  • The development of the European Railway Traffic Management System (ERTMS) began in 1989 as part of the European Union policy to establish a unified and interoperable railway route in Europe. It is a trend that ERTMS/ETCS(European Train Control System) is becoming an international standard in the railway signaling system. As the solution to this situation, the domestic railway signaling field is also at a time when it is more necessary to develop the technology of the train control system considering interoperability. The European Railway Agency (ERA) has proposed B3R2 (Baseline 3 Release 2) for new ETCS-equipped trains after 2020.12.31. In Korea, Baseline 2.2.0 to 2.3.0d on Gyeongbu Line, Honam Line, Jeolla Line, and Gyeongchun Line was installed and now is under operating. As the Baseline upgrade continues, technical considerations and economic considerations are an occurring trend. In this paper, we analyzed the main functions and compatibility of the currently distributed European standard ERTMS/ETCS Baseline 3 and presented a plan to apply the domestic KTCS(Korean Train Control System) Baseline in the near future.

  • In the Chinese construction industry, the utilization of Building Information Modeling (BIM) aims to increase the total output of the construction industry by solving the problem of inefficient interoperability in the construction industry. In 2011, the Chinese Ministry of Housing and Urban-Rural Development despite the technical advantages of BIM and the government policy, the BIM adoption rate in China is lower than 45%. Meanwhile, as the South Korean construction industry is a step ahead of its Chinese counterpart in introducing and utilizing BIM, it is expected that BIM is more actively utilized and accepted in South Korea than in China. According to a comparative study based on the hype-cycle theory, South Korea is at a more advanced stage of introducing BIM, than in China. This study aimed to suggest how to increase BIM utilization rates in China. To this end, this study comparatively analyzed factors affecting BIM acceptance between China and South Korea. For the comparative analysis of the BIM acceptance factors between China and South Korea, literature reviews on the technology acceptance model (TAM) and BIM acceptance model were carried out, and based on that, the BIM acceptance factors were classified. Other BIM acceptance factors were also added and considered, as they reflected Chinese national characteristics and construction industry. As for the derived BIM acceptance factors, construction project participants, especially actual BIM users in China and South Korea, were targeted for the survey. A t-test using SPSS 22.00 was carried out to identify significant differences in data. Finally, based on the t-test results, this study suggested ways of improving the BIM utilization rate in China. Based on the findings, this study is expected to contribute to activating BIM adoption in the Chinese construction industry and also to set a theoretical foundation for future studies on BIM utilization in the industry.

  • The article examines the main problems of land market formation in Ukraine. The article is devoted to the study of problems and prospects of land market introduction after the abolition of the ban on alienation. The advantages and disadvantages of lifting the moratorium on the purchase and sale of agricultural land are highlighted. The experience of such European countries as France, Germany, Latvia, Romania and Poland in regulating the market of agricultural lands is analyzed. The historical stages of market formation, features of state policy in this area are considered. The authors found that in these countries the market for agricultural land is well developed and works effectively, which has positive consequences for the economy of these countries. After analyzing the experience, we identified common elements of an effective mechanism for regulating the land market in European countries, which can be implemented in Ukraine. It is emphasized that after the opening of the land market it is necessary to prevent the concentration of a large number of agricultural lands in the hands of one person or close persons and it is necessary to create an effective supervisory body, whose main functions will be supervising sales prevention of speculation in the land market. Emphasis is placed on the need to improve legislation in the field of land, organizational and informational conditions for land reform. The Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Circulation of Agricultural Land" was analyzed, the adoption of which put an end to the systematic extension of the moratorium on the sale of agricultural land. The positive aspects of such reservations are noted, such as the gradual introduction of the land market, quantitative restrictions, the lower limit of the value equivalent, which can not be less than the normative monetary value. At the same time, the problem is that the lack of an imperative norm on termination of the lease agreement in case of refusal of the lessee to purchase such land at a price not lower than expert assessment, will negatively affect its price formation and actually make the landlord hostage.

  • With the recent development of 4th industrial revolution technology, BIM information systems are spreading to civil engineering fields as a link to this technology. Accordingly, the Land, Infrastructure and Transport Ministry is announcing a technical policy to introduce the BIM information system into the construction sector from 2020. Usually, SOC-related facilities are complex, making it difficult to implement BIM without a standards framework. To overcome these problems, it is urgent to develop a BIM standard classification system. In this study, the BIM property classification system was developed to link the previously developed object classification system by analyzing domestic and foreign prior studies and working standards. This includes property information of businesses, facilities, parts of facilities and components that correspond to the level of object composition in the road and river sectors. It also suggested ways to apply expansion to various SOC areas and to organize spatial information by facility. The results of this study were applied to road facilities to verify the possibility of information building. The development of the BIM Standards Classification System through this R&D will contribute to the development of construction IT by providing conditions for convenient modeling and information system.
