A Study on Practical Method of Utility Curve for Deciding Priority Order of the Improvements in Traffic Safety Audit (교통안전진단 개선방안들의 우선순위 산정 연구)

  • Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

A Study on Motives and Effective Variables of Residential Mobility (주거이동의 동기와 영향변인 분석 -진주시 집합주택을 중심으로-)

  • The purpose of this study was to analyze the motives of residential mobility and variables which effect it through surveying questionaires of 240 housewives who lived in a tenement house. The analytical methods adopted in this study were factor analysis, one-way ANOVA, Duncan's multiple range test, multiple regression analysis. The SPSS+ program was used in analysis. The major findings were as follows: First, the motives were composed of 6 factors ; housing improvement, housing policy, accumulation of property, comfortable residential environment, educational environment, traffic convenience. Second, there were a significant differences in residential mobility according to socio-demographic and housing variables. Third, in analysis of variables which effect residential mobility, a housing improvement influenced by socio-demographic variables, an comfortable residential environment influenced by housing variables and also family life cycle was a variable that effect factors such as housing policy, accumulation of property, educational environment and traffic convenience.

Analysis of Effects from Traffic Safety Improvement on Roadways using C-G Method (비교그룹방법을 이용한 교통안전 시설물 설치 효과 분석)

  • Generally, inappropriate driving conditions including geometric, traffic environmental, and driver psychological problems may be critical reasons of traffic accidents. Under this circumstance, various types of facilities have been installed to improve traffic safety by itself or as a set consisting of several other traffic safety facilities. In general, traffic accidents occur by several reasons combined rather than only a single reason, and thus the safety effect of the safety facilities cannot be simply analyzed with only a single improvement. For the study, traffic accident data on the roadway segments of interest are collected along with field survey data. For the analysis, various alternative analysis methods were evaluated in terms of assessing accident reduction from various types of traffic safety improvements. Among the alternative methods tested including simple before-and-after evaluation method, before-and-after evaluation yoked comparison, and Comparison Group (C-G) method, it was found that the C-G method is the most effective method for analyzing the traffic safety improvement effect. Adopting the C-G method, both single and multiple safety improvements were analyzed. The results from this study can potentially be applied to decide the best type of treatments to improve traffic safety as well as to measure the accident reduction effects from the treatments.

Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data (패널자료를 이용한 교통안전투자 종류별 사고감소 효과)

  • There are many investment budget drafts in the filed of a road traffic safety. The traffic safety budget is spitted into following three major areas: 1) traffic safety facility (Engineering), 2) traffic enforcement (Enforcement), and 3) traffic safety education & public relation (Education). The three area are known as so-called 3E policy. This study investigates the effect of the investment in the 3E policy on the reduction of traffic accidents analyzing the data annually collected from the 15 local governments during 1992 to 2007. The analysis employing the traffic accidents as the dependent variable reveals that the effect of the investment is higher if same amount of investment is made on areas of the traffic safety education and public relation than the area of facility improvement. The similar conclusions are resulted from the separate investigation of traffic accidents data by 6 different types. All the results consistently indicate that the current traffic safety investment being primarily made on traffic safety facility needs to shift to the areas of traffic safety education and public relation budget.

An Analysis of Safety Improvement Effects on Roundabouts (회전교차로 도입에 따른 교통안전성 향상 효과분석)

  • PURPOSES : This study dealt with traffic accidents occurring within roundabouts. The objective of this study was to analyze safety effect by introduction of roundabouts. METHODS : In pursuing the above, traffic accident data on roundabouts are collected and compared. For the analysis, collected data were separated as all intersection points, turning lane accident, approach lane accident by geometric design. RESULTS : Through the study results, it was found that the total accidents decreased by 55 accidents/2 year with safety effect of roundabouts. Also the result shows that accidents by point of two-lane roundabout at turning lane(0.26) and approach lane(0.27) is risky than total accidents by point(0.09). Moreover, accidents by point shows high value as diameter of a roundabout is bigger. CONCLUSIONS : When a roundabout is introduced at the intersections there are safety effects by reduction of traffic accidents.

  • Traffic flow which is prescribed under previous traffic effect/access act is analyzed by traffic volume, V/C, mean speed on road and LOS on the intersection. These indexes based on analytical method can not consider stochastic characteristics of traffic flow. Moreover it is hard to analyze traffic flow visually in whole traffic effect area because only individual road and intersections are targeted. In this study, it is devised to show traffic flow analysis method within traffic effect area visually applying microscopic-simulation by car-following theory, and then based on this, effect analyze ways are studied according to space range plan, improvement measure establishment and etc. To execute this study, effect area is set up using V/C, and the change of traffic current around development area is analyzed using microscopic-simulation program.

A Comparative Study on the Effect of Herb Medication Based on Go-bang Treatment, Huse-bang Treatment for Patients with Acute Neck Pain Caused by Traffic Accidents: A Retrospective Study (교통사고로 유발된 급성 경항통 환자에 대한 고방 치료와 후세방 치료의 효과 비교: 후향적 연구)

  • Objectives The purpose of this study was to compare the effect of herb medication based on 'Go-bang' treatment, 'Huse-bang' treatment for patients with acute neck pain caused by traffic accidents. Methods We studied 40 patients with acute neck pain after traffic accidents who had admitted to Department of Korean Medicine Rehabilitation, College of Korean Medicine, Daejeon University from November 25, 2018 to November 25, 2019. 20 patients had received Herb Medication Based on 'Go-bang' and 20 patients had received herb medication based on 'Huse-bang' three times a day. The study was conducted as a retrospective observation study which analyze the patient's medical records. We used visual analogue scale (VAS) to evaluate pain reduction and neck disability index (NDI) to evaluate function improvement twice (hospitalization day and 5 days later). Statistical analysis was performed using the IBM SPSS statistics 25 program. Result The VAS scores, NDI scores decreased statistically significantly after treatment in all patients. Both 'Go-bang' and 'Huse-bang'groups showed a statistically significant VAS reduction and improvement of NDI on the fifth day of hospitalization. In the 'Huse-bang' group, there was a statistically significant improvement of NDI than in the 'Go-bang' group. Conclusion We found that both types of herbal-medication were significantly effective on acute neck pain and neck disability after traffic accident. Further study is needed about the comparison of effectiveness between Go-bang' and 'Huse-bang'groups.

A Study on the Disaster Prevention Design- Based Safety Signs in School Zone

  • The number of accidents in school zone is decreasing than before with the introduction of strengthening traffic safety policy since January 2011, but the danger still exists. The School zone sign is widely known to have much effect in protecting children from risks of traffic accidents, but design improvement is being demanded to improve a sense of safety and legibility of safety signs in School zone due to the lack of understanding on the safety signs in crosswalk and School zone. This study analyzed differences in shape and color of existing safety signs through a case analysis of traffic developed countries as America, England, Japan, and Germany and suggested improvement plans for drivers to clearly perceive the school zone. For improvement methods, this study suggested the importance of delivering definite and unified warning message for school zone to drivers by using indication sign and caution sign together, and to use yellow, a safety color, and to unify the safety sign into triangle shape that symbolizes warning and caution to conform the international standards. Actual design production and experiment through improvement plans are needed in the future, and it is expected to secure safety of children and to provide international standardization of safety signs in school zone.

A Study on the Speed Change on the Arterial Road according to Traffic Volume and Speed Limit (교통량과 제한속도에 따른 간선도로 속도 변화에 관한 연구)

  • Because the speed limit affects moving speed, it is closely related to traffic accidents as well as traffic flow. The existing speed limit calculation methods consider various engineering factors such as lanes, intersection spacing, driveways, crosswalks, 85 percentile speed, land uses, and roadway geometric characteristics etc. However, it can be said that the engineering analysis is insufficient because the traffic impact analysis considering traffic volume is not carried out. In addition, only 85 percentile speed, which is the spot speed, does not reflect the characteristics of the traffic flow on the road. In this paper, the effect of the speed limit change on the moving speed and the travel speed was analyzed in detail accordinr to the variation of intersection spacing and traffic volume. And by using the results, we proposed a speed limit calculation method that maintains the same service level as before the speed limit change, thereby increasing the speed improvement effect and reducing the difference between moving speed and travel speed. In addition, a variable speed limit operation method according to the change in traffic volume was also suggested. This method is expected to be effective in terms of safety by reducing the speed difference, which affects the severity of traffic accidents, while securing the speed improvement effect, and increasing the speed limit compliance rate of drivers by operating the speed limit that reflects the speed change due to the variation of traffic volume.

A Retrospective Analysis of Inpatients who Received Traditional Korean Medicine Treatment after a Traffic Accident during Pregnancy (임신 중 교통사고로 한방 치료를 받은 입원 환자에 대한 후향적 분석)

  • Objectives: This study aimed to report the effectiveness and outcome on the prognosis of pregnancy of traditional Korean medicine treatment for inpatients who had a traffic accident during pregnancy. Methods: The study is conducted by analyzing the medical records of hospitalized patients in a Korean medicine hospital. Seventy-six pregnant patients who got into car accidents from March 2015 to February 2020 were included. We performed statistical analysis by using Statistical Package for the Social Sciences(SPSS) ver. 25.0. To verify the effect of traditional Korean medicine treatment for traffic accidents during pregnancy, we analyzed improvement of symptoms. Also, we analyzed the prognosis of pregnancy and signs of premature birth or miscarriage during treatment to verify the applicability of traditional Korean medicine treatment for traffic accidents during pregnancy. Results: Among the symptoms of pain, there was a statistically significant decrease in lower back pain, post neck pain, headache, pelvic pain, knee pain, lower limb pain, wrist pain, and upper limb pain. Other systemic symptoms showed statistically significant improvement in nausea, abdominal pain, dizziness, and lower limb numbness. All confirmed cases reported normal pregnancy maintenance and delivery, and no miscarriage was reported. Two cases that showed signs of premature birth or miscarriage during treatment were unrelated or unclear with traditional Korean medicine treatment. Conclusions: Traditional Korean medicine treatment is effective and applicable for pregnant women injured by traffic accidents. Further studies are needed to identify the effectiveness and safety of traditional Korean medicine treatment for the sequelae of traffic accidents during pregnancy.
