Improved Two-Phase Framework for Facial Emotion Recognition

  • Automatic emotion recognition based on facial cues, such as facial action units (AUs), has received huge attention in the last decade due to its wide variety of applications. Current computer-based automated two-phase facial emotion recognition procedures first detect AUs from input images and then infer target emotions from the detected AUs. However, more robust AU detection and AU-to-emotion mapping methods are required to deal with the error accumulation problem inherent in the multiphase scheme. Motivated by our key observation that a single AU detector does not perform equally well for all AUs, we propose a novel two-phase facial emotion recognition framework, where the presence of AUs is detected by group decisions of multiple AU detectors and a target emotion is inferred from the combined AU detection decisions. Our emotion recognition framework consists of three major components - multiple AU detection, AU detection fusion, and AU-to-emotion mapping. The experimental results on two real-world face databases demonstrate an improved performance over the previous two-phase method using a single AU detector in terms of both AU detection accuracy and correct emotion recognition rate.

  • With the growth and maturation of IT industry, the necessity of audit about development, maintenance and management of high-quality information system is gradually increasing. In addition, the necessity of inner auditing system, which could totally verify and evaluate the effectiveness of project according to the characteristics of organization conducting information-oriented business, also being proposed. Government offices including Korea Institute of Science and Technology(KISTI) collectively controlling nationwide science-technology related information have no guiding principle or organization within themselves even though performing information-oriented businesses are becoming more bigger and complicated. In this paper, we propose scheme for devising framework, which can audit construction and operation of knowledge information, check list and guideline. In addition, we present concrete ways for adapting these schemes to institutes which manage science-technology knowledge information. Audit framework consists of points of time in audit, audit domain and audit criterion. Points of time in audit are defined as three phases as followings: pre-audit, in-progress audit and post-audit. Audit domain includes 16 detail audit domains and especially we set 11 check items and 40 detail investigation items for database implementation business. We expect that management level of science-technology implementation business of organizations using this research result will increase and they could offer high-quality information service.

The Evolution of Korea's Basic Acts on Science and Technology and their Characteristics

  • This study examined the evolution of S&T Basic Acts in Korea from the Science and Technology Promotion Act (1967) through the Special Act on STI (1997) to the Framework Act on Science and Technology (2001) in the following aspects: 1) comprehensive plans, 2) coordination mechanisms for S&T policies, 3) enforcement of R&D programs and performance diffusion, 4) promotion of human resources, 5) and S&T investment and budgeting. Before the Framework Act on S&T was enacted in 2001, critical issues were found in establishing S&T master plans, promotion of R&D programs, comprehensive coordination mechanisms, and R&D budgeting. The three Basic Acts have expanded the scope of regulation over time to cover the entire cycle of the S&T process. They concern a wide range of issues, including creating a basis for scientific and technological development, S&T promotion, disseminating and commercializing research outcomes, and preventing adverse effects from science and technology. The content of the Basic Acts has evolved in response to changes in the political, economic, and social environment of Korean industry during the past five decades.

A Novel Smart Contract based Optimized Cloud Selection Framework for Efficient Multi-Party Computation

  • The industrial Internet of Things (IIoT) is characterized by intelligent connection, real-time data processing, collaborative monitoring, and automatic information processing. The heterogeneous IIoT devices require a high data rate, high reliability, high coverage, and low delay, thus posing a significant challenge to information security. High-performance edge and cloud servers are a good backup solution for IIoT devices with limited capabilities. However, privacy leakage and network attack cases may occur in heterogeneous IIoT environments. Cloud-based multi-party computing is a reliable privacy-protecting technology that encourages multiparty participation in joint computing without privacy disclosure. However, the default cloud selection method does not meet the heterogeneous IIoT requirements. The server can be dishonest, significantly increasing the probability of multi-party computation failure or inefficiency. This paper proposes a blockchain and smart contract-based optimized cloud node selection framework. Different participants choose the best server that meets their performance demands, considering the communication delay. Smart contracts provide a progressive request mechanism to increase participation. The simulation results show that our framework improves overall multi-party computing efficiency by up to 44.73%.

  • In the era of disruptive change, a data-driven approach is vital to Human Resource Management (HRM) of any leading organization, for it is used to gain a competitive advantage. HR analytics (HRA) has emerged as innovative technologies since advanced analytics, i.e., predictive or prescriptive analytics, were widely used in the High Performing Organizations (HPOs). Therefore, many organizations elevate themselves to become HPOs through Data Science on the "people side." This paper proposes a systematic literature review using the Literature Weighted Scoring (LWS) to develop a conceptual framework based on three adoption theories, which are the Technology-Organization-Environment (TOE), Diffusion of Innovation (DOI), and Unified Theory of Acceptance and Use of Technology (UTAUT). The results show that a total of 13 theory-derived factors are determined as influential factors affecting HRA adoption, and the top three factors are "Quantitative Self-Efficacy," "Top Management Support," and "Data Availability." The conceptual framework with hypotheses is proposed to provide a foundation for further studies on organizational HRA adoption.

  • This paper is an exploratory study to analyze the flow of knowledge in science and technology in order to predict technology innovation. Here, we need to look into the characteristics of how knowledge is created in science, technology and industry to start with. Based on the characteristics we find, we have to understand the relationships between science, technology and industry, and construct a model to link them to each other for future empirical studies. In this study, we take a general view of the existing study results and theoretical models on the characteristics and linkage of scientific and technological knowledge. Moreover, we examine the preliminary framework to link science to technology to industry for further study on the knowledge flow of science and technology. Finally, we present the direction for future study by using the examined models and framework.

  • Recent developments of smart phone and ICT, and explosive developments of wireless sensor area drive radical changes on traditional health care service. To accommodate the changes, many researchers have studied to expand traditional healthcare service areas including home care for independent living and public care for preventive and collaborative wellness area. This study proposes a research framework for healthcare information technology area based on Mettler and Raptis's(2012) work. Then, the study analyze the research trends in the area based on the framework. The area of monitoring patients health status at home using smart phone, providing innovative healthcare service by out-patients monitoring, and implementing preventive healthcare services are identified most active and emerging research agenda. It is expected that the research framework and implications of this study can assist future research efforts and practical utilization of healthcare information technologies.

  • As the definition of the vendor-oriented implementation method, which was utilized in adopting an ERP system, has been centered around the project construction business, it was difficult for the EPR adopting organization to systematically prepare ERP projects and have enough deliberative opportunities to change-related policies. Furthermore, this method does not have a fully standardized construction process. Accordingly, by defining an organization that wants to adopt an ERP system as a customer, this paper develops the customer-based ERP construction process framework that assists both customers and developers who construct the system. For this purpose, this paper reviews the previous research and collects the construction processes of the commercial ERP SW vendor and ERP construction cases while proposing the three-layer process framework to construct ERP through the KJ method. The ERP process framework consists of 7 processes, 32 activities, 141 tasks while providing definitions for concepts of each component. Furthermore, the proposed processes and phases were set in order of the recommended execution, while the activities were suggested as an open-ended type so that the application and usability can be increased and polished by reflecting experts' opinions. The contribution of this study is to standardize the ERP project process by transforming the previous supplier-based ERP construction method into the customer-based one while providing important procedure and activity frameworks that apply to diverse ERP solutions per vendor. At the same time, this study provides an theoretical foundation to develop the construction process for the customer -based Cloud ERP. In practice, At the beginning of the ERP system construction project, it provides communication or process tailoring tools for the stakeholder.

  • This study present to Framework & R&D direction of the 3d printing Integrated Control & Monitoring System. To ensure this purpose, we developed integrated 3d printing control system Framework for DED & PBF and we introduce 4 monitoring system include photo diode, gas flow, acoustic and spectrometer sensors. For this study, we utilize metal 3d printing system from Conception., OKE Tech and DE&T who are still developing Metal 3D Printing Technology since 2017. In the result, we represent the latest 3D Printing Control and Monitoring System for the next 3D Printing researcher and we hope this study will be used as a basic reference and data for Cooperation between mechanic, electronic and material fields.

4S Framework Construction Structure for Interoperability of Spatial Information (공간 정보의 상호운용성을 위한 4S 기반 프레임워크 구축)

  • The provision of spatial data is a key infrastructural requirement for the promotion of economic growth, environmental quality, social progress, etc. 4S technology integrates 4 kinds of systems that process spatial data: GIS (Geographic Information System), GNSS (Global Navigation Satellite System), ITS (Intelligent Transport System), and SIIS (Spatial Imagery Information System). Spatial data processing field is expected to get synergy effect and overcomes development limit of individual unit technology via 4S technology. This paper discusses both the development of 4S-kernel technology and the construction of 4S-based framework, In the development of 4S kernel technology, we will concentrate on the following issues: the development of 4S base components for reciprocity integration among GIS, SIIS, GNSS and ITS technologies, the development of 4S-Mobile S/W and H/W, 4S-Van components, and national LBS technologies. And in the construction of 4S-based framework, we will especially concentrate on the ISP for overall 4S technologies, the international cooperative research center, and the guide model deduction for supervision and certification of 4S projects. Finally, we examine about how the construction of 4S-baed framework affects 4S industry.
