The cause of black out of Tokyo Power in 1987 has been identified as the voltage stability problem. After this event many researchers has been interested in voltage stability or voltage collapse phenomena. The voltage instability is different Com the transient stability in the sense of reactive power mismatch and the long duration time. In this study, we developed efficient tool for analyze and control the dynamic voltage instability. To analize specific condition of dynamic voltage stability, quasi-dynamic simulation method is developed. To provide proper mathmatical model for dynamic voltage stability, generator, SVC, OLTC, induction motor models are introducted. To provide specified dynamic voltage stability, the authors considered to use reactive loss function(${\partial}Q/{\partial}p_L$) as reactive power facility control index. This program was tested and identified its usefulness in real KEPCO system.

Bridges are exposed to very severe environment and experience, as service life increased, elevated traffic load and traffic flow, in addition to natural disasters. In comparing to other road structures, bridges may cause more significant damage, such as human-involved accidents, to the society in the event of collapse. A certain level of service shall be necessarily secured to assure the minimum safety of users. The cost for manage and preserve bridges will increase gradually and more restrictions will be loaded to efficiently distribute the limited resources, such as monetary budget and human resource etc. In order to enhance performance and serviceability of bridges with the limited resource, asset management technique has been applied into the bridge management system, which capitalizes the road infrastructures including bridges and assess them in accordance with the government finance report. In the application of asset management, there must be a tool for assess the performance of bridges and this study introduces the basic information on the definition and role of performance measures for asset management for bridges. This research suggests future development direction of performance measure for asset management for bridges in Korea.
I. introduction. Government organization for managing disaster In a few decades, a large-sized accidents broke out in korea, for example, collapse of Sampoong department store, break of Sungso bridge, explosion of Daegu city gas, gas explosion accident at Ahyon-dong etc. but government has not any adequate disaster response organization. Especially, after collapse of Sampoong department store broke out, Disaster Management Act is enacted to solve the past problem. According to Disaster management Act, disaster is limited in manmaid disaster. Therefore, in this thesis, disaster management is inspected theoretically, organization of disaster management for pattern of disaster, and role, duty of government organization, emergency relief organization system and actual conditions are analyzed. there are some problems. there are trials and errors. the government has changed the disaster management organization by the disaster management law. the organization consists of central and local government. but both of government do not work together harmoniously. in thesis, I would like to introduce the advanced nations disaster management organization, and study our central, local government organization. III. Conclusion Change and development of the government disaster management organization is the goal of this thesis. we have to increase public service in response and manage disaster. protecting civilian's life from the disaster is very important responsibility of government. there would be better way of government disaster management organization.

An artificial rainfall system is used widely as a research tool for generating model experiment data. Artificial rainfall devices have been used in many studies, but studies of the rainfall distribution are not considered as important issues. To simulate various rainfall characteristics, it should be possible to simulate from low to high intensity, and the homogeneity of the rainfall distribution should be ensured. In this study, the maximum rainfall intensity was set to 130mm/hr and controlled by 10mm/hr. In addition, the aim was to secure a uniform coefficient value of 80% or more. To this end, rainfall tests were performed according to the nozzle type, diameter, position, and pump pressure. The rainfall test showed that the circular nozzle was suitable, and the nozzle size was 1.9mm and 1.4mm. The optimal pump pressure was found to be 3~6kg/㎠. The rainfall intensity tended to increase linearly with increasing pump pressure. Based on the rainfall test results, a rainfall control manual was produced with variables, such as pump pressure, nozzle type, and number of nozzles. As a result of rainfall verification, rainfall intensity showed a 3.1% error with a uniformity coefficient of 86%.
Airborne electromagnetics (AEM) is a useful tool for investigating volcanic structures because it can survey large and inaccessible areas. Disadvantages include lower accuracy and limited depth of investigation. The Grounded Electrical Source Airborne Transient Electromagnetic(GREATEM)survey system was developed to increase the depth of investigation possible using AEM. The method was tested in a survey at Mount Bandai in north-eastern Japan. Mount Bandai is an andesitic stratovolcano that rises 1819m above sea level. An eruption in July 1888 left a hoof-shaped collapsed wall in its northern crater and avalanche debris at its base. Previous surveys of Mount Bandai allow for comparisons of data on its structure and collapse mechanism as obtained by GREATEM and other geophysical methods. The results show resistive structures in recent volcanic cones and conductive structures in the collapsed-crater area. Conductive areas around the collapsed wall correspond to an alteration zone resulting from hydrothermal activity, supporting the contention that a major cause of the collapse associated with the 1888 eruption was hydrothermal alteration that structurally weakened the interior of the volcanic edifice.

Spinal metastases can present with varying degrees of mechanical instability. The Spinal Instability Neoplastic Score (SINS) was developed as a tool to assess spinal neoplastic-related instability while helping to guide referrals among oncology specialists. Some previous papers suggested that the SINS was accurate and reliable, while others disagreed with this opinion. We performed a systematic review regarding the SINS to evaluate its accuracy and precision in predicting vertebral compression fractures (VCFs). The 21 included studies investigated a total of 2118 patients. Thirteen studies dealt with the accuracy of SINS to predict post-radiotherapy VCFs, and eight dealt with the precision. Among 13 studies, 11 agreed that the SINS categories showed statistically significant accuracy in predicting VCF. Among eight studies, body collapse was effective for predicting VCFs in six studies, and alignment and bone lesion in two studies. Location has no statistical significance in predicting VCFs in any of the eight studies. The precision of SINS categories was substantial to excellent in six of eight studies. Among the six components of the SINS, the majority of the included studies reported that location showed near perfect agreement; body collapse, alignment, and posterolateral involvement showed moderate agreement; and bone lesion showed fair agreement. Bone lesion showed significant accuracy in predicting VCFs in half of eight studies, but displayed fair reliability in five of seven studies. Although location was indicated as having near perfect reliability, the component showed no accuracy for predicting VCFs in any of the studies and deleting or modifying the item needs to be considered. The SINS system may be accurate and reliable in predicting the occurrence of post-radiotherapy VCFs for spinal metastasis. Some components seem to be substantially weak and need to be revised.

Even though there is a great deal of progress in a numerical method of high caliber like SPH, it is very rarely deployed in a water resources community. Despite the great stride in computing environment, depth averaged approach like a nonlinear shallow equation is still efficient tool for flood routing in large watershed, but it can give some misleading information like the inundation height of flood. In this rationale, we numerically simulate the flow into the dry channel, dry channel with an obstacle triggered by the collapse of a two dimensional water column using SPH (Smoothed Particle Hydrodynamics) in order to boost the application of numerical method of high caliber like SPH in a water resources community. As a most severe test of the robustness of SPH, we also carry out the simulation of the flow through a clearance into the wet channel driven by the rapid removal of a water gate. As a hydrodynamic model, we used the Navier-Stokes equation, a numerical integration of which was carried out using SPH. To verify the validity of newly proposed numerical model, we compare the numerically simulated flow with the others in the literature mainly from VOF and MAC, and hydraulic experiments by Martin and Moyce (1952), Koshizuka et al. (1995) and Janosi et al. (2004). It was shown that agreements between the numerical results in this study and hydraulic experiments are remarkable.
On August 4, 2020, 2750 tons of ammonium nitrate stored in a storage warehouse at the Port of Beirut exploded. This explosion is said to be the largest ammonium nitrate explosion ever. By applying the TNT equivalency method, TNT equivalent amount corresponding to the explosion energy of 2750 tons of ammonium nitrate was calculated, and it is found to be 856 tons. Overpressure and impulse were calculated in a range up to 3600 m from the blast using the Kingery-Bulmash explosion parameter calculator tool. As the distance from the explosion center increases, the overpressure and impulse decrease exponentially, but the overpressure decreases more significantly, showing that overpressure is more affected by distance than the impact. As a result of applying the damage criteria to evaluate the effects of overpressure and impulse on the structure, the critical distances at which partial collapse, major damage, and minor damage to the structure occur are found to be approximately 500, 800, and 2200 m from the center of the explosion, respectively. The probit function was applied to evaluate the probability of damage to structures and human body. The points where the probability of collapse, major damage, minor damage, and breakage of window-panes to structures are greater than 50% are found to be approximately 500, 810, 2200, and 3200 m, respectively. For people within 200 m from the center of the explosion, the probability of death due to lung damage is more than 99%, and the 50% probability of eardrum rupture is approximately 300 m. The points with a 100% probability of death due to skull rupture and whole body impact due to whole body displacement are evaluated to be 300 and 100 m, respectively.

This paper analyzes the effect of a dual-metal-gate structure on the electrical characteristics of AlGaN/GaN metal-insulator-semiconductor high electron mobility transistors. These structures have two gate metals of different work function values (${\Phi}$), with the metal of higher ${\Phi}$ in the source-side gate, and the metal of lower ${\Phi}$ in the drain-side gate. As a result of the different ${\Phi}$ values of the gate metals in this structure, both the electric field and electron velocity in the channel become better distributed. For this reason, the transconductance, current collapse phenomenon, breakdown voltage, and radio frequency characteristics are improved. In this work, the devices were designed and analyzed using a 2D technology computer-aided design simulation tool.
Heavy rainfall induces many disasters including slope failure and infrastructure collapse. In this point of view, rainfall-simulated centrifugal model test can be a reasonable tool to evaluate the stability of geotechnical structure. In order to obtain the displacements of a model in centrifugal model test, in general, LVDT and laser displacement sensor are used. However, when the rainfall is simulated, the LVDT has the problem of excessive infiltration into the model ground, and the laser displacement sensor provides the measuring result with inaccuracy due to the dispersion of the laser radiation. Hence, in this study, horizontal displacement sensor for rainfall-simulated centrifugal model test was developed. This sensor produced with a thin elastic steel plate and gave the accurate relationship between the displacement and the strain.
