  • 오늘날 P2P는 초기의 단순한 파일 공유에 사용되었던 제한성을 벗어나, 현재는 새로운 서비스를 제공하기 위해 네트워크 인프라를 추가적으로 구축하는 비용과 서버의 부담을 분산시키고 다른 연계 기술들과의 효율성을 극대화하는데 필수적인 기술이 되었다. 특히나 P2P를 이용한 미디어 스트리밍 서비스는 이용자에게 매우 매력적인 서비스로, 고사양의 모바일 단말과 모바일 네트워크 기술의 발달에 힘입어 점차 모바일 환경에서 유선망의 서비스 품질을 요구하고 있다. 하지만 P2P가 갖고 있는 고질적인 'Peer Selfishness'와 QoE사이의 접점을 찾기 위해서는 여전히 '공정성'을 고려해야 될 것이며 P2P 시스템은 반드시 이를 고려한 인센티브 메커니즘을 통해 자원 이용률을 최대화하고 이용자의 지속적인 기여를 통해 시스템의 전체적인 성능을 향상시켜야 한다. 따라서 본 논문에서는 공정성을 고려한 인센티브 메커니즘으로써 포인트 기반의 자원 할당 메커니즘을 제안하며 추가적으로 모바일 단말의 가용 에너지를 고려한 피어 선택 메커니즘을 설명한다. 이를 통해, 모바일 P2P 스트리밍 시스템에 제안하는 기법들이 적용됨으로써, 인센티브를 가진 경쟁 노드들이 자원할당을 위해 경쟁 시에 소스노드의 자원을 기여도와 에너지에 따른 자원분배를 이룸으로 시스템의 성능이 향상됨을 보인다.

SNA 분석을 이용한 해상 수출입화물의 네트워크 구조와 국내 항만의 중심성 분석 (An Analysis on the Centrality of Domestic Areas and Ports: Using SNA Methodology)

  • 과거와 달리 물류를 공간적, 서비스 영역의 확장에 따라 네트워크 관점으로 해석해야하는 노력이 필요하다. 또한 다양한 환경의 변화로 물류 네트워크 역시 급변하고 있다. 따라서 본 연구는 사회네트워크 분석을 이용하여 해상 수출입화물의 구조와 국내 항만의 중심성의 변화 추이를 분석하는데 목적을 두었다. 2005~2020년 기간에 5년 간격의 국내 해상 수출입화물의 전체 교역데이터를 사용하여, 우리나라 해상 수출입화물의 네트워크 구조의 변화를 알아보았으며, 국내 항만의 중심성에 영향을 끼치는 주요 요인을 알 수 있었다. 분석결과로는 연결 중심성은 울산항이 가장 높으며, 내향 근접 중심성은 부산, 인천항, 외향 근접 중심성은 부산, 울산항 순으로 분석되었다. 중개자 역할의 항만이라고 볼 수 있는 매개 중심성이 가장 높은 항만은 부산, 울산항 순으로 나타났다. 본 연구는 항만의 중심성 지표의 변화와 해상화물 네트워크 파악을 토대로 20년간의 국내 수출입화물 교역에 관련한 일련의 패턴을 예측하고 리스크를 대비하는 참고자료로 활용될 수 있을 것이다.

DEA를 활용한 전통시장 지원정책의 효율성과 고객유치 활성화 방안 (The efficiency and attraction of customer of the traditional market supporting policy utilizing DEA)

  • 본 연구에서는 16개 광역자치단체의 전통시장 관련 자료를 바탕으로 전통시장지원정책의 효과성과 효율성을 실증적으로 살펴보고자 하였다. 전통시장 지원정책의 목표를 시설개선이 아닌 전통시장의 매출액 및 고객증가라고 할 때 기존의 지원방식은 이러한 지원목표와 상당한 괴리가 있음을 상관분석을 통해 확인할 수 있었다. 또 DEA모형의 효율성 분석을 통해 전통시장지원이 기존의 시설개선사업에서 탈피하여 산출변수와 실질적인 관련성이 높은 사업부문으로의 전환될 경우 어떻게 효율적인 지원이 가능할 것인가에 대해 논의하였다. 매출액증대의 경우에는 고객안내센터, 원산지표시, 자율포장대, 방송시설과 같은 분야의 지원이 보다 효과적이며 방문고객증대의 경우에는 고객안내센터, 방송시설, 방송광고, 경품행사와 같은 분야의 지원이 요구됨을 알 수 있었다. 구체적인 지원 방안으로 인천지역의 시장 상인과 소비자 실태 조사한 자료를 바탕으로 다양한 상품 개발과 교차 판매, 고객 친화적인 고객정보센터 운영, 상품권 활성화, 시장 정보시스템 구축 등의 방안을 제시하였다.

제 3 세대 항만의 도래와 항만경쟁 (The Challenge of the Third Generation Port and Port Competition)

  • Technological and organisational changes in transport system have introduced new dimension into port system development and inter-port competition. The quality of service now required by the customer is costly and not easily provided by small shipping companies and small ports. It has been suggested that in the future container shipping may be concentrated by space-sharing arrangements or actual mergers into the hands of a few mega-operators with the investment potential to provide total logistics networks. In order to compete effectively, high load factors will be essential and port concentration inevitable. A fa-voured few ports will become the load centres and other ports will assume a secondary feeder role. In this study, three questions are raised and attempts are made to answer them : (a) what is the new role of ports today ; (b) why should ports be engaged in this new role ; and (c) how can ports play this new role. In short, a modern port should be a service centre and a logistic platform for international trade and transport-a third generation port. Ports, in particular, have to make every effort to be competitive in the cost and quality of services and to make the port a transport and distribution service centre. For most ports, this is not an option but a must ; an essential requirement for survival in this win or lose situation. The best way to win is to maintain a close contact with port users, listen to them, discuss with them, help them and satisfy them. That is port marketing. Starting from the findings of port marketing, it is es-sential to work out appropriate development plans and marketing targets and to improve port competitive-ness. As an alternative method, a port competitiveness model is suggested, which may help port managers to make appropriate improvements.

A Decision Support Model for Financial Performance Evaluation of Listed Companies in The Vietnamese Retailing Industry

  • This paper aims to propose a Comprehensive Decision Support Model to evaluate retail companies' financial performance traded on the Vietnam Stock Exchange Market. The financial performance has been examined in terms of the valuations ratios, profitability ratios, growth rates, liquidity ratios, efficiency ratios, and leverage ratios. The data of twelve companies from the first quarter to the fourth quarter of 2019 and the first quarter of 2020 were employed. The weights of 18 chosen financial ratios are calculated by using the Standard Deviation method (SD). Grey Relational Analysis technique was applied to obtain the final ranking of each company in each quarter. The results showed that leverage ratios have the most significant impact on the retail companies' financial performance and gives some long-term investment recommendations for stakeholders and indicated that the Taseco Air Services Joint Stock Company (AST), Mobile World Investment Corporation (MWG), and Cam Ranh International Airport Services Joint Stock Company (CIA) are three of the top efficient companies. The three of the worst companies are Viglacera Corporation (VGC), Saigon General Service Corporation (SVC), and HocMon Trade Joint Stock Company (HTC). Furthermore, this study suggests that the GRA model could be implemented effectively to ranking companies of other industries in the future research.

  • As the standards organization under ISO responsible for the development of all international financial services standards, ISO/TC 68 plays a key role in the development and adoption of new technologies in the banking, brokerage and insurance industries. In this paper many of its current work projects are introduced for developing ecommerce standards. We need to discuss the recommendations on XML conversion with ISO and other international standard organizations. Each country try to adopt the international standards even though domestic technical standards and barriers. To solve this problem of interworking between these standards, harmonization activities are nedded. For development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard.Our principal focus is on facilitating national and international trade, through the simplification and harmonization of processes, procedures and information flows, and so contributing to the growth of global commerce.

A Novel Spectrum Access Strategy with ${\alpha}$-Retry Policy in Cognitive Radio Networks: A Queueing-Based Analysis

  • In cognitive radio networks, the packet transmissions of the secondary users (SUs) can be interrupted randomly by the primary users (PUs). That is to say, the PU packets have preemptive priority over the SU packets. In order to enhance the quality of service (QoS) for the SUs, we propose a spectrum access strategy with an ${\alpha}$-Retry policy. A buffer is deployed for the SU packets. An interrupted SU packet will return to the buffer with probability ${\alpha}$ for later retrial, or leave the system with probability (1-${\alpha}$). For mathematical analysis, we build a preemptive priority queue and model the spectrum access strategy with an ${\alpha}$-Retry policy as a two-dimensional discrete-time Markov chain (DTMC).We give the transition probability matrix of the Markov chain and obtain the steady-state distribution. Accordingly, we derive the formulas for the blocked rate, the forced dropping rate, the throughput and the average delay of the SU packets. With numerical results, we show the influence of the retrial probability for the strategy proposed in this paper on different performance measures. Finally, based on the trade-off between different performance measures, we construct a cost function and optimize the retrial probabilities with respect to different system parameters by employing an iterative algorithm.

넷플릭스와 할리우드 영화산업의 변화 (Netflix and Changes in the Hollywood Film Industry)

  • 본 논문은 할리우드 영화산업과 넷플릭스 간 갈등의 고찰을 통해 스트리밍 서비스의 부상이 미디어 지형에 어떠한 영향을 미쳐왔는지 밝히고자 한다. 특히 영화산업의 재편을 가져올 수 있는 가장 중요한 문제로써 극장을 거치지 않고 자사 플랫폼에 영화를 공개하는 넷플릭스의 개봉방식을 살펴보고 이에 대한 반발이 크게 불거진 2019년 아카데미 영화제를 중심으로 할리우드의 반대를 살펴본다. 동시에 최근 할리우드 영화제작이 프랜차이즈나 텐트 폴 등 대작 영화에 집중되어 왔으며 반면 넷플릭스는 스튜디오들이 기피하는 다양한 영화들을 제작해 왔음을 살펴 본다. 이에 본 논문은 극장 개봉 여부가 영화를 더욱 영화적으로 만드는지에 대해 의문을 제기하며 넷플릭스가 할리우드 영화산업에 가져온 변화를 막을 수 없음을 주장한다.

Big Data Strategies for Government, Society and Policy-Making

  • The paper aims to facilitate a discussion around how big data technologies and data from citizens can be used to help public administration, society, and policy-making to improve community's lives. This paper discusses opportunities and challenges of big data strategies for government, society, and policy-making. It employs the presentation of numerous practical examples from different parts of the world, where public-service delivery has seen transformation and where initiatives have been taken forward that have revolutionized the way governments at different levels engage with the citizens, and how governments and civil society have adopted evidence-driven policy-making through innovative and efficient use of big data analytics. The examples include the governments of the United States, China, the United Kingdom, and India, and different levels of government agencies in the public services of fraud detection, financial market analysis, healthcare and public health, government oversight, education, crime fighting, environmental protection, energy exploration, agriculture, weather forecasting, and ecosystem management. The examples also include smart cities in Korea, China, Japan, India, Canada, Singapore, the United Kingdom, and the European Union. This paper makes some recommendations about how big data strategies transform the government and public services to become more citizen-centric, responsive, accountable and transparent.

The Impact of COVID-19 Pandemic on Stock Market Performance in Indonesia

  • This study explores the impact of COVID-19 pandemic and the lockdown policies that are used to tackle the pandemic on stock market returns in Indonesia. This study uses fixed-effects panel-data regression method to evaluate the impact of the growth in COVID-19 total confirmed cases and death as well as the lockdown policies on daily stock returns of 272 firms that are listed on the Indonesia Stock Exchange's main board and operate in the real sector from 2 March 2020 to 27 November 2020. The study confirms the significantly adverse impact of growth in the total of confirmed cases and death due to COVID-19 on Indonesia's daily stock returns. Moreover, the lockdown policies regardless how strict they are, have a positive and significant impact on the Indonesia's daily stock returns. This study further considers the different impact of COVID-19 pandemic on each of eight observed sectors; where the sector of property as well as trade, service and investment have a significantly negative performance; while the sector of basic industry, consumer goods and mining have a significantly better performance. This study suggests that COVID-19 pandemic and the lockdown policies have a mixed impact on the Indonesia's stock market returns.
