The purpose of this study is to construct ecological pond using LID technique in order to create naturally comfortable community space in urban idle space. The specification of the ecological pond is $110m^2$ of surface area, $0.45{\pm}0.02m$ of average depth, and bed material is composed of gravel (diameter ${\leq}60mm$), sand (diameter ${\leq}2mm$) and bentonite. Rainfall and water depth monitoring were conducted to determine the annual characteristics of inflow of the water for the ecological pond, result of total rainfall was 1,287 mm and showed a seasonal imbalance that accounted for 71.3% (918 mm) during July to August, but the annual mean water depth was kept constant at $0.45{\pm}0.02m$ due to the secondary water source. Annual trends of basic water quality showed a significant changes according to the season, such as water temperature ($5.2{\sim}28.8^{\circ}C$), DO (5.0 ~ 13.8 mg/L), EC ($113{\sim}265{\mu}S/cm$). BOD, COD, TN, and TP in physicochemical water quality tended to increase after October, but the ion parameters such as $NH_3$ and $PO_4{^{3-}}$ were generally low. Phytoplankton indicators Chl-a and BGA (blue green algae) showed a sharp increase from July to August, and green algae (Selenastrum bibraianum, Pediastrum boryanum etc.) and filamentous blue green algae (Phormidium sp.) emerged as a dominant species. The ion parameters ($F^-$, $Na^+$, $K^+$, $Mg^{2+}$, $Ca^{2+}$) were strongly correlated with the $Cl^-$ as a conservative substance (R=0.70~0.97, p<0.05). Water quality was influenced by the ambient environment such as seasonal changes or rainfall, and it was closely related to fluctuation of the inflow of the water. In the future, it is necessary to consider ecological connections by referring to the characteristics surveyed in this study in order to effectively manage the water quality and biodiversity of the ecological pond in idle space.
To analyze the national competitiveness of Korea leads to the conclusion that global high-tech enterprises have been playing leading and pulling roles in making Korea in line with advanced countries even though the country is lacking in various natural resources. The characteristics of these companies above are as follows; Firstly, these enterprises continue to accumulate core technologies and know-how with highly competent human resources and well-organized management. Secondly, they are well structured and equipped with information technology infrastructures which are, for example, ERP, SCM, CRM, and PLM. Among them PLM is considered to be the principal core information technology infra in manufacturing industry. The urgent task of manufacturing industry recently is to develop new products to accept various needs of consumers, and to launch the products in time to market, which requires the manufactures to be equipped with product development infra and system to upgrade product fulfillment and mass production system in a short period. The introduction of PLM System is a solution of core strategy as a manufacturer for collaboration, global development, reengineering of manufacturing system, the innovation and efficiency of manufacturing process, and product quality improvement. The purpose of this study is to analyze the success factors of introducing PLM System and its practicing effectiveness. And the results of empirical study are as follows; (1) Technical success factors positively impact system quality and user satisfaction, (2) Organizational success factors positively impact system quality, but does not impact user satisfaction, (3) Environmental success factors positively impact system quality and user satisfaction, (4) System quality positively impacts user satisfaction, (5) User satisfaction positively impacts the effectiveness of implementing PLM systems, but system quality does not impact it.
Due to the rapid development of IT in recent years, not only personal information but also the key technologies and information leakage that companies have are becoming important issues. For the enterprise, the core technology that the company possesses is a very important part for the survival of the enterprise and for the continuous competitive advantage. Recently, there have been many cases of technical infringement. Technology leaks not only cause tremendous financial losses such as falling stock prices for companies, but they also have a negative impact on corporate reputation and delays in corporate development. In the case of SMEs, where core technology is an important part of the enterprise, compared to large corporations, the preparation for technological leakage can be seen as an indispensable factor in the existence of the enterprise. As the necessity and importance of Information Security Management (ISM) is emerging, it is necessary to check and prepare for the threat of technology infringement early in the enterprise. Nevertheless, previous studies have shown that the majority of policy alternatives are represented by about 90%. As a research method, literature analysis accounted for 76% and empirical and statistical analysis accounted for a relatively low rate of 16%. For this reason, it is necessary to study the management model and prediction model to prevent leakage of technology to meet the characteristics of SMEs. In this study, before analyzing the empirical analysis, we divided the technical characteristics from the technology value perspective and the organizational factor from the technology control point based on many previous researches related to the factors affecting the technology leakage. A total of 12 related variables were selected for the two factors, and the analysis was performed with these variables. In this study, we use three - year data of "Small and Medium Enterprise Technical Statistics Survey" conducted by the Small and Medium Business Administration. Analysis data includes 30 industries based on KSIC-based 2-digit classification, and the number of companies affected by technology leakage is 415 over 3 years. Through this data, we conducted a randomized sampling in the same industry based on the KSIC in the same year, and compared with the companies (n = 415) and the unaffected firms (n = 415) 1:1 Corresponding samples were prepared and analyzed. In this research, we will conduct an empirical analysis to search for factors influencing technology leakage, and propose an early warning system through data mining. Specifically, in this study, based on the questionnaire survey of SMEs conducted by the Small and Medium Business Administration (SME), we classified the factors that affect the technology leakage of SMEs into two factors(Technology Characteristics, Organization Characteristics). And we propose a model that informs the possibility of technical infringement by using Support Vector Machine(SVM) which is one of the various techniques of data mining based on the proven factors through statistical analysis. Unlike previous studies, this study focused on the cases of various industries in many years, and it can be pointed out that the artificial intelligence model was developed through this study. In addition, since the factors are derived empirically according to the actual leakage of SME technology leakage, it will be possible to suggest to policy makers which companies should be managed from the viewpoint of technology protection. Finally, it is expected that the early warning model on the possibility of technology leakage proposed in this study will provide an opportunity to prevent technology Leakage from the viewpoint of enterprise and government in advance.

Therefore, it is necessary to study systematically and plan for survival and growth of technology start-up companies. The purpose of this study is to investigate the entrepreneurial spirit of Innovation, Entrepreneurship, Risk Sensibility and Technology Innovation Capacity, R&D ability, Technology Accumulation Capacity, Technology Innovation System, The results of this study are as follows. the effects of marketing ability on technical performance and financial performance are examined. First, the CEO 's entrepreneurial spirit has an effect on the technical performance and financial performance of the management performance. Second, the technology accumulation ability and the R & D capability have a positive effect on the technical performance. Finally, it was found that the ability to commercialize the technology commercialization capacity affects both technical performance and financial performance. The policy implications that can be gained through this are as follows. First, by strengthening cooperation between universities and research institutes, related technology entrepreneurship education programs should be upgraded so that technology entrepreneurs or preliminary entrepreneurs can capture business opportunities and secure market price competitiveness. Secondly, R & D for the purpose of start-up should be developed and marketable technology should be developed and linked to direct start-up. Third, it is necessary to activate the program to match the company with the honorary retirement manpower of large enterprises and SMEs, which have more experience in field experience than the founders.

The prospect in opening the arctic trade transportation route on a year-round basis offers vast opportunity of exploring untapped resources and shortened navigational routes. In addition, the environment's remoteness and lack of technical experiences remains a big challenge for the maritime industry. With this, engine designers and makers are continually investigating, specifically optimizing propulsion shafting system design, to meet the environmental and technical challenges of the region. The International Association of Classification Society, specifically machinery requirements for polar class ships(IACS UR13), embodies the propulsion shafting design requirements for ice class vessels. However, the necessity to upgrade the various features of the unified rules in meeting current polar requirements is acknowledged by IACS and other classification societies. For the polar class propulsion shafting system, it is perceived that the main source of excitation will be the propeller - ice load interaction. The milling - and the impact load, in addition to the load cases interpreted by IACS, contribute greatly to the overall characteristic of the system and due considerations are given during the propulsion design stage. This paper will expound on the excitation load estimation factors affecting the dynamic response of the different propulsion shafting system design. It is anticipated that detailed understanding of these factors will have a significant role during propulsion shafting design in the future.

Main infrastructures, such as levee, dam, bridge, road, etc., are very important due to not only the means of support for social and industrial activities in normal situation but also the means of protection of life and property during disaster occurrence. In spite of this importance of infrastructures, however, any disaster management systems that actively use these infrastructures are not developed yet. Moreover, infrastructures are not usually included in emergency action plans, thus it occurs second and third impact on communities and industries due to collapsing or damage of infrastructures. Therefore, the authors in this paper analyzed previous research, SWOT, STEEP, and patents and technical journals and conducted a technology need survey ni order to understand the trend of disaster management system as well as suggest main research fields and detail research items. The results of this paper will be a foundation of developing an advanced infrastructure integrated system of maintenance and disaster mitigation and contribute our nation to have an active response system by using infrastructure.

Project Management Institute of America separates the types of risk with external risks and internal risks. The external risk is an uncontrollable risk in projects such as changes of policy and related systems, climate, natural disasters, exchange rates and so on. The internal risk is an existing risk in the project itself that is controllable items in the project. Technical risks in project management are cost, quality, time, safety and environment. Therefore, both the external and internal risks should be managed to perform the construction project successfully. In particular, we can secure the quality and safety of facilities through the technical risk management. The importance of potential risk management has been emerging as a major interest and the lack of risk management delays projects and increases construction costs with negative effects of the building safety since the complex building, which is composed of a great number of facilities, consists of many project units and there are conflicts between various participants and stake-holders. This study presents the ways of establishing risk management processes to ensure the safety of the complex building. To that end, establishing procedure of risk management processes is presented and types of risk and factors in construction projects and counter strategies are presented as available risk information on the stages.

Background: The purpose of this paper is to confirm the event timings and the magnitude of fission product aerosol release from the Fukushima accident. Over a few hundreds of technical papers have been published on the environmental impact of Fukushima Daiichi accident since the accident occurred on March 11, 2011. However, most of the research used reverse or inverse method based on the monitoring of activities in the remote places and only few papers attempted to estimate the release of fission products from individual reactor core or from individual spent fuel pool. Severe accident analysis code can be used to estimate the radioactive release from which reactor core and from which radionuclide the peaks in monitoring points can be generated. Materials and Methods: The basic material used for this study are the initial core inventory obtained from the report JAEA-Data/Code 2012-018 and the given accident scenarios provided by Japanese Government or Tokyo Electric Power Company (TEPCO) in official reports. In this research a forward method using severe accident progression code is used as it might be useful for justifying the results of reverse or inverse method or vice versa. Results and Discussion: The release timing and amounts to the environment are estimated for volatile radioactive fission products such as noble gases, cesium, iodine, and tellurium up to 184 hours (about 7.7 days) after earthquake occurs. The in-plant fission product behaviors and release characteristics to environment are estimated using the severe accident progression analysis code, MELCOR, for Fukushima Daiichi accident. These results are compared with other research results which are summarized in UNSCEAR 2013 Report and other technical papers. Also it may provide the physically based arguments for justifying or suspecting the rationale for the scenarios provided in open literature. Conclusion: The estimated results by MELCOR code simulation of this study indicate that the release amount of volatile fission products to environment from Units 1, 2, and 3 cores is well within the range estimated by the reverse or inverse method, which are summarized in UNSCEAR 2013 report. But this does not necessarily mean that these two approaches are consistent.

The present SOLAS Convention has maintained safety regulations in a largely prescriptive form and this has become overly prescriptive now. The prescriptive rules do not properly reflect technical advances and changing environments in the maritime sector in a timely manner. The purpose of this study is to provide preliminary research to lay a foundation for the development of a new regulatory framework based on safety performance which is not a prescriptive rule making bases. This study reviewed the concept and characteristics of a minimum requirement, the implications of safety regulations in terms of strategic, commercial and technical aspects, the compensative correlation between constructional requirements and operational measures, the concept of safety with regard to final stage confirmation of functions, expansion of implementers and objects of safety regulations, and the balance between safety and environmental protection requirements. Based on these research, 10 principles for the rule formulation process has been suggested such as consideration on the hardware requirements and software requirement, the multi-stage approval concept, new safety concerns for complex shipboard systems, considerations on the human element, regulatory impact assessments and measures to reduce administrative burdens.
