Analysis of regional variation in the lifetime physician diagnosis rate of atopic dermatitis (아토피피부염 평생의사진단율의 지역별 변이 분석)

  • The purpose of this study is to analyze temporal and spatial variations of atopic dermatitis and to identify major factors. Data utilized in the study were collected by the Community Health Survey, KOSIS and so and on from 2009 to 2013. This study was analyzed using descriptive statistics and Geographically weighted regression model. As a result, regional diagnosis rate of atopic dermatitis was increased by 5 years, and difference related to geographic location was so large. The regional characteristics that contribute to the diagnosis of atopic dermatitis were as follows: older adults population ratio, ratio of basic living security received people, depression experience rate, high risk drinking rate, number of wastewater discharge business, number of tobacco retail business, number of fast food restaurant business. This study is meaningful in that it provided basic data on health policy direction and provided information on prioritization of health business in each region.

A Study on the Effect of National Anti-Smoking Policies in Korea

  • The government of Korea enacted the National Health Promotion Act in 1995, and set aside funds for national health promotion, endeavoring to reduce the smoking rate of its citizens. Consequently, smoking rates in all age groups of both sexes were lowered during the period of 1999-2003 when legal backing and financial support for no-smoking policies from the national health promotion funds were provided. The decrease in the smoking rate is attributed to the combined effort of the fact that enactment of related acts, their implementation, financial support, and education and publicity 'campaigns on no smoking. However, at the current pace of decreasing the smoking rates, it will be difficult to achieve the Health and Welfare Ministry's smoking rate goal of30% among adult males by 2013. Thus, related acts should be reshaped, corresponding support should be increased, and financial support should also be provided to implement comprehensive no-smoking policies. Also, budgets should also be alloted to establish a system of providing feedback on the monitoring and evaluation of both short-term and long-term no-smoking business planning and implementation.

Comparative Study of the Business Organization of Retailing in the Seoul and Taegu Metropolitan Areas (소매업 경영에서 본 수도권 지역과 대구권 지역의 비교)

  • This paper aims at examining the regional comparison of the business organization of retailing in the Seoul and Taegu metropolitan areas, as an attempt to understand regional structure of retailing within metropolitan areas which represents the suburbanization. On the national level, retail sales have concentrated on larger metropolitan area, the Seoul metroplitan area, the first largest metropolitan area, having higher sales for population scale. While the Taegu metropolitan area, the third largest metropolitan area, appears to lower retail sales for population scale. In order to confirm such phenomenon, this paper is to analyze and to compare the industrial composition of retailing by industry in 1991 of Seoul with that of Taegu. And this paper is to analyze the regional comparison of business organization of retailing: the percents of establishments under four employees, of juridical establishments, of employees of ordinary times, the annual sales per establishment of retailing. And the characteristics of business organization of retailing by industry are analyzed by principal components analysis, and the explanation of the types with component in each district(city, county, ward) is analyzed by cluster analysis(Ward method). The data of 1991 were obtained from the statistics in the Report on Establishment Census(Vol.3 Wholesale and Retail Trade) published by the National Statistics Office. The results are as follows: 1. The composition of retailing by industry in Seoul metropolitan area by annual sales in 1991 is characterized as appeared very higher composition rates of retailing of textiles, clothing, footwear and apparel accessaries', ‘retailing of furniture, home furnishings and equipment’, retailing of jewellery and watches’, ‘retailing of printed matter and stationery’, ‘retailing of personal transport equipment and gasoline service stations’, and ‘general merchandise stores’. But in Taegu metropolitan area, ‘retailing of food, beverages and tobacco’, ‘retailing of drugs, cosmetics and other chemical goods’, 'retailing household fuel’, and ‘genernal retail trade, n.e.c.’appears very high. Therefore Seoul metropolitan area has larger business scale and retailing of shopping goods has developed than Taegu metropolitan area.

  • This paper aims at examining the regional difference of changes in the business organization of retailing in the Seoul metropolitan areas, as an attempt to understand regional structure of retailing within metropolitan areas showing the trend of suburbanization. On the national level, retail sales have concentrated on the large metropolitan areas, especially on the Seoul metropolitan area, with the concentration of population and income. Within metropolitan areas, the suburbanization of retailing has made the larger structure of retail and multi-store retail appeared. In order to confirm such phenomenon, this paper is to analyze and to compare the industrial composition of retailing using industry data of 1979 and 1991. And this paper is to analyze the regional changes in the characteristics of business organization of retailing, with the index including the percentages of establishments with less than under four employees, juridical establishments, employees of ordinary times, and the annual sales per establishment of detailing. The characteristics of business organization of retailing in analyzed by principal components analysis, and the types with component in each district (city, county, ward) is analyzed by cluster analysis(Ward method). The data of 1979 were obtained from the statistics in the Census of Wholesale and Retail Trade published by the National Bureau of Statistics of Economic Planning Board, and that of 1991 were obtained from the statistics in the Report on Establishment Census (Vol.3 Wholesale and Retail Trade) published by the National Statistics Office. The following are resultant findings. 1. In Seoul metropolitan area, changes in the industrial composition of retailing with annual sales from, 1979 to 1991 show very higher composition rates of 'general merchandise stores' and 'retailing of personal transport equipment and gasoline service stations', but comparatively lower composition rates of 'retailing of food, beverages and tobacco', 'retailing of textiles, clothing, footwear and apparel accessaries', 'general retail trade, n.e.c.',and 'retailing of household fuel'. 2. The characteristics of business organization of retailing in Seoul metropolitan area presents the prevailence of small, personal business organization and especially larger employees of ordinary times. 3. Business components of retailing by principal components analysis in Seoul metropolitan area are follows: 1 All retaining industries are larger business scale. 2. Larger business take the 'retailing of taxtiles, clothing, footwear and apparel accessories', 'retailing of furniture, home furnishing and equipment', and 'retailing of jewellery and watches' is main characteristic legal organization and employees of ordinary times. 4. Types changes in business organization of retailing in Seoul metropolitan area represent legal organization and employees of ordinary times taking the 'retailing of textiles, clothing, footwear and apparel accessories', 'retailing of furniture, home furnishing and equipment',and 'retailing of jewellery and equipment', and 'retailing of jewellery and watches', and legal organization taking 'general retail trade, n.e.c.' in 1979. All retailing industries are changed into larger business scale, in 1991. These phenomena of business changes appeared southeastern regions in Kyunggi-do(province). And larger business scale taking the 'retailing of textiles, clothing, footwear and apparel accessories', 'retailing of jewellery and watches', and 'general retail trade, n.e.c.; are appeared in the legal organization in 1979. 'Retailing of personal transport equipment and gasoline service stations' are appeared in employees of ordinary times in 1991. These phenomena of business changes in appeared in eastern and northern regions in Kyunggi-do. 5. Changes in the business organization of retailing in Seoul metropolitan area is appeared in legal organization and employees of ordinary times for some industries in 1979, larger business scale of retailing and employees of ordinary times in 'retailing of personal transport equipment and gasoline service stations' are the characteristics in 1991.

Investment Treaty Arbitration Policy in Australia, New Zealand and Korea?

  • As in some developing countries and more recently some developed countries worldwide and in the Asian region, Australia has faced significant internal opposition and public debate especially over treaty-based investor-state dispute settlement (ISDS). As outlined in Part II(1), concerns have re-emerged and escalated since the first-ever claim was brought against Australia regarding its tobacco plain packaging legislation, in 2011 by Philip Morris Asia under an old BIT with Hong Kong. However, Australia signed bilateral FTAs with Korea in 2014 and with China in 2015, including ISDS protections, prompting several sets of parliamentary inquiries (Part II(2)). Australia's close trading partner, New Zealand, had already concluded an FTA with China in 2008 that included more expansive ISDS-backed investor protections. In 2015, the New Zealand Parliament has been debating ratification of its own FTA with Korea, with ISDS also now attracting growing scrutiny, as elaborated in Part III below. In both bilateral FTA negotiations, the present Korean government seems to have reverted to a strong preference for concluding investment agreements with extensive ISDS protections, despite public and parliamentary debate around 2011 in the context of ratifying its FTA with the United States. As mentioned briefly in the concluding Part IV, Korea's stance has significant implications for the future trajectory of treaty-based ISDS - and indeed international arbitration more generally - in the Asia-Pacific region, and perhaps even globally.

  • This study aim to use the GTAP model to analyze the impact of RCEP Fermentation in the Korean manufacturing industry by quantifying the RCEP tariff commitment table. The research results show RCEP has boosted output in all sub-manufactures except wood and printed matter due to increased export volumes. Wood products, on the other hand, are more reliant on imports due to lower production due to lower domestic sales or overall exports. After RCEP came into effect, the import and export scale of Korea's manufacturing industry expanded effectively. Among them, the positive impact on the intensive low-tech manufacturing industries such as clothing and leather products, wood products and printing products, and food, beverage and tobacco products is greater than the positive impact on the technology-intensive medium and high-tech and high-tech manufacturing industries. And found that the growth rate of Korea's manufacturing trade is basically proportional to the tax reduction rate of RCEP. Finally, in order to promote the development of the manufacturing industry, some suggestions are put forward that need the government's policy support and strengthen the regional cooperation with RCEP member countries.

Predicting tobacco risk factors by using social big data (소셜 빅데이터를 활용한 담배 위험 예측)

  • This study will predict risk factors associated with cigarettes in Korea by analyzing the social big data collected from the internet such as blogs, cafes, and SNSes in Korea, using data mining techniques. The key analysis results are as follows. First, when "raising cigarette price"is mentioned online, the negative group (i.e., the proportion of people holding negative views about smoking) increased from 58.6% to 74.8%, and when "lung cancer" is mentioned, it increased to 73.1%. Second, with regard to cigarettes in general, the positive group (i.e., the proportion of people holding positive views about smoking) decreased by 5.6% after the raising of cigarette prices, while the negative group increased by 6.1%. Third, when policies related to "FCTC, raising cigarette price, non-smoking laws, smoking regulations, non-smoking ads, and nonsmoking business" are more frequently mentioned online, the positive group tended to decrease. Finally, when "non-smoking drugs, non-smoking patches, and non-smoking gums" are more frequently mentioned online, the positive group tended to decrease. However, when "electronic cigarettes and supplements" are more frequently mentioned online, the positive group increased.

A Set of Allele-specific Markers Linked to L Locus Resistant to Tobamovirus in Capsicum spp. (고추의 Tobamovirus 저항성 L 유전자좌와 연관된 대립유전자 특이적인 마커 세트)

  • The resistance to Tobamovirus in Capsicum spp. has been known to be controlled by five different alleles ($L^0$, $L^1$, $L^2$, $L^3$, and $L^4$) of L locus on the telomere of long arm of pepper chromosome 11. To develop a set of molecular markers differentiating all the alleles of L locus, we used five pepper differential hosts including Capsicum annuum Early California Wonder (ECW, $L^0L^0$), C. annuum Tisana ($L^1L^1$), C. annuum Criollo de Morelos 334 (CM334, $L^2L^2$), Capsicum chinense PI 159236 ($L^3L^3$), and Capsicum chacoense PI 260429 ($L^4L^4$). Developing a series of CAPS or SCAR markers specifically linked to the alleles was allowed by the sequence comparison of PCR amplicons of the $L^3$-linked markers (189D23M, A339, and 253A1R) and BAC sequences (FJ597539 and FJ597541) in the pepper differentials. Genotypes deduced by these markers in 48 out of 53 $F_1$ hybrids of commercial pepper varieties were consistent with their phenotypes by bioassay using Tobamovirus pathotypes ($P_0$, $P_1$, and $P_{1,2$). Consequently, these markers can be useful to differentiate L alleles and for breeding Tobamovirus resistance in pepper with marker-assisted selection.

Analysis of Socioeconomic Costs of Smoking in Korea (흡연의 사회경제적 비용 분석)

  • Objective : To estimate the annual economic costs attributable to cigarette smoking in Korea. Methods : The costs were classified as being direct medical and non-medical costs, indirect costs and others. We focused on those costs related that are incurred in the treatment of selected diseases (cardiovascular diseases, respiratory diseases, and cancers), which have been proven to be caused by smoking. In addition to the basic costs of treatment, the additional amount of costs occurred due to smoking was obtained by computing the population attributable risk (PAR%) caused by smoking. To compute the PAR%, relative risks of smoking to the number of outpatient visits, hospitalizations, and the death were estimated using the Cox proportional hazard model, respectively. Our major data source was the 'Korea Medical Insurance Corporation (KMIC) cohort study,' which was composed of a total of 115,682 male and 67,932 female beneficiaries who had complete records of their smoking histories in the year of 1992. Results : The annual costs that could be attributable to smoking were estimated to be in the range of 2,847,500 million Won to 3,959,100 million Won. The maximum estimate of 3,959,100 million Won includes 233,100 million Won for medical costs, 5,100 million Won for transportation costs, 27,600 million Won for care giver's economic costs, 69,100 million Won in productivity loss, 3,435,000 million Won lost because of premature death, 172,100 million Won in costs resulting from passive smoke inhalation and 17,100 million Won for costs that resulted from fires that were caused by careless smoking. Conclusion : Our study confirms that the magnitude of the economic burden of smoking to Korean society is substantial. Therefore, this study provides strong evidence that there is a strong need for a national policy of tobacco control in Korea.

Prioritization of National R&D Investment Using Estimation Results by CGE Model (CGE모형 추정결과를 이용한 국가 R&D 투자 우선순위 설정)

  • We suggested industry-specific priorities of R&D investment with R&D investment elasticity to GDP calculated from the ripple effect of 28 large-sized industry R&D investment, using a Computable General Equilibrium(CGE) Model. Priority orders apply to only 12 industries, because 16 industries with less than 1% of total investment have been excluded. First, R&D investment elasticity to GDP says that priorities are ordered as Basic metal products, Chemicals, drugs and medicines, Food, beverages and tobacco products, Electronic and electrical equipment, Transportation equipment, Precision instruments, Electrictity, gas, steam and water supply, General machinery and equipment, Communications and broadcasting, Construction, Other services, and Real estate and business services. These priorities show the status quo of Korean industry structures well. The GDP growth rate to 2030 year reference equilibrium, which is an auxiliary index, says a similar priority to results from R&D investment elasticity to GDP. In the end, two criteria of priority order can be functioned as a good index for National Science and Technology Commission deciding what industry to invest and what budget to allocate.
