beyond expectation. The Republic of Korea Army tries to forecast non-traditional security threat which may be occurred in Korean peninsula by using collective intelligence platform. In coming years, climate change, social changes and technology development caused by the 4th industrial revolution will diversify non-traditional security threat. Considering urbanization, internet distribution rate, and geopolitical location where atmosphere from continent and ocean meet, Korea would may face the most lethal ones compared to those of other countries may face. Therefore, to predict such threats in pangovernment scale using collective intelligence platforms which embrace civil, public, military, industry, academy and research center is the most important than anything.

The Improvement on Proposal Evaluation System of National Defense Core Technology R&D Projects (국방핵심기술 연구개발과제의 선정평가 개선 연구)

  • The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

The Nature of Reform in the U.S., UK, Germany National Intelligence Systems and Implications for Reform of the Korean National Intelligence Service (미국·영국·독일 국가정보체계 개혁 양상과 한국 국가정보원 개혁에 대한 시사점)

  • Major countries, such as the U.S., UK and Germany have reformed their national intelligence systems in the face of transnational, asymmetric and comprehensive threats since September 11, 2001 and have strengthened the intelligence capacity involved in countering terrorism and WMD proliferation, right/left extremism threats. The Korean Moon Jae-in government is preparing a reform plan to eliminate illegal political intervention and abuse of power by the National Intelligence Service(NIS) and to rebuild it as an efficient national intelligence agency for national security. In discussing the reform direction of the NIS, it is necessary to discuss in detail whether adopting a separate model of intelligence agencies to restrict domestic intelligence activities of the NIS and concentrate on foreign intelligence activities or establish new domestic intelligence agencies. Second, as for the issue of transferring anti-Communism investigation authority of the NIS to the police, it needs to be carefully considered in terms of balancing the efficiency and professionalism of intelligence agency activity in the context of North Korea's continuous military provocation, covert operations and cyber threats. Third, it should strive to strengthen the control and supervision functions of the administration and the National Assembly to ensure the political neutrality of the NIS in accordance with the democratization era, to guarantee citizens' basic rights and to improve the transparency of budget execution.

Development Direction of Maritime Manned-Unmanned Systems through Measurement of Combat Effectiveness against Major Threats on Sea Lines of Communication (해상교통로 상 주요 위협별 전투 효과 측정을 통한 해양 유·무인 복합체계 발전방향)

  • In this study, assuming that the maritime manned-unmanned systems, which will be used as the main force of the ROK Navy in the future, conducts its sea line of communication(SLOC) protection operations, the combat effectiveness against major threats was measured, and through this, the development direction of the manned-unmanned systems was suggested. Multi-criteria decision-making techniques such as Delphi and AHP were used to measure combat effectiveness, and the AHP survey was conducted on 40 naval officers, including 25 senior officers who are well-understood in the combat effectiveness of the weapons system and MUM-T. As an evaluation index for measuring combat effectiveness, the OODA loop was set as the main attribute, followed by Observe(0.358), Orient(0.315), Act(0.217), and Decide(0.110). The combat effectiveness of each major threat in SLOC, the lowest alternative, was measured to be 1.68 times higher than the response to maritime conflicts in neighboring countries and 3.61 times higher than the response to transnational threats. These results are expected to support rational decision-making in determining the level of technology required for acquisition of marine manned-unmanned systems and establishing operational plans for naval forces.

Trend of standardization in the field of Industrial Security through ISO/TC 292 (ISO/TC 292에 의한 산업보안 분야 국제표준화의 동향)

  • This study aims at analyzing the global trend of standardization in the field of Industrial Security through ISO/TC 292. It covers broad areas from risk management for industrial property protection and loss prevention through supply chain security, product and document fraud and counterfeiting countermeasures and control and community resilience. It also explores the historical background of the standardization in the security field, how ISO TC 292 came out as a leading group in order to standardize relevant security management systems. TC 292 deals with terminology, general security-related standards and supply chain security management. One of the major findings from this analysis is that security targets and threats are diversified and so organizations like enterprises should have proper flexibility to adapt themselves to new security environment and take appropriate resilience system to cope with the threats and incidents. Also the ISO standardization requires public or private entities to take holistic approaches in security management. Finally, it was found that South Korea has to prepare for this global trend of standardization in this field so that ISO certification market demand and the requirements for transnational trades can be well met.
