An Empirical Study on Impacts Caused by Excessive Profits Tax on Land of Korea and Counterproposal

  • The Korean government has introduced land policy reform measures recently, in order to stabilize the circulating system of land, without a parent law involving effective land use. The measures aim to change the pattern of land market rather than the pattern of land use. Expecially, the excessive profits tax on land intends to redistribute the owernership of residential land, and to recapture windfall gains on an accrual basis. However, it may incur secondary gains in macro economics and an unintended reduction of urban land supply in the land market. This paper aims to study empirically the impact caused by the excessive profits tax on land, and to promote urban land supply. Ultimately, this paper can be regarded as an interim report on outcome of research projects which aim to propose a method of urban land supply suitable to an advanced society.

  • Recently, land pollution makes various environment problems according to existing land use. So, there is an urgent need for management about these problems. This study categorize land pollution area using the land category information according to main land usage for reasonable analysis of land pollution area by point and non-point pollution sources. And also there was able to collect land pollution sources information efficiently by analysing the land category information. The land use information that categorized important factor for management and land pollution survey will be utilized Soil environment management and preservation. And land use information will be used land use regulation, resonable preservation and management.

  • Land Reform is a distributive measure which transfers power, property, income and status from one group in the community to another. There are two strategies in land reform, capitalist strategy and socialist strategy. The two strategies are different not only in their objectives and ideologies, but also in the method of land allotment and confiscatin. Capitalist land reform is aimed at accomplishing the land -to -the -tiller program of which the implementing process is always included rent reduction and sale of public lands. Socialist land reform is aimed at achieving abolition of property right of land and application of all rent revenue from land to public purpose. The process of the socialist land reform is comprising Bauernbefreiung and land collectivization. In conclusion, the former is resulted in high productivity of land and the later is identified low productivity of land.

  • To compare the maternal health status between women in island and land, the study was conducted to adjacent land (kukdong) and island (kyonghodong) areas in Yosoo city during April 1976. The results obtained from 174 interviewee in island and 192 in land areas were the same as follow, 1. General characteristics of both area. Age: Land, group 20-29 year of age was the largest. Island, 30-39 year of age was the largest. Education; Low educated group, less than primary grade (land 88.6%, island 93.1%), was predominant in both area. Occupation of herself; agriculture and labor was the main occupation (land 50%, island 82.2%) in both area. Occupation of husband: labor and fishery was general (81.2%) in land, and agriculture and fishery was general (81.6%) in island. An Analysis of Land Price Structure by Land Use in Urban Center of Metropolis: The Case of Jung Gu, Daegu City (대도시 도심의 토지용도별 지가구조 분석: 대구시 중구의 사례)

  • Most textbooks of urban geography explain that land value drops down with distance from the Peak Land Value Intersection of urban center. However, There is little rigorous empirical work supporting this belief. Using the publicly notified individual land price data of 2013, this paper examines the structure of land value in urban center with a focus on spatial distribution of land value by land use. As an analytic result, the structure of land price varies between land uses, significantly being different from the classical model of land value in urban space. In residential lands and mixed-use lands for residence and commerce, land price gradient as a function of distance from PLVI is positive and a crater phenomenon even is identified in spatial distribution of land value. The classical model coincides only with land for commerce and office. Nonetheless, predict of land uses by land value function fairly corresponds to Alonso's model.

  • Only 22.7% of total land area is arable land in Korea, it is anticipated that the increased land utilization of present arable land and enlargement of arable land through the reclamation of hillside and tidal land will be of great importance for the support of increased population in the future. Followings are the prediction of increased land utilization ratios, increased arable land through the reclamation of hillside and tidal land, and the increase] in fertilizer demand up to the year of 2000. 1. On the assumption that irrigation facilities, farm mechanization, and cropping systems would be improved remarkably by the year of 2000, the land utilization ratios of paddy land and upland are estimated to be 179% and 193% respectively. 2. Increments of fertilizer demand due to increased land utilization ratios, are estimated to be 2, 290 M/T in 1980, 70, 611 M/T in 1990, and 153, 619 M/T in 2000, when the amounts of fertilizers per unit area are fixed at present lrevels. 3. Increments of fertilizer demand due to the expansion of arable land through the reclamation of 516,330 ha of hillside land and 160,568 ha of tidal land, which are the present estimation of the reclaimable areas, are estimated as 32,960 M/T in 1980, 136,320 M/T in 1990, and 366,861 M/T in 2000. 4. Total increments of fertilizer demand due to the increased land utilization of arable land and the expansion of arable land through the reclamation of hillside and tidal lands in 2000's are estimated as 196,285 M/T for N, 147,351 M/T for $P_2O_5$, and 176,844 M/T for $K_2O$.

  • The purpose of this study is to understand the appropriateness of land aptitude assessment system and to draw up the improvement of this method. The land aptitude assessment system is used to evaluate the effective demand of land development and land conservation. But, this assessment system has the technical problem of selection standards because the land development and the land conservation are against each other. In terms of the relation between development and conservation of land aptitude assessment system, development was increased rapidly as the economic pressure of local government. The application of the land aptitude assessment system using GIS methods was very useful for local plan. However, this system need to improve the selection standards of GIS parameters and statistical methods for the desirable land assessment system.

  • The price-volume in land by land categories is evaluated with dynamic approaches in the era of aging society This research tries to investigate in the respect of major factors such as real estate, macro-economics, and population that is simulated by land categories. The system dynamics approaches on price-volume in land are forecasted until 2020 using the data in the period of 2000-2014. In regard to methodologies, this research adopted system dynamics to evaluate the relationships between price-volume in land and aging society. The meaningful results have been found during the last over 10 year's analysis as the dynamic relations with major factors. Regarding land categories, this research tries to overcome former research limitations. As an implication from the price-volume in land, it confirmed that the multifaceted aspects show that system dynamics approach effectively simulated them by price-volume in land with the population of aging society.

  • Basically a land parcel consists of a land parcel number, land category, land boundary and area, and land value is mostly determined by the land category. Generally people want to change their land use to increase their land value so that they can expect more benefits from the land. However, changing land use causes several problems with land properties, haphazard urban expansions and land category non-coincidences. Unfortunately, no effective solutions exist for land category non-coincidence problems. In this study, we proposed a methodology that can classify the land category based land covers using high resolution satellite images and digital topographic maps. For this, we obtained a parcel based land use/cover classification map. Using both this classification map and a digital cadastral map, we inspected land category non-coincidences. As a result, land category non-coincidence rates could be statistically measured and interpreted and demonstrate a possibility that we could quantitatively interpretate and measure cadastral non-coincidence automatically.

  • For rational agricultural land use planning, it is quite necessary to get hold of land suitability precisely and to make decision on land use patterns accordingly. In the methodological viewpoint, objective and scientific evaluation techniques for land suitability classification should be supported for the systematic land use planning. As one of technical development approaches to rational land use planning, this study tried to frame a land suitability evaluation system for agricultural purposes. Evaluation unit is defined as a tract of land bounded by road, other land units and topographical features. And quantification theory was applied in the determination works of evaluation criteria. The administrative area of Namsa-myon(district), Yongin-si(city), Kyunggi-do(province) was selected for the case study. In order to check the feasibility of the evaluation system developed in the study, field check team, consisting of 2 government officers and 2 representative farmers, carried out evaluation works by observation on 148 sample land units, 10% of total 1,480 ones. Between estimated and observed results, there showed very good relationship of its multiple correlation coefficient, R=0.9467.
