The objectives of not-for-profit organizations including government supported research institutes are, by definition, to achieve socially desired nonfinancial goals. Current reporting focuses on providing information to meet the needs of users. This information may be provided in the annual research report, financial report, and other reports. An objective of current reporting is to provide users with information that will assist them in evaluating the performance(efficiency and effectiveness) of reporting entity. The evaluation of R&D project's performance requires information not only about the acquition and use of resources, but also about the outputs and outcomes of R&D activities, This study aims to recommend that R&D Service Efforts and Accomplish- mints(SEA) reporting is useful for performance evaluation in national R&D programmes. To achieve this aims, I attempt to develop the R&D SEA measures with reference to the Concepts Statement No. 2 of the Governmental Accounting Standards Board. R&D SEA measures consist of five categories : (1) input measures, (2) outcome measures, (3) output measures, (4) re1a1e efforts to accomplishments, (5) explanatory information.

As science and technology advanced, specialized and massive, development through mutual cooperation or research based on patent licensing such as material transfer contract, technology transfer contract etc are actively taking place to minimize or separate the cost and risk of R&D. In R&D, such mutual work can enjoy the merit of division of labor by effectively allocating resources and manpower to accomplish its goal. Inevitably, however, there are also many possibilities of disputes regarding the ownership and use of intellectual property rights resulting from such mutual/post-studies, or inventions upgraded by using prior patents. The case reviewed by this paper is noticeable regarding the recent trend of upgraded inventions. In the case, a pharmaceutical company conducted tests/assessments on the complete technology of patent owned by a university on the premise of transferring the technology, and then terminated the technology transfer contract due to reasons of toxicity. The university then filed a damage claim suit against the company for infringing the contract. This is a dispute case betw een a university which developed a potential ingredient for new medicine and a pharmaceutical company which agreed to transfer and receive the technological later on. Regarding the upgraded inventions of source patents, this case has many implications on the protection of prior patents, research contract, and research security to protect the accomplishment of research. This paper reviews the subject ruling and the protection of upgraded patents and source technologies. As critical notes, the paper also summarizes the major issues of case ruling to observe the standard of ruling patent infringement related to the extortion of upgraded patents. Then, through the ruling of the case above, the paper suggests implications and future strategies.
This study investigates the impact of educational management on the performance of scholars in the field of nano/micro-level composites. The objective is to understand how effective management strategies can enhance the academic achievements and research outcomes of students specializing in this advanced area of materials science. Through a combination of qualitative and quantitative methodologies, data was collected from various educational institutions renowned for their programs in nano/micro-level composites. Our results indicate that tailored educational management practices significantly improve student performance. Key strategies identified include personalized mentorship programs, interdisciplinary collaboration opportunities, and access to state-of-the-art laboratory facilities. Institutions that implemented these practices observed a marked increase in the quality and quantity of research outputs, higher student satisfaction rates, and improved post-graduation employment prospects in relevant industries. Furthermore, the study highlights the importance of continuous professional development for educators to stay abreast of the latest advancements in nano/micro-level composites. By fostering an environment of innovation and support, educational management can play a crucial role in shaping the next generation of researchers and professionals in this cutting-edge field. These findings underscore the necessity of strategic educational management in optimizing the academic and professional trajectories of scholars in nano/micro-level composites, ultimately contributing to advancements in technology and industry applications.

The purpose of study is to promote the development of medium size enterprises(MSE) by analyzing the causal relationship between technology acquisition strategy and firms' performance. In this study, we use the number of intellectual property, sales growth rates, and return on sales as proxy variables of technological and financial performances. This study includes internal R&D investment, cooperative R&D with academy, foreign technologies transferred, and their interaction effects as the independent variables. The results of study are as follows. Frist, R&D Investment, Foreign Technologies Transferred and their interaction effects are positively influence on technological performance. Second, Cooperative R&D with academy and the interaction effects of R&D Investment and Cooperative R&D with academy are negative influence on technological performance. On the other hand, all of the main independent variables and the interaction effects have non-significant relationships with financial performances. These results imply that technological innovation efforts of MSEs do not effectively increase their financial performances. Furthermore, technological supports of government and academy on MSEs' innovation do not effectively increase their innovation outputs. Finally, this study discussed its theoretical and practical implications and the limitations of the study.
The importance of searching the weak signal has been increasingly recognized to cope with rapidly changing circumstances as an environmental analysis technique. This study proposed the NEST process for the searching for the weak signal. The NEST (New & Emerging Signals of Trends) is a micro environmental analysis process based on both quantitative and qualitative method. For this, the weak signal Searching Board is developed and traditional methods as global monitoring, trend analysis, brainstorming and delphi method are implemented to NEST. The NEST process is consists of three stage modules; the global monitoring stage in search of seeds information related to the environmental change, the weak signal analysis stage using the weak signal Tracking Board, and the delphi valuation stage for objectifying the final result. The NEST provides the weak signal of the promising technology which can bring new paradigm and the Up-Coming Trends which can lead new trend in the future. These outputs can be used to select promising technology from firm level to national level. The NEST system can be effectively operated as well as in small group so that small and medium innovative firms can develop and execute their own NEST process individually.
This study presents the determinants of R&D efficiency as the focus on CEO's competency, which influences R&D competency and R&D efficiency. The research samples are 6,708 technology-innovation small and medium-sized enterprises (SMEs). The independent variable is the R&D competency(existence of R&D organization, level of R&D personnel, R&D personnel management, R&D investment), the dependent variable is R&D efficiency. The moderator is the CEO's competency(experience level in its own industry, technical knowledge level, technology management strategy, management ability). R&D efficiency measures the relationship between inputs(level of R&D personnel, R&D investment) and outputs(patent applications, prototype) by the DEA. and the determinant analysis uses Tobit regression. As a result of the analysis, the existence of R&D organization and R&D personnel management is positively significant, level of R&D personnel and R&D investment is negatively significant for R&D efficiency. The moderating effect of CEO's competency on the relationship between the R&D competency and R&D efficiency is significant determinants of CEO's experience(experience level in its own industry, technical knowledge level) and technology management strategy. The finding is to measure the efficiency of R&D performance, and to analyze its determinants as the moderating effect of CEO's competency, using the technology appraisal data. In the conclusion session, the limitations of the research and future research directions were discussed.
This study aims to analyze research-based spin-off companies, which are established in Innopolis to promote the commercialization of R&D outputs of public institutions. We analyzed 175 technology-based start-ups, which were founded before 2016, to examine how the companies' capabilities affect the sales growth rate. The results show that technological capability and entrepreneurial capability have positive relations with sales growth, while network capability and finance capability do not have significant associations. In addition, R&D intensity (R&D expenditure per employee) has moderating effects on the association between firm capabilities and sales growth rate since it strengthens the effect of technological capability and entrepreneurial capability but weakens the influence of network capability. This study contributes to widening the understanding of the importance of capabilities of research-based spin-off companies and their performance, and differs from most previous literature since it uses objective and quantitative data. It further suggests policy implications that the enhancement of technological and entrepreneurial capability are important for the stable growth of technology-based startups in the early stage.
This paper investigates what kind of technological partner firms want to cooperate with in terms of partner location. Two geographical factors are considered. One is geographical proximity, given the tradeoff between the effectiveness of knowledge spillovers in proximity and diverse knowledge absorption from geographically distant partners. The other is how many other firms are co-located with potential partners because it is known that clustering regions can create more technological outputs. Analysis on 2008 Korea Innovation Survey data finds that partner proximity is the single most important factor in choosing a cooperation partner. While firms that are located in a region crowded with related industries prefer proximate partners, others that are surrounded by unrelated industries are more likely to cooperate with distant partners. The findings suggest that geographical proximity matters in partner selection because it not only stimulates knowledge spillovers but also reduces costs involving R&D cooperation such as monitoring costs and information costs. Moreover, firms take into consideration both the benefits and risks of clustering regions. If there are so many unrelated firms that they create agglomeration diseconomies such as congestion costs and unintentional knowledge leakages, firms are more likely to try to find their cooperation partners in other regions.
Although the number of patent which is one of the core outputs of technological innovation continues to increase, the number of low-value patents also hugely increased. Therefore, efficient evaluation of patents has become important. Estimation of patent lifespan which represents private value of a patent, has been studied for a long time, but in most cases it relied on a linear model. Even if machine learning methods were used, interpretation or explanation of the relationship between explanatory variables and patent lifespan was insufficient. In this study, patent lifespan (number of renewals) is predicted based on the idea that patent lifespan represents the value of the patent. For the research, 4,033,414 patents applied between 1996 and 2017 and finally granted were collected from USPTO (US Patent and Trademark Office). To predict the patent lifespan, we use variables that can reflect the characteristics of the patent, the patent owner's characteristics, and the inventor's characteristics. We build four different models (Ridge Regression, Random Forest, Feed Forward Neural Network, Gradient Boosting Models) and perform hyperparameter tuning through 5-fold Cross Validation. Then, the performance of the generated models are evaluated, and the relative importance of predictors is also presented. In addition, based on the Gradient Boosting Model which have excellent performance, Accumulated Local Effects Plot is presented to visualize the relationship between predictors and patent lifespan. Finally, we apply Kernal SHAP (SHapley Additive exPlanations) to present the evaluation reason of individual patents, and discuss applicability to the patent evaluation system. This study has academic significance in that it cumulatively contributes to the existing patent life estimation research and supplements the limitations of existing patent life estimation studies based on linearity. It is academically meaningful that this study contributes cumulatively to the existing studies which estimate patent lifespan, and that it supplements the limitations of linear models. Also, it is practically meaningful to suggest a method for deriving the evaluation basis for individual patent value and examine the applicability to patent evaluation systems.

The purpose of this study is to propose a scientific performance evaluation framework for measuring and managing the overall outcome of complex types of projects that are linked to public demand-based commercialization, such as information system projects and public procurement, in integrated national R&D projects. In the case of integrated national R&D projects that involve multiple research institutes to form a single final product, and in the case of demand-based demonstration and commercialization of the project results, the existing evaluation system that evaluates performance based on the short-term outputs of the detailed tasks comprising the R&D project has limitations in evaluating the mid- and long-term effects and practicality of the integrated research products. (Moreover, as the paradigm of national R&D projects is changing to a mission-oriented one that emphasizes efficiency, there is a need to change the performance evaluation of national R&D projects to focus on the effectiveness and practicality of the results.) In this study, we propose a performance evaluation framework from a structural perspective to evaluate the completeness of each national R&D project from a practical perspective, such as its effectiveness, beyond simple short-term output, by utilizing the Hourglass model. In particular, it presents an integrated performance evaluation framework that links the top-down and bottom-up approaches leading to Tool-System-Service-Effect according to the structure of R&D projects. By applying the proposed detailed evaluation indicators and performance evaluation frame to actual national R&D projects, the validity of the indicators and the effectiveness of the proposed performance evaluation frame were verified, and these results are expected to provide academic, policy, and industrial implications for the performance evaluation system of national R&D projects that emphasize efficiency in the future.
