This paper concerns the Holocene environmental change with vegetational history and sea-level fluctuation at Ilsan area by the analytical data of pollen, sedimentary facies and $C^14$-dating. The hypothetic palaeogeographic maps of the vegetation cover have been reconstructed with the reference to the periods of pollen zone. The environmental characteristics from the pollen zonation have been summerized as follows. 1)Pollenzone I(3.75~5.75m) showed the period of Alnus-and EMW-dominance. The study area was very humid under the influence of the transgression spreading widely from the rapid sea-level rise during the period(8,000~4,200y.BP). 2)Pollen zone II(5.75~6.35m) has been influenced by the fall of the sea-level and ground water surface. This zone(4,200~2,300y.BP) represented the period of spore~ and NAP-dominance with the increase of Pinus. 3) Pollen zone III(6.35~6.55m) has reflected the influence of the transgression and human interferences together. This zone(2,300~1,800y.BP) represented the period of NAP-dominance. The boundary between Subzone Ilb and Pollen zone III represents the same characteristics as what Weber says Grenzhorizont.

The sediments on the continental shelf off the west coast (middle part) of Korea are divided into northern sandy deposits and southern muddy sediments, respectively. The sandy sediments consist dominantly of quartz and feldspar grains, representing mature-stage sediment in composition. Further-more, the presence of iron-stained quartz grain and glauconite does indicate that the sediments are similar to the relict sediments on the outer shelf of Yellow Sea and East China Sea. These sandy sediments are interpreted as a basal sands that were deposited during the transgression period due to sea-level rise after to last glacial maximum (LGM). The tidal deposits in the Namyang Bay, the west coast of Korea are divided vertically into the upper layer of muddy sediments and the lower layer of sandy sediments. the upper layer sediments contain abundant rock fragments, and are interpreted as the modern tetragenous sediments. The lower layer sediments, on the other hand, are rich in quartz and feldspar grains, representing high index of sediment maturity ratio. the lower layer sandy deposits show the presence of iron-stained.

The environmental change during the upper Holocene was restored at Kimpo alluvial plain on the left bank of Han-river near the Yellow Sea according to the results of pollen analysis and carbon dating, based on the sea-level change from Ilsan area. Pollenzone I (5.8~7.0 m.a.s.l.) was the period of AP-dominance, including mostly Alnus. Study area was under the lagoon or swamp environment influenced by Flandrian transgression during 5,000~3,200 BP. Pollenzone II (7.0~7.4 m.a.s.l.) was the period of Spore & NAP-dominance. It represents that the vegetational environment was changed to drier condition by falling underwater surface caused by sea-level regression, and influenced by human activity during 3,200~2,300 BP. Subzone I a represented the characteristics of the climax of transgression. During subzone I b, herbs with the dominant Alnus were increased gradually, and it was correlated to the stagnation of high sea-level. Subzone II a was the dominant period of Spore by the gradual falling of sea-level. After that, the study area in swamp was emerged to the lowland by the fallen sea-level and herbs, especially Gramineae increased suddenly during Subzone II b. The sudden increase of NAP such as Artemisia, Chenopodiaceae and Umbelliferae with Gramineae during this period indicates the beginning of agriculture at this study area.

The origins of beaches at Byeonsan Peninsular, as a pocket type, are classified to a sand barrier type and wave-cut type. The beaches had developed by the deposition of the silt and clay layers on the 10m height from sea level in the inner bay during climax era of postglacial transgression. At that time, some sands had blown toward the inland hills to form aeolian deposits. After postglacial sea-level stabilization, sometimes, there has been the negative budget of beach materials. Recently, beaches have been transformed by human impact such as construction of Saemangeum sea-wall, especially in the Byeonsan and Gosapo beaches being close to the sea-wall. So the speed of tidal currents become slower and comparatively depositoinal activity stronger. And the level of chemical weathering has been higher. In Byeonsan beach, the ratio of coarse sand decreased with higher ratio of finer materials and by beach erosion dissected runnels developed, running parallel to the coastline. In Gosapo beach, supply of suspended materials are increased through the Garyeok drainage gate, the sands tend to be finer.

Summarizing the past and recent data on pre-Cambrian System in Eastern Asia, it can be concluded that the pre-Cambrian System are composed of the sediments of having four cycles of sedimentation. It is also known that most of pre-Cambrian Systems known so far belong to either one of transgression facies or regression facies in the four sedimentation cycles. The pre-Cambrian Systems can be divided into four stages, that is, Sinian, Hutoan, Liahoan, and Taishanian stage. It is supposed that all pre-Cambrian Systems in Korea will belong to one of these four cycle sedimentations. Therefore, the reasonable way of study of Korean pre-Cambrian Systems is to investigate which stage they belong to.

This paper aims at examining whether the current Korean customs punishment system is appropriate and reasonable for eliminating customs offenses, such as smuggling, and explores ways to improve the penal provisions of customs law. The current multiple fine system, governed by the penalty for evasion of customs duty, penalty for abatement and exemption by fraud or unfair practices and penalty for drawback by fraud or unfair practices, clearly violates a sense of responsibility and the constitutional principle of no excess punishment. Therefore it should be changed to a fixed fine system and confiscate and collect in addition the items with customs evasion and exemption by fraud or unfair practices.

The study area is filled up by alluvium which can be classified into lower and upper beds by the facies of deposits and their degree of weathering. The lower bed is not of marine but of fluvial. The upper bed is mainly composed of clay and silt or fine sand beds col-ored dark or dark gray which are of neritic or brackish yielding mollusca fossils. The oyster(Crassostrea ariakensis) obstained from the depth of 3m below the present sea level in the upper bed was dated at 4,100 110Y.B.P. and the veneridae(Meretrix lamarck) 1m height above the present delta plain in the old sand bar was dated at 1,700 85Y,B,P. It is therfore concluded that the study area a small kern col of terrestri-al basin prior to postglacial age had experienced the Holocene transgression. Consequently the study area is considered to have been progressively formed under neritic or brackish circumstance before 1,700Y.B.P.

Three types of socio-moral transgression events were used to test the moral emotions and attributions of 30 juvenile offenders on probation with a comparison group of 30 non-offenders. Data were analyzed by chi-square. Differences between juvenile offenders on probation and non-offenders were that juvenile offenders expected victimizers would feel happier and less guilty following such acts of victimization as physical harm, theft, and lying than the comparison group. Non-offenders were more likely than offenders to feel that victims would feel angry and upset. Juvenile offenders gave more variable and less adaptive emotional responses. Offenders provided victimization and emotional distance attributions, but the comparison group provided moral attributions or causal-dependent attributions such as fairness and justice.

The depositional characteristics of Busan clay are initially described in this paper. The deposits of the Nakdong River estuary are composed of some different layers, which have been affected by marine transgression and regression. The upper clay layer is thick and soft. The lower clay layer and some depth of the upper clay layer have been leached by artesian pressure existing in an aquifer below. The clay shows unique physical and engineering characteristics due to leaching. Several large-scale reclamation projects have been performed in this delta area. The preloading method using long vertical drains has been applied for soft ground improvement. Experiences obtained from ground improvement are mentioned in connection with the depositional characteristics of the clay layers.
