중국 반덤핑 법규와 WTO 규범과의 적합성 비교 연구 (A Study on the Comparison Between China's Anti-Dumping System and WTO Agreement)

  • 중국은 WTO 회원국으로써 WTO 협정에서 정하고 있는 반덤핑 제도 관련 규범 및 기타 각종 규범들을 여타의 WTO 회원국과 마찬가지로 국내법과 제도운용에 있어서 WTO의 그것과 합치시켜 운용할 의무가 있다. 그럼에도 불구하고 중국 정부의 반덤핑 법규는 덤핑마진의 산정, 경미수입물량에 대한 조사 종결기준, 일몰재심 등과 관련된 세부규정에 미흡함을 지적받고 있어 법적 불확실성을 초래하고 있다. 또한 가격약속과 관련된 규정들 중 일부 규정은 WTO 협정과 일치하지 않는다. 그러므로 우리정부는 단독 혹은 WTO 여타 회원국과 함께 중국 정부에게 반덤핑 법규를 WTO 관련 협정에 부합 되도록 개정해 줄 것 을 요구함과 동시에 중국 정부가 자의적으로 운용할 여지가 있는 모호한 규정들을 구체화시켜 줄 것 을 요구해야 한다. 이와는 별도로 우리나라는 중국이 반덤핑 제소를 개시하면 WTO 관련 협정과 차이가 나는 중국의 반덤핑 법규를 중국 당국이 어떻게 적용하는 지에 대해 면밀히 파악하여, 규정상의 모호성을 WTO 관련 협정의 내용과 부합되게 적용하는지 혹은 위배되는 적용을 하는지에 대하여 초점을 맞추어 그 대응책을 준비해야 한다.

각종 치과용 합착 Cement의 색소침투에 관한 실험적 연구

  • The authors have studied the marginal leakage of various dental cements; Fynal cement (Caulk), Zinc cement (S.S. White) Carbo cement (Shofu, Poly-carboxylate cement), EBA cement (Opotow alumina cement), Propac (G-C's zinc oxide euginol cement), and Super cement (Shofu oxyphosphate zinc cement), by means of penetration of 2% methylene blue solution between orden crown restorations and human teeth in 150 cases. The result revealed as follow 1. None of the cements tested were free from dye penetration. 2. There was a wide difference in dye penetration among the trade brands of dental cement when immersed in dye solution before setting of cements. 3. EBA cement and Carbo cement showed comparatively low grade of dye penetration at the restorative margins.

A Low Vth SRAM Reducing Mismatch of Cell-Stability with an Elevated Cell Biasing Scheme

  • A lower-threshold-voltage (LVth) SRAM cell with an elevated cell biasing scheme, which enables to reduce the random threshold-voltage (Vth) variation and to alleviate the stability-degradation caused by word-line (WL) and cell power line (VDDM) disturbed accesses in row and column directions, has been proposed. The random Vth variation (${\sigma}Vth$) is suppressed by the proposed LVth cell. As a result, the LVth cell reduces the variation of static noise margin (SNM) for the data retention, which enables to maintain a higher SNM over a larger memory size, compared with a conventionally being used higher Vth (HVth) cell. An elevated cell biasing scheme cancels the substantial trade-off relationship between SNM and the write margin (WRTM) in an SRAM cell. Obtained simulation results with a 45-nm CMOS technology model demonstrate that the proposed techniques allow sufficient stability margins to be maintained up to $6{\sigma}$ level with a 0.5-V data retention voltage and a 0.7-V logic bias voltage.

Analysis of Random Variations and Variation-Robust Advanced Device Structures

  • In the past few decades, CMOS logic technologies and devices have been successfully developed with the steady miniaturization of the feature size. At the sub-30-nm CMOS technology nodes, one of the main hurdles for continuously and successfully scaling down CMOS devices is the parametric failure caused by random variations such as line edge roughness (LER), random dopant fluctuation (RDF), and work-function variation (WFV). The characteristics of each random variation source and its effect on advanced device structures such as multigate and ultra-thin-body devices (vs. conventional planar bulk MOSFET) are discussed in detail. Further, suggested are suppression methods for the LER-, RDF-, and WFV-induced threshold voltage (VTH) variations in advanced CMOS logic technologies including the double-patterning and double-etching (2P2E) technique and in advanced device structures including the fully depleted silicon-on-insulator (FD-SOI) MOSFET and FinFET/tri-gate MOSFET at the sub-30-nm nodes. The segmented-channel MOSFET (SegFET) and junctionless transistor (JLT) that can suppress the random variations and the SegFET-/JLT-based static random access memory (SRAM) cell that enhance the read and write margins at a time, though generally with a trade-off between the read and the write margins, are introduced.

  • This paper investigates the design of disturbance observer for rotational vibration suppression in disk drive systems. The design aims to provide an optimal controller which satisfies both vibration performance and robust stability. It consists of an inversion method, a special filter, and optimization scheme. Firstly a new inversion method is introduced, which provides more accurate inversion compared to conventional zero phase error method. The inversion is to deal with unstable zeros in the plant model. Secondly a special filter for disturbance selection is given, which features adjustable gain and band pass characteristics so that it enables flexible shaping of the loop considering the trade-off between performance and stability margins. And finally the parameters of disturbance observer are optimized in conjunction with external disturbance model. Simulation and experiment on commercial hard disk drives confirm that the design is very effective to such disturbance which is hard to be handled by conventional approach.

Resource-constrained Scheduling at Different Project Sizes

  • The resource constrained scheduling problem (RCSP) constitutes one of the most challenging problems in Project Management, as it combines multiple parameters, contradicting objectives (project completion within certain deadlines, resource allocation within resource availability margins and with reduced fluctuations), strict constraints (precedence constraints between activities), while its complexity grows with the increase in the number of activities being executed. Due to the large solution space size, this work investigates the application of Genetic Algorithms to approximate the optimal resource alolocation and obtain optimal trade-offs between different project goals. This analysis uses the cost of exceeding the daily resource availability, the cost from the day-by-day resource movement in and out of the site and the cost for using resources day-by-day, to form the objective cost function. The model is applied in different case studies: 1 project consisting of 10 activities, 4 repetitive projects consisting of 40 activities in total and 16 repetitive projects consisting of 160 activities in total, in order to evaluate the effectiveness of the algorithm in different-size solution spaces and under alternative optimization criteria by examining the quality of the solution and the required computational time. The case studies 2 & 3 have been developed by building upon the recurrence of the unit/sub-project (10 activities), meaning that the initial problem is multiplied four and sixteen times respectively. The evaluation results indicate that the proposed model can efficiently provide reliable solutions with respect to the individual goals assigned in every case study regardless of the project scale.

금융자산 관리모델의 변화에 관한 연구 (Business Model Change in Asset Management)

  • 금융서비스의 한 부분으로 꼽히는 자산관리(Private banking)는 고액자산가(HNWI)를 대상으로 하는 투자자문업이다. 국내 자산관리서비스는 성장을 앞두고 있으나 평가체계 등 구조적 한계 등이 극복할 과제로 남아있다. 아 태지역을 필두로 전 세계적으로 해당시장의 규모가 확대되고 있는 자산관리서비스는 저성장 저금리 환경이 고착화됨에 따라 국내에서도 수요가 급증하고 있다. 다만 고령화에 따른 대고객 관계의 장기화와 각종 규제 등은 보수체계를 압박하는 요인으로 꼽히는 가운데 국내 기업들의 경쟁력 강화가 필요한 시점이다. 본 논문은 service quality model과 관련한 선행연구에서 DEMATEL 모형을 고찰하고 전문가 인터뷰를 통해 Business model elements를 도출했다. 모듈식 자문서비스, 고객에 대한 정교하고 세련된 서비스, 부유층이 만족하는 투자전문성 및 투명성 제고 등을 도출했다. 상대적으로 높은 수익률을 제공하는 해외자산과 낮은 상관관계를 가진 대체투자자산에 대한 관심이 증대되는 여건 속에서 해당분야로의 본 연구는 시의적절한 부분을 연구의 기여로 볼 수 있으며 실증분석을 통한 검증은 연구의 한계로 후속과제에서 다룰 예정이다.

도서유통(圖書流通) 효율화(效率化)를 위한 공정거래정책(公正去來政策) (Returns and Resale Price Maintenance in Book Distribution)

  • 재판매가격유지(再版賣價格維持)는 어떤 다른 제품보다도 도서유통(圖書流通)에서 가장 오랫동안 쓰여 왔으며, 원칙적으로 재판매가격유지를 금지하고 있는 우리의 "독점규제(獨占規制) 및 공정거래(公正去來)에 관(關)한 법률(法律)"에서도 출판물(出版物) 등 저작물(著作物)에 대해서만은 이를 예외적으로 허용하고 있다. 본고(本稿)는 도서유통에서의 재판매가격유지(再版賣價格維持)와 반품제(返品制)의 경제적(經濟的) 기능(機能)과 효과(效果)를 분석하고 있다. 재판매가격유지는 서점(書店)이 수집 전달하는 시장정보(市場情報)에 대한 재산권(財産權)을 확립하여 판매전망이 불확실한 도서가 취급 전시되도록 하는 것으로 반품제(返品制)가 이와 동일한 경제적 기능을 제공하는 대체적(大替的) 수단(手段)이 된다. 미국에서 재판매가격유지(再版賣價格維持)가 위법화(違法化)되자 반품제(返品制)가 도입되었고 판매마진이 감소하면서 반품율(返品率)이 증가한 것이나, 재판매가격유지를 허용해 온 영국 등 유럽제국에서 반품제 없이 도서유통(圖書流通)이 이루어지고 있는 것이 이를 뒷받침해 준다. 도서(圖書)의 재판매가격유지(再版賣價格維持) 허용으로 출판사들은 반품(返品)에 따른 비용(費用)을 감소시킬 수 있고 서점들이 대형화(大型化) 유인(誘引)을 갖게 될 것이다. 그러나 재판매가격유지계약(再版賣價格維持契約)을 체결한 출판사가 많지 않다는 것은 이미 반품제(返品制)가 광범위하게 쓰이고 있는 현실을 반영하는 것으로 재판매가격유지는 출판사가 원하는 도서에 대해서만 허용되어야 하며 할인판매여부(割引販賣與否)와 시기(時期)도 출판사가 제한없이 결정할 수 있도록 하여야 할 것이다.

  • 농산물 수입개방에 따른 국제화에 대응하여 농사눌의 경쟁력 향상을 위한 농업의 구조조정의 필요성과 농산물 유통에 있어 농산물 제값받기, 공정거래, 능률 향상 등의 시대저 요청에 정부의 적절한 대응이 있어야만 한다. 이를 위해 공산물에 비해 보잡한 농산물의 유통구조를 효율적으로 변화시키고, 산지수집 단계에서부터 농산물 출하선택의 폭을 넓혀 안정적인 상품공급과 계획적인 생산체계를 유도하고 농산물의 원활한 수급조절과 판매 처리 능력을 확대하여야 한다. 또한, 유통과정에서 각종 부도덕한 상거래 행위를 근절시켜 유통정책의 효율적인 수립 및 집행을 위해 정확한 유통통계와 정보화가 필요하다. 농산물 유통구조 개선의 궁극적인 목적은 생산자에게는 상푸의 적정가격 보장과 생산의 극대화를 위한 시설개선이며, 소비자에게는 기호에 따라 적정가격의 최상푸질을 제공받는 것이다. 그러므로 경영의 효율성을 높여 단순히 유통비용 또는 마진을 낮추는 개선이 아닌 실제적인 구조조정을 통해 유통구조의 비용을 절감하여 최상의 생산품을 제공하여야만 향후 우리나라 농산물의 입지를 강화하고 소비자의 구매 욕구를 충족시킬 수 있을 것이다.

양식해태의 유통에 관한 조사 연구 (A Study on Marketing of Cultured Laver Products)

  • Laver io one of the most necessary and seasonal items in Korean food from oldtimes. Laver is lagely eaten in dried form, and its supply depends entirely upon culture weeds. The history of laver culture in Korea about sixty or seventy years is older than in Japan. Significance of laver culture is divided into two aspects, one is food supply in the nation, and the other is export to other countries. Houses engaged in laver culture are about foully thousands, and laver production in 1972 is estimated as 1, 3 bitten sheets. (1 sheet is a dried laver of 20 cm sq, in the shape of paper) Especcially meaning of layer production is the concentration of labour input, and systematic management of labour. From around 1920, the method of laver culture was introduced by Japanese Imperialism for mono culture in shallow seas, and mass products of laver is provided to Japan market, DOMESTIC MARKET Fundamental consume function calculates at below, $D_{(68_71)}$=16354 $Y^{0.471}$ $P^{-1.0662}$ where D is total layer demand, Y income variable, P price variable. It means income elasticity is 476. in the whole country, and price elasticity is 1, 07. But generally income elasticity is higher in urban area than in rural area, as shown at 1, 3 in Seoul city. Expence of laver in house expenditure is mutually correlated with another expence, See Table 12 about the relative function. See Table 14 and 16 about the relation between the gathering and the changes of price in auction, wholesale and retail price support system is for two effects, one of which is constraint of the upper price, the other is rise of the lower price. Before the system control, the equation in three year average calculated as below, $Y_{b}$ =18, 907.7455+15435.9364 t (r=0.89) where the origin t=0 is the November and the units are month. Post the system control, $Y_{p}$ =30, 047.9636+1, 631.1721t (r=0.97) therefore, this system has an effect only on the rise of lower price, Average annual margins of laver products at four market levels according to the consumer spent is below. EXPORTING MARKET Japanese demand function of laver products is, Log D=5, 289+1, 108 Log Y-1, 395 Log P (r=0.987) where D is Japanese laver demand, Y income variable, P price variable. according to which income elasticity is 1. 1 and price elasticity is 1.4. Laver production in 1970 tile highest record till then, is estimated as six billion sheets. But the recent improvement of laver culture techniques, the production of seeds and freezing storage of seeds has been stabilized. Futher new culture farms have been developed by means of break- water fences or by floating culture method. These improvements have been backed up with increased demand of laver products. Import quantity and price of Korean laver products are restrained by three organizations, that is producer, distributor and consumer. This relationship calculated by regression equation shows that import is influenced only producer organization, at the sacrifice of consumer profit. For increase to export of laver products, we urgently require to open foreign trade of laver products for Japanese consumer, .and Japan has political responsibility to solve Korean laver structure. But with long run timeseries, as regards Japanese production and import quantity, importing function shows increasing trend as below, 250 million sheets <3, 947.1674+0.005 $L_{g}$ >) 600 million sheets where $L_{q}$ is relative production quantity of laver in Japan.
