Moderate Effect of Time Based Strategies and Flexibility Based Strategies on Relationship betweeen Service Innovation and Performance (서비스 혁신이 기업성과에 미치는 영향에 대한 시간 기반 전략과 유연성 기반 전략의 조절 효과 : 중국기업을 대상으로 한 탐색적 연구)

  • The first goal of this study is to confirm validity and reliability of service innovation and performance concepts in Chinese service industry and to verify positive relationship between the two concepts empirically. Furthermore, as the second goal of this study, we tried to check if Time Based Strategies and dFlexibility Based Strategies have positive moderate effect on the relationship. Based on the results of survey on 181 Chinese service companies, we verified that service innovation and performance are valid concepts and that the former has positive effect on the latter and, additionally, differentiation strategy, not cost leadership, showed positive moderate effect on that relationship.

  • Renewable energy has been increasingly used and widely acclaimed as one of the solutions to rampant environmental problems. Among numerous kinds of renewable sources, the penetration rate of the PV system is relatively higher than that of others due to ease of installation. However, one disadvantage of the PV system is its dependence on weather condition. The PV system is especially critical when it is used for standalone systems because it cannot operate when the power generated from a PV module is not enough. Therefore, PV systems are often used with an energy storage system, such as batteries, to store backup energy when the weather condition is insufficient to supply power to the system. Blackout time can be reduced by increasing the size of the energy storage system, but it is a trade-off with system cost. In this work, optimal sizing of a standalone PV system is proposed to supply power to the system without blackout. The sizing of PV modules and batteries is performed by a simulation based on actual irradiation data collected during the past five years. The Life cycle costing of each system is evaluated to determine an optimal set of PV modules and batteries among several different combinations. The standalone PV system designed by the proposed method can supply power to the system with no interruption as long as the weather condition is similar to those of the past five years.

Perception of Traditional Medical Doctors on Policy Issues in Korea: Cooperation with Western Medicine, and the Demand and Supply of Practitioners

  • Objectives: This study was conducted to explore the contemporary perception of traditional Korean medical doctors (TKMDs) on traditional Korean medicine (TKM) policies and issues. Methods: A questionnaire that included traditional medicine policy- and treatment-related issues was sent to 130 TKM medical centers and 4,300 TKM local clinical offices in Korea, and received responses from total 648 TKMDs in 122 TKM medical centers and 465 TKM local clinical offices. Results: Of the responding TKMDs, 40% believed that unification of Western and traditional medicines would benefit both modes of medical treatment, 67.6% were against allowing Chinese doctor certification to be effective in Korea through the Korea-China FTA (Free Trade Agreement), and 57.8% believed that the number of TKMDs should be reduced. We also found that 46.1% of TKMDs believed that more lectures on Western medicine would be needed in schools of TKM. Moreover, 87.5% of respondents regarded medical knowledge as necessary for treatment, and 49.4% believed National Certification Commission for Acupuncture and Traditional Medicine (NCCAOM) would be not necessary. TKMDs regarded governmental efforts as more vital than education in schools or individual efforts for enhancement of the traditional medical care market in Korea. To efficiently provide the advantages of complementary CAM, such as cost and safety, detailed research is required when policy is made. Conclusions: The TKM industry must implement policies how the relationship with Western medicine can be better defined under the current dual medical system. On the issue of human resources, more research will be needed on the current policy, which serves to maintain the status quo by blocking the importation of Chinese practitioners and by reducing the number of new practitioners.

Development of a Model for Evaluating Metropolitan Railways' Competitiveness Against Passenger Cars: Focusing on the Express Train Service of Gyeongeui·Joongang Connected Line (광역전철의 승용차 경쟁력 평가모형 개발 : 경의선·중앙선 급행열차 직결운행을 중심으로)

  • With the aim of promoting the use of metropolitan railways, the present research developed a mode choice model for evaluating its competitiveness against passenger cars. A case study was carried out with Gyeongeui and Joongang line, and the area of interest was the direct operating railway between Ilsan and Guri station where the two lines intersect. The mode choice model was a disaggregate behavior model which used Stated Preference (SP) survey data, and the plot of competition was between private passenger cars and express trains. As a result, the mode choice model was established, and this model was used to analyze characteristics of passengers' time value and elasticity. It was shown that reducing travel time is more efficient than reducing travel cost when it comes to operating express trains in metropolitan railways. Therefore, policies designed for activating the use of metropolitan railways should expand direct operating service of individual lines and run more express trains in order to minimize transfer and in-vehicle time.

  • This study starts from the research question that "Why some companies decide to keep working in partnership even when they are not satisfied with the partner companies simply because they are old business partners." The authors try to find the answer in terms of customer value considering the phases of B2B transaction spectrum: transaction value, relationship value and appraisal value implementing empirical research. The result shows that the intension to retain the relation with an existing partner is formed by the trade-off between the benefit and cost of both contract value and relationship value and not the sole value was dominant. The unique point of the study is that current study is considering these two factors as dependent variables which affect the relationship continuity which is not the case in existing researches.

  • Logistics industry was changed after China join into the WTO. Compared with other countries, cost of logistics is very high in China. Besides, there are several problems with the demand basis, service and information technology of the third-party logistics. The forth-party logistics was appeared in logistics market in this context. The forth-party logistics was just become to develop in China so there are many problems recent years. Chinese government propose some solutions with the development of the fourth-party logistics such as the adjustment of the logistics industry policy, strengthening of the logistics information system and infrastructure, training logistics expertise. This research pointed out the obstacles in the development of the forth-party logistics in China by analyzing the present situation and the development strategy of some representative companies such as ANDE Logistics Company and Philips Logistics Company. The purpose of this paper is to research the development of the forth-party logistics in China by analyzing the problems with Chinese government and logistics companies, and finally bring up some solutions with these problems.

Maritime Interdiction against the DPRK's Illicit Maritime Practices (북한의 불법 해상활동에 대한 해양차단에 관한 연구)

  • Despite the deep concerns against the DPRK and the harsh sanctions imposed on it, the country renders the sanctions futile by facilitating various illegal trades such as the ship-to-ship transfers of petroleum or coal. Recently, the international community went into paying attention to solve this matter. Among the measures the community can take, "reinforcing the search and inspection of the DPRK related vessels transiting in the high and territorial seas" is the best policy approach to reduce the sanction evasion and provide the international community with considerable bargaining advantages. This measure requires the forceful action by legal enforcement agencies, also known as VBSS. (Visit, Board, Search, and Seizure) It would make the deals prohibited by the UNSCRs (United Nation Security Council Resolutions) less profitable by reducing the expected return on the deals and increasing the cost for them. So, it would make the illegal deals under the table less attractive. The DPRK has been able to render the sanctions futile by exploiting the limitations of the current maritime sanctions. The resolutions are short of being specific about law enforcement, and the PSI (Proliferation Security Initiative) is legally nonbinding. However, if the UNSCRs and the PSI are combined, they can generate a new source of power and exploit the weakness of the DPRK. Noting that the recent UNSCRs stipulated all the legal discussions in the resolutions are confined and applied only to the DPRK, the PSI can target the commercial trade as well as the WMD-related materials in the case of the DPRK's illegal maritime practices. Therefore, the PSI endorsing partners should go beyond mere commitments. They should discuss action plans to implement the maritime interdictions to the extent that they discourage the DPRK and its business partners continuing the illegal activities.

A Study on the Container Tax Collection of Busan City (부산시의 컨테이너세 징수에 관한 연구)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. The Challenge of the Third Generation Port and Port Competition (제 3 세대 항만의 도래와 항만경쟁)

  • Technological and organisational changes in transport system have introduced new dimension into port system development and inter-port competition. The quality of service now required by the customer is costly and not easily provided by small shipping companies and small ports. It has been suggested that in the future container shipping may be concentrated by space-sharing arrangements or actual mergers into the hands of a few mega-operators with the investment potential to provide total logistics networks. In order to compete effectively, high load factors will be essential and port concentration inevitable. A fa-voured few ports will become the load centres and other ports will assume a secondary feeder role. In this study, three questions are raised and attempts are made to answer them : (a) what is the new role of ports today ; (b) why should ports be engaged in this new role ; and (c) how can ports play this new role. In short, a modern port should be a service centre and a logistic platform for international trade and transport-a third generation port. Ports, in particular, have to make every effort to be competitive in the cost and quality of services and to make the port a transport and distribution service centre. For most ports, this is not an option but a must ; an essential requirement for survival in this win or lose situation. The best way to win is to maintain a close contact with port users, listen to them, discuss with them, help them and satisfy them. That is port marketing. Starting from the findings of port marketing, it is es-sential to work out appropriate development plans and marketing targets and to improve port competitive-ness. As an alternative method, a port competitiveness model is suggested, which may help port managers to make appropriate improvements.

Choice Factors of Transshipment Port in Northeast Asia

  • In order to attract more transshipment cargoes, Busan Port Authority (BPA) has, since 2003, adopted the volume incentive policy by which more than US$ 10 million annually have been paid back to shipping lines that were called at the port. However, having been a transshipment port for the Northeast region of China, the port of Busan has come under threat from bold Chinese port development projects, notably Shanghai, as northern Chinese regionnl ports place more emphasis on building facilities capable of handling growing trade volumes. Undoubtedly this would lead to a decline in transshipment container traffic moved via Busan. The purpose of this paper is to identify some core factors that have been affecting the increase of transshipment cargoes of Busan and further to recommend BPA an improved incentive scheme with which more T/S cargoes can be attracted into the port of Busan To clarity the reason why T/S cargoes have increased in the port of Busan, several steps are made as follows: The first step is to make a quantitative model for explaining the development of T/S cargoes during the last decade. The second step is to define the dependent and the independent variables for multiple regressions after testing variable significance. For this, data collection and the accuracy of validation have been done by the direct interview with the experienced staffs in shipping companies of both domestic and foreign country. After validating the model with collected data, the final step is to find variables which are explaining the model mostly. In conclusion, 2 variables were clearly identified as core factors that explain well the development of T/S cargoes in the port of Busan: 'Mohring effect' and total cost. It is strongly recommended, by an empirical study, that an incentive scheme be changed to a way which more feeder vessels rather than mother vessels can reduce their direct costs to call in the port of Busan.
