긴급자동차 복귀 중 교통사고 특례에 대한 소방공무원의 인식조사 (Perception Survey of Firefighters on Application of Emergency Vehicle Exemption during Return to Station Accidents)

  • This study aims to understand the current status of exemptions for traffic accidents during the return of emergency vehicles and to provide suggestions for improvement. A survey was conducted on 3,500 firefighters to investigate the perception of traffic accidents during the return of emergency vehicles, and responses from 505 participants were analyzed. Based On the demographic characteristics and perception of the participants, frequency analysis and variance analysis were used as research methods to analyze basic statistics and the current situation. The results showed that firefighters have concerns and anxieties about traffic accidents during the return of emergency vehicles, and the need for applying exemptions and enacting explicit legal provisions was statistically confirmed. Based on these results, we suggest a policy for exemptions to improve the preparation for re-deployment and to alleviate the concerns and anxieties of firefighters.

  • 선박의 안전한 입출항을 도모하고 해양사고를 방지하기 위한 항로표지는 연안수역에서의 해상교통류 조사를 통하여 설치 및 관리되어왔다. 지금까지 이러한 조사는 포터블 소형 레이더를 이용한 목시관측과 현장방문 및 설문조사 등을 통한 후처리방식에 의해 수행되어 왔기 때문에, 많은 인력과 경제적 비용이 소요되었다. 본 연구에서는 레이더영상을 PC카메라를 동하여 획득 개인용 컴퓨터에 저장하고, 아울러 관측대상 선박에 관한 정보를 사용자가 입력함으로서 관측선박의 항적 등의 정보가 DB화되어, 실시간으로 통과척수, 속력분포, 밀도분포 등의 해상교통류 분석 통을 처리할 수 있는 모듈을 개발하였다.

  • In this study, we formulated rational criteria to efficiently provide traffic information services via a crafted approach. By utilizing this, we presented a detailed traffic information service providing method that can overcome the limitations of existing link unit information provision system. Three methodologies such as user survey, data mining, and KHCM (Korea Highway Capacity Manual) utilization method were applied to formulate a rational expression standard for traffic information service. Each method was designed to establish a quantitative criterion for various traffic conditions and to enable user-oriented traffic information service in consideration of the traffic principal/compatibility. Considering the results of each methodological analysis in a comprehensive manner, the basic expression standards for traffic information service was formulated. Then we presented improvements such as traffic condition step by road, speed range of traffic condition, expression term of traffic condition and so on. In order to complement the problems of the information provision system of the existing link unit based on the derived improvement criterion, we presented the detailed traffic information service provision method by using the traffic speed data of the second order. And we applied this to the two links of Daegu city. The method presented in this research can improve the quality of traffic information service. Not only it can be used for various fields such as optimal route search, traffic safety service and so on.

  • 2006년 영일만 신항이 개장할 경우 포항항 진입 수역은 현재보다도 선박 통항량이 증가하고 중대형 선박들의 입출항이 가속화될 것으로 사료된다. 그러나 포항항 일부 진입 수역에는 여전히 항행 위험 요소가 존재하고 있고, 호미곶 인근 해역에서의 무질서한 항행 및 교통 폭주 등 포항항 진입 항로에 대한 통항 안전성을 위한 교통 환경 개선이 절실히 요구되고 있다. 본 연구에서는 포항항 진입 수역에 대한 교통 현황 실태와 통항 선박의 행동 특성을 고찰하기 위하여 포항항 진입 수역을 대상으로 특정 기간 동안 해상교통조사를 전용 소프트웨어를 이용하여 실시하였다. 또한 해상교통조사 결과를 선종별 및 톤수별로 통계 처리하고 통항 선박의 항적 분포 등을 토대로 통항 선박의 주요 통항로와 통항 특성 등을 고찰하였으며, 향후 포항항 진입 수역의 항로지정에 활용하고자 한다.

상시 교통량 자료를 이용한 설계시간계수 추정 (Estimating Design Hour Factor Using Permanent Survey)

  • 본 연구에서는 전체 시간대별 교통량을 관측하지 못하여 설계시간교통량을 구할 수 없는 지점에 대하여 설계시간계수를 추정하는 방법에 대하여 분석하였다. 수시조사는 연 1~5회 조사되며, 이러한 지점에서는 설계시간교통량을 구할 수 없어 설계시간계수를 구할 수 없다. 분석을 위하여 2006년 일반국도 상시조사 지점의 시간대별 교통량을 이용하여 분석하였다. 설계시간계수를 추정하기 위하여 시간대별 교통량의 변동을 반영하는 시간대별 교통량의 변동계수(Coefficient of Variance), 시간대별 교통량의 표준편차, 첨두시간교통량(peak hour volume)과 도로의 특성을 파악할 수 있는 중차량비율, 주야율, AADT와 중방향계수 등의 변수를 독립변수로 하여 각 변수들과 설계시간계수와의 상관분석 및 회귀분석을 이용하여 설계시간교통량을 추정하였다. 산점도를 통하여 독립변수와 종속변수의 관계를 분석한 결과 대부분의 변수들이 곡선의 형태를 띠는 것으로 나타나 선형회귀분석보다 곡선회귀분석이 더 적합한 것으로 나타났다. 곡선회귀분석으로 분석한 결과 AADT를 독립변수로 하여 분석한 대수모형이 결정계수가 가장 높은 것으로 나타났다.

  • Saigon-Vungtau fairway is the main and the most important fairway of the major economic areas: Ho Chi Minh City, Dong Nai Province and Ba Ria-Vung Tau Province in Vietnam. In last 5 years, 80% of accidents happened on the fairway were caused by collision and contact/impact. This presentation study on marine traffic investigation in the adjacent of the fairway to find out problems related to marine traffic for improving Marine Traffic Safety Management in this area.

항공교통관제사의 피로.스트레스 요인 (Fatigue and Stress of Air Traffic Controllers in Korea)

  • Air traffic controllers often experience fatigue and stress on the job due to work-related factors. Performance impairment resulting from fatigue and stress is an important concern for aviation safety. The goal of this research was to investigate fatigue and stress factors for air traffic controllers. The research involved an extensive literature review of fatigue and stress in the air traffic control environment and surveyed fatigue and job stress level of Korean air traffic controllers compared to other occupation groups. Results of survey showed that fatigue and stress levels of air traffic controllers were significantly higher than other occupation groups. Specially air traffic controllers reported that night work created high level of fatigue and perceived that physical environment and job demand induced high level of stress. In addition, implications for fatigue and stress management were discussed.

  • Social noise survey on multiple residential noises such as nut impact, air-borne, bathroom, drainage and traffic noises was conducted to investigate major variables affecting the overall satisfaction for noise environment The effect of individual noise perception on the evaluation of the overall noise environment was investigated through a questionnaire survey on annoyance, disturbance and noise sensitivity. Auditory experiments was also undertaken to determine noise level according to the percent of satisfaction for individual noise source. As a result of survey, it was found that satisfaction for floor impact noise most greatly affects the overall satisfaction for noise environment and annoyance most greatly affects the satisfaction for individual noise sources. Result of auditory experiment showed that the noise level of floor impact noise by bang machine, airborne, drainage and traffic noise corresponding to 50% satisfaction is 44dB($L_{i,Fmax,AW}$) and 40dBA, respectively.

  • Social noise survey and auditory experiment on residential noises such as floor impact, air-borne, bathroom, drainage and traffic noises were conducted to classily a noise insulation Performance in apartment building. The survey results showed that annoyance among subjective responses to residential noises was most greatly affecting to satisfaction with noises. In the survey, boundary limit between satisfaction and dissatisfaction was also determined. Auditory experiments was also undertaken to determine noise insulation performance according to the percent of satisfaction for individual noise source. Result of auditory experiment showed that the noise insulation performance for floor impact, airborne, drainage and traffic noise corresponding to 40 % satisfaction is 49 dB (L$_{i,Fmax,AW}$), 48 dB (R'w), N-41, and N-40, respectively. Finally, classes of noise insulation performance in apartment building were proposed according to satisfaction with noises
