Improvement Strategy of R&D Support to the IT Enterprises (IT 기업의 R&D 지원 개선 전략)

  • In 1997, Korean IT enterprises were 9,000 in numbers and Gross Domestic Product (GDP) took 8.6%, and IT industry employed 400,000 persons. In 2002, it has increased : 21,000 companies, 14.9% of GDP, and 500,000 employees. National policy have diverse programs to the IT industry sector. Ministry of (MOC or MIC) have invested the R&D Program since late 1980. National subsidizes have been provided directly or indirectly to the programs. Direct subsidizes policy conflicts to the principle of the free competition market but it's very powerful to the IT organization (such as institutes, colleges, and companies) for the IT industry. This paper analyzes the national R&D subsidy systems and suggests the advanced systems.

  • Standardization is essential strategic tool for a firm to preoccupy a market in the telecommunication industry. WTO TBT(Technical Barriers to Trade) makes importance of standardization greater in telecommunication industry. Therefore countries, not to speak of firms, recognize standards essential strategy to preoccupy markets. In this paper, we will analyze the patterns and study the case on standardization competition in the field of telecommunications.

Telecommunication Service Usage as Predictor of the Timing of Handset Buyers' Replacement Purchases (통신서비스 이용행태 분석을 통한 휴대폰 교체기간 예측)

  • With the explosive growth of mobile products industry, tons of newer versions of products are putting on the market. From the marketer's perspective, understanding consumers' replacement purchases, especially the replacement timing, is essential to product planning and selling. This study presents an approach to finding out factors influencing the timing of buyers' replacement purchases of cell phones, using duration analysis; a hazard function specification is applied to describe consumers' replacement timing decision. Based on the data collected from a mobile telecommunication company, five categories of factors have been inspected. These are consumer's innovative service usage, data service usage, voice service usage, participation in loyalty programs, and the demographic characteristics. The results of the study are as follows. Firstly, the positive coefficient of 'the number of related services used' suggests that the consumers who have more usage knowledge tend to replace faster. Secondly, customers participating in the membership service are positively associated with early replacement purchases. Lastly, younger customers(vs. older) and male(vs. female) customers turned out to replace cell phones earlier.

  • It is the background that the provision of the mobile WiMAX femtocell trial service of a leading mobile telecommunication service operator using small base stations for indoor mobile broadband services and coverage expansion through eliminations of shadow areas in this paper. The paper presents an analysis result of trial subscribers' usage satisfaction for the mobile WiMAX femtocell service and suggests a market approach strategy of a mobile WiMAX femtocell service based on the analysis result. The interesting influence factors are extracted from wide influence factors suggested by existing research literature related with mobile service usage satisfaction and confined to a system quality, a service quality, and an account structure with consideration for attributes of mobile WiMAX femtocell service under exploring its early stages of service market. And then we analyze impacts of the factors to the mobile WiMAX femtocell service usage satisfaction. As a result, a system quality and an account structure have a tendency to provide considerable impacts to subscribers' usage satisfaction for mobile WiMAX femtocell service which is immature in both its technology and market. Therefore a market approach with the preferential consideration of the two factors will be valid.

  • Mobile game is a killer content among the various mobile contents provided by Telecommunication companies. Recently, Location Based Service (LBS) market is growing rapidly and LBS will be a killer content in the near future. As a consequence, mobile game combined with LBS will be a dominant trend of mobile content. However, there exist some limitations on the revitalization of the mobile service market. In this paper, analysis of the restrictions on the mobile service market is performed and then methods for the revitalization of the mobile service market are proposed various billing system is required to reduce network fee for users, a new policy to protect privacy has to be offered, and the infrastructure for high network performance should be developed. The result of this research will provide key role to find a new and more innovative approach to enhance the interaction design of the future Location Based Mobile Games.

  • Recently, the e-business market has become a place of convergence where consumers and suppliers communicate with each other, and a new method of trading of funds has emerged in the process. Crowd-funding is one of the types of money transactions that have emerged in the online space, and its interest and trading volume have been growing rapidly recently. The platform in the online space using crowd-funding method operates in the form of online telecommunication sales, and it is in the form of producing and delivering products based on funds obtained from potential consumers by the operators involved in securing funds. However, if the participating business operators do not deliver the product or deliver the product other than the promoted product and avoid responsibility, the potential demander will not be compensated without mediation by the platform operating entity. In this study, despite the rapid growth in the market size of crowd-funding, consumers who participated in the funding are protected and able to resolve disputes in the event of a conflict amid growing complaints from potential consumers and side effects. The structure or method of crowd-funding is a new form of trading that has different features from conventional e-commerce. Therefore, the legal basis is not yet in place and the standards need to be laid out through various and sufficient discussions politically, legally, socially and culturally and economically. As the potential market and positive effects of crowd-funding around the world have been recognized, a role is required as an ecosystem for new financial transactions. And the potential market could be realized as a new industry if the right legal system and policy consultation were made.

Public Interest Test of Broadcasting Services in Korea : Focused on US and UK (한국의 방송서비스 공익성심사에 관한 고찰 : 미국 및 영국의 사례를 중심으로)

  • Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.

An Economic Analysis of Flat Pricing for Unlimited Voice Calls : Necessary Conditions and MNO's Strategy (음성무제한 요금제경쟁의 경제적 분석 : 무제한요금제 도입 필요조건과 통신사의 선택)

  • As the gaps become narrower in interconnection fee and volume rate, the MNOs began to introduce flat pricing for unlimited voice traffic competitively in Korea wireless telecommunication market : 'unlimited talks within intra-network' by the 1st operator, followed by the 3rd operator's 'unlimited talks over all networks'. As a result, subscribers tip in toward the third ranked operator and could bring a substantial change to steadfast market structure over the last decade in Korea. This paper aims to develop a simple economic model to analyze competition with flat pricing for unlimited voice traffic, and to check whether the pricing can be appropriate for the MNOs. The results show that MNOs already step in the necessary conditions to launch flat pricing for voice traffic. It also predicts that the MNOs compete with unlimited talk over all networks and set a single fee in an equilibrium. At present, the MNOs run virtually identical pricing for unlimited talk over all networks, considering their differentiation with respect to service quality, coverage and brand preference.

  • This paper aims to grasp the status of dispute and relevant issues, focusing on cases resolved by the Contents Dispute Resolution Committee. In consequence, this paper reviewed and addressed many issues like the mobile game of pre-school children, game disputes between telecommunication service providers and other domestic companies, responsibility of game-developing companies, necessity of efforts (led by the service providers) for establishing the system to prevent damage, and increase of awareness on damage redeemed by companies. Additionally, this study enables us to understand that the system of dispute resolution pays a pivotal role to help disputers resolve issues in a reasonable way and that self-imposed confidence is absolutely required in the mobile open market.

  • In this paper, we made reaserch into an effective pricing policy for competitive structure on telephone market in Korea by using that of foreign examples and what level of price gap between esisting service provider and new service provider is adequate by using a stochastical analysis. Simulation result shows to remove the existing service provider under current telecommunication structure in Korea, rapid increase of telephone service is needed. And to consolidata competition, the existing service provider, Korea Telecom, shall be run by private management. Futhermore, local call service and long-distance call service shall be separated.
