Quality Assessment on Social Services in General and Teaching Hospitals in Korea (의료사회사업서비스의 질에 관한 연구)

  • Background : As an empirical study, current research about the quality of social services carried out in general and teaching hospitals across the country. In the flux of health care reforms and market transformation, the quality of social services in the hospital becomes increasingly significant. Methods : A sample of total 80 hospitals, including general hospitals with one social worker at least and single-department hospital with two social workers or more, were identified nationwide through the registry of Korean Association of Medical Social Workers and Korean Association of Hospitals. The subjects of this survey were 80 leaders of social service units. The survey data from each subjects were measured to evaluate level of quality that service provider perceived of sample hospitals. Under the method of one-way ANOVA and multiple regression, the level of quality in social work service was analyzed. Results : The major findings were as following ; First, the level of quality perceived showed less score, especially the lowest was the score of quality of outcome. Second, the key variables of each hospital which turned out significantly different in quality of social work service were the departmental form of social work unit, unit leader's age, educational level, field experience, and job rank. Third, the level of quality of social work service correlated positively with the field experience of unit leader, the size of social work unit, the job rank of the unit leader. Conclusion : The most influential variables to the quality of social work service proved departmental form of social work unit, leader of social work unit. Therefore, to assure the proper level of quality, social work unit in hospital must be structured single, independent department in which entitled social worker is supposed to supervise and manage. And a leadership-development program for leaders in social work unit are strongly recommended.

Development and Application of Private-focused Digital Public Service Evaluation Framework: Focused on AHP Analysis (민간 중심 디지털 공공 서비스 적합성 평가 프레임워크 개발 및 시범 적용 연구: AHP를 중심으로)

  • Globally, under the leadership of advanced ICT countries, the private sector is promoting various policies to promote the digital transformation of public services. Looking at the research trend, design of public service indicators, development of evaluation system, and empirical research are being carried out steadily, but there are insufficient research cases on models in which the private sector participates in the planning, development, and operation of public services. In this study, Private-centric digital public service suitability evaluation indicators were discovered through interviews with experts in various fields, and weights for each indicator were analyzed through AHP evaluation. In addition, by applying the analysis results to 18 digital public services on a trial basis, the importance and priority of evaluation indicators for each service were derived, and at the same time, the evaluation framework was designed and applied to diagnose implications. As a result of the study, 'social utility', 'corporate acceptability', and 'public acceptability' were selected as the top three indicators of suitability evaluation. At this time, it was analyzed that the weight of the 'company acceptability' index, which includes sub-indices such as 'service profitability', 'service scalability', and 'private initiative possibility', was the highest among the three top indicators. As a result of the demonstration for public services, "IoT facility unmanned remote monitoring service", "blockchain real estate transaction service", and "digital twin disaster prediction service" were evaluated as the most suitable public services for the transition to the private sector.

  • As technology advanced dramatically in the late 20th century, a new era of science arrived. The emerging era of scientific discovery, variously described as e-Science, cyberscience, and the fourth paradigm, uses technologies required for computation, data curation, analysis, and visualization. The emergence of the fourth research paradigm will have such a huge impact that it will shake the foundations of science, and will also have a huge impact on the role of data-information infrastructure. In the digital age, the roles of data-information professionals are becoming more diverse. As eScience emerges as a sustainable and growing part of research, data-information professionals and centeres are exploring new roles to address the issues that arise from new forms of research. The functions that data-information professionals and centeres can fundamentally provide in the e-Science area are data curation, preservation, access, and metadata. Basically, it involves discovering and using available technical infrastructure and tools, finding relevant data, establishing a data management plan, and developing tools to support research. A further advanced service is archiving and curating relevant data for long-term preservation and integration of datasets and providing curating and data management services as part of a data management plan. Adaptation and change to the new information environment of the 21st century require strong and future-responsive leadership. There is a strong need to effectively respond to future challenges by exploring the role and function of data-information professionals in the future environment. Understanding what types of data-information professionals and skills will be needed in the future is essential to developing the talent that will lead the transformation. The new values and roles of data-information professionals and centers for 21st century researchers in STEAM are discussed.

Comparative Study on Autonomous Vehicle Operation Status in South Korea and China - Focusing on Xiong'an New District in China and Sejong City in South Korea -

  • Today, many countries around the world recognize the development of autonomous vehicles as a national growth engine, support technology development through various projects, and promote it as national policy. China and Korea are representative countries that are strongly promoting autonomous vehicle policies. The Chinese government's policy direction for self-driving cars focuses on support for fostering new industries. Korea has established mid- to long-term goals and plans to foster the future mobility industry as a key growth engine and is promoting these as a national task. Recently, China and Korea have established national pilot areas to test autonomous vehicle operation and are actively pursuing policies. We aim to compare and analyze the operation status of self-driving cars in China's Xiong'an New Area and South Korea's Sejong City and derive policy implications regarding self-driving cars, which are emerging as a key industry of the future. According to the analysis results, it was found that China's Xiong'an New District is ahead of Korea's Sejong City in terms of leader leadership. As a result, autonomous driving is being operated at the government-wide and national level in Xiong'an New Area. In terms of the driving force, in the case of Xiongan New Area, the policy is being promoted by companies centered on Baidu, and in the case of Sejong City, the policy is being promoted by the local government. As a result, it is estimated that Xiongan New Area will be able to reach commercialization before Sejong City. In the final policy proposal, it was proposed to break away from the existing government-led method and switch to a collaboration with the private sector and a private-led method.

  • Recently, there has been growing interest in entrepreneurial universities. Accordingly, this study discussed the paradigm shift from traditional university roles to entrepreneurial universities and conducted case analysis of Oxford University, Stanford University and Berlin Institute of Technology from the perspective of ambidextrous strategies of universities. Universities are emphasizing the importance of academic capitalism through market activities as well as the educational and research-oriented role to adapt and survive the rapidly changing uncertain environment. Therefore, many studies related to this have been conducted. This paper discusses the background and necessity of the transformation from traditional universities to entrepreneurial universities, and applies the case of a university that has been successful in transforming into an entrepreneurial universities and creating excellent outcome in terms of ambidextrous strategy. Specifically, this study examined the structural, contextual, and leadership perspectives as a antecedents for ambidextrous strategy. This paper expects not only to introduce cases but also to be used as reference for adapting to future paradigm shifts to entrepreneurial universities and setting the direction of universities.

Local Revitalization Movement through Revival of Traditional Ceramic Industry in Japan - A Case of Mashiko-cho in Tochigi-ken (전통 도자기산업의 부활과 지역활성화운동 -일본 토치기현(栃木縣) 마시코정(益子町)의 사례-)

  • This paper is an anthropological study on the regional revitalization movement by the traditional ceramic industry in Mashiko-cho, Japan. It especially deals with the issues like history of revitalization based on ceramics, idealogical features and roles of core activist group, and adaptive strategies of local society to the ever-changing circumstances. The ceramic industry of Mashiko-cho had developed vigorously in 19C, and had passed many critical points in 20C. In 1960s, the ceramic industry of Mashiko-cho developed stably through introducing of Mingei(民藝) ideology and artists. This is evaluated as a 'bottom-up' regional revitalization movement and a active utilization of traditional cultural resources. In Mashiko-cho, the ideological leadership of cultural artist groups have been central roles in the regional revitalization movement. The representative cases are transformation of production of ordinary ceramics to production of Mingei ceramics from the middle of 1950s, official organization of core activist group and establishment of direct sale system by the producers in the middle of 1960s, and full-scale cooperation of private sector and public sector from the beginning of 1980s. Nonetheless the regional revitalization movement by the traditional ceramic industry in Mashikocho have come out well up to now, it should make new tradition which is well-matched to the ever-changing circumstances as seeing various and complex differentiation on the inside of local society.

Exploring the Determinants of Job Satisfaction and Mobile Productivity amidst COVID-19 (코로나19 상황에서 직무만족도와 모바일 생산활동: 결정요인 연구)

  • In the current knowledge society, mobile devices have become a useful tool for performing work. In the context of COVID-19 which has made digital transformation inevitable, the importance of mobile work behaviors - performing work tasks through mobile devices - is further highlighted. Drawing from the behavioral immune system theory and cognitive appraisal theory of emotions, this study proposes that individual workers' concern about getting infected by COVID-19 will be negatively related to job satisfaction but positively related to mobile work behaviors. We further propose that leaders' communality and agency trait will be positively related to both job satisfaction and the increase of mobile work behaviors. Analyses of a matched dataset comprising survey data and mobile application usage data from 407 workers showed that their leaders' agency and communality were significantly related to the workers' job satisfaction. However, their mobile productivity was significantly related only to the communality of their leaders. The results of this study will provide useful theoretical and practical implications for researchers and managers who aim to understand and promote the technology adoption and knowledge productivity of workers in a pandemic situation.

A Study on the Priority Affecting the Succession of the Family Firm Using AHP (후계자 관점에서 가업승계에 영향을 미치는 요인들의 중요도에 대한 AHP분석 연구)

  • This study focuses on succession in a family business which is the crucial factor affecting future and survival of a family business. Especially, the study concentrate a successor's view which is regarded as a key-player during the succession. In this study, we used AHP (Analytic Hierarchy Process) methodology to identify priorities of factors influencing succession. We divided into two-tier level. The first-tier is defined as 1) the relationship with an incumbent CEO, 2) a successor 's management ability, 3) a successor' s self-efficacy and 4) succession plan. For the second-tier of each first-tier have 3 sub-factors ; 1) the relationship with an incumbent CEO is set as level of mutual trust, sharing the vision of a company, and level of communication each other. 2) A successor 's management ability is based on business competence, education and training and interpersonal management ability, 3) a successor 's self-efficacy was set as successor' s willingness of succession, confidence of overcoming crisis and confidence of achieving objectives. Lastly, 4) a succession plan is set as finance plan, leadership transformation plan and human-organization management plan. A total of 93 questionnaires is distributed and retrieved, and 88 questionnaires are used for the study, excluding those with missing data. As a result of this study, successors selected 1) the relationship with an incumbent C.E.O. as the most important priority in the first-tier. The second is 2) a successor 's management ability, the third is 3) a successor' s self-efficacy, and the last priority is 4) a succession plan. In particular, 3 sub-factors that make up the relationship with an incumbent are the most important factors. These factors rank the first to the third in the final result.

Characteristics and Changes of Policy Responses to Local Extinction: A Case of Comprehensive Strategy and Basic Policy on Community-Population-Job Creation in Japan (지방소멸 대응 정책의 특징 및 변화 분석: 일본의 마을·사람·일자리 창생 종합전략 및 기본방침을 사례로)

  • To respond to local extinction, South Korea, under the leadership of the Ministry of the Interior and Safety, identified depopulated areas in 2021 and launched the Local Extinction Response Fund in 2022. However, due to its early stage of implementation, analyzing the characteristics and changes of policy response to local extinction at the central government level remains a challenge. In contrast, Japan, facing similar issues of local extinction as South Korea, has established a robust central government-led response system based on the Regional Revitalization Act and the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. Hence, this study examines Japan's policy responses to local extinction by analyzing the first and second periods of the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. For the analysis, topic modeling was employed to enhance text analysis efficiency and accuracy, complemented by expert interviews for validation. The results revealed that the first-period strategy's topics encompassed economy and society, start-up, local government, living condition, service, and industry. Meanwhile, the second-period strategy's topics included resource, the New Normal, woman, digital transformation, industry, region, public-private partnership, and population. The analysis highlights that the policy target, policy direction, and environmental change significantly influenced these policy shifts.

A Study on Paradigm of Teacher Education in the Church (교회 교사교육 패러다임에 관한 연구)

  • Purpose of study : the purpose of this study is to propose an alternative church teacher education based on practice inquiry, which is one of the qualitative research paradigm. Research Contents and Methods : This study involved an analysis of the previous studies on the improvement strategies for church teacher education, verification of the appropriateness of the qualitative research paradigm in relation to the nature and content of faith, which is the objective of church education, and an exploration of alternative teacher education through practice inquiry, one of the qualitative research methods. The findings of the study are as follows: First, the analysis of the previous studies on improvement strategies for church teacher education categorized the studies into those proposing the enhancement of teaching competencies reflecting the demands of the changing educational environment, vocational and leadership training, and alternative educational models. Second, it was confirmed that teacher education should aim for a qualitative research paradigm in order to cultivate the expertise necessary for teaching the holistic and practical knowledge of faith, which is the objective and content of church education. Third, practice inquiry can serve as an alternative teacher education method that encompasses the exploration, execution, and reflection on the acts of faith education. Fourth, practice inquiry includes investigating the educational actions of teachers aimed at understanding learners' faith from the learners' perspective and assisting in the transformation and growth of their faith, which is made possible through a practice inquiry community. Conclusions and Recommendations : The professionalism of church teachers can be realized through the exploration of their practices in faith education. It is anticipated that subsequent research will attempt to propose practical cases of teacher education based on practice inquiry in actual church education settings.
