Technical Management Planning Process of Engineering Project (개발 프로젝트의 기술관리 계획 프로세스)

  • This study developed the planning process for technical management of engineering project applying systems engineering process in order to correctly design technical management activities early during the system development projects. The developed process describes a systemic design process of a product to be developed as well as the development process and the personnel team of project organization. As an outcome of the process implemented by a Model-Based Systems Engineering(MBSE) software, a systems engineering management plan(SEMP) and a risk management plan can easily be produced.

  • The purpose of the research is to propose an integrated project planning process and its implementation method. Although there is increasing interest in the application of the Earned Value Management(EVM) method in the project management area, the progress and maturity of the technical performance have not been included in assessing the Earned Value. The main concept of the planning process is to use cost, schedule, as well as the technical performance in the assessment of the Earned Value Management for Military R&D project management practices. The resulting process can enhance the efficiency of the project work by eliminating the currently duplicated activities between traditional project planning process and the newly implemented Earned Value Management process and by shortening the early planning process duration of projects adopting EVM practices.

  • To manage collaborative negotiation in software system design, we have built a socio-technical argument-based negotiation management approach by integrating a Socio-technical Co-construction Process (STCP) with an Argument-based Negotiation Process (ABNP). This paper reviews relevant research work and presents each step of this approach. The STCP provides rich contextual information of technical decisions and social interactions in a system design process. The ABNP provides STCP with a negotiation management and conflict resolution strategy by guiding software engineers to generate, exchange and evaluate their argument claims in negotiation activities. In addition, this paper describes a prototype system which implements this new approach using the advanced Web-based software technologies with the goal of demonstrating how to systematically enhance the negotiation management capabilities in a dynamic socio-technical framework.

  • Configuration management plays a key role in systems engineering process for any project from earlier stage of development. It consists of five major activities, ie., configuration management planing, configuration identification, configuration control, configuration status accounting and configuration verification and audit, and is essential to control system design, development and operation throughout entire life cycle of the system development. And it is directly associated with other part of systems engineering management process, ie., technical data management which provides traceability of important decisions and changes during development. In this paper, we describe how to apply CASE(Computer-aided Systems Engineering) tool-Cradle for the configuration management to achieve effectiveness of Technical Management process.

Technical Management Processes for Large National R&D Projects : Focused on Pyro Project (대형 국가 R&D 프로젝트의 기술관리 프로세스 : 파이로 프로젝트를 중심으로)

  • The Pyro project, one of the large national R&D project to construct Korea Advanced Pyroprocessing Facility (KAPF), which has many goals such as development of pyro technology and process equipment, design of equipment and facility, construction, and test operation, is now under research and development. To reduce uncertainty and risk of such complex project, the technical management processes in systems engineering standards and NASA handbook were reviewed, and then the ten common technical management processes were selected for the large national R&D project to meet its goal successfully. And the essential technical management processes were finally suggested for Pyro project in consideration of current situation of the project.

  • The risk management is an organized method for identifying and measuring risk and for selecting, developing, and implementing options for the handling of risk. The risk management covers all programatic and technical factors which affect the system development performance, cost, and schedule. While technical issues are primary concern for systems engineering, the three elements(performance, cost, and schedule) must be balanced for a successful risk management process. This paper proposes the risk management process for the KSLV-I(Korea Space Launch Vehicle-I) program using computer-aided systems engineering tool, Cradle. The risk management process of KSLV-I program is similar to the general risk management process, but it has its own specific features to manage large-scale complex characteristics of KSLV-I program.

  • In this paper, based on the American weapon acquisition management framework in DoD Instruction 5000.2 "Operation of the Defence Acquisition System" and the contents of "DoD Guide for Achieving Reliability, Availability, and Maintainability" published by Defense Acquisition University, the kinds and roles of technical reviews are introduced and the identification of RAM related tasks which are performed at levels of technical reviews during acquisition process are considered. And the task allocations for developers, development managers, and users are proposed. Finally the relationships of acquisition management framework, technical reviews and RAM tasks are tabulated.

  • To enhance success probability of a system development project, its overall risk level should be minimized through systematically managing schedules, costs, and technical performances. However, Attempts to manage technical performance compared to numerous efforts to control costs and schedules in such projects are deficient. Particularly, a space launch vehicle, a large complex system, development project is much less likely to meet its technical performance objectives due to its technological difficulty, along with schedule delay and cost overrun. The technical performance management (TPM) is a method for tracking and managing technical progress in order to achieve technical performance targets within schedule and budget. In this paper, we investigate applications of the TPM in several space launch vehicle development projects. Then we propose and validate the TPM process to achieve a successful mission in such projects.

  • Put Abstract text here. Recently, the Korea industry need systems engineering technology more than yesterday. The systems engineering management function is needed to use the systems engineering engine process effectively. The systems engineering management function is overlapped a lot with project management function and has vague interface. The project management and systems engineering are two independent disciplines. So there are few references which address the scope and relationships clearly between systems engineering management and project management. This paper suggest the scope and relationships between systems engineering management and project management and revise the PMP and SEMP structure of Blanchard and Fabrycky. Followings are the key concept of this paper presenting. The project management(PM) composed of technical management and non-technical management. The technical management scope is same with systems engineering management. The non-technical management scope is composed of parts of enterprise support processes.

The Impact of NPD (New Product Development) Process Planning Proficiencies on NPD Performance (신제품 개발 프로세스에 대한 기획 역량이 신제품 개발성과에 미치는 영향)

  • The aim of the study is to look at the impact of 'NPD process planning proficiency' on NPD performance. In particular, the current study examines this effect at firm's level (NPD program), rather than at the level of individual project. This study investigate the impact of process planning proficiency considering other NPD proficiencies (i.e. marketing and technical proficiency). In addition to the main effect of process planning proficiency, the current study investigates the interaction effect between process planning proficiency and marketing proficiency (or technical proficiency). Based on a cross-industry sample of 103 Korean manufacturers, this study examines the impact of NPD process planning proficiency on product family performance. The current study focuses on platform projects which play a critical role on product family's successes. NPD process planning proficiency has significant impact on both NPD technical and commercial performance. Technical proficiency is not directly associated with NPD performance. However, this study finds the interaction effects of technical proficiency with process planning proficiency on NPD performance.
