Factors Affecting the Use of ICT in Resolving Work of Community Officers in Vietnam

  • In general, using information and communication technology (ICT) to support problem-solving is becoming increasingly common across various industries, sectors, and regions. However, there have been few analyses on the factors affecting ICT problem-solving among officers working at People's Committees of mountainous communes. Using survey data, exploratory factor analysis (EFA), and multivariable linear regression, this study examined the factors that influence the use of ICT in resolving works among community officers at People's Committees in the Northwest mountainous region of Vietnam. The results showed that three factors with statistical significance affecting the dependent variable are computer skills, gender, and occupation of community officers. Therefore, it is recommended that officers participate in ICT training courses or engage in regular self-study to improve their computer skills and qualifications. Both men and women should also prioritize the use of ICT equipment. The study also found that officers in managerial positions were more likely to use ICT for problem-solving than their counterparts. However, some factors that affect the use of ICT were not identified in this study, leaving room for further research.

The Perceptions and Needs Teachers, Principals and Educational Specialists on the Curriculum Implementation of Technology and Home Economics ("기술.가정" 교과 운영에 대한 교사, 학교장, 교육 전문직의 인식과 요구)

  • The goal of the study is to find the necessary measures to facilitate a desirable Technology and Home Economics curriculum by reflecting the perception and needs of the teachers, principals, educational specialists from the perspective of the curriculum content, professionalism of the teacher, realistic operations of the school, and the administration of the school system. The research was executed through mail surveys to nationwide junior high school technology teachers, home education leachers, principals and to educational specialists. The results obtained from the research are as follows. 1) The integration of Technology and Home Economics was perceived to lessen the burden of students. However the background knowledge and characteristics of the two curriculums are different, and in addition there is a negative perception due to the fact that it is hard to facilitate a class with just one teacher, 2) The issues that were most serious to teachers, principals and education specialists were professionalism of the teacher, qualification of the teachers, and teaching method. 3) In regards to qualifications of the teacher, the teachers requested that teachers should have single qualification in'Technology(or Home Economics)'. The principals were of the similar opinion but the educational professionals wanted dual qualification for both'Technology'and'Home Economics'. As for teaching methodology all 3 groups responded that from the teacher and student perspective the teaching should be divided whereas from the school's perspective the responsibility should be put on a single teacher. 4) Teachers responded that from the perspective of the teacher, parent or student Technology and Home Economics should be separated into taro subjects. On the other hand the principals and educational specialists agreed that from their own perspective Technology and Home Economics should remain an integrated subject and the teaching should be done by one teacher but replied that from the student or parent perspective division of responsibility in teaching would be appropriate.

A Study on Relationship between National Technology Licenses in ICT sectors and Job-Finding & Performance of Works (ICT 분야의 국가기술자격증의 취업 및 업무 수행 관련성에 관한 연구)

  • This paper is to assess the influence of business field and qualification acquisition on job-getting and working business by conducting survey against the qualification holders of the national technology in the area of ICT industry. The result shows that respondents working in the ICT industry are 58.7% of samples. Their working business are shown as manufacturing area of broadcasting & telecommunication, telecommunication service, science/technology service, and media service. As for the value of qualification, the current working business area of respondents is more influential factor than the types of qualification. Workers of media service industry recognize the qualifications more useful in job-getting and job performance.

A survey on perception about Certified Dental Technician(CDT) system of students majoring in dental laboratory technology (치기공학 전공 대학생들의 전문치과기공사 제도의 인식에 관한 조사)

  • Purpose: This study was aimed to know the perception about Certified Dental Technician system of students majoring in dental laboratory technology in Korea. Methods: A survey was conducted for four months from August through November 2011 with questionnaires. The responses from 1148 students majoring in dental laboratory technology in Korea were analyzed with SPSS 12.0 program, and frequency analysis and chi square test were implemented. Results: Total students who responded to the questionnaire were 1148 (100%). The population characteristic of this survey is that 691 (60.2%) are male. The respondents believed that the job skill could be expanded by implementing the system (85.6%). Also, they responded that they would be willing to acquire the Certified Dental Technician qualifications in the future (95.5%). Conclusion: Students majoring in dental laboratory technology in Korea believed that the execution of the system of Certified Dental Technician would expand the dental technology industry.

  • This study was conducted to seek improvements by correcting problems of the qualification system of theatrical art technicians, which has a relatively weak foundation, compared to other national industrial qualifications. Through the previous researches, this study attempted to seek main issues and development plans in the field of theatrical art technology, while carrying out in-depth interviews for theatrical art technicians. With the results of this study, problems of the existing system can be largely divided into two kinds. Firstly, the existing system is mostly focused on performance places, especially large-sized public performance halls. Secondly, as a problem in terms of management, the existing system has non-professional management subjects and non-convenience regarding the number of qualification tests and places only in Seoul and once a year. This study grasped problems based on practical demands of the related industry through in-depth interviews with experts, thus seeking proper solutions. What matters most is that the present system should be converted from performance place-centered management to performance-centered management. In other words, by expanding qualification-acquired experts into all the performances, the system should practically contribute to improving the quality of performances and expanding the treatment of experts, which is the fundamental purpose of this system. Moreover, it is needed to seek a plan to expand the convenience of applicants for the procedures and methods of acquiring qualifications.

A Study on the Dental Hygienists' Image Perceived by Health Allied College Students (보건계열학생이 인식하는 치과위생사의 이미지 조사연구)

  • The purpose of this study was to examine the perception of health-related majors in their third year of college about the image of a dental hygienist as prospective dental personnels. The findings of the study were as follows: 1. Concerning perception of the image of a dental hygienist by geographic region, the college students from large cities gave 89.07 to that, and the college students from small and mid-sized urban areas gave 85.03. The former gave higher marks to the image of a dental hygienist, and the gap between the two was statistically significant. By department, the students who majored in physical therapy gave the highest score of 88.93, dental technology and radiology gave the second highest score of 86.91. The clinical pathology gave the third highest score of 83.28, and the gaps among them were significant. 2. As for their perception of the four subfactors(qualifications, roles, social participation and interpersonal relationship) of the image of a dental hygienist by geographic region, there were statistically significant gaps in their way of looking at the qualifications, roles and interpersonal relationship of a dental hygienist. By department, the physical therapy majors gave the highest marks to all the four subfactors. 3. When they were asked to give one or more answers to the question what affected their image building about a dental hygienist, the largest number of the students that accounted for 67.9 percent replied that the looks of dental hygienists whom they saw in dental clinics or hospitals impacted on their image of a dental hygienist.

  • Considering the present and expected demand for human resources by the maritime community, its quantity and quality depend on the number of the ships and the technology applied to them. Scientific and economic developments in this community bring the intensive use of modem technology for many of ships operation. Generally it effects to reduce the quantity of manpower, while it increases the requirement of qualifications of human resources to utilize such advanced technology. Considering above, the maritime education, training and research activities should be revised and updated according to the demand of the community. Because of a difference between the transition of the demand for the human resources and development of the maritime education, training and research activities, there are two most common questions as “What to teach” and “How to teach”. The first question has been asked for many years. The contents of maritime education and training are always related to the existing maritime knowledge and technology and should be updated with consideration of changes of the demand namely “Globalisation of maritime community”. It brings globalisation of the maritime education, training and research activities. The second question is still keeping us busy to look for the best way. Presently traditional methods are used together with new system, while the use of sophisticated simulation, communication and information systems etc. and it is changing our understanding on teaching. This paper introduces the new role of Maritime Institutions from the viewpoints of the maritime education. training and research activities. The role of guide for seafarers and maritime companies is always essential and the concepts such as “Refreshment Training”, “On the Job Training”, “Lifelong” or “Continuous Training” bring new understanding to the training period, trainee's age and position. As a result, the maritime institutions should be ready for their new role, which is, in brief, guiding the maritime society, recommending and providing new learning environments, organising research and developments, performing the education, training and assessment, improving existing methods and developing new methods of the education, training and assessment.

  • This paper describes a one of HRD Program focus on ICT technology called TOPCIT as that companies and higher education providers voiced the need for a standardized, objective competency index that can reinforce the on-site competency of college students majoring in ICT/SW. And reduce the gap between the viewpoints of industrial and academic circles regarding the qualifications of a competent specialist in ICT field. For this reason, T.OPCIT developed and evaluated a performance-evaluation-centered test designed to diagnose and assess the competency of ICT specialists and SW developers critically needed to perform jobs on the professional frontier. This TOPCIT concept has been promoted not just in KOREA but in many ASEAN countries, e.g Thailand, Nepal, Bhutan, Philippines, Mongolia and Cambodia during the ICTD-USO Forum organised by ITU-ASP.

  • The study is purposed to investigate the current status of assistive technology devices(ATDs) and to explore ways to improve the ATDs support system for work. As a method, domestic and foreign systems were investigated to derive implications can be applied in Korea based on the analysis framework that compromised Gilbert and Terrell's policy analysis model and research purpose. Next, a survey was conducted on 202 disabled supported ATDs for Work. They were looking for a job or working. We would like to suggest a plan as follows. First, it is necessary to improve the support process centered on consumers. Second, the expansion of items and supplementation of the quality management system should be considered. Third, it is urgent to expand the application qualifications. Finally, the foundation for improvement should be continuously laid. We expected the direction of improvement of the support system will be established.

A Legal Consideraton of License and Certified Qualification of Paramedics (응급구조사의 자격과 면허에 대한 소고)

  • Purpose: The aim of this study is to identify the legal concept of a license and a qualification for health care personnel. We analyze the appropriateness of the qualification for the first-class paramedics and the sufficiency of 3-year job experience in substitution for college level academic major. Method: We reviewed Laws on Healthcare which stipulate academic and career qualifications for healthcare personnel for whom college-level academic training and job experience to get a license. Results: There is no legal consideration which permits major and educational background substituted by job experience. Only third-class hygienist who graduated from a high school or the equivalent with 3 year job experience can apply for first-class hygienist' national license examination without educational requirements. However, it is nothing to compare with first-class paramedics because the work of hygienist is not directly related to patients care and there is no need of doctor's supervision for hygienist' job. Paramedics have a major role in saving emergency patients in making prompt decision, applying appropriate emergency treatment, securing intravenous route, managing intubation, applying defibrillator, and etc. Conclusion: Ministry of Health & Welfare should grant license to paramedics and annul replacement of academic major background. In addition, it is imperative to broaden the scope of paramedics' job so that they can guarantee patient's life saving in emergency situation with quality major curriculum of college level.
