기업과 대학간의 산학협력마케팅 전략모델 구축에 관한 연구 (Establishing a marketing strategy model for academic-industrial cooperation between companies and universities)

  • Purpose - Because of the emphasis on the necessity of academic-industrial cooperation between companies and universities, there are various ongoing academic-industrial cooperation programs led by the government. As government actively supports such cooperation as policy,and universities vitalize new technology development, academic-industrial cooperation between companies and universities is being recognized as an important growth engine for companies the competitiveness of academic-industrial cooperation is also attracting more interest. The government has vitalized human resource fostering, practical R&D, and technology transfer to companies since 2012 by executing a "leading university fostering project for academic-industrial cooperation." Based on an organic interlink among universities, industry, and research institutes, the government also created and is promoting several models of such cooperation between companies and universities to support shared growth of industry and local universities. The purpose of academic-industrial cooperation is growth and benefit fromtechnology development, technical cooperation, and technology transfer between companies and universities. Research design, data, and methodology - As more academic-industrial cooperation efforts are ledby companies due to the limitation in technology-focused commercialization cooperation, the academic-industrial cooperation system became fragmented and it is losing the potential for future advancement. Specifically, as differences between universities grow, academic-industrial cooperation between companies and universities based on new technology from universities is finding difficulty advancing,while systematic support from companies to enhance the performance of businesses created by academic-industrial cooperation is also insufficient. Accordingly, this study established a growth model for the advancement of academic-industrial cooperation between companies and universities and suggested a plan to strengthen the competitiveness and promote the future advancementof academic-industrial cooperation between companies and universities by analyzing the current situation of such cooperation and diagnosing its issues. Results - This study explored the concept and current status of academic-industrial cooperation relationships and analyzed related issues. For such cooperative organizations to be competitive, the employment environment of professional human resources for academic-industrial cooperation should be improved and measures to secure professional resources should be taken as early as possible. Though the academic-industrial cooperation now is being led by government, there is a limitation based on business models, which require creation of profit; however, an academic-industrial cooperation model still cannot stand alone without the support of government. This study also pointed out that a having only a plan to build competitiveness of companies and universities for academic-industrial cooperation is not sufficient. Conclusions - In order to increase the competitiveness of academic-industrial cooperation, a detailed growth-sharing model for academic-industrial cooperation should be developed, and there should be more joint development processes for the advancement of such cooperation in which the need for technology development can be verified in advance. In addition, beyond focusing on technology-focused academic-industrial cooperation, a network between companies and universities searching for ideas for academic-industrial cooperation in the fields of human and social aspects should be created. A new academic-industrial model linking current cooperation between companies and universities to the local area should be built based on such academic-industrial cooperation in human and social fields.

해외 주요국가의 농·식품 R&D 투자 정책 및 동향 (Investment policy and trends of agri-food R&D in major overseas countries)

  • 농·식품 분야의 중장기 연구개발 계획 수립과 관련해서, 해외 주요국가의 R&D 정책 및 투자 동향을 파악하여 기초자료로 제공하고자 한다. 해외 주요국의 동향을 살펴본 결과, 선진국을 중심으로 농·식품 분야 R&D에 대한 지속적인 정부 지원과 함께 효율적인 자원관리의 중요성을 강조하고 있다. 미국이나 유럽의 경우 농산업 생산성에 대한 공공투자를 줄이고, 기후변화·식량안보·식품안전·국민건강·자연환경 등의 사회문제 부각에 따라 지속가능성 측면에서 경제와 환경 간의 조화, 인체영양과 건강뿐만 아니라 동식물 건강, 통합적 생태계 접근 등을 강조하고 있다. 특히 식품 분야는 식품안전, 영양과 건강을 중심으로 공공부문이, 식품가공, 제조는 민간부문이 주로 투자하는 편이다. 한편 일본이나 중국의 경우에는 민간투자보다 공공부문에서의 투자가 크게 앞서고 있으며, 정부가 중장기 연구방향을 제시하는 등 연구개발혁신을 주도하는 입장이다. 비록 국가마다 시급한 현안사항과 대응방안이 다르지만, 농·식품 분야 연구개발혁신 및 발전전략의 효율성을 제고하기 위해 공공과 민간의 상호보완적 역할 분담을 바탕으로 긴밀한 협력활동이 이루어지고 있다.

Conservation and Utilization of Insect Pollinators for Promotion of Agricultural Production in Bangladesh

  • Agriculture in Bangladesh is slowly transforming to the production of high-value fruit and vegetable crops to satisfy the nutrient requirements of their large size population, and this transformation is creating new challenges as regards improving and maintaining the productivity and crop quality. The country has a declining trend of insect pollinators due to habitat loss, land use changes, monoculture-dominated agriculture, and the excessive and indiscriminate use of pesticides. Such pollinator deficiencies can cause reduced yields, thereby threatening the subsistence of marginal farmers. In Bangladesh, growers enjoy free pollination services from the naturally occurring insect populations. While honeybees pollinate mustard, onions, and melons, many other hymenopterans, coleopterans, hemipterans, dipterans, and thysanopterans also visit the crop fields, making these insects significant for the food security, environment, and economy of the nation. Therefore, attention should be given to public policy, research, and human resource development that promotes knowledge and appreciation of the conservation and utilization of insect pollinators.

과학산업화시대의 과학기술자의 사회적 위치에 관한 연구 (A Study on the Social Position of Scientific Technologists in Science-Based Industry)

  • 한국의 과학기술자사회는 과학기반산업의 발전에 따라 급속하게 확대되었다. 그러나 그들의 사회적 중요성에도 불구하고 경제적 지위는 낮다. 이것은 청소년들이 과학기술전공을 회피하는 이유 중 하나가 된다. 오늘날 세계 경제는 과학기술에 의존하고 있다. 과학기술인적자원은 국가발전의 중요한 요소이다. 본 연구의 목적은 과학기술자들이 사회활동을 하지 않게 된 상황들을 분석하고 다양한 사회와 경제 영역에서 그들의 활동을 장려하기 위한 전략을 탐구하는 것이다. 연구 결과는 이러한 문제를 인정하고 해결하기 위한 시도이다. 세계 각 국의 과학기술자 사회의 여러사례와 정보에서 추출되는 자료를 바탕으로 우리 과학기술자사회의 발전을 위해 나아갈 길을 제시하고자 한다.

시스템 설계전제의 변화와 공공부문 과학기술발전관리시스템 구조의 개혁 (The Changes of System Design Premises and the Structural Reforms of Korean Government S&T Development Management System)

  • The objective of this paper is to think about what structural reforms of the Korean government S&T development management system might be. Korean society is currently experiencing a drastic socio-economic transformation. The results of this transformation should be reflected on the determining process of the directions and breadths of structural reforms of government S&T development management system. Because the government system design will be based on the premises of socio-economic conditions under which administrative activities perform and also this socio-economic changes can influence on changes of the premises of government management system design. Moreover, S&T development management system is a subsystem of government system so that the directions of structural reform of those subsystems should be considered in the broad framework changes in the development management system of the government. For the last forty years, the Korean government S&T development management system has been based on the premises including transformation from an agrarian society to an industrial society, authoritarianism and centrally controlled institutions, and exteremely small portions of private investments for science and thechonology R & D of the total. Recently, however, the premises of Korean government S&T development management system have rapidly changed. the characteristics of these changes are including tranformation from an industrial society to a knowledge and information intensive society, globalization, localization, and relatively large portion of private investments for science and technology R & C of the total. The basis of government reforms in Korea was the realization of the performances and values through the enhancement of national competitive capacity, attainment of lean government, decentralization and autonomy. However, the Korean government has attached a symbolic value of strategic organizations representing strong policy intentions of government for the science and technology based development. Most problems associated with the Korean government S&T development management system have grown worse during 1990s. Many people perceive that considerable part of this problem was generated because the government could not properly adapt itself to new administrative environment and the paradigm shift in its role. First of all, the Korean government S&T development management system as a whole failed to develop an integrated vision under which processes in formulating science and thechology development goals and developing consistent government plans concerning science and technology development are guided. Second, most of the local governments have little organizational capacity and manpowers to handle localized activities to promote science and technology in their regions. Third, the measure to coordinate and set priorities to invest resources for the development of science and technology was not effective. Fourth, the Most has been losing its reputation as the symbol of ideological commitment of the top policy maker to promote science and technology. Various ideas to reform government S&T development management system have been suggested recently. Most frequently cited ideas are as follow : (ⅰ)strengthen the functions of MoST by supplementing the strong incentive and regulatory measures; (ⅱ)create a new Ministry of Education, Science & Technology and Research by merging the Ministry of Education and the MoST; (ⅲ)create a new Ministry of Science & Technology and Industry ; and(ⅳ)create a National Science and Technology Policy Council under the chairmanship of the President. Four alternatives suggested have been widely discussed among the interested parties and they each have merits as well as weaknesses. The first alternative could be seen as an alternative which cannot resolve current conflicts among various ministries concerning priority setting and resource allocation. However, this alternatives can be seen as a way of showing the top policymaker's strong intention to emphasize science and technology based development. Second alternative is giving a strategic to emphasize on the training and supplying qualified manpower to meet knowledge and information intensive future society. This alternative is considered to be consistent with the new administrative paradigm emphasizing lean government and decentralization. However, opponents are worrying about the linkages and cooperative research between university and industry could be weakening. The third alternative has been adopted mostly in nations which have strong basic science research but weak industrial innovation traditions. Main weakness of this alternative for Korea is that Korean science and technology development system has no strong basic science and technology research traditions. The fourth alternative is consistent with new administrative paradigms and government reform bases. However, opponents to this alternative are worried that the intensive development of science and technology because of Korea's low potential research capabilities in science and technology development. Considerning the present Korean socio-economic situation which demands highly qualified human resources and development strategies which emphasizes the accumulations of knowledge-based stocks, I would like to suggest the route of creating a new Ministry of Education, Science & Technology and Research by intergrating education administration functions and science & technology development function into one ministry.

산업기술 보호 관리실태 및 발전방안에 관한 연구 (A Study on the Real Condition and the Improvement Directions for the Protection of Industrial Technology)

  • 본 연구는 산업기술 보호를 위한 관리적 발전방안을 마련하기 위하여 공공기관, 대기업, 중소기업 등을 대상으로 관리적 보안실태에 대해 조사 분석을 실시하였으며, 그 결과는 다음과 같다. 첫째, 보안정책을 효과적으로 실행할 수 있는 기반 구축이 필요하다. 조사대상 대부분이 보안규정을 잘 관리하고 있으나 보안규정을 지키거나 지속적으로 개선하려는 노력이 부족한 것으로 나타났다. 이를 개선하기 위하여 보안전담조직과 보안담당자 운영방법을 개선할 필요가 있으며, 보안규정을 모든 구성원에게 알리고 보안업무 수행을 위한 팀 간 업무 공조체계를 이룰 수 있는 조직문화를 활성화 할 필요가 있다. 이와 함께 지속적인 보안점검과 보안감사를 통해 보안의식을 향상시키고, 보안규정 준수 여부를 직원업무평가에 반영함으로써 보안정책을 가시화 할 필요가 있다. 둘째, 보안활성화를 위한 보안투자가 필요하다. 기술 유출경로와 수단이 다양화 첨단화 되어가고 있을 뿐 아니라 복잡하고 빠른 속도로 변화하기 때문에 관련 전문기관인 국가정보원, 한국인터넷진흥원, 정보보호 컨설팅 전문기업, 관련 대학 및 연구소 등과의 협조채널 유지하고, 필요에 따라서는 보안 전문기관으로부터 outsourcing 도입을 검토할 필요가 있다. 특히 공공기관이나 대기업에 비해 보안정책 운영실태가 미흡한 중소기업은 조직 규모나 재정적 여건을 감안하여 보안관리 능력을 보강할 수 있도록 국가적인 차원의 지원시스템을 증가할 필요가 있다. 셋째, 산업기술 유출의 주체는 사람으로 인력관리가 중요하다. 신규 입사자와 임직원을 대상으로 하는 정기적인 교육률은 높은 것으로 평가되나 핵심기술에 접근하는 임직원과 제3자로부터의 보안서약서 작성과 중요자산에 대한 접근권한이 변경될 때 접근권한 변경 적용과 같은 업무의 활성화가 필요하다. 중요기술을 다루는 사람에 한하여 신원조사를 실시할 수 있는 여건조성이 필요하며, 퇴사자에 대한 보안서약서 징구와 정보시스템에 대한 접근권한 제거, 계정삭제와 같은 퇴직자 관리를 강화할 수 있어야 한다. 넷째, 중요한 자산에 대한 관리와 통제를 강화해야 한다. 자산에 대한 목록과 관리기준은 비교적 잘 정리되어 있으나 자산의 중요성에 따른 등급화작업의 활성화와 자산의 유출 및 손상의 경우를 대비한 영향 정도를 평가할 수 있는 작업이 필요하다. 자산에 대한 중요도는 시간흐름 및 업무특성에 따라 변화되기 때문에 주기적인 자산평가 작업과 분류작업을 통해 사용자별로 권한을 설정할 수 있어야 한다.

  • This study attempted to provide some implications for human resource management of health services organizations by investigating the influence of job rotation on motivation and organizational commitment. For empirical analysis, a study model based on literature review of previous researches was developed, and a survey was conducted for the employees of 8 hospitals located in Busan area. In processing the data, frequency analysis, correlation analysis and path analysis were performed using SPSS 18.0 and AMOS 18.0. Main results of empirical analysis can be summarized as follows: First, procedure of job rotation, did not significantly affect tissue immersion and stimulation, but effect of job rotation, has been found to provide a significant effect. Second, motivation was shown to have a significant influence on emotional and normative commitments, sub-factors of organizational commitment variable. In conclusion, suggest that intentions and opinions of the organizational members need to be actively reflected in job rotations of which the effect can be maximized when they are regularly and reasonably implemented.

미국 과학기술분야 Top 5 대학 유학생의 귀국 의사결정 요인 분석 (A Study on the Critical Factors that Affect Korean Students' Decision to Return to Korea after Graduating from the Top 5 Universities in USA)

  • 전 세계적으로 기술혁신을 선도할 수 있는 우수 과학기술인력 확보를 위한 경쟁이 갈수록 심화되고 있다. 인력의 국제적 이동현상을 기존에는 두뇌 유출 유입, 두뇌 순환 등으로 설명하였으나, 우수 과학기술인력의 경우 오히려 주요 국가 및 연구기관의 두뇌 유치 경쟁으로 설명하는 것이 더욱 타당하다. 본 연구는 두뇌 유치의 관점에서 미국 내 과학기술분야 우수 한인 유학생의 한국으로 귀국 여부 의사결정에 영향을 미치는 주요 요인을 도출한다. 이를 위해 1단계로 인터뷰를 통해 잠재 요인 및 가설을 도출하고, 2단계로 설문조사 및 가설 검증을 통해 주요 요인을 확정한다. 또한 로지스틱 회귀분석을 통해 귀국 여부 의사결정 모형을 만들고, 도출된 각 요인들의 기여도를 비교한다. 끝으로 해외 우수 과학기술인력 유치 활성화를 위한 정책적 시사점과 본 연구의 한계점을 논의한다.

  • In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberator's spreadsheet model). Analyzed data from Delphi technique is used as inputs to ABP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

수강태도를 매개변인으로 한 셀프리더십전략이 IT과목 러닝성과에 미치는 영향: 사회과학분야 학습자중심 (A Study on the Influence between Self-leadership Strategies and Learning Performance at IT Classes mediated by Attitude of Attendance: focused on the Social Science Students in University)

  • 리더십과 관련한 연구들은 주로 경영학 분야뿐만 아니라 산업심리 혹은 심리학분야에서도 많은 관심을 보이는 연구 분야다. 종래의 리더십은 조직 내 경영진이나 팀리더 등의 조직책임자들에게 강조되는 개념이었다. 그러나 최근에는 개인의 자유의지를 스스로 통제 혹은 관리하여 자신의 행동을 바람직한 방향으로 이끌고자 하는 셀프리더십(self-leadership)관련 연구에 학계, 산업계의 관심이 모아지고 있다. 본 연구는 정보기술(information technology) 및 엔지니어링 과목을 수강한 학부재학생들의 셀프리더십 전략이 수강태도에 영향을 마치는지, 수강태도가 매개변인의 역할을 하여 학업성과에 어떤 영향을 미치는 지를 연구하였다. 연구 결과는 조직 구성원 혹은 학생들의 센프리더십을 고양함으로써 과업에 임하는 태도나 수업에 임하는 바람직한 태도를 제시하여 기업 생산성이나 학업성과를 촉진할 수 있는 방안수립에 시사점을 줄 수 있을 것이다.
