Following the recent privatization of the UK railway system there has been an increase in the volume of rail freight. It. Influential factors include the problem of road congestion, and policies towards increasing grants. With a focus on grants (government subsidies), this paper examines changes in rail freight, and the tasks facing the UK railway. I attempt to explain recent trends in rail freight grants and changes that have positively influenced the rail freight. In particular, I demonstrate the trends in rail freight and scheme which link the government and industry. Moreover, I explain the grants scheme and method of calculation, concisely. Finally I reveal the characteristics of UK rail grants scheme. In this paper, I argue that grants have played an important role of in the development of freight and that rail freight is more environment friendly than road transport. This paper have a many important aspects. Namely, an account of the introduction of the grant scheme of UK. Also, I explore the method of calculation of these grants. It will give some lessons for Korea rail. In conclusion, I note some suggestions and those problems which impede the freight transport. In future, the problems of some of these problems should be addressed, For example, the lack of infrastructure and development of an adequate train time schedule in case of rail freight have to be improved.
This study is a case study focusing on the residents' participation and satisfaction in the promotion of rural development projects under the Block Grants System in Buyeo. Along with changes in the way to support rural development projects, it requires the autonomy, responsibility, creative planning etc. in the municipal governments and the active participation of local residents for the effective development in rural areas. The purpose of this study is to suggest some policy implications by analyzing the relationship between the level of participation of local residents and residents' satisfaction in rural development projects. This study explained the background and characteristics of rural development projects under the Block Grants System, and also reviewed the theoretical literature on the residents' participation and satisfaction, including the survey of the local residents. For this study, we selected some variables, and then divided into the participating groups such as the resident representatives, the development committee and the local residents. Finally, using statistical method we analyzed the level of participation and satisfaction of the local residents in rural areas.
The Ministry of Environment supports environmental education mainly in two ways ; one is by supporting schools engaged in environment conservation model school and the other is by extending grants for experiential environmental education programs. This research aims to evaluate the current status of grant for experiential environmental education programs while proposing possible improvement for constructive and continuing development of the support measures. Grant for experiential environmental education programs is divided into two areas of grant for schools and grant for community-based civil organizations. The diagnosis and evaluation were conducted in terms of 7 areas, such as time, facilities, programs, manpower (professional expertise), operation, administrative and financial support mechanism and others. Research process involved the review of previous studies in 2001 and 2003, comparison of the grant program with other grants in and out of Korea for environment education, and the following areas considered when identifying improvement options: i) Overall review of objectives and operations, ii) expansion supports programs oriented problem solving as well as those focused ecological sensitivity, iii) change from expendable, one-time program to productive, continuous program, iv) link to social changes and issues, v) principles for operation and evaluation, vi) criteria and methods for program selection and evaluation, and vii) improving operation system. Based on review and the overall evaluation on the experiential environmental education program grant, the recommendation for improving operation system were provided, which included stages of passive improvement, active improvement and building infrastructure for environment education, and building capacity of the members related in the initiatives.
Climate changes and environmental pollution problems are continuing every year. In Korea, the carbon dioxide(CO2) emissions by the transport sector reached around 20% of pollution. Many countries are enforcing the pollution-control policy. Korean government has introduced the modal shift grants as well as in other countries. In case of nation's transportation plan, the policy basis of green distribution is emphasized. However, the shipper and logistics company have low interests in the modal shift as the massive transportation system. The purpose of this paper is that I studied the policy alternatives for the modal shift of foreign railways., And also I studied the difficult problems at altering the railway freight from domestic road freight and I suggested the alternatives of modal shift to solve those problems.
Objectives: Chronic fatigue syndrome (CFS) is a debilitating illness impairing seriously quality of life, while CFS would be an optimized target disorder of Korean medicine. This study aims to present the recent information especially in aspect of medical policy and new diagnosis criteria for CFS. Methods: The literature survey was conducted using the terms of "chronic fatigue syndrome", "myalgic encephalomyelitis" and "fibromyalgia" in PubMed database and Google database in its entirety from January 2011 to February 2019. The in-depth review was made focusing on the changes in policy and medical perspective for CFS. Results: Recently large medical attentions and researches for CFS have been existed worldwide. By supporting of USA government, IOM made a report which leaded to a turning point in clinical practices and research in 2015. This report recommended a new name of CFS to systemic exertion intolerance disease (SEID), and new diagnostic criteria focusing on post-exertional malaise, unrefreshing sleep, cognitive impairment and orthostatic intolerance. The medical perspective also was changed into "a serious, chronic, complex, systemic disease" from a psychological-like disorder, and then UAS and EU governments sharply increased the research grants. Conclusions: This study provided practitioners in Korean medicine (KM) a core information about the recent changes in CFS-related perspectives. This review would be helpful for KM-derived researches or therapeutics development for CFS.
This paper examined the impacts of the welfare reform program, California Work Pays Demonstration Program(CWPDP), implemented in 1992. CWPDP was designed to move welfare recipients into the labor market by reducing the amount of AFDC grants and one-third earned income disregard. The evaluation of the policy impacts on the welfare recipients was conducted in two areas: employment and earnings. This study used a subset of a database created by the California Department of Social Services, and University of California Data Archive and Technical Assistance. The subset is composed of 3,936 AFDC-FG cases selected in LA County: 1,311 control cases and 2,625 experimental cases. The control group was kept on the AFDC rules as of September 1992, while the experimental group was subject to AFDC rule changes implemented under CWPDP. The analyses of the employment and earnings using the random effects probit model and the random effects regression model, respectively, indicated that CWPDP did not effectively encourage female heads to participate in the labor market. It also revealed that CWPDP did not significantly increase the earnings of female heads. The findings imply that the disincentive structure of the public assistance program is not the main barrier preventing female heads from getting jobs and leaving the welfare rolls. Rather, participation in the labor market and exit from welfare is mainly determined by their own demographic characteristics and the economic cycle. Based on the findings, policy implications are suggested on the National Minimum Protection Program in Korea. Those include a flexible exemption rate for the earned income of beneficiaries, affordable child care services, and guaranteed public jobs.
After the Uruguay Round, Korean agriculture industry has been protected and reared with government grants. However, until now there has been very minimal development to establish a solid export industry which can make the most of the trade agreements in place. There has been much research on ways to expand agricultural exports in order to respond properly to this ever changing environment and sustainable agricultural industry. As all other export industries, an efficient logistics network is paramount in order to allow the agricultural industry to respond to changes in demand and penetrate global markets. The lack of systematic logistics activities such as packaging, transportation, unloading, storage, and information transfer in farms has been a major factor in the inefficiency of the agricultural industry resulting in minimal development. From this perspective, 3PL was proposed and applied as a way to build on the streamlining of export of agricultural logistics system. The Agri 3PL is considered as an efficient agricultural exports method as a new concept connecting producers with exporters.
There has been a demand of changing service delivery system for social welfare services, and therefore changing is resource acquisition environment for community social welfare service organizations (CSWSOs). These phenomena are, however, not properly actualized through the CSWSOs. The discrepancy between environmental demand and organizational adaptation seems to result from our lack of understanding those organizations. Based on this understanding, several research problems have been formulated on resource acquisition behaviors of CSWSOs. Empirical data were gathered, and the final sample included 82 social welfare agencies of Pusan province and 122 top/high level agency administrators. The result of data analysis and their implications are as follows: (1) Most of CSWSOs prefer government grants to other financial resources, because government resources can give them more stability than others including private donations and user fees. (2) In order to induce changes in CSWSOs, their stability needs should be properly counted. (3) There is no enough evidence to prove that CSWSOs leaders' personal characteristics have contributed to the behavioral differences on financial resource acquisition among CSWSOs. Rather, there has been enough evidence to prove for influences by institutional environment factors. So, it is recommended that, in order to change behaviors of CSWSOs, the focus should be given to the proper control of those institutional environment factors.

Too little and too much water due to climatic events is a significant cause of global food insecurity. Crops are less productive under water-limited conditions and all major crops, with the exception of rice (Oryza sativa), die within a few days of complete submergence. To complement our studies on genes such as SUB1A, (an ERF-VII transcription factor that provides robust submergence tolerance) and AG1 (a TREHALOSE 6-P PHOSPHATASE that promotes establishment of young seedlings underwater), we have retooled INTACT (${\underline{I}}solation$ of ${\underline{N}}uclei$${\underline{TA}}gged$ in specific ${\underline{C}}ell$${\underline{T}}ypes$) and TRAP (${\underline{T}}ranslating$${\underline{R}}ibosome$${\underline{A}}ffinity$${\underline{P}}urification$) for rice. These technologies enable us to follow dynamics in chromatin, nuclear pre-mRNAs and ribosome-bound mRNAs in meristems and diverse cell types. With these technologies we can better interpret responses to stresses and reestablishment of homeostasis. These include stress acclimation strategies involving changes in metabolism and development, such as dynamics in suberin deposition in sub-epidermal layers of roots that limit water loss under drought and oxygen escape during waterlogging. Our new data uncover dynamic and reversible regulation at multiple levels of gene regulation and provide new insights into processes of stress resilience. p-Cresol, found at high concentrations in the serum of chronic kidney failure patients, is known to cause cell senescence and other complications in different parts of the body. p-Cresol is thought to mediate cytotoxic effects through the induction of autophagy response. However, toxic effects of p-cresol on mesenchymal stem cells have not been elucidated. Thus, we aimed to investigate whether p-cresol induces senescence of mesenchymal stem cells, and whether melatonin can ameliorate abnormal autophagy response caused by p-cresol. We found that p-cresol concentration-dependently reduced proliferation of mesenchymal stem cells. Pretreatment with melatonin prevented pro-senescence effects of p-cresol on mesenchymal stem cells. We found that by inducing phosphorylation of Akt and activating the Akt signaling pathway, melatonin enhanced catalase activity and thereby inhibited the accumulation of reactive oxygen species induced by p-cresol in mesenchymal stem cells, ultimately preventing abnormal activation of autophagy. Furthermore, preincubation with melatonin counteracted other pro-senescence changes caused by p-cresol, such as the increase in total 5'-AMP-activated protein kinase expression and decrease in the level of phosphorylated mechanistic target of rapamycin. Ultimately, we discovered that melatonin restored the expression of senescence marker protein 30, which is normally suppressed because of the induction of the autophagy pathway in chronic kidney failure patients by p-cresol. Our findings suggest that stem cell senescence in patients with chronic kidney failure could be potentially rescued by the administration of melatonin, which grants this hormone a novel therapeutic role.
