Now, we get out of the old-fashioned frame was measured at the level of the information society through the introduction of PC, Internet speed and Internet subscribers etc and there is a need for a new type of diagnostic information society framework. This study is the study for the framework established to diagnose and measure post-information society. The framework and indicators were chosen in accordance with the technological society coevolution theory and information society-related indicators presented from authoritative international organizations. Empirical results utilizing the indicators and framework developed in this study were as follows: First, the three sectors, six clusters (items), 25 nodes (indicators) that make up the information society showed that all strongly connected. Second, it was diagnosed as information society development (50.34%), technology-based expansion (25.03%) and ICT effect (24.63%) through a network analysis (ANP) for the measurement of importance of the information society. Third, the result of calculating the relative importance of the cluster and nodes showed us (1)social development potential (26.04%), (2)competitiveness (15.9%), (3)ICT literacy (15.5%) (4) (social)capital (24.3 %), (5)ICT acceptance(9.54%), (6)quality of life(8.7%). Consequently, We should take into account the effect of the economy and quality of life beyond ICT infrastructure-centric when we measure the post-information society. • The Federal Communications Commission voted to repeal net neutrality protections on December 14, 2017. This is the very opposite decision of the net neutrality rule that the Obama administration has consistently maintained. The ensuing storm from the repeal of net neutrality protections has an extensively effect enough on individuals and businesses to cover the entire spectrum, and the impact is hard to assess in the U. S. content industry, which dominates the worldwide Internet content and platform market. On the other hand, Korea's net neutrality protections have been firmly pursued, and there is no sign of change even after the decision happened in the U. S. Net neutrality is not a simple theme that is associated with the Constitution, such as freedom of expression, as well as the issue of network enhancement to prepare for 5G. Accordingly, this study examines how the net neutrality has been carried out in the U. S. and Korea over the years, and provides the issues of Internet enhancement, perspectives of ISP and ICP, and implications for the Constitution, market economy, fair competition and zero rating. This research delivers future direction and implications of domestic net neutrality policies.

  • This paper proposes a fuel cell education framework installed on a Metaverse environment, which is to reduce the burden of education costs and improve the effect of education or learning. This Meta-Fuel cell platform utilizes the Unity 3D Web and enables not only theoretical education but also hands-on training. The platform was designed and developed to accommodate a variety of unit education contents, such as ppt documents, videos, etc. The platform, therdore, integrates ppt and video demonstrations for theoretical education, as well as software content "STACK-Up" for hands-on training. Theoretical education section provides specialized liberal arts knowledge on hydrogen, including renewable energy, hydrogen economy, and fuel cells. The software "STACK-Up" provides a hands-on practice on assembling the stack parts. Stack is the very core component of fuel cells. The Meta-Fuelcell platform improves the limitations of face-to-face education. It provides educators with the opportunities of non-face-to-face education without restrictions such as educational place, time, and occupancy. On the other hand, learners can choose educational themes, order, etc. It provides educators and learners with interesting experiences to be active in the metaverse space. This platform is being applied experimentally to a education project which is to develop advanced manpower in the fuel cell industry. Its improvement is in progress.

  • The characteristics of performing arts differ from those of utilitarian goods in terms of economics. Factors other than price need to be considered to understand the demand for performing arts. Audience surveys as well as econometric demand studies have confirmed that socio-economic factors such as age, income, employment, and education are major determinants of the demand for performing arts. This study focused on the attributes of concerts rather than consumer characteristics to determine the concerts audiences select in terms of transaction cost. Genre, price, internet search trends, and the purpose of performance as well as price are tested as determinants of demand by using the data set for a major concert hall in Seoul. Genre and the specific purpose of concerts influence the demand for concerts. Internet search trends of the performer are used as indicators of popularity and information exposure, which are positively correlated with demand. This result supports the hypothesis that larger audiences would attend concerts that require lower information search costs. To note, price has a positive effect on demand in the higher price range, which means that concerts at higher prices attract larger audiences, whereas normal goods have a negative slope in the demand curve. This result can be explained by the hypothesis that consumers use price as an indicator of the quality expected of a concert. Transaction cost for selecting classical concerts thus forms an inverse-U shape curve against ticket price. These results provide some explanation of why audiences of classical music choose to attend concerts at high ticket prices while offering evidence in favor of the hypothesis that performing arts are selected in a social context.

  • In the current information-based society, information and communication technology(ICT) is very important for an individual, a society, and a nation. Especially, for a nation, ICT-related industries are forming an important part of a nation's economy. Also, unlike other industries, ICT-related industries do not require various infrastructures, and have an advantage of being developed with a few talented persons in a short period of time. In this sense, identification and education of gifted children in IT become an essential task of a nation's future. In the past, selection of the gifted children was based on paper tests. However, paper tests incurred various side effects such as private education. Since 2013, observation-recommendation system instead of paper tests has been fully adopted. The purpose of this paper is to analyze the validity of observation-recommendation admission system of the gifted children in IT. For this research purpose, the gifted children in gifted science education center attached in a university at Seoul become the focus of the samples. Their entrance score ranking and graduation record raking are compared for analysis of validity of admission system. After statistical analysis, there is a meaningful correlation between entrance score ranking and graduation record ranking for the gifted children in IT. It means that the higher entrance score ranking, the higher graduation record ranking. The analysis results are expected to be valuable baseline data for deciding usefulness of observation-recommendation admission system.
