A Case Study: Design and Develop e-Learning Content for Korean Local Government Officials in the Pandemic

  • e-Learning content can be defined as digital content to achieve educational goals. Since it is an educational material that can be distributed in offline, online, and mobile environments, it is important to create content that meets the learner's education environment and educational goals. In particular, if the learner is a public official, the vision, philosophy, and characteristics of each local government must reflect. As non-face-to-face online education expands further due to the COVID-19 pandemic, local governments that have relied on onsite education in the past urgently require developing strong basic competency education and special task competency content that reflect regional characteristics. Such e-learning content, however, hardly exists and the ability to independently develop them is also insufficient. In this circumstance, this case study describes the process of self-production of e-learning content suitable for Busan's characteristics by the Human Resource Development (HRD) Institute of Busan City, a local government. The field of instructional design and instructional technology is always evolving and growing by blending technological innovation into instructional platform design and adapting to the changes in society. Busan HRD Institute (BHI), therefore, tried to implement blended learning by developing content that reflected the recent trend of micro-learning in e-learning through a detailed analysis. For this, an e-learning content developer with certain requirements was selected and contracted, and the process of developing content through a collaboration between the client and developer was described in this study according to the ADDIE model of Instructional Systems Development (ISD).

A Study on the Factors Influencing Technology Innovation Capability on the Knowledge Management Performance of the Company: Focused on Government Small and Medium Venture Business R&D Business (기술혁신역량이 기업의 지식경영성과에 미치는 요인에 관한 연구: 정부 중소벤처기업 R&D사업을 중심으로)

  • Due to the recent mid- to long-term slump and falling growth rates in the global economy, interest in organizational structures that create new products or services as a new alternative to survive and develop in an opaque environment both internally and externally, and enhance organizational sustainability through changes in production methods and business innovation is increasing day by day. In this atmosphere, we agree that the growth of small and medium-sized venture companies has a significant impact on the national economy, and various efforts are being made to enhance the technological innovation capabilities of the members so that these small and medium-sized venture companies can enhance and sustain their performance. The purpose of this study is also to investigate how the technological innovation capabilities of small and medium-sized venture companies correlate with the performance of knowledge management and to analyze the role of network capabilities to organize the strategic activities of enterprise to obtain the resources and organizational capabilities to be used for value creation from external networks. In other words, research was conducted on the impact of technological innovation capabilities of small and medium venture companies on knowledge management performance by using network capabilities as parameters. Therefore, in this study, we would like to verify the hypothesis that innovation capabilities will have a positive impact on knowledge management performance by using network capabilities of small and medium venture companies. Economic activities based on technological innovation capabilities should respond quickly to new changes in an environment where uncertainty has increased, and lead to macro-economic growth and development as well as overcoming long-term economic downturns so that they can become the nation's new growth engine as well as sustainable growth and survival of the organization. In addition, this study was conducted by setting the most important knowledge management performance within the organization as a dependent variable. As a result, R&D and learning capabilities among technological innovation capabilities have no impact on financial performance. In contrast, it was shown that corporate innovation activities have a positive impact on both financial and non-financial performance. The fact that non-financial factors such as quality and productivity improvement are identified in the management of small and medium-sized venture companies utilizing their technological innovation capabilities is contrary to a number of studies by those corporate innovation activities affect financial performance during prior research. The reason for this result is that research companies have been out of start-up companies for more than seven years, but sales are less than 10 billion won, and unlike start-up companies, R&D and learning capabilities have more positive effects on intangible non-financial performance than financial performance. Corporate innovation activities have been shown to have a positive (+) impact on both financial and non-financial performance, while R&D and learning capabilities have a positive (+) impact on financial performance by parameters of network capability. Corporate innovation activities have been shown to have no impact on both financial and non-financial performance, and R&D and learning capabilities have no impact on non-financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance. Effects of External Environment and Organizational Resources and Capabilities on Strategy and Performance: An evidence from an analysis on ventures (벤처기업의 전략 및 성과에 대한 외부환경과 조직자원 및 능력의 영향)

  • Based on the survey data, this study focused venture firms examines how organizational resources and capabilities along with its external environmental conditions have an effect on its strategy and performance. In particular, this article attempts, by performing a binary logistic regression analysis, to identify the venture-specific importance and priority of the factors that may influence firms' strategy patterns, with multiple regression analysis on the relationships between some variables included in the model. The survey was conducted from October 1, 2010 through October 30, 2010. The results of this study are the following. First, the more firms are exposed to high industry growth and low competitive intensity, the higher chance they get to pursuit aggressive strategy. And then a firm seeks aggressive strategy, when it has more technological resources and human resources. Third, environmental uncertainty, industry growth, technological resources, human resources, financial resources and marketing capabilities have positive effects on firm's performance. But, competitive intensity has no direct influence firm's performance. Finally, CEO competence directly influences firm's performance, but the interaction. of CEO competence with other variables is not significant.

The Design of Training Contents for Marine Accident Investigators (해양사고조사관 교육 콘텐츠 설계)

  • The Korea Maritime Safety Tribunal is an institution that investigates marine accidents in accordance with the maritime safety adjudication procedure when marine accidents occur. It requires its investigators to be capable in specializing in marine accidents, including possessing the following: a level 2 or higher maritime license, experience on boarding, and specialized knowledge on ships. It also requires separate training for technical competency related to maritime accident investigations. However, the current education for marine accident investigators mainly consists of administrative tasks, which is not suitable to improving the investigator's technological competency, making its development urgent. This study aims to design training contents for marine accident investigators to strengthen their technical competence. To this end, we analyzed the contents of current investigator training, and reviewed the relevant laws and regulations, and training contents of investigators in advanced maritime countries and similar transportation institutions in Korea. According to the results, the training contents were designed to focus on strengthening technical competency, and proposed as a five-day course for basic and professional training. Based on the designed training contents, if in-depth research is conducted by sufficiently reflecting the working conditions of marine accident investigators in Korea, it will greatly help in improving the investigators' skills.

A Study on the Effects of Design Thinking Process and Maker Education on University Students' Start-Up Activities (디자인사고방법 활용 메이커교육이 대학생 창업역량에 미치는 영향에 관한 탐색 연구)

  • In the era of the 4th industrial revolution, high technology is causing many changes in modern society and economy. Among them, changes in industries and jobs require new competencies of future human resources. As an educational alternative to these changes, maker education and design thinking methods are spreading around the world, and it is necessary to actively apply such education in university curriculum. Therefore, this study examines the effects of the maker education using the design thinking method on the learners' competencies required as future human resources and, relationship between the development of university students' entrepreneurial competencies and learners' competencies. And the purpose of this study is to contribute to the vitalization of entrepreneurship education for university students by suggesting an educational model. For this purpose, this study investigated the prior research on maker education/environment and design thinking methods to examine concepts and characteristics, and analyzed the influences between maker education/environment and design thinking methods and the development of learners' personal, social and technological capabilities. In addition, this study analyzed the relationship between learners' developed capabilities and university students' entrepreneurial capabilities, and based on the results, suggested directions and conceptual models for education that combine maker education/environment and design thinking methods. In conclusion, maker education/environment and design thinking methods in university education have a positive effect on the cognitive, social, and technological development of learners, and this has a significant relationship with the factors of personal, social, and technological dimensions of university students' entrepreneurial competency. It is analyzed that it has a positive effect on the promotion of entrepreneurship activities of university students. Therefore, it is judged that university's interest and support should be given to the vitalization of maker education using the design thinking method for university student entrepreneurship education and future human resources nurturing.

Mathematics education experts' perception of information literacy in mathematics education (정보 리터러시에 대한 수학교육 전문가들의 인식 분석)

  • The purpose of this study is to discuss information literacy in mathematics education by comparatively analyzing mathematics education experts' perception of information processing and information literacy in mathematics education. We collected mathematics education experts' opinions using the modified Delphi method and focus group interviews, then analyzed their responses with an analytic framework through a constant comparative method. Even though we used different methods, we could compare their perceptions under the common themes. The findings are in three-folds. First, most experts focused only on the use of technological tools or statistics as a way of developing information literacy. In addition, even though mathematics education experts recognize the need for information literacy in mathematics education, their definition and meaning of information literacy somehow varied. Secondly, teachers as practitioners emphasized social competency which could be developed through information literacy. Thirdly, they asked for concrete and systematic plans for school practice in order to well develop information literacy in schools. Even though there were some differences in their perception of information literacy in mathematics education in terms of their prior experiences and background, it is very meaningful that there were commonalities among their perceptions which would allow us to find the ways of developing information literacy in mathematics education.

Research on strategies of open innovation activities with impacts on dynamic competitive advantage: in the context of digital convergence and disruptive innovation (역동적 경쟁우위에 영향을 미치는 개방형 혁신활동 전략에 관한 연구: 디지털 융복합 환경과 파괴적 혁신 환경에서)

  • Although it was very long since companies and organizations have been interested in technological innovation or management innovation and many of them have been investing on innovation in convergence industry environment, they could not take differentiated competency and competitive advantage so that they were fallen behind from market by new trends. This research is aiming at deduction of strategies for corporations to keep continuously differentiated competitiveness and competitive advantage. It suggested open innovation activities as basic independent variables. It added global technological alliance known for Open Innovation Alliances to independent variables too. It suggested platform leadership emerging between open innovation activities and digital ecosystem and 6 encroachment types from disruptive innovation theory as control variables. It suggested dynamic competitive advantage as dependent variable for explaining dynamic properties of environment. It analyzed case from 11 researches of open innovation activities, categorized them and verified the appropriacy of the variables. This research contributes to new direction for derivation of strategies and methodologies by which corporations keep competitive advantage in dynamic convergence environment.

A FUNDAMENTAL STUDY TO DEVELOP STANDARD TECHNOLOGY CRITERIA FOR IT-CONSTRUCTION FUSION TECHNOLOGIES, TO BE APPLIED TO A U-CITY

  • As the demand for a convergence between construction technologies and IT is on the rise, as seen in the visualization of U-City construction, studies on the ways in which IT in should be utilized in the building and construction field have been continuously and actively performed. However, there has been almost no development of standardized technology criteria relating to the life cycle of a building (planning, design, construction, and maintenance). That is, there are almost no examples of efforts made to combine construction technology and IT in a fundamental way, considering the environment, the facility, its spatial characteristics, engineering, materials, and structure, aspects that are commonly required not only for interior spaces but also for exterior construction of U-City. Despite the fact that a state-of-the-art infrastructure has been built, and the competency of users with the cutting-edge technology, composite studies on technologies, facilities, services and spaces are still lacking, and basic research on the composite operation method including compatibility and linkage between facilities and services within a U-City has been insufficient as well. It is generally known that by fusing IT with construction technologies, the total period of construction taken can be reduced and construction expenses can be curtailed, while construction quality can be improved. For this reason, it is vital to prepare a standardized base to connect cutting-edge IT with the construction technologies. In preparing such a base, the most urgent issue is to develop standardized technology criteria. The ultimate objective of this research is to establish the technological criteria system required to apply construction-IT fused technologies to U-Cities, and to develop the technological criteria for the design, construction and maintenance of the U-Cities. This paper, whose objective is to establish development strategies for construction-IT fused technologies by way of analyzing the criteria for conventional construction projects, the necessity of criteria for construction-IT fused technologies, and the current status of U-Cities' development, is the underlying research for this purpose. The strategies established are expected to be utilized in establishing the system of criteria for construction-IT fused technologies, and to contribute to a knowledge base in the construction-IT field. In addition, based on the strategies established, criteria for construction-IT fused technologies, such as design criteria and construction standards, will be developed, and by applying these criteria and standards, the ultimate objectives of U-Cities, which are the enhancement of urban competitiveness and the satisfaction of residents, will be attained

  • The Japanese and U.S. governments has signed a Bilateral Aviation Safety Agrement and associated implementation procedures for airworthiness on April 27, 2009 to mutually accept the airworthiness approvals for aircraft and parts that the other country issue. This bilateral agreements do not relieve the Civil Aviation Authority(CAA) of its statutory responsibilities for certification. However, they provide an alternative means for the CAA to make its findings, recognizing the competency of another authority to conduct certification functions in a manner comparable to, and on behalf of, the CAA. In this way, the bilateral agreements contribute to ensuring aviation safety as well as reducing the burden imposed on the aviation industries without compromising safety. This paper is to discuss recent status of Bilateral Aviation Safety Agreement and associated Japanese Aircraft Certification System.

A Case study on Intensive Semester of Graduation Design (졸업설계 집중학기제 운영 사례 연구)

  • As the competitiveness of university education and the demand for innovation have increased, a flexible educational system considering the characteristics of universities has become necessary. In particular, in the case of K-university, the intensive semester of Graduation Design, which dramatically improves the educational purpose, content, evaluation, and operation method of the graduate design subject, in order to cultivate a creative engineer capable of actively responding to technological change and solving practical problems. K University's intensive semester of graduation design was operated in two majors in the first semester in 2018, and three majors in the first semester in 2019. A result of survey on the status and effectiveness of intensive semester of graduation design was conducted for participating instructors and students, it was shown that the purpose of introducing intensive semester of graduation design, such as improving the instruction time, the quality of the graduation work and cultivating the competency of the student, was effective.
