This study aimed at suggesting the possibility of an application that connects cadastral control point and urban control point. In order to do this, we calculated and analyzed the cadastral coordinate on urban control point by using the GPS observation data of Changwon-si urban control point (32 points) which was announced based on the result of global coordinate system. We calculated cadastral coordinate through using three different kinds of calculation S/Ws, and compared the results of the calculation with the preexisting result of urban control point. The comparison suggested that the gap between the new results and the existing results is in the range of error specified by a law. Therefore, the result can be used in cadastral surveying. However, for the safe application in practical works, we suggested that it would be better to carry out new cadastral surveying and use its result than to use the result of the current urban control point directly in surveying cadastral. In addition, we suggested that it is necessary to examine precisely the local station of triangulation. Finally, we recommended that one should use trilateral network adjustment S/W as one's calculation S/W.
In this study, we examined the applicability of UAV LiDAR for cadastral surveying and proposed the results. For this purpose, an experimental area was selected and point cloud data was created by scanning the terrain using UAV LiDAR. Since there is no comparative verification target in the forest area, the coordinates of the verification points were obtained by directly surveying the ridge and valley lines prescribed by the current law. Based on these points, the point cloud density within a 7cm radius was analyzed. As a result, an average of 46 point clouds were generated within a circle with a radius of 7 centimeters, which can build a more precise topography of the forest area, proving that precise cadastral surveying is possible. In the case of UAV LiDAR, it is expected that the boundaries of forest areas can be extracted more accurately and efficiently without the influence of trees compared to the existing cadastral survey method. This is expected to have many advantages in various fields that want to use it in the future, such as the creation of stereoscopic maps of forest areas and terrain modeling for disaster safety in the forest areas.

Geographic data have widely been applied in different areas including landuse, city planning and management, environment, disaster management and even daily use of citizens. Since geographic data have been built individually using different methods, many problems such as data inconsistency, duplicated investment, and confusion in decision making have arisen. Thus, the necessity of national framework database that can be shared by different areas has increased. As a result, eight fields of the framework database were defined by NGIS Law and 19 detailed items were selected. This study used the AHP (Analytical Hierarchy Process) and the decision tree to evaluate the relative importance of the items (eg. roads, railroads, coastline, surveying control points, and etc.) and presented the groups classified according to the priorities of the items. The result of this study is believed to contribute to effective budget planning for building national framework database.
The response of the adolescents toward school uniform regulations according to personal character and clothing needs was studied. To carry out this experiment, questionnaires were administered to 514 students in middle and high schools in Seoul and Gyeonggi-do. The collected data were analyzed with Factor analysis(Varimax rotation), Cronbach's ${\alpha}$, Frequencies Statistics, t-test, ANOVA, and multiple regression analysis using the SPSS WIN 15.0. By surveying on actual condition of uniform regulation in school, it was found that the existing uniform regulation was unnecessarily strict and caused stress leading a negative educational effect. Based on the relationship among the degree of regulation, stress, and student attitude toward school uniform regulation, stress and negative attitude to uniform regulation increased as the degree of regulation increased, resulting in an decrease in observance behavior of students. Since the stress from the school uniform regulation can be reduced by establishing rational law, which induced voluntary conduct of student to obey, it is important for student to participate in establishment of adoptable and reasonable school uniform regulation law.

The inspection for building occupancy authorization has lacked objectivity due to manual measurement methods. This is why connivance of the illegal buildings has been rampant, which has led to so many incidents. Consequently, this law has lost its intent to protect people's lives and property. In this study, for the purpose of improvement of this law, the research was conducted by the utilization of unmanned aerial vehicle for automated inspection for building occupancy authorization. Theoretical considerations about building occupancy authorization and the trend of UAV technology were accomplished. Secondly, a series of reverse engineering was conducted including digital photography, network RTK-VRS surveying and post-processing data. Thirdly, the resultant spatial information was used for building occupancy inspection authorization in a BIM platform and the effectiveness and applicability of UAV-based inspection was analyzed. As a result, methodology for UAV-based automated building occupancy inspection authorization was derived. And it was found that eleven items would be possible to be automated among thirty total items for building occupancy authorization. Also it was found that UAV-based automated inspection could be valid in inspecting building occupancy authorization due to authentic accuracy, effectiveness and applicability with government policy.
When cadastre system was first introduced in Korea, we only uses the surface of the land and thus its form was very simple. Nowadays on account of the development of architectural technology, the rapid expansion of population and urbanization, the cubic utilization of land including the land usage of underground and surface space is widely settled. This article studies the function of cadastre and public notice to encourage cubic utilization of the land, argues the necessity of 3D-cadastre system to protect property right, and suggests the GPS land measurement as a possible measure.

According as standard of measurement is changed to world geodetic system by surveying law revision, we need to transform previous 1/1,000 digital maps as a standards of world geodetic system. And, we should acquire standard strategy to minimize confusion and error by conversion of geodetic surveying standards. Thus, conversion of digital maps must be transformed efficiently and consistently according to notice of relevant standard. As common point, we have used 1/1,000 digital map and local geodetic system coordinates and world geodetic system coordinates that had been used in UIS business of Pusan city and, make a analysis of distortion quantity using KASM Trans Ver 2.2. As the result of distortion quantity calculation about all Pusan city, numbers of area that error is over 0.05m are 35 in case of X(N) and 43 in case of Y(E). Because some business section have especially much error, we divided into 3 areas, that was A,B,C, and analyzed. As a result of analysis, errors of more than 0.05m are occurred only 1 X(E) in the B area and 1 X(N) and 1 Y(E) in the C area. In conclusion, We think It is a good method that we consider a distortion quantity and divide a region, and transfer to world geodetic system for large area like Pusan city.
We introduced the Excavation One Call System (EOCS) as a pilot system, in Seoul, Korea. The system utilizes the phone and internet to transfer information about digging underground and buried gas pipelines, although currently written forms are used in accordance with the City Gas Business Law. After one year, we evaluated the business model by surveying the excavators and the operators of the gas companies. This paper shows that the EOCS was more effective in preventing the buried gas pipelines from being damaged than the existing method that has to use due form. It also shows that the EOCS was more convenient and cost efficient than the present policies in place. We come to the conclusion that the EOCS should be extended nationwide and gradually include other subsurface facilities.

In geodesy, a calculation of the meridian length is a basic thing. Its principle is very simple, but no exact closed formula exists and its expression has rather long terms. In Korea, the formula has been seemingly adapted from those of Japan which also use the Bessel ellipsoid as a reference. However, a formula from a noticeable reference of Japan is found to have wrong coefficient values. In this study, a formula for the meridian length with correct coefficient values is suggested and the results on different computing bases are also shown. This formula has terms simpler than the one in the Korean Surveying Act (Law) which has the same coefficients in that Japanese reference.
According to revisions of survey law taking effect on January 1, 2003, the Korean geodetic datum has been changed from a local geodetic to a world geodetic system. In this study, the datum transformation parameters especially for the maritime geographical data are determined. From database constructed through MGIS, a total of 492 coordinate pairs were selected and used in the parameter determination after outlier testing. Based on the parameter estimation, the Molodensky model is selected for datum transformation. For higher accuracy, Application of network optimization and a least squares collocation with Gaussian model has resulted in the accuracy better than 15 cm in coordinate transformation.
