충청남도 정예공무원의 사이버교육 인식과 발전방안 (The Recognition of Cyber Education and Development Plan of Chungcheongnam-do Civil Servants)

  • 지식정보화시대를 맞이하여 사이버교육을 활용한 다양한 교육 프로그램은 학교, 기업교육, 군 장병교육, 평생교육시설은 물론 공무원 교육훈련제도까지 도입이 되었다. 국가공무원의 경우 국가공무원인재개발원 사이버교육센터의 주관으로 실시되는 교육과 지방공무원은 15개 시 도 공무원교육원 주관으로 이루어지고 있다. 2008년 공무원 상시학습제도의 도입으로 연간 일정시간 이상 교육 훈련받는 것을 의무화하였고 사이버교육이 공무원교육훈련에 활성화를 이루었다. 본 연구에서는 공무원 교육훈련제도의 관점에서 사이버교육 운영의 인식을 사이버 교육 참여했던 충청남도 정예공무원 교육생을 대상으로 한 분석결과를 바탕으로 사이버교육의 발전방안을 제언하고자 한다.

  • 1997년부터 교사에게는 전문성 신장을 위한 다양한 형태의 연수가 이루어져 왔다. 특히, 기존 출석중심 연수의 문제점을 해결하고 지식기반사회에 적합한 연수체제 구축을 위한 대안으로 교원 원격교육연수원이 도입 운영되어 왔고, 해마다 그 수의 증가를 거듭하면서 2004년 9월 현재 총 53개의 원격교육연수원이 운영되고 있다. 본 논문에서는, 초등교사를 대상으로 하는 원격연수의 질적 향상 방안을 도출하기 위하여 원격연수원의 교육과정 운영현황을 중심으로 교육 콘텐츠 및 전반적 운영현황 분석과 설문조사를 통한 원격연수의 제공자, 수요자 측면의 상호 만족도 향상방안을 제안하였다. 결과적으로, 제공자는 시대변화에 따른 현장의 다양한 요구를 피드백 해야 하며, 사용자 입장에서는 점수위주의 수강보다는 초등교사로서의 자기 계발 및 전문성 제고를 위한 다양한 영역의 수강을 필요로 하고 있다.

  • 최근 세계적으로 4차 산업혁명 변화에 대한 교육적 대응의 주요 방향이 인공지능(AI: Artificial Intelligence)과 로봇 중심의 미래산업 핵심기술 인재육성에 집중됨에 따라, 고등교육과 직업능력개발 분야에서도 인공지능 기술을 가진 융합적 인재 양성의 중요성이 강조되고 있다. 본 연구는 이와 같이 변화하는 환경을 고려하여 최근 맞춤형 교육훈련 흐름과 AI 융합형 인재 양성 교육을 실현하기 위해 "학습자 맞춤형 AI 융합형 인재양성" 훈련 프로그램을 기획하고 운영모델 방안을 수립하였다. 인공지능 및 교육혁신 전문가를 대상으로 총 2회차에 걸쳐 델파이 조사를 실시하여, 훈련프로그램 운영모델 기본구조, 교육과정, 운영전략의 하위 구성요소의 적합도를 검증하였다. 그리고 최종적으로 검증된 훈련 모델을 온라인 직업훈련 허브인 스마트 직업훈련 플랫폼(STEP)에 적용하여 AI 융합인재 양성 학습자 맞춤형 훈련모델 수립 방안을 제안하였다.

  • A survey was performed on employees of a small and medium-sized company how had participated in an education & training program, in order to identify the relationship between the enterprise revitalize and its characteristics, and to know how the program and its satisfaction was related with each other. The results showed that education & training program characteristics had influence on the enterprise revitalize and then the latter made effect on its satisfaction. It is suggested that a plan should be developed to promote self-improvement needs of employees when an education & training program is to be made, and by changing the state of facility or training conditions, the efficiency of the program should also be pursued. In addition, it is imperative for the participants to have strong motivation for self-improvement in the program, and it seems that the effectiveness of the program is expected to work in accordance with the will of the company as well as its growth and developmental standards.

A Study on the Direction of Improvement Based on the Survey of the Status of Field Practice

  • This study attempted to grasp the current status of field training in the Department of Library and Information Science and the training institutions of the students of the Department of Library and Information Science and to propose a development plan based on this. To this end, a questionnaire survey and survey were conducted on the status of field practice in the Department of Library and Information Science at 4-year and 2-year colleges. As a result of the study, first, it was analyzed that field training has an effect on the employment competitive- ness and employment competency of students, and the field training environment has an effect on career decisions of students in the Department of Library and Information Science. Second, it was found that the library with the most field training was found to be a public library, and it was investigated that in order to allow students to experience various institutions and choose their career path, it was necessary to jointly discover and use field training institutes. Third, the evaluation contents or evaluators of the field training did not show a big difference by school, and it was found that most universities are evaluating the field practice using various scales. Lastly, in order to maintain the level of on-the-job training to some extent, it is necessary to develop a training manual and distribute it to each university.

  • 기업 교육훈련에서 교육계획과 교육생의 선발 및 교육시행까지의 일련의 과정에서 과거부터 가장 많이 변화 되어온 것이 정보시스템을 이용한 교육환경의 변화이다. 이러한 환경변화는 공급자 위주가 아닌 소비자 위주로의 학습을 통해 효과적인 학습을 하기 위함이다. 그러나 기업에서 전략적으로 추진하는 교육과정에 대해서는 아직도 피동적으로 운영이 되고 있는 것이 현실이라고 볼 수 있다. 따라서 본 연구의 목적은 교육훈련 운영문제에 대한 대안을 제시하고 효과적 운영방법을 찾고자 한다.

  • The purpose of this study was to examine the implication for the return farm and rural training program through the analyzed trainees' satisfaction and general characteristics. This study polled 89 trainees who presented the Return farm and rural training program by Jeju Agricultural Research and Extension Service. and the results of analysis are as follows. First, trainees' general characteristics appeared very various at an age structure, stage and type of return farm and rural. Second, the overall satisfaction level for the training program was normal but it was different according to the trainees' general characteristics, stage and type of Return farm and rural. This result was due to the unilateral training program. Consequently, it required a lot of efforts for the improvement of satisfaction through reflecting the trainees' properties in the training plan.

민간군사기업제도의 도입방안에 관한 연구 (A Study on the Civil Military Enterprise System for the Employment of the Discharged)

  • This paper is to introduce the foreign civil military enterprise system and to suggest a plan to improve the employment rate of the discharged soldiers who served for a long term and the welfare of soldiers highly. At first, Military Professional Resources Inc., Dyncorp Inc. and Cubic Inc. of the United States, Sandline International Inc. of England and ATCO Frontec Inc. and Ednoonton Inc. of Canada are introduced in this paper. And also, this paper is to analyze employment conditions and difficulties of the discharged soldiers and suggest to establish a institute of tentatively named 'Korean Civil Military Enterprise' in terms of the Government and the Department of Defense. This civil military enterprise is to plan and manage military projects, to research and develop drill manuals and military doctrines and policies and to evaluate and manage the military training. As a pattern of civil military enterprises, three types of Military Support, Military Consulting and Military Provider are presented. Moreover, in order to advance the civil military enterprise, diverse training programs(for public civil investigators, guard advisors, special security guards and security staffs) to utilize all sorts of special military fields are developed.
